MLK, Jr. Day Events – This year’s events will begin at 11 a.m. with a ribbon cutting ceremony marking the inaugural flag football game at the new multipurpose / football field located in Fred Moore Park. Mr. Harold Jackson will be recognized and presented with a plaque for his active participation and commitment to the project. A rally will be held at 3 p.m. at the University of North Texas (UNT) University Union followed by a march at 4:30 p.m. from the University Union to the MLK Jr. Recreation Center. The celebration will continue with a community program at 5 p.m. at the MLK Jr. Recreation Center. The full schedule and program flyer are attached. Employee Turnover – As requested by Council, please see attached two charts showing employee turnover for the 2017 calendar year by business unit, as well as a history of employee turnover by fiscal year. As shown, the total turnover rate in calendar year 2017 was 13.59%. Please note 40% of the 2017 attrition rate was experienced in the Solid Waste, Streets, Traffic, Wastewater, and Water departments. Without these areas, the annual turnover rate would be 8.11%. Realizing the challenges in recruiting and retaining field service workers and heavy equipment operators, staff analyzed the market and made pay adjustments to certain positions in August 2017 in an effort to improve market competitiveness and employee retention. The Council was briefed on these changes through Informal Staff Report 2017-054 on August 4, 2017. Staff contact: Carla Romine D. Special Event/Parade Permit Review – During Public Comments at the January 9 City Council meeting two citizens voiced concern about the parade permitting process for an event on January 20 known as the Women’s March Reunion on the Denton Square. Planners of this event initiated two separate permitting processes, the first with Denton County on December 4, 2017, applying to hold the event on County property on the courthouse (CHOS) grounds, which was approved by the Commissioner’s Court on December 12. The permit submitted requested use of the CHOS lawn only and for the power to be turned on. According to County officials there was no discussion about closing streets or marching in the street and the Police Department was not included in the permitting process or discussion. The second process was the City parade permit application, received on January 2, 2018 by Lt. David Hildebrand. The application requested street closures of Elm, Hickory, Locust, and Oak, in the blocks surrounding the CHOS, to allow for attendees to march on the streets around the courthouse. Lt. Hildebrand reviewed the request, and after extensive discussions with other staff, denied the request for public safety reasons, as well as a substantial interruption of the safe and orderly movement of other traffic. Additionally, street closures, especially of major thoroughfares, require inclusion and approval of not only PD, but Fire, Streets, City Traffic Engineer, and others. Also, an event of this size should go through an event assessment and planning process rather than a parade permitting process. Lt. Hildebrand had been in touch via email with the person submitting the application, and notified them of the denial by return email on January 2, the same day he received it. The parade permit applicant responded on January 3, further explaining their event and asking a question about an appeal process. Lt. Hildebrand was confused about the appeal process, having never been through one, and mistakenly informed the applicant there was not one available. Sec. 25-205 of the Municipal Code of ordinances does provide for an appeal to the City Council within three days of denial of the application. Chief Howell has contacted Diana Leggett, an organizer and point of contact for the event, and explained the differences with the two applications and how we can better communicate in the future and plan for a smoother process. Per Council Member Briggs’ request, a Work Session discussion of current policies and processes is planned for February 13, and PD, CMO, and City Attorney’s Office will collaborate on suggestions and possible amendments to the ordinances. US Aviation Group Incentive Termination – In 2015, the City of Denton entered into a Chapter 380 economic development program grant agreement with US Aviation Group, LLC, for the addition of new aviation training simulation equipment and aircraft at its Denton Enterprise Airport Facility. The Chapter 380 agreement granted a three-year, 70 percent tax rebate on the increase in valuation attributable to the new simulation equipment and aircraft. Under the terms of the agreement, the rebate is granted if the increase in the assessed real and business personal property valuation is at least $5 million more than the 2014 base year valuation by Dec. 31, 2016. According to Economic Development’s calculations based on data from the Denton Central Appraisal District, US Aviation Group did not meet the required threshold to receive the incentive. The eligible 2014 base year valuation was $7.7 million, and the eligible 2016 valuation was $9.6 million. The result is an overall increase of $1.9 million. The agreement states that if the increase is less than $5 million, the City shall have the right to terminate the grant. Therefore, the tax rebate agreement is terminated; no payment has been or will be made to US Aviation Group. US Aviation Group has been notified. Staff contact: Caroline Booth F. Point in Time Count 2018 – On Thursday, January 25, 2018, the Denton County Homeless Coalition will conducted its annual Point-In-Time (PIT) Homeless Count. The Count, a requirement under federal law, helps communities and the nation as a whole, identify and understand the extent and nature of homelessness, changing trends in this area, and the measure of our success in ending homelessness. Results of the Count will be shared with the community in the spring of 2018. Three ways to help make everyone count:  VOLUNTEER – Conduct Surveys, Host a Donation Drive, Enter Survey Data & more. Staff contact: Dani Shaw G. 2018 Mayors Summer Youth Job Program – Recently, City staff has been working with the United Way of Denton County to discuss the Mayor’s Summer Youth Job Program and key dates for 2018. The Mayor’s Summer Youth Jobs Program strives to provide meaningful job experiences for local high school students and recent high school graduates of Denton. Through the Program, participants have access to job skills training, career development resources, mentorship opportunities, and fulfilling work experience that will create opportunities for personal and professional advancement. The program has two components: the City of Denton Program, administered by City staff, and the Community Business Partner Program, administered by the United Way of Denton County. In the City of Denton Program, participants are provided with 8 weeks of paid job experience in a City department. Last year there was a total of 20 participants who had jobs at the Linda McNatt Animal Care and Adoption Center, Denton Municipal Electric, Finance, Human