A. Holiday perating Hours and Closings — City of Denton administrative offices
will be closed on Tuesday, Jan. 1, 2019, in observance of New Year's Day. The
attached press release details all of the service impacts related to holiday season.

B. New Police Department Online Reporting Webpage — The Denton Police
Department launched a new, easy to share URL/website address for their online
reporting page. Using www.dentollpolice.com/makeareport, residents can file
non-emergency reports for issues such as vandalism or lost property. Prior to the
creation of the new URL, residents had to search the City of Denton's website to

access the Police non-emergency page. The new online reporting page is
compatible on mobile devices and will be advertised on various social media
outlets over the next few weeks. The new webpage is a part of the Denton Police

C. Upcoming Construction Projects — The Construction Projects Report entails
several upcoming projects with proposed start dates in January 2019. To ensure
residents, businesses, and stakeholders are well informed and updated on these
projects, Public Affairs mailed out letters to those in the impacted areas of each
City project no later than December 17. Each letter includes project dates,
construction type, special requirements, and department contact information.

D. Temporary Closure of Ranchman Blvd.—TxDOT will be closing Ranchman Blvd.
at its intersections with Teasley Lane/FM2181 January 2. The closure will allow
crews to install a water line needed for the ongoing Teasley Lane/FM2181 lane
widening project.Residents are directed to alternate routes on Sundown Boulevard
for the east side of Teasley Lane/FM 2181 and Moonsail Lane or Ryan Road for
the west side of Teasley Lane/FM 2181. TxDOT expects to reopen the
intersections by January 31. This information has been shared with residents on
the City's social media, including the nearby neighborhoods on NextDoor, and
TxDOT has placed digital signage boards also.

E. UNT Campus On-Street Parking — During the Dec. 4 City Council meeting,
Individual Consideration Item B (Legistar ID 18-1904) to consider authorization
of an agreement for the University of North Texas (UNT) to regulate and enforce
on-street parking along Kendolph Street between Wilshire street and I-35 E
northbound Frontage Road failed due to a lack of motion. During the discussion
of this item, additional background regarding the existing usage and enforcement
of on-street parking within the UNT campus was requested.
Curbside parking on public streets is typically maintained,regulated, and enforced
by City staff within the City limits.The City has delegated the authority to regulate
and enforce on-street parking along public streets within the campuses of UNT
and Texas Women's University, consistent with Chapter 18, Article V and VI of
the City's Code of Ordinances (see attached). As described in Sec. 18-151, UNT
is granted and delegated jurisdiction and control of the parking lanes within the
street portions of street segments in and around the campus (see attached map). It
should be noted that the street segments listed in the code abut State (UNT)
property and the on-street parking users are UNT patrons (students, staff, faculty,
visitors, etc.). Per Sec. 18-151 (3), UNT can"assign parking spaces and designate
parking areas and their use and assess a charge therefor."Currently,UNT enforces
permit-only parking on a majority of the street segments with the remaining on-

F. Revised Draft FY 2018-2019 Strategic Plan—The first draft of the FY 2018-2019
Strategic Plan was distributed with the July 27 Friday packet.After the initial draft
was distributed, staff received feedback from City Council that the document
needed better connectivity from the five Key Focus Areas to goals, work plan
items, and performance measures; alignment with the priorities identified during
the August 25 Council Retreat; and an expanded listing of capital/infrastructure
projects.During October and November,staff strategized ways to incorporate City
Council feedback and improve the utility of the strategic plan. Attached is a
revised draft of the FY 2018-2019 Strategic Plan that will be presented during the
January 7 City Council Luncheon. The attached document remains in draft format
and can be further revised if the City Council deems necessary. Hard copies of the

