II. General Information & Status Update
A. Update on Downtown Mini Mall — Since the fire at the Downtown Mini Mall on
Dec. 26, 2017, numerous City departments — including Fire, Development
Services, and Economic Development — have assisted the property owners with
their recovery efforts. In response to recent Council questions, here is an update:
• According to Building Inspections, the exposed brick walls left after the
fire were constructed to be their own freestanding walls and are acceptable
under Denton's code.
• The Mini Mall site is currently secured with fencing that prevents
unauthorized access. As long as the fencing remains in good repair, there
is not a time limit on how long it can be up. Currently, the fence is being
painted with a mural by local artist Kelsey Heinerman using paint donated
by First State Bank.
• Regarding the currently unoccupied buildings on either side of the Mini
Mall site,the buildings are structurally sound and secured from the public.
As such, they are not in violation of any code provisions.
• The Mini Mall owner's current plan is to retain ownership of the building
and rebuild on the site.Economic Development staff recently contacted the
owner to offer any assistance, and he indicated he needed nothing further
from the City at this time.
City staff will remain available to assist all the property owners affected by the
fire and will continue to monitor the safety and code compliance of the Mini Mall
site and neighboring buildings. Beyond that, decisions about the properties are up

B. Redbud Festival—Keep Denton Beautiful(KDB)will host the 25th annual Denton
Redbud Festival at the Denton Civic Center this Saturday, April 21 from 10 a.m.
to 4 p.m. A full schedule for this year's event is available at www.kdb.org.

C. Emily Fowler Central Library Closure — Emily Fowler Central Library will be
closed Friday,April 27 through Sunday,April 29 during the Arts &Jazz Festival.
Denton Public Library has posted closing notices (attached),updated the website
and catalog message, updated phone message, and will be sharing through social
media. North Branch and South Branch Libraries will remain open for regular

D. UNT MPA Students Mock Press Conference—On Monday, April 18,
Communications staff hosted students from UNT's Master of Public
Administration(MPA)program to participate in a mock press conference. The
MPA students served as public information officers and presented real-world
scenarios as they were peppered by questions from the "media,"played by
Communications staff. Staff also help students by providing feedback on their
presentation and help the students become more comfortable with addressing
questions in difficult situations. This ongoing collaboration between the City and
UNT represents a unique way to give MPA students exposure to various career
options in public service and give them a glimpse into the life of government

E. Early Voting for City Council Elections—Early voting for City Council elections
begins on Monday, April 23. City Council Place 5, Place 6, and the Mayoral
seats are up for election. All seats are "at-large," so all eligible residents can vote
in each race. In addition, eligible voters can vote at any polling place in Denton
County during early voting(see attached list of early voting sites). For more

F. Cycle with the City Scheduled for Wednesday, MU 9 —The first Cycle with the
City event of 2018 has been scheduled for Wednesday, May 9, 6 to 7:30 p.m. in
connection with the celebration of May as "Bike Month."Anyone wishing to
participate should meet at North Lakes Park(2001 W. Windsor Dr.) in the
parking lot next to the playground(see attached poster). This year, the ride will
feature the expanded Evers Trail and will be led by outgoing City Council
Member Dalton Gregory to thank him for his continued support of bike projects
in Denton. Don't forget to bring your bike to participate in this fun event. For

G. CNG Facility at Landfill—In September 2017, the City Council approved the
construction of a compressed natural gas (CNG) fueling station at the Solid
Waste Department's Alternative Fueling Station located at 1251 South Mayhill
Road. With 40% of the Solid Waste fleet utilizing CNG as a fuel platform, the
station was approved to help reduce costs associated with the mobile fueling
platform in use by the Department. Construction of the station and its
accompanying infrastructure was completed in early April, and the Solid Waste
Department began using the CNG pumps to supply fuel to the fleet on Monday,
April 16. Agreements with Atmos Pipeline and Luminant Energy will keep CNG
fuel prices at approximately$0.50/dge for the next five months, at which time,
staff will reevaluate the natural gas market and consider a longer term agreement.
Assuming prices remain in the $0.50/dge price range, staff estimates annual fuel
savings to be over $400,000 when compared to the department's mobile fueling

