A. Police Land Acquisition — Earlier this week, Council Member Armintor requested
information about the land acquisition for the Denton Police Department facility
renovation, related to visitation of people in short term detention. Please see the
attached memo from Chief Dixon outlining these details. Staff contact: Frank Dixon,

B. Fine Arts Theater — Northbridge Investments has approached the City for assistance
with the redevelopment of the Fine Arts Theater of Denton. The historic Texas Theater,
situated on the west side of the Denton Courthouse-on-the-Square,first opened in 1935.
In 1957, the theater was renamed the Fine Arts Theater. The venue closed following a
balcony fire in 1982 and has generally been used by non-profits. The theater has been
vacant since 2014 and needs repair. The Fine Arts Theater of Denton,LLC was created
in May 2018 to rehabilitate the theater.Plans include the restoration of the main theater,
which includes approximately 200 seats, a mezzanine that seats 25, another 50-seat
theater on the second floor, and concessions. They plan to offer first run and
independent film, concerts, live theater, receptions, and community events that would
enhance the arts and cultural activity in the downtown core.The developer is leveraging
funds from other sources and is seeking a grant or other funding assistance from the
City to help close the funding gap of the project. A work session is scheduled for
January 7, 2020 to present an overview of the project to City Council and receive
feedback regarding the request for City participation in the project. The attached
information packet contains information regarding the Fine Arts Theater project,

C. Update on Green Tree Estates—On Thursday, December 19, City staff met with small
group representatives of Green Tree Estates to review the direction staff received form
the City Council at their December 10 Work Session. During the small group meeting,
City staff reviewed the attached letter which summarizes the Council direction and the
information requested by the Council of Green Tree Estates residents and property
owners. This letter was distributed to the residents of Green Tree Estates prior to the
small group meeting. The City also distributed and reviewed the attached FAQ
document that addresses some of the recent questions staff has received from Green
Tree Estates residents and property owners.
Based on additional discussion at the small group meeting, staff will update, translate,
distribute a new FAQ document to the neighborhood. Going forward, staff will
continue to work with the residents of Green Tree Estates as they gather the information
requested by the City Council on December 10. Staff has asked that this information
be available by January 27 so that it can be included in the February 4 agenda packet.
In addition to staff, the meeting was also attended by representatives of LULAC,
Movimiento Cosecha, the North Texas Fair Housing Center, Habitat for Humanity,
North Texas Aging and Disabilities Services,Council Member Armintor,and members

D. Animal Shelter App — The City of Denton Animal Shelter is using new technology to
assist stray pets find their way back to their families. Through the Finding Rover app,
the shelter is now offering an additional tool to reunite lost pets and find a forever home
for adoptable pets. Finding Rover is a free smart phone app that provides instant
identification of missing dogs and cats by simply taking a photo. The app matches the
face of lost dogs and cats with those found or brought to the shelter and surrounding
areas, allowing owners to search for their animals via smartphone or computer. The
Finding Rover facial recognition technology shows possible matches within seconds.

E. Pecan Creek Tributary 4 Update — On Tuesday, December 17, City staff was notified
of parking and driveway access issues on Mulberry and Locust Street related to the
active Pecan Creek Tributary 4 (PEC 4) project. Staff worked with the contractor to
quickly restore access for businesses in the area and determine the cause of the
disruption. Once determined that oversights in the existing communication process
were made, Staff and the contractor completed additional outreach including in-person
visits to businesses and property owners in the area to address their concerns and
provide an updated schedule for the active project with planned traffic impacts.
To minimize the reoccurrence of this issue, Staff has updated their project
communication processes to include additional proactive outreach for anticipated
disturbances and impacts on businesses. Staff contract: Jim Jenks, Capital Projects
F. Jan-Feb Resident Update—The January-February Resident Update (attached) will be
delivered to homes beginning January 1, 2020. Beginning with this edition, the
Resident Update will feature a refreshed design that,in addition to a new look,provides
additional design and content flexibility. The January-February edition features
information on the January 23 State of the City event,preparing for winter weather,the

