General Information & Status Update A. Wayffiding Signage Update — During the week of June 11, Color-Ad, the company selected to fabricate and install the City's wayfinding signs will be in town. They will install Phase 1 signs in the Downtown area which consist of the following signs: Downtown Gateway, Parking Lot Trailblazer, Pedestrian OUR CORE VALUES Integrity • Fiscal Responsibility • Transparency • Outstanding Customer Service Directional, and Historic District Identification signs. A total of 45 signs will be installed. Please see the table below and the attached Menu of Signs for more details on each sign type. Traffic Operations will assist in some of the installation, installing the Parking Lot Trailblazer signs on our Traffic Signal Poles. Work Session Kitchen Area and Bathroom Reconfiguration — The Work Session Room and adjoining kitchen area and bathroom are being used with increasing frequency by City Council, stat boards and comrnissions, and community groups. The City Manager's Office, in collaboration with Facilities Management, is initiating a project this summer to enhance the flow and utility of the kitchen area and reconfigure the current restroom making space for two single stall restrooms. The majority of the construction project is currently scheduled to take place during the Council break and will be completed in August. During construction, the Work Session Room will be fully operable and alternate arrangements will be made for catered meetings. Throughout the reconfiguration, there may be times when the City Council Office is not available. Please coordinate with Robin Fox or Karisa Richards should you have questions about the availability of the City Council Office. The intent of the this project is to create more usable space in the kitchen area for catered meetings and reconfigure space for one additional restroom, which will enhance convenience for meeting attendees and help alleviate current restroom constraints in City Hall. To the extent possible, work will be conducted on nights and weekends to limit the impact that construction noise may have on daily operations in City Hall. Staff contact: Bryan Langley, CMO C. Linda McNatt Animal Care and Adoption Center Fashion Show —The City of Denton Animal Services department joined with the UNT fashion design students to host the Best in (Fashion) Show featuring both student designs and adoptable and recently adopted animals. The event raised fiends for the Animal Shelter's emergency medical fund, which assists animals who arrive to the shelter in need of significant medical treatment. A big thanks to Animal Services Officer Nicole Lopez who organized the event. DTV was present and produced a video feature of the event (https:/youtu.be/KFr1JR6Sj]Hk . Staff contact: Gayla Nelsen, Kennel Supervisor D. DME Project List — At the May 22 City Council meeting, Council Member Hudspeth asked for additional information related to the DME capital projects. Attached is a detailed list of projects and additional information about each project, including the reason the project is needed. Staff contact: George Morrow, DME General Manager E. City Hall West Steering Committee — An update was provided on the City Hall West Steering Committee on Friday, February 16, 2018. Since that time, the Steering Committee held a meeting on April 2, 2018 and May 21, 2018. During those meetings the Committee further discussed floor plan options and concluded the renovated building would lend itself for use as a multi-purpose arts facility. This plan would include restoration of the original auditorium for performing arts, restoration of the entry and stairs to the auditorium, restoration of the basement level area(original truck bay) as a reception hall The Contriittee is exploring use of the remaining office areas as possible artisan work space/studios or office lease space. The Committee directed staff to refine a business plan for the facility. As such, the City has entered into a contract in the amount of $5,000 with a consultant to assist with the development of a business plan based on a multi-purpose arts facility. Other uses under consideration are museum space or a veteran's hall of fame and museum. A Council Work Session will be scheduled in late June to provide a further information on the Committee's progress. Staff Contact: Mark Nelson, Director of Transportation F. Location Change for Summer Reading Challenge Kickoff Concert with Brave Combo — The Summer Reading Challenge Kickoff Concert with Brave Combo has been moved to the Civic Center. Library staff members were concerned about Saturday's weather forecast indicating intense heat. Library staff reached out to the Parks and Recreation Department. The Parks Department offered use of the Civic Center for the concert. Notice of the venue change has been posted on social media, on posters in all Library branches, and been featured in the Denton Record Chronicle. Everyone is invited to celebrate reading with Brave Combo this Saturday at 2:30 p.m. in the Civic Center. Attendees will have the opportunity to sign up for the Summer Reading Challenge at the event. TxDOT Announces Lane Closures on North and Southbound Frontage Road of IH-35E—TxDOT has issued a press release announcing temporary daily lane closures on both the north and southbound frontage road between the Loop 288 exit and Brinker Road, starting at 9 a.m. on Monday, June 4. DISCUSSION: Transmission Cost of Service (TCOS) is both: (i)DME's cost for using the state's (ERCOT's) transmission system to deliver power and (ii) the revenue DME's receives from other load serving entities in ERCOT that use DME's transmission system. Statewide transmission costs increase as a result of the construction of new transmission infrastructure throughout the state. As new transmission infrastructure is added to the Texas electric grid (or to DME's transmission system), these costs are included in TCOS. DME's share of ERCOT transmission costs (TCOS Expense)varies year-to-year based on two factors: (i) rising statewide transmission costs and (ii) DME's share of those costs based on energy demand during four 15-minute peak usage periods of the months of June, July, August and September(typically occurring between 2 and 6 p.m.). These are referred to as 4CP events and they determine DME's share of statewide transmission costs the following year. In 2003, DME filed its first TCOS rate filing which resulted in a capital recovery rate of 28.047% of DME's filed transmission capital costs (TCOS Revenue). The 28.047% cost recovery factor allowed for the recovery of the following amounts: Bond Principal/Interest Bond Reserve Franchise Fees (4.0%) Return on Investment(3.5%) Total Since that time, DME has filed four interim TCOS filings to increase its TCOS Revenue. The periodic filings add DME's new transmission infrastructure to the state-wide TCOS. The interim filings have not changed DME's 28.047% "rate of return"however. The Bond Principal/Interest and Bond Reserve components are intended to reimburse DME for the cost of its transmission investments. Similarly, the Franchise Fees component reimburses DME for the cost it incurs in this regard (franchise fees will be updated to the current 5.0% franchise fee level when a full TCOS case is filled at a later time). The Return on Investment line item can be viewed as reimbursing DME for its time, trouble and risk of making transmission Date: 06/01/2018 Report No. 2018-067 investments for the betterment of the ERCOT grid. Therefore, after considering all costs associated with the transmission projects, the City's total "return" component is 7.5% (will be 8.5%when franchise fee is updated in a future filing)." While DME's TCOS Revenue has consistently increased due to new transmission infrastructure, its TCOS Expenses have also increased due to other entities building new transmission infrastructure and increases in DME's 4CP allocation factor.
