II. General Information & Status Update
A. Denton Selected to Participate in Leadership Academy to Combat Hunger — The
National League of Cities (NLC), in partnership with Food Research and Action
Center(FRAC), has selected the City of Denton as one of fourteen cities that will
attend the CHAMPS Cities Combating Hunger Leadership Academy in Kansas
City Missouri. Denton was selected because the commitment of city leadership to
reduce hunger for families, the ability of partners to strengthen meal programs,
and the ability of the city to develop a strong citywide campaign that encourages
the entire community to act.
During the Leadership Academy leaders will learn the requirements for receiving
federal dollars to implement the Afterschool and Summer Meal programs and best
practices for increasing utilization of these programs, as well as gaining guidance
from field experts and broadening relationships with peers in cities across the
country.

Council Member Keely Briggs and Parks and Recreation Program Manager
Caroline Seward will represent the City at the CHAMPS academy event which
will take place May 30-31.
By participating in the Leadership Academy,Denton will be eligible for a grant of
up to $150,000 and receive technical assistance from NLC and FRAC in
developing an anti-hunger campaign which will expand out-of-school meal
programs. With support from the Walmart Foundation, NLC has supported 71
cities serving more than 12 million meals to over 140,000 children through the
federal Afterschool and Summer Meal Programs over the last six years.
Other cities selected to attend the Leadership Academy include: Little Rock, AR;
Mesa, AZ; Inglewood, CA; Miami, FL; Miami Gardens, FL; St. Louis, MO;
Jackson,MS;Durham,NC;Winston-Salem,NC;Henderson,NV;Allentown,PA;

B. Denton Water Wins Taste Test Competition—The 2018 Texas Water Conference
held this year in San Antonio held its annual taste testing competition on
Wednesday. The contest featured five judges that conducted a blind taste test of
17 drinking water samples from around the state. Denton won first place for the
water sample from the Lake Ray Roberts plant and third place for the sample from
the Lake Lewisville plant.The Trinity River Authority came in second for its water
supply in Tarrant County.
Congratulations to all plant staff for this achievement, notably Water Production
Superintendent Randy Markham and Plant Managers David Clark and Brian
Smith. The win gives Denton the chance to compete in the nationwide taste test at
the American Water Works Association conference in June. This article contains

C. Property Values — The Finance Department maintains a historical trend report
(attached) of preliminary appraised values that assists staff in the forecasting and
budgeting process for the General Fund and General Debt Service Fund. This
report includes separate tracking of preliminary values for the Tax Increment
Reinvestment Zones (TIRZ).
Starting with the first week of April, the Denton Central Appraisal District
(DCAD) provides preliminary appraised values (attached) to the City of Denton
as well other local taxing jurisdictions. These values are still preliminary and will
continue to change while DCAD completes the protest period. Historically, there
has been a 4%-10%decrease in values from the first preliminary appraised values
to the final certified values (Certified Roll). The preliminary appraised values are
provided each Friday up to the week before the Certified Roll is provided around
July 25.
A work session discussion with the City Council is planned for June 5 to discuss
the preliminary appraised values and the General Fund five year forecast. Staff

D. Cedar Street Parking Lot — The Cedar Street parking lot opened on Thursday as
planned in advance of Arts & Jazz Festival weekend. Lighting for the parking lot
is also installed and operational. Only minor punch items remain. Staff contact:

E. Update on Teen Council Battle of the Bands -Denton Teen Council's Battle of the
Bands on Friday,April 13 was a hit! The event attracted more than 200 guests and
generated positive comments that will serve to help teen engagement moving
forward. The goal of this event was to create a unique way for Teen Council to
expand their reach of other teens throughout the community using music to bridge
that gap. Their efforts to engage the community included a live interview with
DentonRadio.com and the development of a social media event that was shared by
both teens and residents. Another unique element of surprise included the
engagement of celebrity judges that included Mayor Chris Watts, UNT Senior
Lecturer Rodney Booth, and community volunteer Chrissy Mallouf. In the end,
seven bands performed exceeding their goal of five. The outpouring of positive
feedback has already prompted the discussion for a second annual event slated for
2019. Denton Teen Council meets the second and fourth Tuesday of every month
and they are looking forward to their upcoming City Council presentation in June.