Holiday Operating Hours and Closings
City offices closed Dec. 24-25 and Jan. 1
DENTON, TX, Dec. 18, 2018 - City of Denton administrative offices will be closed on Monday,
Dec. 24 and Tuesday, Dec. 25 in observance of the Christmas federal holiday; and Tuesday, Jan.
1, 2019, in observance of New Year's Day.
Libraries
All three library branches will be closed Sunday, Dec. 23 through Tuesday, Dec. 25 resuming
regular business hours on Wednesday, Dec. 26.
All branches will close Monday, Dec. 31 at 6 p.m. and will remain closed through Tuesday, Jan.
1. All branches will reopen on Wednesday, Jan. 2 and resume regular business hours.
Parks and Recreation
All Parks and Recreation facilities will be closed Monday, Dec. 24; Tuesday, Dec. 25; and
Tuesday, Jan. 1. On Monday, Dec. 31, the American Legion Hall will close at 3 p.m. and all
other Parks and Recreation facilities will close at 6 p.m.
Public Safety
Public safety personnel will be on duty throughout the holidays. The Denton Police Department
can be reached at their non-emergency number, which is (940) 349-8181, and in case of an
emergency, dial 911.
Solid Waste and Recycling
There will be no curbside collection on Tuesday, Dec. 25 or Tuesday, Jan. 1. Collection will be
delayed one day during these weeks.
The City of Denton Landfill at ECO-W.E.R.C.S will be closed on Tuesday, Dec. 25 and
Tuesday, Jan. 1. Check www.dentonrecycles.com for current schedule information.
Utilities
Customer Service will be closed on Monday, Dec. 24; Tuesday, Dec. 25; and Tuesday, Jan. 1. To
report a utility service emergency, call utilities dispatch at(940) 349-7000.

Sec. 18-151. -Authority granted to board of university; purposes.
The governing board of the University of N crth Texas is hereby granted and delegated jurisdiction and
control of the parking lanes w thin the street portions described in section 18-152, w hich street portions
either:
(1) Abut property ow red by the state and under the control of the University of N crth
Texas; or
(2) Are delegated to the University of N crth Texas through the Fry Street Small Area Plan;
For the follow ing purposes:
(3) To assign parking spaces and designate parking areas and their use and assess a charge
therefor;
(4) To prohibit parking as it deems necessary;
(5) To remove vehicles parked in violation of its rules and regulations, the law sof the state,
or the ordinances of the city, at the expense of the violator;
(6) To issue traffic tickets in compliance w th the procedure established by the City of
Denton Municipal Court;
(7) To issue parking tickets in compliance w th the procedures established by the University
of N crth Texas Police Department;
(8) To enforce traffic law sthrough its commissioned peace officers jointly w th city police
off i cers;
(9) To enforce parking regulations through its commissioned peace officers and public
safety officers.

(2) Avenue A, both sides, from Chestnut Street to Prairie Street;
(3) Avenue A, both sides, from Highland Street to Eagle Drive;
(4) Avenue B, both sides, from Hickory Street to Mulberry Street;
(5) Avenue B, both sides, from Maple Street to Eagle Drive;
(6) Avenue C, both sides, from Hickory Street to Eagle Drive;
(7) Avenue D, east side, from Hickory Street to Sycamore Street;
(8) Avenue D, both sides, from Highland Street to Eagle Drive;
(9) Avenue D, both sides, from Sycamore Street to Chestnut Street;
(10) Central Street, both sides, from Highland Street to Maple Street;
(11) Chestnut Street, both sides, from Avenue A to Bernard Street;

Sec. 18-153. - Duty to obey traffic signs, signals and markings.
(a) It shall be unlawful for the driver of any vehicle to disobey the instructions of any traffic sign,
signal or marking constructed, installed or painted w thin the area described in section 18-
152 of this article, w hen such signs, signals or markings are authorized by the governing
board of the University of N crth Texas, unless such driver is otherw se directed by a police
offi cer.
(b) All such traffic signs, signals or markings shall be deemed authorized by such governing
board.

Sec. 18-171. - Parking on streets running through or immediately adjacent to university property.
When curbs are painted black in color and signs are erected giving notice thereof, no person shall park
a vehicle unless such vehicle has a valid parking permit issued by Texas Woman's University visibly
displayed upon the rear portion of the vehicle on the follow hg public streets running through or
immediately adjacent to property ow ned or occupied and controlled by the university. Such streets are as
follow s
(1) The w¢t side of Bell Avenue from University Drive to Texas Street;
(2) The south side of College Street from Vine Street to Bell Avenue;
(3) The north and east sides of O akland Avenue from N crth Locust Street to Texas Street;
(4) The w Est side of O akland Avenue from Saw Wr Street to tw ohundred fifty(250) feet
north of the northw Est corner of Third Street; and
(5) The north side of Texas Street from Bell Avenue to O ekland Avenue.