Resources, Reprographics, Library, Parks, Fire, and Community Improvement Services. Applications will be available on the City Website from March 2 to April 6 and the program will run from June 11 to August 3. In the Community Business Partner Program, participants are provided with 8 weeks of paid job experience through a local Denton business; United Way of Denton County is currently recruiting businesses to participate. Christmas Tree Pick-Ups – At the Jan. 9 City Council meeting, Council Member Briggs asked if staff could publicize information regarding Christmas tree disposal/recycling and pick-up. In 2017, City of Denton Recycles made a post on their Facebook page letting residents know how to properly dispose of trees through curb-side pick-ups. Going forward, staff will publicize this information on a variety of communication channels to ensure that residents are informed. Some possible communication channels that could be used in the future include: adding information on a feature box on the Solid Waste and Recycling landing page on the City’s website that highlights special programs and events; sharing Recycling’s social media posts on other City pages; and providing information direct to residents through the Citizen Connection and/or the Resident Update. Mockingbird Street Construction – With Phase I of the Mockingbird Lane street construction project almost complete, work is scheduled to begin on Phase II of the project next week on January 16. The City’s contractor for this project, Lane Construction Company, started work on October 16 on Phase I, which runs from Audra St. to Newport St. The project includes complete resurfacing of the road and subgrade, replacing damaged sidewalks and cubs/gutters, and upgraded ADA ramps to current standards. Phase II will have the same scope of work from McKinney St. to Montclair St. Staff contact: Keith Gabbard J. Wind River Sidewalks – Crews are scheduled to begin making sidewalk repairs in the Wind River area beginning January 22. Locust and affected adjoining businesses EXECUTIVE SUMMARY: On Tuesday, December 26, a fire broke out at 108 N. Locust (The Downtown Mini Mall). Firefighters responded around 3 a.m. Five other fire departments were called in to help (Lake Cities, Flower Mound, Highland Village, Aubrey, and Lewisville) as the fire escalated. Economic Development and other City staff were on hand the morning of the fire to talk to building owners, merchants and residents. Since then, the following steps have been taken by staff:  Compile a list of businesses, building owners and residents, with names, emails, and phone numbers, for the fire department  Compile a list of City services that the fire victims might find helpful, with direct lines. City Staff was given the list, so they could identify them and expedite their requests.  The National Trust for Historic Preservation and Preservation Texas were contacted for information on emergency grants. Two grant applications have been submitted for 108 N. Locust.  The Texas Main Street Center architect was contacted, we sent photos and she compiling scenarios and estimated costs for 108 N. Locust. As a certified Main Street City, we can offer this to downtown building owners at no cost to them.  The Courthouse on the Square took on a large amount of smoke and soot, which has been remediated. County employees were back in their offices on January 9. The Museum will be closed for several months, as all the artifacts must be unpacked, examined, cleaned and repacked by preservation specialists.  Staff remains in contact with the affected businesses and residents through emails, phone calls, and texts.  Businesses that remain closed are: Downtown Mini Mall, Jupiter House, La Di Da, and Shop the Barn.  Since the fire, there has been a partial closure of Austin Street to provide adequate safety clearances for the rear wall. In addition, the sidewalk and a portion of Locust Street is also fenced off due to safety concerns in the front of the building. Date: January 12, 2018 Report No. 2018-005 CONCLUSION: City Staff has been informed that the owners of the Mini Mall are seeking price quotes from a structural engineer to determine the structural integrity of the rear and front façades. Staff also has been told by the Mini Mall owners that they will be selecting a structural engineer soon. Once the engineering firm is secured, Building Inspection staff will be on standby to discuss what options the engineer will be recommending to structurally secure both façades and determine a plan to move forward. In the meantime, it is recommended that the security fencing on Austin and Locust remain in place. Also because of safety concerns due to the uncertainty of the structural integrity of the entire structure, there has been little to no activity on the cleanup of contents inside of the burned location. City staff will continue to assist affected parties until all issues regarding the fire have been resolved. STAFF CONTACT: Julie Glover 940-349-7732 julie.glover@cityofdenton.com Date: January 12, 2018 Report No. 2018-006 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Report providing an update on multifamily recycling and direction received from the Committee on the Environment BACKGROUND: During the October 17, 2017 City Council meeting, the Council requested a work session report on recycling for commercial and multi-family properties. This topic was later referred to the City Council Committee on the Environment (COE) for discussion and direction. On November 6, 2017, Solid Waste and Sustainability staff provided the COE with a proposed strategy to improve voluntary recycling participation among multi-family properties. Shortly thereafter, Council members received numerous citizen letters regarding requests to implement and/or improve multifamily recycling, composting, and construction material diversion. An informal staff report provided to Council on November 22, 2017 acknowledged that these letters were likely the result of a campaign organized by volunteers and/or employees for Texas Campaign for the Environment. On January 8, 2018, staff provided the COE with an update on efforts to improve multi-family recycling. The presentation (attached) provides an overview of a new targeted marketing effort that Solid Waste and Sustainability staff will be implementing in the coming weeks. In addition, staff requested the COE’s direction on the possible procurement of consultative services to study a mandatory recycling ordinance, financial incentives, and other efforts to improve recycling adoption. The COE elected not to pursue this recommendation and directed staff to bring the topic back to the committee following the conclusion of a Solid Waste rate study. That study is currently being solicited, and an agreement will be presented to the PUB and Council for approval in the coming weeks. In the weeks ahead, staff will implement the outreach efforts agreed upon with the COE. Following the rate review, staff will revisit multi-family recycling with the committee and receive their direction regarding further action.