H. U.S. 380 Widening Public Meeting—TxDOT will hold a public hearing on
Tuesday, April 24 regarding the widening of U.S. 380 from State Loop 288 to
CR 26 near the Denton/Collin County Line. The hearing will be held at Navo
Middle School, 1701 Navo Rd., Aubrey, TX 76227. Displays will be available
for viewing at 6 p.m., with the formal hearing starting at 7 p.m. See attached

I. Dallas Drive Mural Installation—In 2017, Keep Denton Beautiful, Inc. (KDB)
selected the Dallas Drive Railroad Bridge as a location for a mural art project
and an `Artist Call' secured a muralist for the project. Fundraising began and the
mural installation was to have commenced in October-November 2017. In fall
2017, the Keep Denton Beautiful Board of Directors voted to place the project
on-hold due to the departure of KDB's Program Manager. The Dallas Drive
Mural Art Project will resume between fall 2018 and spring 2019. As part of this
project, a Right of Entry and Indemnity Agreement was obtained from Union
Pacific Railroad for graffiti removal. The graffiti is to be removed from the
railroad bridge by a Community Improvement Services (CIS) contractor in
conjunction with the installation of the mural. The contractor will also paint two
neutral base coats providing the muralist a blank slate and apply a clear graffiti-
resistant coat upon mural completion. Graffiti removal will occur in conjunction
with the KDB Mural Art Project in between fall 2018 and spring 2019. Staff

J. Reminder: Locust Street Construction—As mentioned in the April 13 Friday
Report,beginning April 23, the Streets Department will be repairing base
failures on Locust St. from Walnut St. to Oak St. (see image below). Weather
conditions and contractor scheduling may impact the plans, but the project
should be completed by April 27. During construction, one lane of traffic will be
closed at a time as crews remove the old asphalt and install a new surface. Staff
has notified local businesses and residents, Denton County, Denton I.S.D., and

A. Emergency Preparedness Summit & Fair — Congressman Burgess is hosting the
tenth annual Emergency Preparedness Summit&Fair;the 2018 event will be held
on Saturday morning, April 28 at Little Elm High School. At this free public
event,families can tour indoor and outdoor exhibits/vehicles providing emergency
and disaster preparedness resources with make &takes as well as view live safety
demonstrations. There will be a "Kid Safety Zone" with activities geared to
children that will engage the whole family in becoming prepared for any type of
emergency situation. The event will open to the public at 8 a.m. with access to the
fair, and presentations will begin at 8:30 a.m.; the event will conclude at noon.

Celebrate Arbor Day at Keep Denton Beautiful's Redbud Festival
April 13, 2018 - Denton,TX- On Saturday,April 21, 2018, Keep Denton Beautiful,Inc. (KDB)will host the 251'annual Denton Redbud
Festival at the Denton Civic Center(321 E. McKinney Street)from 10 a.m.to 4 p.m.The award-winning community festival is Denton's

to register the planting address at the time of the giveaway.The Free Tree Class at the Redbud Festival is made possible through the

The Redbud Festival traces its roots back to an annual Texas Woman's University festival that was held from the 1930s until 1981 to
celebrate the school's beautification and tree planting efforts.In 1994, Keep Denton Beautiful gave the festival new life in honor of
Denton's designation by the 73rd Texas State Legislature as the"Redbud Capital of Texas."This year, Keep Denton Beautiful celebrates
this designation with an official Arbor Day Proclamation from COD Mayor Chris Watts, by hosting the Denton Redbud Festival, and
providing in-school Arbor Day presentations and Redbud tree seedlings to third grade students through the Children's Arbor Day
program.This year's Children's Arbor Day programs took place on April 9 at elementary school campuses around the city,with 635 tree
seedlings distributed to Denton students.2018 Children's Arbor Day was generously sponsored by First United Bank.In addition to
presentations,four schools received 3-inch caliper trees through the Denton Tree Initiative.
The Denton Redbud Festival is presented by,and benefits, nonprofit Keep Denton Beautiful,Inc.The event is made possible with