Sec. 18-172. - Exceptions to parking restrictions.
The provisions of section 18-171 shall apply at all times to the street and portions of street designated
therein, except w hen it is necessary to stop a vehicle to avoid conflict w th other traffic or in compliance w th
a police officer, campus peace officer or official traffic-control device.

Denton,Texas is the seat of Denton County,located at the apex of the Dallas-Fort Worth Metroplex,where 1-35E meets 1-35W.
The City of Denton is a full-service organization that operates under the council-manager form of government.The City's

The City of Denton Strategic Plan is an action-oriented road map designed to guide the organization toward achieving its mission
and vision.It defines who we are,where we want to go,and how we plan to get there.The plan is a culmination of many months
of work by the Denton City Council and City of Denton staff,and incorporates resident input to help direct resources and services.
As our annual guide,this document provides a high-level overview of policy goals,planned actions for the upcoming fiscal year,
and evidence-based measures of performance across all categories of City service.
The Strategic Plan was developed in accordance with the City's vision,mission,and core organizational values.These guiding
principles are interrelated and form the basis for our strategic direction.Further,the City's vision,mission,and core values are
emphasized through an increasingly data-driven management approach,which helps ensure we are tracking and continuously
improving the initiatives that matter most to our residents and the community.

DEFINING SUCCESS
Below is a glossary of terms commonly used in this document.
Fiscal Year 2018-19 extends from Oct. 1,2018,through Sept.30,2019.
Key Focus Areas(KFAs)are the City of Denton's defined priorities.The KFAs are long-term in nature and are derived from the
City's Vision,Mission,and Values.
Goals are observable and quantifiable intended end results.Each KFA has several corresponding goals that include objectives
designed to articulate how the priorities outlined through the KFAs will be achieved.
Work Plans detail specific actions that will be taken primarily during Fiscal Year 2018- 19 to achieve the intended outcomes
outlined by the Goals for each Key Focus Area.Work Plan actions are measurable in nature,and progress is tracked through
corresponding Performance Measures.
Performance Measures are the City's sources of data or information that will help us track our ongoing progress for Work Plan
actions or toward a Goal.
NEXT STEPS FOR STRATEGIC PLAN DEVELOPMENT
Over the next several months,staff will conduct a comprehensive inventory of all performance measures and work plan targets
to ensure the necessary measures and targets are in place to achieve the intended outcomes for each of the five Key Focus Areas.
Several departments are in the process of developing strategic and/or master plans that will tie into this effort.Staff will provide
status updates and seek feedback from City Council throughout this process to ensure necessary metrics are in place to achieve
the City Council's policy objectives.As a result of this initiative,it is our goal to make the Strategic Plan a more dynamic document
that is updated throughout the year and is more closely linked to the resource allocation process updated throughout the year

TO MAYOR AND CITY COUNCIL
SUBJECT:
Information on the "pedestrian scramble"traffic signalization and its potential application at
intersections in downtown Denton.
EXECUTIVE SUMMARY:
Due to the increased pedestrian traffic in the greater downtown area, staff has been asked to
provide information on unique solutions to improve traffic safety. One of the solutions that staff
has been asked is the pedestrian scramble, or exclusive pedestrian phase, traffic signalization. A
pedestrian scramble phase stops vehicular traffic in all directions and provides a protected time
period for pedestrians to cross an intersection in all directions. There are pros and cons for
implementing the pedestrian scramble phase at the square, which staff is currently researching.
BACKGROUND:
A pedestrian scramble is primarily used in downtown
settings where there is high pedestrian traffic. The
exclusive pedestrian phase stops all vehicular
movement and provides a protected phase for
pedestrians at an intersection. Pedestrians can cross in
any direction, including diagonally, as shown in theme,
image depicted to the right of this paragraph.
Below are the primary pros and cons of implementing -
pedestrian scramble phase at the intersections on the
square.