F. Hinkle and Windsor Drive — This week, a few Council Members have requested
an update regarding future construction on Hinkle Drive. Road reconstruction on
Hinkle Dr. and Windsor Dr. is part of the larger Magnolia Drainage Phase II
project that also includes water, wastewater, and drainage improvements.
Currently, this project is scheduled to open for bids in July, with construction
beginning at the end of October. This project is estimated to take 14 months and
be completed in December 2019. Staff contact: Todd Estes
G. US RadioPharmaceuticals—On February 27, 2018, a state administrative hearing
was held between the Texas Department of State Health Services ("DSHS") and
US RadioPharmaceuticals ("USR"). On Thursday, April 26, the state
administrative law judge issued a ruling in favor of DSHS;DSHS may deny USR's
pending application and require decommissioning of the facility.
In accordance with the State Office of Administrative Hearings ("SOAH")
procedures, there is a fifteen (15) day appeal period. If no appeal is filed, then the
Commissioner of DSHS has up to 60 days to accept, modify, or reject the
administrative law judge's decision. It is also possible that a civil suit could be
filed by USR. Staff will continue to monitor and provide updates. Staff contact:

H. Police Civil Service Exam — The Denton Police Department will be holding its
next civil service exam on Saturday, May 19 at 9:00 a.m. at the Denton Public
Safety Training Center, 601 E Hickory St, to establish an eligibility list to hire
police officers from. The registration deadline is Monday, May 14. More
information on the exam, hiring process, and registration is available at

I. DCTA Disaster Drill—A reminder that this year's full scale disaster drill with the
City of Denton and DCTA is scheduled for Friday, May 4 and will take place
near the Downtown Denton Transit Center (DDTC). The full-scale disaster drill
occurs every year in May and is an opportunity to test the City's emergency
preparedness and emergency operations.
Because of the location of this year's drill, City staff has coordinated with DCTA
to develop and implement a communications plan to inform the public of potential
impacts. As the DDTC and City Hall East are highly trafficked areas, the plan
includes multiple outreach strategies to ensure the public is aware of the drill and
transit impacts. Attached is a copy of the press release distributed. Staff contact:

J. Emergency Supplies Sales Tax Holiday—From April 28 to April 30, the State of
Texas will have a sales tax holiday for emergency preparation supplies. There is
no limit to the number of qualifying items you can purchase. Items include:
batteries,fuel containers, and flashlights priced at less than$75; hurricane shutters
and emergency ladders priced at less than $300; and portable generators priced at
less than$300. A full list of eligible items is available through this link or through

III. Community Events
A. Emergency Preparedness Summit & Fair — Congressman Burgess is hosting the
tenth annual Emergency Preparedness Summit&Fair;the 2018 event will be held
on Saturday morning, April 28 at Little Elm High School. At this free public
event,families can tour indoor and outdoor exhibits/vehicles providing emergency
and disaster preparedness resources with make &takes as well as view live safety
demonstrations. There will be a "Kid Safety Zone" with activities geared to
children that will engage the whole family in becoming prepared for any type of
emergency situation. The event will open to the public at 8 a.m. with access to the
fair, and presentations will begin at 8:30 a.m.; the event will conclude at noon.