2020 Census, starting a neighborhood crime watch, and the January 20 MLK Jr. Day

G. North Lakes Dog Park Opening_- The North Lakes Dog Park (808 W. Windsor Dr.)
officially opened to the public on Thursday, December 19. A grand opening is
scheduled for spring 2020, residents and their four-legged friends can enjoy the park
now. Currently,the parking lot for the dog park is off of Windsor Dr. (Airfield parking
lot)but is currently accessible only from Riney Rd. due to road construction. Overflow
parking is at G. Roland Vela Soccer Complex (3801 N. Elm St.).
The 3.65-acre dog park features three main pens, which are all more than an acre, and
a smaller pen is available to rent for events. There are nearly 100 trees, bistro lighting
strung around each pen,water fountains for humans and dogs,and benches.The Denton
Parks Foundation is still raising money for additional seating and shade structures. Staff

H. Legacy — Last week, Council Member Meltzer and Council Member Armintor
requested information about the process to have local trees to be classified"Legacy"if
it is not on the Texas A&M Forest Service Big Trees Registry. The City's Urban
Forester is in the process of coordinating with Development Services to begin
developing this criteria. Staff expects this process to take till middle of January to
complete. Once this process is established staff will include the newly established

I. Gym Floor Closed-At the MLK Jr. Rec Center,the hardwood gym floor will be closed
January 2 through 5. During this time, the floors will be cleaned and sealed as part of

J. Playground construction complete- The playground at the Carnegie Ridge
neighborhood park is complete. This park will soon have a pavilion,new trees, and turf

K. City Website Navigation Improvements Update—Phases 1 and 2 of the City of Denton
website navigation improvements are complete, with Phase 3 on the way. Phase 1
entailed streamlining the main menu for the entire website; now residents can see more
information at once when they click on an item in the main navigation. This change
reduces the number of clicks needed to find information on the website. Phase 2
changed the landing page navigation from a scrolling icon menu to a more traditional
menu bar featured underneath the header of each landing page. This improvement
makes all subpages visible in the menu bar on the desktop version of the site and makes
all subpages visible with a dropdown menu on the mobile site. Phase 3 is still in
progress with expected completion by the end of January. Phase 3 will add the landing
page navigation bar to all subpages within a collection of pages, making it easier for
residents to find the information they need without having to navigate back to the main
department landing page to find the other subpages.
Together, these three changes to the website navigation will simplify the user
experience and should make the journey through our website more intuitive for

L. I-35E Traffic Signage—On December 11, Council Member Briggs requested that staff
look at the turn indication signs at the intersection of the I-35E northbound service road
at Brinker Rd. Staff reviewed the signs on the frontage roads and determined that the
signs initially installed did not indicate the opportunity to make a U-turn from the inside
lane. Staff replaced the lane designation signs with new signs that include the
previously missing U-turn arrows on December 18. Staff contact: Brian Jahn, Capital

M. Wilson Elementary Construction Traffic — On December 13, City staff met with
Council Member Briggs and Denton Independent School District staff to develop
solutions to traffic concerns around Wilson Elementary, specifically during the 2-year
reconstruction timeframe. As a result of that meeting, staff will be bringing forward
for Council approval a plan that includes:

• The removal of the on-street parking on the south side of Windsor between
Hanover and Glenwood,
• The installation of raised barriers between the bike lane and the vehicle travel
lanes on the north side of Windsor between Hanover and Longfellow,
• The installation of a median warning/barrier device on Windsor to prevent
motorists from using the center turn lane as a bypass lane,
• The installation of ALL-WAY STOP signs at the intersections of Windsor at
Longfellow and Glenwood at Emerson and
• The addition of a fourth school crossing guard at Windsor and Longfellow.
These recommendations will be taken to the Traffic Safety Commission and City
Council in January for installation by the first week in February. Staff contact: Brian

I wanted to take a moment to update you,Mayor Watts, and Council on the planned use of
the 1.22 acres of land being purchased at 612 East McKinney Street, in reference to the
planned renovation of the Denton Police Department facility at 601 E. Hickory Street. The
land is immediately adjacent to the main building being renovated. A portion of the land
will be used to create a small parking lot for those who wish to visit our short term detention
facility, located within the Denton Police Department.
In the course of renovating the facility,the detention facility will have its own lobby,where
those who are being released from our custody can depart. The lobby will also allow for
those who need to come back to retrieve personal items, those wishing to bail those in
custody out can come in. Currently, when someone is being released from our custody,
they are escorted through the secured portion of our facility, to the front lobby. In that
lobby, citizens commonly walk in to seek assistance from the police in a variety of forms.
From the filing of police reports,to obtaining fingerprints, attending meetings, and visiting
police department personnel, come in.
Having those persons in custody being walked through the secured portion of our facility
is not ideal, and there is the opportunity for these subjects to see or hear something subject
to confidentiality, see a witness or victim in a criminal case, thus jeopardizing their safety,
or enter into a physical confrontation with a fellow citizen.