• Pedestrian safety is anticipated to increase due to the restricted vehicular movements for
each signal cycle.
• Pedestrian scramble phase can be implemented without any upgrades to the existing
traffic signal equipment.
Cons
• Increased vehicle delays and congestion as pedestrians will need additional time to cross
streets diagonally.
• Americans with Disabilities Act(ADA) compliance -Visually impaired pedestrians may
have difficulty navigating diagonally through the intersection.
• Longer vehicle queues due to longer wait times at signalized intersections.
• Considerable impact on access to parking on the square caused by vehicles blocking
parking spaces located closer to traffic signals.

• Pedestrian infrastructure such as crosswalks, accessible ramps, signage, etc. will have to
be designed and constructed.
CONCLUSION:
Staff is currently reviewing several measures to improve pedestrian safety around the downtown
area including the square. The review will be completed by third week of January 2019, after
which staff will implement the recommended measures. Additionally, staff will be assessing the
feasibility of implementing the Pedestrian Scramble phase at the signalized intersections. Based
on the pros and cons discussed earlier, a Pedestrian Scramble phase may not be an appropriate
application in the downtown area.

3. PRESENTATION FROM MEMBERS OF THE PUBLIC
A. Review of procedures for addressing the City Council.
B. Receive Scheduled Citizen Reports from Members of the Public. This section of the agenda permits
any person who has registered in advance to make a citizen report regarding a public business item he or
she wishes to be considered by the City Council. This is limited to no more than four (4) speakers per
meeting with each speaker allowed a maximum of four (4) minutes to present their report. At the
conclusion of each report, the City Council may pose questions to the speaker or may engage in
discussion. If the City Council believes that a speaker's report requires a more detailed review, the City
Council will give the City Manager or City Staff direction to place the item on a future work session or
regular meeting agenda and advise staff as to the background materials to be desired at such meeting.
C. Additional Citizen Reports - This section of the agenda, which is also known as the "open microphone"
section, permits any person who is not registered for a citizen report to make comments about public
business items not listed on the agenda. This section is limited to two open microphone speakers per
meeting with each speaker allowed a maximum of four (4) minutes. Such person(s) must file a "Blue Card"
requesting to speak during this period,prior to the calling of this agenda item.
During open microphone reports under this section of the agenda, the Council may listen to citizens speak.
However, because notice of the subject of the open microphone report has not been provided to the public

Agreement by and between the City of Denton and the Union Pacific Railroad Company
relating to the widening of Vintage Boulevard within the railroad right-of-way located at
Mile Post 723.02, Choctaw Subdivision, within the County and City of Denton, Texas;
providing for the expenditure of funds ($649,220.00 force account estimate for rework of
signals and surface materials, plus $8,300.00 License Fee); and providing an effective

Subchapter F; and providing an effective date.
C. ID 19-005 Consider adoption of an ordinance of the City of Denton authorizing a service agreement
between the City of Denton and Denton County Friends of the Family; authorizing the
City Manager, or his designee, to execute said agreement; providing for the expenditure
of Council Contingency funds; and providing for an effective date. ($950)
D. ID 19-006 Consider adoption of an ordinance of the City of Denton authorizing a service agreement
between the City of Denton and Denton County MHMR; authorizing the City Manager,
or his designee, to execute said agreement; providing for the expenditure of Council

E. ID 19-008 Consider adoption of an ordinance of the City of Denton, Texas updating impact fees by
Amending Chapter 26, "Utilities," section 26-210 through section 26-232 of the City of
Denton Code of Ordinances; adopting revised land use assumptions and capital
improvements plans for Water and Wastewater Impact Fees; establishing new service
areas for Water and Wastewater impact fees; establishing new maximum impact fees per