The Texas Department of Transportation (TxDOT) Dallas District will hold a public hearing regarding the proposed reconstruction
and widening of existing US 380 from SL 288 to west of CR 26 (county line) in Denton County, Texas. This notice advises the
public that a draft environmental assessment (EA) and technical reports are available for public review and that TxDOT will be
conducting a public hearing on the proposed project. The hearing will be held on Tuesday, April 24, 2018 at Navo Middle
School, 1701 Navo Road, Aubrey, Texas 76227. Displays will be available for viewing at 6:00 p.m. with the formal hearing
starting at 7:00 p.m. The purpose of the hearing is to present the planned improvements and to receive public comment on the
proposed project.
The proposed project would reconstruct and widen approximately 14.6 miles of existing US 380 from a four-lane undivided rural
roadway to a six-lane divided urban roadway from the US 377/US 380 intersection to the Denton/Collin County line. The
improved roadway would include two 11-to 12-foot wide inside travel lanes and one 14-foot wide outside shared-use lane (for
bicycle accommodation) with raised median and curb and gutter in each direction. The existing roadway right-of-way width
ranges from 120 feet to 330 feet. The proposed right-of-way width would vary between 127 and 330 feet, except at grade
separated intersections. New grade separations are planned at Legacy Drive, Teel Parkway, Navo Road, Farm-to-Market (FM)
423, and FM 720. Existing bridges at Little Elm Creek and Doe Branch would be widened. A minimum five-foot wide sidewalk
would be located along the outer lanes of the roadway. The proposed sidewalks would meet Americans with Disabilities Act
design criteria. The proposed project traverses City of Denton, Town of Crossroads, City of Frisco, Town of Providence Village,
Town of Little Elm, and the Town of Prosper.
The proposed project would require approximately 27 acres of new right-of-way (ROW), 1.2 acres of temporary construction
easements, and 0.8 acre of proposed drainage easements. Although additional ROW is required, no residential or non-
residential structures would be displaced. Information concerning services and benefits available to affected property owners
and information about the tentative schedule for ROW acquisition may be obtained from the TxDOT district office at the address
listed below.
Within the proposed project limits, 12 crossings were identified containing Waters of the U.S., and impacts to approximately
0.11 acre of a forested wetland were identified. The proposed project is partially located within the Federal Emergency
Management Agency (FEMA) designated 100-year floodplain. The hydraulic design for this project would be prepared in
accordance with current Federal Highway Administration (FHWA) and TxDOT design policies and guidelines. The facility would
permit the conveyance of the 100-year flood, inundation of the roadway being acceptable, without causing significant damage
to the facility, stream, or other property. The proposed project would not increase the base flood elevation to a level that would
violate applicable floodplain regulations and ordinances.
The draft EA, maps showing the project location and design, and other information regarding the project are on file and
available for inspection Monday through Friday between the hours of 8:00 a.m. and 5:00 p.m. at TxDOT Dallas District Office
located at 4777 E. Highway 80, Mesquite, TX 75150, and online at www.keepitmovingdallas.com under "Public
Hearings/Meetings", and www.txdot.,ov under "Hearings and Meeting Schedule." This information will also be available for
inspection at the hearing on Tuesday, April 24, 2018. Verbal and written comments from the public regarding the project are
requested and may be presented at the hearing, or submitted in person or by mail to Mr. Travis Owens, P.E., Texas Department
of Transportation Dallas District Office, 4777 E. Highway 80, Mesquite, Texas 75150. Comments must be received on or before
Wednesday, May 9,2018 to be part of the official hearing record.
The hearing will be conducted in English. Persons interested in attending the hearing who have special communication or
accommodation needs, such the need for an interpreter, are encouraged to contact TxDOT Dallas District Public Information

El proyecto planeado reconstruira y ampliara aproximadamente 14.6 millas de la carretera US 380 de una carretera rural sin
dividido que tiene cuatro carriles con una nueva carretera dividida con seis carriles empezando de la intersecci6n de US
337/US 380 hasta el la Ifnea del Condado Denton y Collin. El propuesto mejoramiento de la carretera tendra dos carriles
interiores de 11 a 12-pies de ancho y un carril exterior de 14-pies de ancho que servira para compartir use de bicicletas y
tambien tendra con una elevaci6n mediana de curva y canal en cada direcci6n. El ancho del derecho de paso que existe varfa
de 120 pies a 330 pies. El ancho del propuesto derecho de paso variara de 127 hasta 330 pies con la excepci6n donde hay
cambios de elevacion. Nuevo separaciones de elevacion de carriles esta planeado a Legacy Drive, Teel Parkway, Navo Road,
Farm-to-Market (FM) 423, and FM 720. Los puentes que existen sobre la calle Little Elm Creek y Doe Branch se propone de ser