City of Denton and Denton County Transportation Authority Partner to
Conduct Full-Scale Disaster Drill on Friday, May 4
Denton, TX (April 25, 2018) —The City of Denton and the Denton County Transportation
Authority (DCTA) are collaborating to conduct a full-scale disaster drill on Friday, May 4, from 10
a.m. to 1:30 p.m. at DCTA's Downtown Denton Transit Center (DDTC). The exercise— named
"Operation Mercury Rising" —will simulate a large scale disaster to test the response capabilities
and emergency operations of first responders, hospitals, and other agencies.
Annual Drill to Evaluate Crisis Plan and Response
The City of Denton conducts a full-scale disaster exercise each year to evaluate current
response concepts, plans and capabilities, and test response systems for strengths and needed
improvements. Other departments and agencies participating in the full-scale disaster drill
include: First Transit, Union Pacific Railroad, Transportation Community Awareness and
Emergency Response (TRANSCAER®), Denton Fire department, Denton Police department,
Atrium Medical Center, Texas Health Presbyterian Denton, the Heart Hospital Baylor Denton,
North Central Texas Council of Government (NCTCOG).
Approximately 100 students from the University of North Texas (UNT) and Texas Woman's
University (TWU) will serve as mock victims, and many will be transported from the scene by
"walking wounded" DCTA buses to participating hospitals.
"The annual disaster drill is an excellent way to test our emergency response capabilities," said
Denton Fire Chief Kenneth Hedges. "It is important to ensure that we are prepared and ready to
respond in the event of a real-world event. We are also thankful that our community partners,
like DCTA, UNT, and local hospitals,join us in working together to help protect the Denton
community."
DCTA Service Modifications during the Exercise
During the full-scale disaster drill, DCTA A-train service will be suspended. Bus operations will
not be suspended, and DCTA is partnering with the City of Denton to have regular bus service
from the DDTC stationed at City Hall East in the parallel parking area adjacent to the building.
The DDTC will be open and accessible during regular business hours.
DCTA riders needing to access the A-train during the drill can use the bus bridge DCTA will
have in operation from the DDTC to the MedPark Station. Specific times for the A-train
suspension and bus bridge schedule can be found at RideDCTA.net.
"Collaborating with the City of Denton for this full-scale disaster drill is a great opportunity for
DCTA to test and evaluate our response and partner crisis communications strategy to
demonstrate that we are prepared to respond effectively to ensure public safety," said Jim Cline,
DCTA President. "In addition, we have operational plans in place to make sure our riders can
use our facilities and services to get to their desired destination during the exercise."

A. ID 18-777 Deliberations Regarding Certain Public Power Utilities: Competitive Matters - Under
Texas Government Code Section 551.086; Consultation with Attorneys - Under Texas
Government Code Section 551.071.
Discuss and deliberate strategies and opportunities for the City to acquire solar energy
and enter into agreements regarding the same including a Purchase Power Agreement with
Bluebell Solar II, LLC.; receive a presentation from staff regarding public power
competitive and financial matters pertaining to the purchase of solar energy; consultation
with the City's attorneys regarding legal issues associated with the agreements described
above where discussion of these legal matters in an open meeting would conflict with the
duty of the City's attorneys to the City of Denton and the Denton City Council under the
Texas Disciplinary Rules of Professional Conduct of the State Bar of Texas.

to discuss or withdraw an item prior to approval of the Consent Agenda. If no items are pulled, Consent
Agenda Items A — K below will be approved with one motion. If items are pulled for separate discussion,
they may be considered as the first items following approval of the Consent Agenda.
A. ID 18-284 Consider adoption of an ordinance of the City Council of the City of Denton, Texas, nunc