1. ID 19-020 Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule
municipal corporation, authorizing the City Manager to execute a contract for the supply
of bulk hydrated lime, slurry lime, and quick lime for various City of Denton departments;
providing for the expenditure of funds therefor; and providing an effective date (IFB 6929
- awarded to Lhoist North America of Texas, Ltd., in the five (5) year not-to-exceed
amount of$800,000).
J. ID 19-054 Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule
municipal corporation, authorizing the City Manager to execute a Professional Services

HDR Engineering,Inc.,in the not-to-exceed amount of$346,680).
K. ID 19-055 Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule
municipal corporation, authorizing the City Manager to execute a contract with North
Texas Umpire Association (NTUA), for the supply of certified softball officiating services
for the Parks and Recreation Department; providing for the expenditure of funds therefor;
and providing an effective date (IFB 6907 - Section B - Part 1 - awarded to North
Texas Umpire Association,in the three(3)year not-to-exceed amount of$135,150).
L. ID 19-056 Consider adoption of an ordinance of the City of Denton, Texas, a Texas home-rule
municipal corporation, extending the duration of the National Interlocal Governmental
Purchasing Alliance (National IPA) for the Purchase of Gasoline and Diesel Fuels with
City of Fort Worth Contract #14-012; and providing an effective date (File 5750-
extending the contract with Martin Eagle Oil Company,Inc.,to December 31,2019).
5. ITEMS FOR INDIVIDUAL CONSIDERATION—CONSIDERATION OF THE USE OF
EMINENT DOMAIN TO CONDEMN REAL PROPERTY INTERESTS
A. ID 19-002 Consider adoption of an ordinance of the City of Denton determining the public use, need,
and necessity for the acquisition of (i) various fee simple right of way parcels, (ii)
permanent easements, and (iii) temporary construction easements generally located along
Vintage Boulevard the limits of which being bounded to the East by Fort Worth Drive
(U.S. 377) to the west by Interstate Highway 35 West and being situated in the William
Roark Survey, Abstract No. 1087, the S. A. Pritchett Survey, Abstract 1021, and the J.
L. Harris Survey, Abstract 555, all located in the County of Denton, Texas, and with the
use, purpose and legal descriptions of each easement being more particularly described in
the attached Exhibit "A" (the "property interests"); authorizing the City Manager and City
Attorney, or their respective designees, to acquire the property interests by agreement
including making all offers required by law; authorizing the use of the power of eminent
domain to condemn the property interests if an agreement cannot be reached; and
authorizing the city attorney, or his designee, to file eminent domain proceedings if
necessary; authorizing the expenditure of funding; makings findings; providing a savings
clause; and providing an effective date. for the public use of sanitary sewer system
improvements and for the public use of expanding, improving, and maintaining street and
drainage in the Hickory Creek watershed related to Vintage Boulevard, a public street
and roadway located in County of Denton, Texas, (South Bonnie Brae Phase 2 (Vintage
Boulevard)project and Hickory Creek Sanitary Sewer Interceptor Phase 1 project)

A. ID 19-007 Consider adoption of an ordinance of the City of Denton ("City") authorizing the City
Manager, or his designee, to execute a Memorandum of Understanding by and between
Masud Reza (the "Owner"), and the City, regarding the sale and purchase of fee simple to

B. ID 19-030 Consider nominations/appointments to the Health & Building Standards Commission,

D. ID 19-073 Consider adoption of an Ordinance ratifying and approving the mediated terms of a claim
settlement in Cleopatra Birckbichler v. City of Denton; and further ratifying and approving
the expenditure of funds for a severance payment, as authorized under Ordinance
2006-238; and directing the City's Attorneys to effectuate as necessary and appropriate
the terms of a compromise settlement agreement; and declaring an effective date.

Texas, assigning an initial zoning classification and use designation of Neighborhood
Residential 6(NR-6) with an overlay, on approximately 118.04 acres of land, generally
located, north of East McKinney Street west of South Trinity Road, in the City of Denton,
Denton County, Texas; adopting an amendment to the City's official zoning map;
providing for a penalty in the maximum amount of $2,000.00 for violations thereof;
providing for severability and establishing an effective date. The Planning and Zoning

adopting an amendment to the City's official zoning map; providing for a penalty in the
maximum amount of $2,000.00 for violations thereof, providing for severability; and