The detention facility parking area will have man-made and natural barriers (trees and
shrubbery) keeping separate this unsecured portion of the parking area from the secured
area of the parking lot that contains City of Denton employees personal vehicles as well as
Denton Police Department vehicles. There are no plans for in person visitation at our
detention facility, due to the short time that we keep people in custody, (24-48 hours), and
due to the facility not having the space or staffing to conduct visitation. The "visitors" as
referenced above are defined as those coming in to pick someone up who is being released,
or to pick up/drop off items to the detention facility.

The City of Denton Building Safety division provides courtesy inspections as a service to the citizens of Denton.
This type of inspection is not intended for enforcement, rather it is intended to assist homeowners with
understanding safety concerns and helping to offer options to correct.
Courtesy Inspection
• To verify if any life safety concerns exist;
o Exposed electrical connections
o Fuel gas connections
o Venting of fuel fired appliances
o General overview of potential hazards which may result in serious injury or death
EXAMPLE:Water heater installation; manufactured housing requires a specific type of water heater,these units
cost two to three times as much as a conventional water heater. Homeowners may not know manufactured
housing requires a specific water heater, coupled with cost factors many times result in an incorrect water
heater being installed.These factors raise concern of whether there are proper water connections, proper
ventilation of gas (fuel fired) appliances, and approved electrical connections. Additionally,there may be
problems associated with size and clearance of the water heater installation, ensuring proper clearances from
combustible materials.
EXAMPLE: If an addition/alteration to add plumbing(bathroom, kitchen, laundry, etc.)water, sewer, gas, electric
and other potential safety concerns.
Customer Service Inspection
Prior to continuous water service being established,Texas law requires an inspection of the private water-
distribution system as a way to ensure that the water is safe to drink.This type of customer service inspection is
required in Title 30 of the Texas Administrative Code (TAC), Subsection 290.46(j).All the rules in 30 TAC 290,
Subchapter D, are administered by the Texas Commission on Environmental Quality(TCEQ). As a component of
the law,the City of Denton is required to ensure a Customer Service Inspection (CSI) is conducted;
A Customer Service Inspection is an examination of the private water distribution system for the purpose of
providing or denying water service.The inspection is limited to the identification and prevention of cross-
connections, potential contaminant hazards, and illegal lead materials. Customer service inspections are
completed before providing continuous water service on any existing service where there is reason to believe
that cross-connections or other potential contaminant hazards exist, or after any material improvement,
correction, or addition to private water distribution facilities.
• Verify no cross-connections exist;
o inspection of water service,
o checking toilet flush valves,
o checking hose bib(s),
o pressure relief valve on water heater.
Offering to provide both a courtesy inspection including a Customer Service Inspection is designed to provide
homeowners a greater understanding of the items which may require corrections prior to any other investment.

Relating to Dec. 10 Council Direction
1. Will the city accept a payment plan for the cost of the meter, impact fee, etc.?
No.The Code of Ordinances requires meter, impact, etc. fees to be paid prior to the installation of the meter.
2. Who can conduct the trenching and make the plumbing connections?
Any plumbing work must be permitted and inspected by the City. A person who owns the property that they
also reside on, may perform the plumbing work on that property,though any owner-occupied work must be
permitted and inspected prior to concealment or connection. Any work done on rental property, must be
permitted, performed by a licensed plumber, and inspected by the City.
Trench digging is not addressed in the plumbing code and does not have to be performed by a licensed plumber.
The City requests that residents and property owners consult the City regarding what work may or may not need
to be performed by a licensed plumber.
3. Will the city allow for the residents to hire their own inspectors to conduct the inspections at the homes?
No. While the property owners may request any qualified individual inspect their property at any time,
independent inspectors do not represent the City and may not accurately represent City code requirements and
life safety concerns. The City recommends property owners request voluntary courtesy inspections from the City
of Denton to best understand deficiencies with a property.
4. Does a backflow prevention device prevent the need for a Customer Service Inspection prior to connection to
the City water system?
No. Under state law, even with the presence of a backflow device the City is still required to perform a Customer
Service Inspection prior to connecting to the City system.
S. What documents will satisfy the ownership requirements that GTE residents have been directed to complete?
Property ownership will be shown on the Denton Central Appraisal District(CAD)website.The property owner
of record with the CAD will have the ability to connect to City water(as opposed to renters or some other
interest held by an individual like a contract for deed or lease purchase agreement).Additionally, each lot record
on Denton CAD has a deed reference.The deed can be pulled from the County's online real property records.
The City will not require proof of ownership of the roads, easements, etc.to connect to City water.This
information is for the benefit of the GTE residents so that they can protect the location of and maintain access
to their respective water lines. This information can be pulled from the plat of record and/orthe County's real
property records (available online). Other information may have to be researched and new documents drafted.
Green Tree Estates property owners may need to consult an attorney and/or title company.

