II. General Information & Status Update
A. Denton Housing Authority Wait List — Staff received notice that the Denton
Housing Authority is opening its Wait List for the Housing Choice Voucher
(HCV)program starting August 20, 2018 through September 30, 2018. Please see

the attached notifications from DHA in English and Spanish. Please note that
DHA will only accept submissions online at www.dentonhousingauthority.com.

B. Bell St./Sherman Dr. Traffic Signal and Mural—Traffic Operations will begin
work to replace the traffic signal at Bell Avenue/Sherman Drive the week of
August 27. This location has a retaining wall with a mural painted as part of
KDB's Mural Art Initiative complete in March 2016. KDB worked with artist
Travis Sykes and the Public Art Committee to install the mural. To complete that
work and ensure the sidewalk is ADA compliant, the portion of the retaining
wall along Sherman Drive will need to be removed and then reconstructed.
Because a portion of the mural will be removed, Traffic Operations and KDB
have discussed options to restore the mural or add another mural at this location.
The mural on the Bell Avenue portion will remain intact. Staff contact: Scott

C. Unprogrammed CDBG Funds — The Community Development Advisory
Committee (CDAC) held a meeting on August 9 that included presentations from
the four organizations requesting the unprogrammed 2018-19 CDBG funding,
totaling $217,923. The CDAC developed recommendations based on the benefits
of each project to Denton's low and moderate-income residents as shown in the
below chart. A required 30-day comment period on the proposed budget revisions
will be posted in late August. The recommendations will be presented to City

D. Downtown Parking Update — Staff has completed curb and gutter improvements
on the north side of the Courthouse Square. The City's barricades were removed
on Thursday, August 16, and cars can once again park on the north side of the
square. Staff closed a portion of the west side of the square from the intersection
of Hickory to Elm on August 16 to add an accessibility ramp and replace the curb
and gutter leading to the new ramp. Staff reopened parking on the west side of the
square by 3:30 p.m. on Friday,August 17. On Monday,August 20, starting at 6:00
a.m., staff will close the remaining portion of the west side of the square for curb
and gutter replacement and will have it reopened by Friday, August 24. This
schedule was developed to minimize the impact on downtown businesses during
the weekend as well as to accommodate the larger than average crowds associated
with "move-in weekend" at both universities. Staff contact: Julie Glover,

E. DCTA Update — Jim Cline, President of DCTA has provided a summary of the
current activities at DCTA. Mr. Cline has requested that attached the summary be

F. DME Power Outage—This morning at 5:53 a.m., DME experienced an electrical
outage at the Pockrus Substation located on the south side of Denton which
affected 1,468 customers. The outage initiated the protective relay schemes at the
substation which limited the number customers impacted. The power interruption
was caused by a small rodent found in a circuit breaker cubicle.Power was restored
to all customers by 7:10 a.m. Staff contact: George Morrow, DME

Service Change Highlights —August 27, 2018
• Launch of service pilot in Airport area — Micro transit model similar to Via project in
Arlington; on-demand service stopping at designated hubs and curb to curb service.
This is likely to be a model that is expanded if it proves effective.
• Modification of Denton CONNECT Route 8 to more directly serve UNT campus.

LINT Service Agreement
• DCTA and the University of North executed a 10-year agreement to provide
transportation services.
• Innovative application of Lyft service to manage late night demands (2am — 7am).
• Great long-term partnership with a significant partner in Denton.
Emergency Support to Monsignor King Outreach Center (MKOC)
• During recent excessive temperatures, DCTA provided transportation between Our
Daily Bread and the MKOC to ensure the safety of residents that are particularly
vulnerable.
• Support provided July 18 through 21 and July 23. 84 passengers transported.
DCTA Website Launch on August 13, 2018
• DCTA is very proud to launch our new website. The site is a responsive design for
desktop and mobile, and includes an enhanced trip planner that connects to all transit
authorities in the region.

Positive Train Control (PTC)
• PTC is a federally-mandated safety system that stops the train independent of
engineer input in instances of train overspeed, imminent train-train collisions,
misaligned switches, work zone incursions.
• DCTA is well on track to meet federal requirements for PTC implementation (revenue
service demonstration by December 31, 2018).
• DCTA is the first transit authority in Texas to complete installation and commence
dynamic testing on the system.