pro tunc, correcting an inadvertent mistake in Ordinance 2016-172 relating to the dollar
amounts reflected in the back up provided for RFP 5641, awarded to Genuine Parts
Company d.b.a NAPA Auto Parts;and providing for an effective date.
B. ID 18-335 Consider adoption of an ordinance approving a pipeline crossing contract by and between
the City of Denton, Texas and the Kansas City Southern Railway Company relating to the
location of a City water pipeline within the railroad right-of-way, located at the railroad's
intersection with South Bonnie Brae at Mile Post D103.24 Alliance Subdivision, within
the County and City of Denton, Texas; authorizing the City Manager to execute the
Agreement; authorizing the expenditure of funds therefore; and providing and effective
date. (North-South 42-inch Water Transmission Main project - Phase 2) The Public
Utilities Board recommends approval(5-0).
C. ID 18-423 Consider adoption of an ordinance of the City of Denton, a Texas home rule municipal
corporation ("City"), approving a Real Estate Exchange and Abandonment Agreement
("Agreement") between the Warehouser of Denton, L.P., a Texas limited partnership
("Warehouser of Denton"), for (I) the abandonment and release by the City of 0.103 acre
right-of-way tract, (II) the conveyance from Warehouser of Denton to City for a 0.002
acre sidewalk easement tract, (III) the conveyance from Warehouser of Denton to City
for a 0.06 Pedestrian Access Easement, and (IV) the conveyance from Warehouser of
Denton to City for a 0.04 acre fee tract, all in exchange for the conveyance to the City of
(1) a 0.103 acre right-of-way tract, all cited tracts situated in the H. Cisco Survey,
Abstract No. 1184, City of Denton, Denton County, Texas, generally located at the
southeast corner of Bell Avenue and McKinney Street; authorizing the City Manager in
accordance with Local Government Code 272.001(B)(3) to execute the Agreement; and
providing and effective date. (E. Oak Street-partial abandonment)
D. ID 18-549 Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule
municipal corporation, authorizing the City Manager to execute a Professional Services
Agreement for engineering and architectural services for the investigation of existing
pavement failures on selected concrete streets; providing for the expenditure of funds
therefor; and providing an effective date (RFQ 6590-001- awarded to Teague Nall and
Perkins,Inc., in the not-to-exceed amount of$173,400).
E. ID 18-559 Consider adoption of an ordinance of the City of Denton, Texas amending the Fiscal Year
2017-18 Budget and Annual Program of Services of the City of Denton to allow for
increases to: (A) the General Fund of $2,190,291 for the purpose of funding the Vela
Soccer Complex project, and (B) the Capital Improvement Program of $7,643,619 for
the purpose of funding drainage, streets and parks capital projects; declaring a municipal
purpose; providing a severability clause; providing an open meetings clause; and providing
for an effective date.
F. ID 18-583 Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule
municipal corporation, authorizing the City Manager to execute a public works contract
for the construction of the G. Roland Vela Athletic Complex; providing for the
expenditure of funds therefor; and providing an effective date (RFP 6671- awarded to
North Rock Construction,LLC,in the not-to-exceed amount of$XX).

municipal corporation, authorizing the City Manager to execute a Professional Services

6590-002- awarded to Freese & Nichols, Inc., in the not-to-exceed amount of
$188,909).
H. ID 18-604 Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule
municipal corporation, authorizing the City Manager to accept competitive bids and
award a contract to Mega Promotions for concession stand service rights to the North
Lakes and Denia Softball Complex concession; providing for the revenue of funds
therefor; and providing an effective date (RFP 6650- awarded three (3) year contract to
Mega Promotions Inc.).
I. ID 18-692 Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule
municipal corporation, providing for, authorizing, and approving competitive proposals
and awarding a contract for Micro Surfacing Services for the City of Denton Street
Department; providing for the expenditure of funds therefor; and providing an effective
date (RFP 6659- awarded to Intermountain Slurry Seal in the three (3) year
not-to-exceed amount of$2,500,000).
J. ID 18-695 Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule
municipal corporation, providing for, authorizing, and approving competitive proposals
and awarding a contract for street milling services for the City of Denton Street
Department; providing for the expenditure of funds therefor; and providing an effective
date (RFP 6726- awarded to Dustrol, Inc. in the four (4) year not-to-exceed amount of
$2,175,166).
K. ID 18-756 Consider approval of a resolution of the City Council of the City of Denton, Texas
approving a policy and application to review housing tax credit requests; and providing an
effective date.
2. ITEMS FOR INDIVIDUAL CONSIDERATION
A. A18-0001a Consider adoption of an ordinance of the City of Denton, Texas, setting a date, and place
for two public hearings on the proposed annexation of certain property generally located
on the south side of E. Ryan Road, east of the intersection of E. Ryan Road and Andrew
Avenue by the City of Denton, Texas, authorizing and directing the City Secretary to
publish notice of such public hearings.
B. ID 18-283 Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule
municipal corporation, authorizing the City Manager to execute a Professional Services
Agreement with Teague Nall and Perkins, Inc. for engineering design for various City of
Denton parking lots; providing for the expenditure of funds therefor; and providing an
effective date (RFQ 6581- awarded to Teague Nall and Perkins, Inc., in the three (3)
year not-to-exceed amount of$292,400).
C. ID 18-418 Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule

municipal corporation, authorizing the City Manager to execute a contract for Technology
Infrastructure from manufacturers Cisco Systems, Inc, Dell EMC and VMware, Inc. to

providing for the expenditure of funds therefore; and providing an effective date (RFP
6504- awarded to Presidio Networked Solutions Group, LLC, in the three (3) year
not-to-exceed amount of$10,500,000).
D. ID 18-588 Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule
municipal corporation, authorizing the City Manager to execute a public works contract
for asphalt and concrete street repair services; providing for the expenditure of funds
therefor; and providing an effective date (IFB 6730- awarded to Jagoe-Public Company,
in the three(3)year not-to-exceed amount of$15,000,000).
E. ID 18-645 Consider adoption of an ordinance of the City of Denton, Texas, providing for,
authorizing, and approving the expenditure of Hotel Occupancy Tax funds for public art in
the amount of $45,000 awarded to artist Paula Collins (File 6607) which is available from
only one source and in accordance with Chapter 252.022 of the Texas Local
Government Code such purchases are exempt from the requirements of competitive
bidding and 2014 Bond funds for public safety-related public art in the amount of $9,300
awarded to Kirkpatrick Architecture Studio for its professional services (File 6796) for
the purchase and installation of two brick sculptures depicting the history of the Denton
Police Department to be displayed on the exterior of City Hall East; authorizing the City
Manager to execute any agreements required under Files 6607 and 6796; and providing
an effective date. The Public Art Committee recommends approval(4-3).
F. ID 18-749 Consider adoption of an ordinance of the City of Denton, Texas amending the Fiscal Year
2017-2018 Budget and Annual Program of Services of the City of Denton to allow for an
adjustment to the Electric Fund of $24,000,000 for the purpose of funding Capital
Improvement Projects, and Solid Waste Fund of $774,682 for the purpose of funding a
reimbursement to Electric; declaring a municipal purpose; providing a severability clause;
providing an open meetings clause; and providing for an effective date.
G. ID 18-776 Consider adoption of an ordinance of the City Council, of the City of Denton, Texas
providing for, authorizing, and approving the execution by the Mayor of a Power
Purchase Agreement for solar energy, capacity and environmental attributes between the
City of Denton, Texas and Bluebell Solar II, LLC., a Delaware limited liability company;
approving and authorizing the acceptance and approval by the City Manager and City
Attorney, or their respective designees, of guaranties and letters of credit issued by
Bluebell Solar II, LLC. and NextEra Energy Capital Holdings, Inc., a corporation and
NextEra Energy Resources, LLC., further securing the obligations of Bluebell Solar II,
LLC. to the City for the benefit of the City; approving the execution of such other and
further related documents, including, without limitation, interconnection agreements,
certificates, assignments, licenses, directions, instruments, instructions, confirmations,
statements, and any other document deemed necessary to effectuate this transaction by
the City Manager of his designee, which are incident or related thereto, as shall be
reasonably determined by the City Attorney or her designee; confirming and ratifying that

the City of Denton, Texas, its Mayor, its City Council members, its City Manager, and its
City Attorney and their collective delegated designees shall be authorized and empowered
to perform such acts and obligations as are reasonably required to consummate this
transaction; ratifying all prior actions taken by the City Council in furtherance of the
foregoing transaction; and determining that several of said documents involved in this
transaction pertain to a "competitive electric matter" as set forth under the provisions of §
§551.086 and 552.133 of the Texas Government Code, as amended; in this regard
sealing the unredacted Bluebell Solar II Purchase Power Agreement due to it containing
commercially sensitive information; adopting significant recitations, findings and
conclusions, as are set forth in the preamble of the ordinance; that the purchase of
capacity and energy made by the City under the terms of this Power Purchase Agreement
are in the public welfare; authorizing the expenditure of funds therefor; providing an
effective date.
3. CONCLUDING ITEMS