Temporary Water Service Billing (Feb. 13 — May 22)
1. What is the cost of the water per month?
The City charges $0.0052 per gallon of water. Each customer will be charged for the amount of water to fill each
275-gallon tank and 55-gallon barrel three times per week. This equates to a monthly water charge of$20.59
for customers with one (1) 275-gallon tank and $37.75 for customers with two (2) 275-gallon tanks. Attached is
a chart that shows the cost for each Green Tree Estates residence.
2. How and what is the process for establishing payment by GTE residents?
a. are deposits required,credit check?
b. is payment for water in advance or in arrears
c. application process?
Each customer will complete an application for water service prior to Feb. 13, 2020. Each application will
require identification be provided and a credit check be performed to follow. Billing will be provided for the
previous month's usage. Bills are issued electronically or by mail, and payment may be submitted in person, by
mail, or electronically.
Customers will be charged a one-time fee of$3.00. A deposit may be required based on the customer's credit
score.
3. What community partners might be able to offer financial or other assistance?
The City of Denton provides financial assistance information for water customers experiencing short-term
financial emergencies which might prevent them for paying for utility service. This information is attached.
4. Can the City establish a grant fund in lieu of payment plans?
Green Tree Estates residents can make this request of the City Council at the Feb. 4, 2020 City Council Work
Session.

Sometimes citizens experience short-term financial emergencies, which prevent them from paying for vital
utility service.The P-L-U-S One program—Prevent Loss of Utility Service—helps families keep cool in the
summer and warm in the winter. Customers donate to the program and funds are provided to Interfaith
Ministries of Denton for distribution to residents.

After consideration of provided information, you will be contacted regarding eligibility of appointment. Please
make sure the phone number you provide is correct as Interfaith will make two (2) phone call attempts. If
unable to reach you, it is your choice to complete another initial screening form.
You MUST bring all required documents to your scheduled appointment. If you do not bring all the required
documents (listed at the bottom of this email),you will not be seen by a caseworker.
An appointment does not guarantee assistance.Assistance is determined by availability of funds,your
circumstances, and proper documentation.
Once the screening form is submitted,your case will be reviewed, and you will be contacted by the phone
number you have provided within 1 to 2 business days. If you have not received notification within 3 business
days, please call Interfaith's client line: 940-565-5479 (Monday-Friday 8am-11:30am & 1:OOpm-3:30pm)
In order to qualify for assistance,you will need to provide documentation proving loss of income in your name
that has created this short-term crisis. Financial Assistance cannot be provided over the telephone. Assistance
will require an office appointment.
Please note: Priority will be given to residential households whose circumstances are as follows:
• Gross family income is 65%or less of the Area Median Income (AMI)
• Electricity powered life-support systems are in use
• Serious illness exists with a member of the household
• Disabled, homebound, or elderly residents age 65 years or above, existing on a fixed income
reside there
• Small children of that household reside at the dwelling
• Recent emergencies (such as a home fire, layoffs from work, excessive medical expenses, etc.)
have occurred and are beyond the applicant's control
• Families that meet the income guidelines and who have not received utility assistance within
twelve (12) months of the current application
• DMU customers are eligible for assistance a maximum of three (3) times in a calendar year