• Since March of 2018, DCTA has installed the following improvements in Denton:

areas 2 and 3 and are interested in serving on the Oak Gateway Area Plan Steering Committee:
• Brad Bates—Brad is a Builder and has constructed several projects in sub-area 3. Brad states that his
construction company's business model is to continue to build small to medium (5—50 unit) student
apartment complexes with private investors in and around UNT and TWU. He is currently working
on several projects in the UNT and TWU area. In the past 10 years he has built the following
projects in the subject area:

East Hickory, and Massey Street. Travis states that he is very interested in the subject area and is
aware of the historical aspects of sub-areas 2 and 3 as well as the current residential, commercial,
and institutional mix of the areas. He lived in a historical home located at 607 Pearl from 1980
through 1997 and assisted in the application of a State Historical marker for the home that was
approved in 2016. Travis attended Newton Rayzor Elementary, Calhoun Junior High School and
Denton High School, and graduated from the University of North Texas in 1996. He practices law
and has his office at 512 W Hickory, Suite 201.

• Greg Johnson—Greg has 14 years of experience in representing sellers, buyers, developers and
other stakeholders in the area around UNT, currently represents property owners in sub-areas 1 and
2. He is a past City Council and Mobility Committee member, and through his tenure understands
the parking challenges in the area, balanced with limited land area when redeveloping small lots.
Greg states his interest in serving on the Committee is to work to a balanced solution that takes into
account the needs of property owners and developers while understanding that UNT needs to be a
good partner as it relates to their growth and the impact on surrounding private property owners.
• Eddie Lane—Eddie is a Property/Business Owner who owns and manages several properties in the
Area Plan.
• Melissa Lenaburg- Melissa is a Property/Business Owner who manages several properties in

Dr. Minassian states that he is known within the community and was involved with the relocation of
the power station that was originally planned to be on Peak Street along with many investors and
neighbors. Dr. Minassian has 8 years of experience on town council in Double Oak which he served
from Councilman to acting mayor, and also served on P&Z. Dr. Minassian has experience in
commercial and residential development, actively involved in Denton real estate since 2001. Dr.
Minassian is a Real Estate Broker and owner of Star Realty, and keeps up with real estate law and
watch growth trends. Dr. Minassian received a Bachelor's Degree at UNT and is vested in the
positive growth of Denton.

INFORMAL STAFF REPORT
TO MAYOR AND CITY COUNCIL
SUBJECT:
Information on planned changes to traffic patterns and other facility enhancements for the Denton
Police Department.
BACKGROUND:
The City Manager's Office recently toured Police Department facilities. During the tour, it was
mentioned that closing and/or abandoning portions of Frame Street and E. Oak Street behind the
Police Department would enhance security for employees as they enter and exit the building. This
change in traffic pattern would entail closing portions of both Frame and Oak for public vehicular
and pedestrian access by adding gates that would be accessible only for public safety vehicles. A
part of this process would also involve closing the narrow alleyway from Railroad Avenue between
the Police Department and the Gohlke Building. The attached map provides specific location
details.
DISCUSSION:
A cross-departmental team including Police, Capital Projects, Fire, Planning, and City Manager's
Office has convened to begin moving this project forward. The Real Estate Division has been
assigned to identify the property owners in the vicinity, the ingress/egress to those properties, and
any right-of-way/easement needs. Using information collected by Real Estate, options will be
presented to the above mentioned departments on factors that may constrain or impact the project.
Staff will also work with the City Attorney's Office to detail the required processes to abandon the
alley and street segments. Staff will schedule a future City Council work session to present the
options and seek further direction.
The City Manager's Office is also coordinating with the Police Department to address concerns
raised during their recent Police facilities tour related to address space constraints, poor lighting,
and work flow circulation. Staff received a proposal from Brinkley Sargent Wiginton Architects
to perform a 5-10 year concept plan to improve the Police portion of City Hall East and outline
recommendations regarding how the space could be reconfigured, modified, renovated, and
expanded. The scope of the project would include the operations at Police and Dispatch(excluding
the Jail). The project with Brinkley Sargent Wiginton will take approximately 5-7 weeks to
complete. Once the concept plans are finalized, staff would present the information to City and
seek direction on the best option to address the current facility constrains.

CONCLUSION:
In summary, staff will continue to work through the required details to develop options on the
street closure(s) as identified by the Police Department. Staff will also work with the selected
architect to develop concept plan options that will address the Police Department's current and
near-term work space needs.

Work Session on Tuesday, August 28, 2018 at 12:00 p.m. in the Council Work Session Room at City Hall,
215 E.McKinney Street,Denton,Texas at which the following items will be considered:
1. Citizen Comments on Consent Agenda Items
This section of the agenda allows citizens to speak on Consent Agenda Items only. Each speaker will be
given a total of three (3) minutes to address any items he/she wishes that are listed on the Consent Agenda.

