B. TRAFFIC ALERT: Southbound I-35E exit ramp to State School Road/Mayhill
Road temporarily closed until Friday, September 27— The Texas Department of
Transportation (TxDOT) closed the southbound Interstate 35E (I-35E) exit 462 to
State School Road/Mayhill Road 10:00 p.m. Thursday, September 12. TxDOT
plans to reopen the exit ramp by 6:00 a.m. Friday, September 27. This temporary
closure will allow crews to safely complete milling and paving in the area. Motorists
should use exit 463 to Loop 288/Lillian Miller Parkway during the closure.
Signage alerting motorists of the temporary closure will be in place. For updates on
TxDOT road improvements visit www.DriveTexas.org. Staff contact: Stephanie

C. North South Water Main Phase II Update — In May, Bonnie Brae Street, from
Highland Park to Willowwood St. was temporarily closed as part of the North South
Water Main Capital Improvement Project. This closure allows City contractor crews

to safely install the new water main below and across the railroad tracks in the area.
The project timeline has been impacted due to several unforeseen conflicts,
including:
• Initial delivery of incorrect excavation equipment,
• Initial delivery of damaged materials, and
• Weather delays
The City has worked with the contractor to correct the equipment and material
conflicts. At this time, new materials have been manufactured and delivered to the
project site with the proper equipment. The closure of this section of Bonnie Brae
St.is now updated to reopen on Sunday, October 13. The detour route is still in
place and motorists are encouraged to continue using caution when traveling in the
area. An updated letter detailing the current status of the project and new planned
completion date is scheduled to be delivered to residents in the area next week.
As the construction continues to progress, updates will be shared online at

D. Styrofoam at Council Meetings—During the August 6 City Council meeting,Mayor
Watts requested that staff find alternatives to Styrofoam plates and cups at City
Council meetings. Staff will coordinate with the food vendors to ensure that they
are not providing Styrofoam plates or cups during the meetings, and has purchased
eco-friendly dinnerware to use in the event that the vendor does not have an
alternative to Styrofoam.
The use of Styrofoam products has decreased significantly since a staff report was
presented to the City Council in 2018. The City's warehouse no longer stocks
Styrofoam products for department use and Styrofoam purchases from the City's
office supply vendor have decreased by almost two-thirds. The total amount spent
on Styrofoam breakroom products was less than$3,800 over the last 12 months. The
cost to change the remaining purchases ranges from as little as $500 for recyclable
products up to $3,000 for bio based products. Staff s next step will be to eliminate
Styrofoam products from available items on our office supply contract. Staff

E. Dallas Drive Intersection - On August 20, 2019 Council Member Briggs requested
information on behalf of a citizen regarding safety improvements at the intersection
near Calloway's and Dallas Drive. As part of the ongoing construction of the
TxDOT, I-35 E Interchange improvement project, the traffic operation at the
intersection of I-35E NB Frontage Road and US77/Dallas Drive has been impacted
due to the closure of the Dallas Drive on-ramp to I-35E southbound. Additionally,
the pavement markings at this intersection have deteriorated due to the activity of
heavy construction equipment in this area. In order to improve safety at this
intersection and address citizen/resident concerns, staff will be installing
additionally signage by the end of September. Also, as the construction along I-
35E/Loop 288/Brinker wraps up within the next couple of months, staff will work
closely with TxDOT to renew/refresh pavement markings, signage and flashing
yellow beacons/lights which will help increase visibility and improve safety at the
intersection of Dallas Drive/I-35E NB Frontage Road. As both,US 77/Dallas Drive

and I-35E NB Frontage Road are TxDOT facilities, any changes/improvements to
these facilities must be reviewed and approved by TxDOT. Given the safety
concerns at the intersection of Dallas Drive/I-35E Frontage Road City staff is closely
working with TxDOT to develop a long-term (5 to 10 years) solution that will
address the existing deficiencies and improve the overall safety. Staff will continue