Dear Green Tree Estates Residents,
On Dec. 10,the Denton City Council discussed Green Tree Estates during its scheduled Work Session. During this meeting,
the Council received a presentation from City staff that discussed site conditions,code compliance observations/concerns,
and options for Green Tree Estates residents including permanent water provision and assistance with finding alternative
housing. Several residents of Green Tree Estates also provided public input directly to the Council at this meeting.
After the discussion,the Council gave the following direction to staff:
1. Extend the existing declaration of disaster by an additional 100 days. This extension will allow the city to
continue the provision of potable and non-potable water to the residents of Green Tree Estates through the end
of the school year. When officially approved by Council,the declaration of disaster run through May 22, 2019.
2. Continue provision of potable and non-potable water. City staff will continue the provision of potable water as
requested and non-potable water three times per week through May 22. Beginning Feb. 13,Green Tree residents
will be billed for water used to fill each City of Denton water container at the residence and any associated fees
or charges. The billing does not include any costs associated with the delivery of water.
3. Provide voluntary courtesy inspections to Green Tree Estates residences. These inspections will allow residents
to understand any life, safety, health, or other code violations that exist on their property that would prevent
connection to the City of Denton water system. Staff will also provide information and assistance regarding how
any code violations can be corrected. Any life,safety,and health issues that are immediate hazards to the welfare
of residents shall be immediately addressed by the resident and/or property owner. Information on courtesy
inspections is included with this letter.
4. Address life, safety, and health issues with non-occupied structures. Staff will immediately address any health
and life safety issues in non-occupied structures within the Green Tree Estates neighborhood. This includes any
structures deemed by the Building Official to be "attractive nuisances" and/or dangerous structures.
5. City Council also outlined responsibilities of both City staff and the Green Tree Estates residents and property
owners so that they may provide a final direction (see table below). City staff will provide an update to the City
Council at their Feb. 4, 2020 work session. The City respectfully requests that information requested by the
Council provided to City Staff on or before Jan. 27, 2020 so that it may be included for discussion at the Feb.4 City
Council meeting.

HISTORY
For 79 years, generations of Dentonites driving
down North Elm Street on the town Square have
been greeted by the giant red, white and blue Fine
Arts Theater marquee, a staple of downtown. Since re ■ 1
1935, the space has been a theater (before then, it
was home to two different furniture and undertaker
businesses). Originally named the Texas Theater (its I
name would change to the Fine Arts Theater in 1957),
i
it was part of the Denton Square's theater row, which L—I
featured five theaters around the courthouse. But by LA4 .
1981 , the theater was forced to close. It reopened as -
a dollar theater in April 1982, but the balcony caught
fire only five months later.

CONDITION AT TIME OF PURCHASE ,
Fine Arts Theater of Denton, LLC, was formed _
in May 2018 by local forward-thinking, civic-
minded, Denton enthusiasts with the plan of
purchasing and rehabilitating Fine Arts Theater.
Since 1982, the building had been periodically
used as a church and performance space, but it I
remained vacant since 2014.
During this time, the condition of the theater
suffered due to previous fire damage and
subsequent weather effects.

PRESENT CONDITION
Since the purchase of the historic Fine Arts Building in 2018, a substantial amount of
planning and predevelopment work has been completed to date including:
• Engaged Architexas, a Dallas-based historic preservation architectural firm;
• Remediated asbestos and mold throughout the structure;
• Completed demolition of the interior in preparation for the full renovation; I
• Completed construction of a new roof;
• Worked with local contractor Tim Beaty Builders to value engineer and devise a full
renovation budget;
• Completed renovation plans and specifications and obtained City of Denton permit
approval; and
• Obtained approval for the Federal Historic Tax Credit Application (State of Texas
Historic Tax Credit approval pending).
To date, a total of $1 .776 million has been expended, including $764,000 for purchase
of the building and $1 .012 million for predevelopment costs.

Alex Payne, Brad Andrus, Jason Reimer, Barak Epstein, and Martin Isles are all
experienced investors and promoters representing the ownership group, which is intent
on returning the Fine Arts Theater back to the community in its most viable function as a
multi-use entertainment venue.
Examples of its activity will involve various presentation options including movies (first- i
run and independent), film festivals, concerts, live performance and rentals such as
receptions, seminars and worship services, as well as various community-based rentals.
The rehabilitation plan includes a restored main theater with approximately 200 seats
and V.I.P. mezzanine (25-30 seats), a smaller movie theater on the second level with
approximately 50 seats, a new concession area at the entrance and a bar that overlooks
the downtown courthouse open to theater patrons and casual visitors alike, making it an
instant tourist attraction.