Following the completion of the Work Session, the City Council will convene in a Special Called Meeting to

Agenda Items A — H below will be approved with one motion. If items are pulled for separate discussion,

A. ID 18-1073 Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule
municipal corporation, authorizing the City Manager to execute an Investment Advisory
contract with First Southwest Asset Management, LLC; providing for the expenditure of
funds therefor; and providing an effective date (RFP 6695- awarded to First Southwest
Asset Management,LLC,in the two(2)year not-to-exceed amount of$60,000).
B. ID 18-1344 Consider approval of a resolution by the City of Denton authorizing the City Manager, or
designee, to accept the Comprehensive Selective Traffic Enforcement (STEP) grant (grant
no. 2019-Denton PD-S-LYG-00044) in the amount of $88,536.68 from the U.S.
Department of Transportation passed through the Texas Department of Transportation for
the period of October 1, 2018 through September 30, 2019; and providing an effective
date.
C. ID 18-1345 Consider approval of a resolution by the City of Denton authorizing the City Manager, or
designee, to accept the Domestic and Sexual Violence Initiative Grant (Grant No.
2016-VF-GX-K024) in the amount of $450,000.00 from the International Association of
Chiefs of Police though a grant from the US Department of Justice Office of Justice
Programs; for the period of January 1, 2018 through September 30, 2019; and providing
an effective date.
D. ID 18-1349 Consider adoption of an ordinance approving a City sponsorship of in-kind services and
resources for the Denton Fire Traditions calendar fundraiser to be held on Saturday,
October 13,2018; and providing an effective date.
E. ID 18-1123 Consider adoption of an ordinance of the City of Denton, Texas, amending Section
22-31(13) and 22-31.1, Article II-Park Rules, Chapter 22- Parks and Recreation, Code
of Ordinances of the City of Denton, Texas, to provide for clarification of smoking related
to parks and parks facilities within the City of Denton; providing for a severability clause;
providing for a savings clause;providing for publication; and,declaring an effective date.
F. ID 18-1354 Consider adoption of an ordinance of the city of Denton, Texas, a Texas home-rule
municipal corporation, accepting competitive bids and awarding an annual contract for
heavy equipment rental for various city of Denton departments; providing for the
expenditure of funds therefor; and providing an effective date (IFB 6713- awarded to the

Ordinances related to Chapter 2, titled "Administration," Article II, titled "Administrative
Organization" Section 2-29(h) titled "Creation of Committees, Boards and
Commissions," providing for findings of fact; providing severability; providing codification;
confirming proper notice and meeting; and providing for an effective date.
H. ID 18-1377 Consider approval of a resolution of the City Council of the City of Denton, Texas,
amending Resolution No. 2015-023 regarding the Denton Handbook for Boards,
Commissions, and Council Committees to clarify that citizen boards, commissions,
committees, task forces and ad hoc boards, commissions, and committees are all subject
to the procedural requirements of the Texas Open Meetings Act; clarifying which sections
of the Denton Handbook for Boards, Commissions, and Council Committees are
applicable to citizen boards, commissions, committees, task forces and ad hoc
committees; and declaring an effective date.
2. PUBLIC HEARINGS
A. A18-0002 Consider adoption of an ordinance of the City of Denton, Texas, setting a date, and place
for two public hearings on the proposed voluntary annexation of certain property generally
located between Creekdale Drive and Hickory Creek Road, east of the railroad tracks
by the City of Denton, Texas, authorizing and directing the City Secretary to publish
notice of such public hearings.
B. ID 18-1366 Hold a public hearing and consider adoption of an ordinance amending ordinance No.
2016-213 of the City Council of the City of Denton, Texas authorizing the City's
participation in the Texas Enterprise Zone Program pursuant to the Texas Enterprise Zone
Act, Chapter 2303, Texas Government Code (the "Act"), providing tax incentives,
designating a liaison for communication with interested parties; and providing an effective
date.
3. ITEMS FOR INDIVIDUAL CONSIDERATION
A. ID 18-1351 Consider approval of a resolution of the City Council of the City of Denton nominating
Tetra Pak, Inc. to the Office of the Governor, Economic Development and Tourism
("OOGEDT") through the Economic Development Bank ("The Bank") as an Enterprise
Project("Project"); and providing an effective date.
B. ID 18-1220 Consider adoption of an ordinance of the City of Denton confirming the Board of Ethics'
rules of procedure as required by the Code of Ordinances, Chapter 2, Article XI, Section
2-277(k); and providing an effective date.