F. Dawnlight Drive Stop Sign — On August 22, Council Member Ryan inquired
whether a stop sign on Dawnlight Drive at its intersection with Waterside Place
would be appropriate. Staff visited the intersection and verified that there is an
existing pole at the intersection, and because this is a "T" intersection, with
Dawnlight dead-ending at Waterside, a stop sign would be allowed through the
Texas Transportation Code and existing city ordinance allows. Staff installed a
replacement stop sign on August 26. Staff contact: Brian Jahn, Capital Projects
G. Woodland Dr. Speed Limit—On September 2, Council Member Meltzer requested
information on speed limit signs on Woodland Dr. between Bell Ave. and Sherman
Dr.and whether or not a street light would be appropriate. The current city ordinance
allows 20 mph on a roadway adjacent to a church, hospital or school, but does not
identify Woodland as a 20 mph roadway. Staff can add 20 mph advisory plaques or
signs as part of the speed hump signage by the end of September, but these signs
would alert drivers to slow down, but not lower the actual speed limit on the road.
Additionally, there are currently four street lights between Bell and Sherman.
However, staff observed that the tree canopy renders them fairly ineffective. Staff
will investigate available locations for a new street light installation and will pursue
possibly trimming existing trees to allow better illumination of the street. Staff will
keep Council updated as solutions are finalized. Staff contact: Brian Jahn, Capital

H. Robertson Road Turn — On September 3, Council Member Hudspeth requested
information on additional signs to indicate a turn ahead near a tight turn on
Robertson Road. Staff has reviewed the location and the intersection does meet the
criteria for an "intersection ahead" sign with a supplemental plaque indicating
Robertson Rd. The two existing signs will be relocated to provide adequate spacing.
Staff will have the necessary signs installed and/or relocated by the end of

I. Potential Crosswalk at Bell Ave. and Sherman Dr. — On September 2, Council
Member Meltzer requested information on potentially adding a crosswalk at Bell
Ave and Sherman Drive and whether or not that intersection was prone to pedestrian
accidents. The intersection currently has crosswalks marked on three sides and has
cross walk signals on the east side (parallel with Bell, across Sherman). Staff has
reviewed the intersection and can install the requested crosswalk, however,
pedestrian pushbuttons and indications must first be added to the traffic signal.
Accessible ramps will also be needed on the southeast and southwest corners of the
intersection. However, after reviewing the intersection, staff has determined that
there is no safe place for a pedestrian to walk on the south side because there are no
sidewalks on the south side of Sherman. Staff contact: Brian Jahn, Capital Projects

J. Speed Limit Signs for Parks — On August 24, Council Member Briggs requested
information regarding the yellow speed limit signs near parks. Yellow speed limit
signs indicate an advisory condition warning drivers of a lower suggested speed
limit for road features (sharp curves, exit speeds, parks, dips, etc.) and are not
regulatory or enforceable like the standard black and white speed limit signs. While
the current city ordinance only allows a true 20 mph speed limit on a roadway
adjacent to a church, hospital or school, the city can, however, add flashing yellow
beacons to the existing advisory signs to notify drivers of the adjacent park. Staff
will refresh the existing advisory signs and install the flashing beacons by the end

K. Palladium Stop Sins — On August 30, Council Members Briggs and Meltzer
requested that staff research whether a stop sign at the exit of the Palladium
Apartment Complex on Poinsettia Blvd. could be added. There is adequate space in
the right-of-way to add the sign and the street intersecting from the south (Manten)
already has a STOP sign. Adding an additional stop sign to this intersection will
further the City's policy of not allowing uncontrolled intersections. This sign will
be installed by September 20. Staff will provide updates to Council when the
installation is complete. Staff contact: Brian Jahn, Capital Projects
L. Intersection of Carroll Blvd. and University Dr. — On August 27, Council Member
Briggs shared concerns from a citizen regarding the flashing yellow lights at the
intersection of Carroll Blvd. and University Dr. Staff has reviewed all four
approaches of this intersection and the visibility of both the flashing yellow arrows
and oncoming traffic in opposing lanes. While staff did not find any visibility
issues/limitations relative to the flashing arrows or oncoming traffic, this is one of
the busiest intersections on University. During peak periods, congestion levels are
high and staff observed several drivers `pushing the envelope' to make it through
the intersection. Staff will review the timings at this signal and investigate
alternatives such as allowing left turns only on a green arrow or changing when the
left turns see the green arrow(currently,most of this signals on University offer the
green left turn arrow only after the adjacent through movements have ended). Staff
will develop a recommendation and propose its implementation in the next two
weeks. Staff will update Council with the recommendation. Staff contact: Brian

M. Mayhill Road Traffic Dip — On September 3, Mayor Pro Tem Hudspeth requested
that staff identify any improvements that could be made to the traffic dip on Mayhill
between I-35E and Colorado Blvd. near the entrance to the Medical City Denton
hospital. City staff conducted a field visit to assess the existing conditions and
develop a plan to address the issue. The plan to address the depression in the
pavement includes a combination of grinding (in certain areas) and filling (asphalt
in certain areas) and requires lanes closures (traffic control) along Mayhill Road.
Given the existing traffic volumes, specifically heavy congestion during peak hours
and the impact to the hospital's access, staff has scheduled this work during the
week of September 23. This allows adequate time to coordinate with Medical City
Denton and develop a traffic control plan. The overall work effort will not take more

than three to four days,and should be completed by September 27. Staff will provide
an update to Council once work is complete. Staff contact: Daniel Kremer, Public

N. Sherman and Loop 288 — On August 31, Council Member Meltzer requested staff
research whether the installation of an all-way stop at Sherman and Loop 288 would
be warranted. In March of this year, TxDOT formally accepted and approved the
signal warrant analysis prepared by the city authorizing the city to construct traffic
signals on all approaches of this intersection. Staff has hired a design consultant and
the designs of the signal installations is currently underway. Until the traffic signal
can be installed, the Code allows for all-way stop signs to be installed at the
intersection as an interim measure. Staff will coordinate the installation of these
STOP signs with TxDOT and projects their installation will be complete by the end
of October. Staff will provide an update to Council once work is complete. Staff

O. Brush Creek Rezoning—The Planning and Zoning Commission planned to discuss
the rezoning of the property located at the corner of 377 and Brush Creek at the
September 18 meeting. This item has been postponed until the October 12 Planning
and Zoning meeting because the application didn't post the required public hearing
signage on the property. The public hearing is tentatively scheduled for the October
12 Planning and Zoning Commission meeting and the November 2 City Council

P. Sheraton Road repaving—On September 3 Council Member Briggs asked about the
plan to repave Sheraton Road following the recent water main replacement.
Sheraton Road has been temporarily patched by Water department after their main
replacement (picture below). The Public Works Department is currently finalizing
a few scheduling conflicts for the complete repair and will provide an updated
schedule in the September 20 Friday report. Staff contact: Daniel Kremer, Public

Q. Sidewalk access issues — On July 26, Mayor Pro Tem. Hudspeth requested
information on a sidewalk obstruction near 1103 N Elm. Community Improvement
Services staff communicated with the business owner about the items obstructing
sidewalk access outside of Nuby Pediatrics on Elm Street, and on Wednesday, July
31, the property owner removed the railroad ties and pole from the right of way.

Staff from Public Works has been working with TxDOT on resolving the missing
sidewalk segment. Currently TxDOT has a project for the replacement of sidewalk
along Elm street. The project was bid in July and the preconstruction meeting is
scheduled for Monday September 16.At that time staff will receive the construction
schedule for the full repair and will determine a temporary solution in the interim.
Staff will communicate both the construction schedule and the temporary solution
in the September 20 Friday report. Staff contact: Daniel Kremer, Public Works
R. DCTA Requests —The City Council has made a small number of requests recently
regarding DCTA communication, potential bus stop locations and shade structure
needs. Staff has reached out to DCTA about these requests(listed below)and DCTA
will be available to discuss these during the September 17 work session. Staff

S. Playground Installations — Parks and Recreation has scheduled three playground
installations beginning in October. Construction on the playgrounds will take a

T. Traffic issues around TWU — Mayor Pro Tern Hudspeth and Council Member
Briggs both expressed concerns about parking and speeding issues near TWU,
specifically on Woodland,Locust and Oakland Streets. Staff is coordinating a public
meeting to gather resident input and concerns to best inform a solution. The date
and time of the meeting will be shared with Council as soon as it is finalized. Staff

U. Denton Animal Shelter Enhancements — This week the Denton Animal Shelter
received a highly anticipated enhancement (pictured below). Permanent shade
structures were installed in the large and small dog yards,which will provide ample
shade to shelter staff, volunteers and animals. Denton Animal Services would like
to thank Denton Animal Support Foundation for their continued support and funding

INFORMAL STAFF REPORT
TO MAYOR AND CITY COUNCIL
SUBJECT:
Downtown Trash and Recycling Valet Service Update
BACKGROUND:
The transition of select downtown customers from a shared dumpster service to a valet cart service
is currently underway and will occur in six phases. Each phase will focus on a specific downtown
location and will commence with a two-week engagement period. During the engagement period,
Solid Waste and Recycling staff will personally contact customers to inform them of the service
changes and give them the opportunity to ask questions relating to the transition. At the
culmination of the engagement period, the shared dumpsters will be removed and replaced with
carts.
To assist in the implementation efforts, staff created a communication plan that involves:
• Public meetings to engage residents and business owners on the reasons for and impacts of
the transition to a valet service. The first meeting was held on September 12 at the Civic
Center Community Room. Staff will also be visiting with the Main Street Association on
September 23 to address concerns that may exist. A second, wrap-up meeting will be
scheduled in November to discuss any concerns or questions once the implementation of
the valet service is complete.
• An informational flyer (Attachment 1) has been developed to be used by staff as they
conduct personal outreach. The flyer contains relevant information relating to the valet
service, including contact information of a City representative should customers have
questions.
• A direct mail letter has been sent to customers and property owners. This step will help
ensure that any property owners or customers who we cannot directly speak to have access
to information relating to valet service and are notified of the public meeting.
• Engagement of local media. Staff already provided information to the Denton Record-
Chronicle that was included in a recent article. DTV Newsbreak provided an update to the
program on September 5. As the implementation of valet service progresses, staff will
continue to engage our media partners. City Hall 215 E. McKinney Street Denton, Texas

• Engagement of downtown coalitions and community groups. Staff presented this
information at the Downtown TIRZ Number One board meeting on August 21. Information
has been distributed through downtown and Main Street Association email lists.
Additionally, Solid Waste and Recycling staff will be speaking at the September 23 Main
Street Association Meeting regarding the service change.
• Social media engagement. Staff will work with the Main Street Association to
communicate the transition to valet service through its social media channels, particularly
Facebook. Staff will also use the Solid Waste and Recycling page to provide status updates,
and a final before-and-after post will be shared on the City Facebook and Twitter to show

the results of the valet service change. Staff has also posted information regarding valet
service and public meetings on Nextdoor and Facebook.
• Resident Update article.Before-and-after photos of the new valet service along with a short
article on the progress of the project will be included to show the beautification of Denton.
DISCUSSION:
The valet service will be implemented throughout downtown and the Fry Street area this fall. Each
phase will follow the general deployment process below:
1. Begin with a two-week evaluation and assessment of the area's current trash and recycling
generation,potential cart capacity and placement, and collection frequency needs.
2. After the two-week evaluation, staff removes the current dumpsters and delivers the carts.
3. Solid Waste and Recycling staff cleans the area where the dumpster was removed with a
street sweeper and assesses the condition of the pavement to determine if it needs to be
washed or repaired.
4. Once the street has been cleaned, Traffic Engineering staff determine what pavement
striping needs to be added and will paint the lines within two weeks of the dumpster being
removed.
As discussed during the August 20 Valet Service work session,the valet service is being deployed

SUBJECT:
Proposed configuration and geometric layout of Hinkle Drive between University Drive and
Windsor Drive.
EXECUTIVE SUMMARY:
As part of the Magnolia Drainage project,the roadway section of Hinkle Drive between University
Drive and Windsor Drive will be completely reconstructed. Based on the current project schedule
the construction will be completed by next spring/early summer.As requested by the City Council,
staff will review the proposed lane configuration and present options on October 15 for considering
possible elimination of on-street parking(west side)along Hinkle Drive between University Drive
and Windsor Drive. After receiving direction from City Council, staff will design and implement
any changes as part of the ongoing construction project by next spring.
BACKGROUND:
The Magnolia Drainage project includes installation of new storm drain system and upgrades to
the existing system along Hinkle Drive and Windsor Drive. It also includes a complete
rehabilitation of the pavement along Hinkle Drive and Windsor Road. The project is currently
under construction and is anticipated to be completed by May 2020. As part of this project the
section of Hinkle Drive between University Drive and Windsor Drive will be striped to
accommodate bicycle lanes. The proposed lane configuration along Hinkle Drive is shown below.
As shown in the graphic, Hinkle Drive is proposed to have two travel lanes,two bicycle lanes and
a parking area along the west side.

During the design phase of the Magnolia Drainage project, staff reviewed options for lane
configuration along Hinkle Drive. One alternative included eliminating on-street parking along
Hinkle Drive. The proposed lane configuration that included elimination of on-street parking was
presented to the Traffic Safety Committee on December 13, 2019 for their review and
consideration. Residents in the neighborhood were notified about the proposed item on the Traffic
Safety Committee agenda that would possibly restrict parking along Hinkle Drive. The December
13 Traffic Safety Committee meeting was attended by several residents who opposed the removal
of on-street parking (west side) along Hinkle Drive. Based on the resident concerns, the Traffic
Safety Committee did not recommend restricting parking along Hinkle Drive between University
Drive and Windsor Drive.
The project plans recommended no change to the existing lane configuration. Given that there
were no changes proposed to the existing lane configuration, considerable opposition from the
community regarding the removal of on-street parking(west side) and rejection of this removal by
the Traffic Safety Committee, this item was not presented to the City Council for further
consideration.
DISCUSSION:
As part of the concluding items during the September 10, 2019 council meeting, staff was asked
to review the proposed lane configuration and discuss options for considering possible elimination
of on-street parking(west side)along Hinkle Drive between University Drive and Windsor Drive.
As discussed earlier, the current schedule for completion of the Magnolia Drainage project
(includes Hinkle Drive reconstruction) is May 2020. Based on the current pace of the construction
activities, it is likely that the project will be completed earlier, likely February 2020. Signing and
striping activities (painting the travel lanes, parking and the bike lanes) will begin once
construction is complete. Given the project schedule, staff has enough time (approximately four
months)to plan and implement any changes to the proposed lane configuration along Hinkle Drive.
These changes may include parking restrictions and/or bike lane enhancements along the segment
of Hinkle Drive between University Drive and Windsor Drive.
Staff will be bringing this item as a work session item to receive direction from City Council on
October 15, 2019. The residents along Hinkle Drive will be notified about the work session so
that they can provide their input. Based on the direction from City Council, staff will design the
proposed changes (if any)to the existing plan by the end of this year and will be ready to
implement them after the completion of the construction phase of this project in February.

4. PUBLIC HEARINGS
A. ID 19-2049 Hold a public hearing and consider adoption of an ordinance granting approval, in
accordance with Chapter 26 of the Texas Parks and Wildlife Code, of the non-park use
of a part of Bowling Green Park for the purpose of installing and maintaining a water line
for the Fireside Development project parallel to Windsor Drive; providing for a notice by
the City of Denton of non-park use for installation and maintenance of a water line and
reservation of easement in the event of sale of park; and providing an effective date. The
Parks,Recreation and Beautification Board recommended the approved(6-0).
B. ID 19-2184 Hold a public hearing to gather input regarding the proposed amendments to the Naming
Policy Guidelines for City Buildings,Facilities,Land, or any Portion Thereof.