After over a decade of disrepair, in February 2010 Jason Reimer began screening
films at the Texas Theatre and launched a marketing campaign as part of the Oak
Cliff Foundation, a community non-profit that previously owned the defunct theater.
By August of that same year, Barak Epstein formed Aviation Cinemas and Reimer I
joined the team. Construction began that fall with a new bar and concession as well as
renewed projection capabilities.
After re-opening in December there was immediate interest to use the building again
in many different ways including workshops, award shows, live performance and most
of all, movie screenings.
The Texas Theatre today is a strong community anchor for art and commerce
and a highly decorated, unique entertainment experience open for movies and events
of all kinds.

As a recognized arts leader invested in the continued development of the City off\
Denton as a strong, vibrant and healthy community, the Historic Fine Arts Theater
is committed to expanding opportunities to improve the lives of the most vulnerable ram,
people residing in Denton s underserved neighborhoods and to ensure that theater arts
experiences are accessible to all members of the community.
The Historic Fine Arts Theater of Denton is committed to the growth of diverse
programming, community partnerships and collaborations, theater training and more
importantly, to provide an arts community center for downtown Denton.
The restoration of this iconic feature that sits in the heart of the Downtown Denton
Square will be a catalyst for economic growth and revitalization for the entire historic
square. Theater events directly and in partnership with others will draw almost 10,000
patrons to downtown Denton each year where they can shop, dine, and visit the
original historic Denton County Courthouse. This increase in visitors will boost the
downtown economy and the local hotel and visitor industry.
JOB TRAINING IN THE THEATER ARTS
The Historic Fine Arts Theater plans to partner with the University of North Texas's
Media Arts and Hospitality Management Departments to provide training, jobs and
internships for aspiring film and theater arts majors.
COMMUNITY AND SPECIAL EVENTS
The Historic Fine Arts Theater intends to open its doors for local non-profits, businesses
and major corporations, community groups, civic organizations, and public authorities
to hold fundraisers, celebrations, and awareness events throughout the year. Non-
profit organizations, including regional festivals, will be extended heavily discounted
rates for building usage. The Theater will also be available as a private wedding or
other party venue at rental rates which are expected to be as much as 50% less than
other venues of similar size.
ELEMENTARY SCHOOL EDUCATIONAL FIELD TRIPS
The Historic Fine Arts Theater intends to coordinate with Denton Independent School
District and neighboring school districts to offer field trips for K-6 children to view
educational or historical films during the school year. It is expected that at least 2,500
children per school year will participate in these educational field trips.
HIGH SCHOOL THEATER ARTS AND FILM EDUCATION
Thousands of local high school students will be able to benefit each school year from

development, self-expression, and creativity. The Historic Fine Arts Theater intends toy\

and engaging film workshops to pique the interest of student filmmakers and teachers.
The High School Film Labs content is aligned to Texas Essential Knowledge and Skills
making the curriculum more meaningful to classroom lessons while helping teachers I
and administrators balance the impact of student film in their public or private high
school schools.
THEATER ARTS EDUCATION
Thousands of local high school students will be able to benefit each school year from
exposure to theater arts educational activities that foster their social and emotional
development, self-expression, and creativity. The Historic Fine Arts Theater intends to
regularly present and host educational productions throughout the school year.
CLASSIC AND HISTORICAL MOVIE SERIES
The Historic Fine Arts Theater intends to annually host various low cost and often free
events related to cinema history and film culture, including classic films on 35MM
prints, special screenings with guest speakers or cast members and more. Examples
of these screenings would be holidays such as Veterans Day and Memorial Day or
similar national days of remembrance and sponsored by community leaders who want
to offer increased access and educational background to film culture at venues like the
Historic Fine Arts Theater.
PARTNERSHIP WITH THE GREATER DENTON ARTS COUNCIL,
THIN LINE FILM FESTIVAL AND RADIO KUZU
The Historic Fine Arts Theater plans to partner with the Greater Denton Arts Council
("GDAC"), the Thin Line Film Festival and Radio KUZU.
GDAC has served the Denton community for almost 50 years by providing support for
Denton's artists and community arts organizations. GDAC sponsors family programs
on the third Saturday of each month, Summer Arts Camps and Arts Afterschool