Public art on City of Denton-owned electrical or traffic equipment
BACKGROUND:
The subject of painting on City of Denton-owned electrical or traffic equipment (transformer or
traffic signal boxes) last was raised in mid-2015 due to incidents of unauthorized painting on
transformers in the Downtown area.
At that time, Denton Municipal Electric staff researched the issue and reported that graffiti or
painting action on such equipment violates City of Denton Municipal Code Article Section 21-
50, 21-53 and 21-54a and b. It also is addressed by Article XII in Section 17-121, 17-122, 17-
123, and the Civil Penalties and Fees are addressed in 17-124.
According to DME staff, about 70 transformers are replaced each year, "due to customer
electrical load requirement changes, failure of equipment, or vehicular accident impacts." The
DME report went on to state that "There are safety and electrical operational concerns anytime
that a citizen defaces or paints on our transformers or equipment which potentially could hide or
decrease visibility of the fixed asset ID number, the size of the transformer, or the voltage of the
unit, etc. The specific Munsell Green paint that is used on all DME pad-mounted equipment is
industry standard and is formulated to help dissipate heat from the thermal transformer device, is
heat or flame resistant, and is peel resistant."
The 2015 issue being addressed was unauthorized painting. An inquiry from a Councilmember
on April 17, 2018, is related to the possibility of a public art program being developed to
facilitate officially sanctioned placement of public art on City of Denton-owned electrical or
traffic equipment. Economic Development staff researched several cities (Lewisville, Tyler,
North Richland Hills, and Waco, Texas; Ponca City, Oklahoma; and Orlando, Florida) that have
similar programs. The following feedback was received:
• Placing the art on a vinyl wrap, rather than painting directly on the boxes, works best.
• Many programs fund raise from the public to finance it.
• The artwork is juried and selected by sponsors or committees, depending on the
community.
• Before you begin, have a consistent standard for jurying the art in place.
• Pay the artists, even if it's just a stipend.
• Have deadlines for artwork or photography to be submitted.
• Hire a reputable vinyl wrap company.

• Vinyl wraps tend to last two to three years, but can be coated with a liquid laminate to
extend the life.
• Vinyl wraps cost about $5 to $8 per square foot.
• Some communities work with local photographers for the images; some have used
historic photos of the community.
Photos of art on electrical and/or traffic equipment in other cities are included at the end of this
report.
One of the concerns City traffic and DME engineers have expressed is that wraps or painting
would increase the interior temperature of the boxes and result in equipment damage. None of
the cities contacted by Economic Development staff reported overheating problems with painted
or wrapped equipment. However, safety and security of citizens and City personnel along with
the avoidance of equipment damage must be the primary factors in the consideration of any
project related to painting or wrapping of City of Denton-owned electrical or traffic equipment.
CONCLUSION:
Economic Development staff will coordinate with the appropriate departments to develop a pilot
program for public art on City-owned electrical or traffic equipment.

Update on the implementation of recommendations related to the City of Denton's contractual
relationship with the Parks Foundation.
BACKGROUND:
In October 2017, the City of Denton suspended our activities with the Parks Foundation so that a
comprehensive review of the contractual relationship and business practices could be examined.
The City also requested that the Parks Foundation cease any fundraising activities until this review
could be completed. The City hired the law firm of Lynn, Ross, and Gannaway, LLP, and the
accounting firm of BKD, LLP, to conduct the review, and the findings of this assessment were
presented to the City Council in February 2018. Attached in Exhibit 1 is a summary of the
recommendations that were identified in the review.
Following the completion of the above described review, the City of Denton resumed discussions
with the Parks Foundation regarding their fundraising activities, and staff has held several
productive meetings with the leadership of the Foundation on these efforts. Attached as Exhibit 2
is a copy of the letter that was sent to the Parks Foundation in March to resume these discussions.
The purpose of this report is to update the City Council on the status of our conversations with the
Parks Foundation and to outline future discussions we intend to have with the Council. On May
1st, staff is planning to present a summary of the progress that the City and Parks Foundation has
made in implementing the attached recommendations. Additionally, staff will discuss some
fundraising requests the Foundation has proposed, and we will outline options for the Council to
consider at that time.

Traffic Safety (Red Light Camera) Fund's five year history of revenues and expenditure as well
as the ending fund balance.
DISCUSSION:
The City's "Red Light Camera" program and associated Traffic Safety Fund began in FY 2005-
06 under its home rule authority (Ordinance 2004-389) prior to the Texas Legislature passing
Texas Transportation Code, Chapter 707 —Photographic Traffic Signal Enforcement System. In
2007, the City opted to conform its program to Chapter 707 and adopted Ordinance No. 2007-
169 on August 21, 2007. Statutorily, the City may use retained funds for traffic safety programs,
including pedestrian safety programs, public safety programs, intersection improvements and
traffic enforcement. Retained funds are net of personnel and red light camera contract expenses,
and payments to the State of Texas. The City is required to remit 50% of the collected fees, after
deducting personnel and red light camera contract expenses, to the State of Texas. Payments to
the State of Texas should be "deposited to the credit of the designated trauma facility and
emergency medical services account" in the State Treasury, in accordance with the
Transportation Code.
Since the City's retained funds have primarily grown over the last 5 years, staff has provided a
Five Year Revenue and Expenditure Summary (Attached) to detail how the fund has been
administered over that period. Revenues from FY 2013-14 to FY 2016-17 have increased
approximately 39% but most of the growth is attributable to the increased number of red light
cameras. As of today, the City has 13 red light cameras in operation. As far as expenditures,
approximately 49% over the same period have been for red light camera contract expenses,
approximately 35% have been for payments to the State of Texas, approximately 8% have been
for personnel expenses, and approximately 5% have been for capital outlay. For FY 2017-18,
the City increased the capital outlay to $1.2 million to replace 3 traffic signals
(Sherman/Windsor, Locust/Windsor and McKinney/Woodrow) making capital outlay the lion's
share of planned expenditures. Staff would point out that capital outlay from this fund either
replaces or enhances funding from the City's General Fund.
As of September 30, 2017, the fund balance in the Traffic Safety Fund was $2,486,543.
However, based on the increased capital outlay in FY 2017-18, staff anticipates that the fund
balance will decrease to $1,626,696 by September 30, 2018. The City has historically limited
capital outlay from this fund as a strategy to increase the fund balance to protect against
contractual obligations if the red light camera contract was locally terminated. Based on recent
discussions with the City's Legal Department, it appears that the contract does not have a right to
terminate except for cause'. As such, the City is potentially liable for the monthly cost of each
camera through July 20, 2019. As of today, that liability is $949,650 (13 cameras times $4,870
per month times 15 months).

Use of Styrofoam in city facilities.
BACKGROUND:
At the March 27, 2018, City Council meeting, Mayor Watts requested an update from staff
regarding options to reduce the amount of Styrofoam and plastic going into the landfill from city
facilities. The items most readily used within City facilities are breakroom supply items such as
Styrofoam and plastic cups,plates, and cutlery.
In October 2007, the City Council approved Resolution 2007-032 relating to Environmentally
Preferable Purchasing which provides the basis to develop a policy that would give preference to
environmentally preferred products. This could limit or prohibit the purchase of Styrofoam and
certain plastic related products. Changing to biodegradable or compostable products that will
breakdown more efficiently in our landfill, due to the Enhanced Leachate Recirculation system, is
the most immediately available option. Almost every product purchased over the last year
identified as a breakroom supply has an ecofriendly alternative.
Incorporating environmentally preferred breakroom products into the City's operations would
allow staff to work with our vendor to limit the type of items purchased and possibly allow for a
reduction in the cost differential to buy ecofriendly products. This has never been fully explored
through our vendor, but Purchasing has indicated it is something we can explore if so directed.
A review of breakroom supply purchases for the last year from both the City Warehouse and
Staples, our office supply vendor, revealed a wide variety of items purchased. Costs vary
significantly by quantity and type of product purchased. The total amount spent through both
sources was $22,293 over a 12 month period. Items from both sources include Styrofoam, plastic
and biodegradable products.
• Almost 100 different products were purchased from Staples for a total of$9,588.
• Eleven different items were purchased from the warehouse for a total of$12,705.
• City departments purchased more than 30 different types and sizes of cups which totaled
more than 100,000 cups.
• City departments purchased more than 75,000 pieces of disposable cutlery.
Further analysis is needed to estimate the financial impact to switch to biodegradable products.
As an example, the cost increase to switch from a standard Styrofoam coffee cup to a
biodegradable cup would be more than double (Styrofoam $0.035 average per cup versus a
biodegradable $0.075 per cup). Using 100,000 cups annually this represents an increase from
$3,500 to $7,500 for this item alone.

THE CITY STAFF TO DEVELOP AN ENVIRONMENTALLY PREFERABLE PURCHASING
POLICY REGARDING ITS PUBLIC PURCHASING ACTIVITIES TO THE EXTENT IT IS
AVAILABLE, TO THE EXTENT IT IS PRACTICABLE, AND TO EXTENT REASONABLY
PERMITTED BY THE TEXAS STATE PURCHASING LAWS; PROVIDING FOR AN EFFECTIVE
DATE.
WHEREAS, the City of Denton, Texas, a municipal corporation and a Home-Rule City is
committed to environmental quality; and
WHEREAS, by incorporating environmental considerations into public purchasing, where
legally possible, the City can reduce its burden on the local, regional and global environment; and
WHEREAS, the City Council of the City of Denton wishes to conserve natural resources by
purchasing both "recycled content materials" and "environmentally preferable materials," where legally
possible; and
WHEREAS, the City of Denton wishes to reduce energy consumptions in facilities located
within the City, by both energy-efficient new construction and by the retrofitting of existing facilities
with the most energy-efficient materials practicable; and
WHEREAS, all City departments will do their utmost to ensure that preference is given to
environmentally preferable products to the extent that they are available, are practicable and are legally
authorized; and
WHEREAS, the continued implementation of the use of biodiesel fuel in the City of Denton fleet
and the recovery of landfill gas in the biodiesel process are both an added benefit to air quality that
Denton is already availing itself of; and
WHEREAS, an environmentally preferable purchasing policy will be developed and the
necessary tools shall be formulated and provided to assist staff in identifying environmentally preferable
options to existing materials; and
WHEREAS, this Resolution is in the public interest of the residents of the City of Denton; NOW
THEREFORE
THE CITY COUNCIL OF THE CITY OF DENTON, TEXAS HEREBY RESOLVES:
SECTION 1. The City Council of the City of Denton, Texas hereby authorizes the development
of an "Environmentally Preferable Purchasing Policy" for the future public purchasing needs of the City
of Denton,to the extent that the same is available, is practicable, and is legally possible.
SECTION 2. The City Council may, from time-to-time consider changes to this policy as will
be reflected by their future action.
SECTION 3. This resolution shall become effective immediately upon its passage and
approval.

classification to a Neighborhood Residential 12 (NRMU-12) district and use classification
with an overlay on approximately 8.887 acres of land generally located on the southwest
side of Colorado Boulevard, approx. 315 feet northwest of San Jacinto Boulevard, in the
City of Denton, Denton County, Texas; adopting an amendment to the City's official
zoning map; providing for a penalty in the maximum amount of $2,000.00 for violations
thereof; providing a severability clause and an effective date. This item was continued
from the April 3,2018 City Council meeting.
F. ID 18-687 Consider approval of a resolution of the City Council of the City of Denton, Texas urging
the State of Texas and Department of Public Safety ("TXDPS") to take action to resolve
significant concerns at the TXDPS Field Office located at 820 N Loop 288, Denton, TX;
and providing an effective date.
G. ID 18-709 Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule
municipal corporation, authorizing the City Manager to execute a contract for DEC aqua
ammonia supply to Southern Ionics, Inc.; providing for the expenditure of funds therefore;

not-to-exceed amount of $1,287,772.50). The Public Utilities Board recommends

H. ID 18-727 Consider adoption of an ordinance affirming the authority of the City Manager, or his
designee, to enter into a purchase of natural gas under the Base Contract for Sale and
Purchase of Natural Gas between the City of Denton and Enterprise Products Operating,
Inc. for the period of June 1, 2019 through September 30, 2019 period for operation of
the Denton Energy Center.
1. ID 18-645 Consider adoption of an ordinance of the City of Denton, Texas, providing for,
authorizing, and approving the expenditure of Hotel Occupancy Tax funds for public art
($45,000 to artist Paula Collins) and 2014 Bond funds for public safety-related public art
($9,000 to Kirkpatrick Architecture Studio) for the purchase and installation of two brick
sculptures depicting the history of the Denton Police Department to be displayed on the
exterior of City Hall East which is available from only one source and in accordance with
Chapter 252.022 of the Texas Local Government Code such purchases are exempt from
the requirements of competitive bidding; and providing an effective date (File 6607-
awarded to Paula Collins). The Public Art Committee recommends approval(4-3).
