2019-183 Smart City ApplicationsDate: October 25, 2019 Report No. 2019-183
INFORMAL STAFF REPORT
TO MAYOR AND CITY COUNCIL
SUBJECT
Additional information on Smart City applications as related to DME’s upcoming street and
security light upgrade project.
BACKGROUD
DME will begin upgrading all current city street and security lights to LED technology. DME will
also be implementing a wireless control system for LED light system. The control system that will
be implemented is Smart City compatible.
DISCUSSION
During an annual breakfast meeting, information was presented to DME staff, city management,
and several Council Members regarding the upcoming LED street light project. Smart City is group
or suite of applications that utilizes localized cellular networks to perform certain functions that
provide civic monitoring functions. The control system that was selected to control and monitor
the city’s LED lights does support the integration of smart city applications.
Examples of available applications are as follows:
Traffic adaptive dimming – Utilizing radar the system can dim street lights when there are
no vehicles are pedestrians are present
Environmental Monitor – sensors are placed around a city and can gather and relay
readings
Gun shot triangulation – sensors can detect and locate gunshots and provide this
information to public safety personnel
Security Cameras
People counter and density monitor
This list is not exhaustive as additional applications exist and others will be developed, similar to
smart phone apps development and deployment.
CONCLUSION
The cost and applicability of the Smart Cities applications was beyond the scope of the LED
controller evaluation. Due to the utility scale of the implementation of Smart City applications,
estimated cost and functionality of applications is currently unknown to staff. A formal request for
proposals would be required to acquire this information.

ENGINEERINGTraffic Adaptive Dimming – RadarStreet-pole mounted radar provides real-time traffic volume data overlow cost wireless. Philips’ algorithm decides whether to issue a groupdimming command. It prevents sudden changes and flip-flopping –invisible to citizens and drivers. It reduces energy consumption (~30%) without sacrificing safety andextends life of LED luminaires. It is completely automatic – no extraoperational costs and contributes to dark sky aspirations of COD.