The Fine Arts Theater will provide a venue for GDAC sponsored programs and events.
The Thin Line Film is a documentary film festival conducted each spring at various sites
throughout the City of Denton. The Historic Fine Arts Theater will serve as one of the
film and event venues for Thin Line Film Festival.
KUZU Terrestrial radio station is based in Denton, just off the downtown square. KUZU
regularly holds events open to the public and encourages people from all walks of life TEXAS THEATRE
to become involved by creating their own shows. KUZU will host monthly and annual FINE ARTS

events to be held at the Historic Fine Arts Theater as well as skills training workshops
that pertain to radio communications. These events are projected to interact with as
many as 2,500 people a year.
ECONOMIC IMPACT
From major metropolitan areas to small rural towns, research shows that the arts I
and culture industry is an economically sound investment. It attracts audiences, spurs
business development, supports jobs and generates government revenue. Locally as
well as nationally, the arts mean business.
Dr. Michael Carroll from UNT's Economic Research Group has been engaged to
prepare an analysis of the economic impact of the revitalization of the historic Fine
Arts Theater. His findings will be presented at the council work session.

CITY TO BEGIN REGISTRATION OF SHORT-TERM RENTALS
On Feb. 1, the City of Denton will begin registration of short-term rentals. Short-term rentals are defined
as the renting of an entire residence for fewer than 30 days. These types of rentals are commonly found
on websites such as Airbnb and VRBO. As popularity of
short-term rentals grows, residents who have these types W IF

City and must follow certain regulations in the
Denton Development Code. I
Regulations include limiting the amount of on-site
advertisement, setting a limit on the number of occupants,
providing required safety and contact information for guests, 1

START A CRIME WATCH IN YOUR NEIGHBORHOOD
The Denton Police Department values community engagement.
One simple way to get involved in your own neighborhood is by
establishing a Neighborhood Crime Watch. Already in place across
Denton, these are organized groups of residents who strive to NEIGHBORHOOD
reduce crime by informing law enforcement about any suspicious
activities in the area.
Participation in this crime prevention program is free. When CRIME WATCH
neighbors are committed to watching out for neighbors, residents
can deter crime while also unifying their own communities. In
addition to enhancing safety, a Neighborhood Crime Watch helps
neighborhoods build relationships with Denton police officers.
The Denton Police Department guides residents through the
process of establishing a Neighborhood Crime Watch. After the
Police Department helps determine how many signs are needed
in a neighborhood, the Traffic Operations Division will install the 117h:
signs. These signs demonstrate a neighborhood's unified
commitment to crime prevention by letting all visitors know that WE IMMEDIATELY REPORT

GET TO KNOW DENTOWS INDUSTRIAL PARK
If you have lived in Denton for a while, you may remember seeing nothing but crops and cattle in fields west
of 1-35. Over the last five years, however, this once rustic pastureland has been transformed into a modern
industrial park and an economic engine for our community.
The nearly 1,000-acre Industrial Park is home to an array of businesses with the majority of development
in the distribution and manufacturing sectors. Major retailers such as WinCo and Target operate advanced
distribution facilities that help keep their retail stores' shelves filled, while manufacturers such as Peterbilt
and Tetra Pak make products in Denton that can be found all over the world. Soon, United States Cold
Storage and Tyson Frozen Foods will also join the Industrial Park, bringing even more distribution capacity,
investment, and jobs to the city.
Why is Denton so attractive to these industries?
_ — Texas is centrally located, which allows businesses
to deliver their products to either coast within two
days, saving time and money. Denton is also
strategically located at the 1-35E and 1-35W
_ intersection and is in close proximity to both
air and rail transportation facilities. These
transportation options make delivering products

Industrial businesses play an integral role in the Denton community because they make large capital
investments in our growing city, which generates property tax revenues to support services like police, fire,
libraries, and parks. These businesses also enhance our retail and commercial development, generate more

REC CENTER TO HOST COMMUNITY EVENTS IN
HONOR OF MLK JR. AND BLACK HISTORY MONTH
The MLK Jr. Rec Center will host a number of community events in January and February in honor of
Martin Luther King Jr.'s birthday and Black History Month. "We are positioned in the heart of the community
and feel it's our responsibility and opportunity to honor that community through celebrating our heritage,"
said Bobby Givens, MLK Jr. Rec Center Manager.
On Monday, Jan. 20, the center will celebrate MLK Jr. Day. The day will
begin at 11 a.m. with a friendly game of flag football at Fred Moore Park
(500 S. Bradshaw St.). Alpha Phi Alpha Fraternity, Inc. will hold a rally at 2 p.m.
at the UNT University Union (1155 Union Circle Dr.) and march to Fred Moore
Park. From there, the march will continue to MLK Jr. Rec Center, where a
special program will begin around 3:30 p.m. and celebrate the life and legacy
of Dr. Martin Luther King Jr.
"This is a day that we can reconnect with our community," Keanna Stallings,
Recreation Coordinator, said. "There are many people who come back to the
center for just this one event each year. It's a homecoming."
February is Black History Month, and the center will celebrate with a student art contest. Local artists, grades
K-12, are invited to create a piece of art focusing on the theme, "Remembering our Past, Speaking Out for Our
Future," through Feb. 7. Contest entries will be on display at the center throughout the month. Winners will be
announced at a special event on Saturday, Feb. 22 where the center will also add Reginald Seastrunk to the
Wall of Honor. Seastrunk was an educator and former employee at the MLK Jr. Rec Center. His dedication to
the community was significant and will be remembered during this time.

MOBILE HOTSPOTS AVAILABLE FOR CHECKOUT
AT DENTON PUBLIC LIBRARY
Beginning in February, Denton Public Library is expanding its circulation materials to include mobile hotspots.
These 4G hotspots will let library cardholders access the internet from anywhere, allowing them to freely work
on homework, pay a bill, or apply for jobs.
Thirty hotspots will be available for checkout, with 10 being located at each of the three Denton Public Library
locations—North Branch, South Branch, and Emily Fowler. Just like books, movies, and music, library patrons
may borrow one hotspot for three weeks at a time. If the device isn't returned by the due date, it will be
deactivated until it is returned.
Each hotspot connects to multiple WiFi enabled devices, so one hotspot can even connect a whole household
to the internet. If all hotspots are checked out, patrons may also access the internet through the library's
public computers or use the library's WiFi.
Hotspot checkout is just one way the Denton Public Library is
increasing access to information and breaking down barriers
for library cardholders. In 2019, the library launched fine-free
late returns and automatic renewals and increased its ebook and
audiobook collection from 18,000 titles to 125,000. To see all that

On December 17, 2019 the Traffic Engineering team provided council an overview of the 2020
Denton Mobility Plan Update under work session agenda item ID 19-2485. At that meeting, staff
indicated how information about the draft Thoroughfare Plan would be provided for council to
review before the next work session scheduled on January 7, 2020.
BACKGROUND:
The City of Denton is developing a mobility plan that combines three plans into one:
- the Thoroughfare Plan,
- the Bicycle Plan, and
- the Pedestrian Plan.
This combination allows for a single,more cohesive and comprehensive approach for the planning
and development of the City's transportation infrastructure. The `complete streets' concept,where
designers consider all modes of transportation in a corridor, is a goal of the mobility plan in order
to provide the required infrastructure to serve the many types of transportation users. Vision Zero,
the goal of eliminating all fatal and serious injury crashes,is also a guiding principal of the mobility
plan that City staff will apply as design criteria.

Roadway classifications included in the 2020 Thoroughfare Plan consist of:
Freeway— Streets that intend to move traffic through and around the City.
Primary Arterial— Streets that serve major routes into and through the City. Controlled by
traffic signals and capable of high traffic volumes.
Secondary Arterial — Streets that serve major routes into and through the City. Served
moderate levels of traffic volumes and can accommodate various modes of travel.
Collector — Streets that collects associated traffic from residential and rural street, or
industrial streets.
Bicycle facility types included in the Bicycle Plan consist of.
On-Street—Bicycle facilities on the roadway include Conventional Bike Lanes, Buffered
Bike Lanes, Separated Bike Lanes/Cycle Track, and Shared Lanes.

The Pedestrian Plan identifies sidewalk gaps within the City and high priority locations are near

CONCLUSION:
City staff is planning to add additional work sessions to discuss the three plans together based on
geographical areas versus separating the plans. Below is the tentative order of work sessions:
