Pending Council Requests Work Session Topics — There are NO items scheduled for discussion during the February 4 City Council work session. Animal Tethering Ordinance Revision — Animal Services has recently reviewed the current Restraining and Tethering Animals Ordinance(Sec. 6-8)and drafted a proposed ordinance revision which would prohibit tethering of animals. Animal Services researched other municipalities, sought input and approval from the Animal Shelter Advisory Committee (ASAC), and collaborated with the Denton Police Department regarding enforcement. Key changes prohibit the tethering of a domestic animal when the owner is not visibly present and prohibit the tethering of animals to the bed of a pick-up style vehicle that is open to the elements. The proposed ordinance revision received initial approval from the ASAC and internal stakeholders. As such, the ordinance revision will be submitted on the consent agenda for final review and approval. Staff contact: Randi Weinberg, Animal Services C. Traffic Alert: Ranchman Boulevard — Beginning 9 a.m. Monday, February 3, Texas Department of Transportation (TxDOT) will temporarily close Ranchman Boulevard at Farm-to-Market 2181 (FM 2181). The temporary closure is expected to last three weeks to allow TxDOT crews to safely install a waterline in the area. During this time, FM 2181 will remain open to traffic. Form Submission System on City Web Site— Staff have been experiencing problems with the form submission system on the City of Denton website. Information entered by residents has not been reaching staff or Council in a timely manner for most of the month of January. Periodically, the email security system blocks the form notification emails from reaching the intended recipients. Fortunately,when this happens the form data is saved on the website and staff are able to pull the information and send it to the intended recipients. 2 Moving forward, staff are seeking an alternative form system to use on the website that will be more compatible with our security software. Until a new system can be put in place, staff will monitor the forms closely to make sure they are working and will send the form data out manually if needed. Quail Ridge Drive Update — On January 27, Council Member Briggs requested an update on Quail Ridge Drive. Quail Ridge Drive currently has an Overall Condition Index(OCI)of 22.63 and was part of the 2012 Bond.Utilities(Water/Wastewater)have completed their work in the area, and Streets is tentatively scheduled to begin their work for the second quarter of calendar year 2020. Staff has contacted franchise utility companies and still await confirmation on when a project start date can be confirmed. Staff will provide a confirmed start date when available. Denton Municipal Electric Educates the Community on Photovoltaic (PV) Solar Systems — On Wednesday, January 29, Denton Municipal Electric (DME) employees from the Energy Services Division hosted this year's first Solar 101 Workshop at the Denton Civic Center (presentation attached). The purpose of the workshop was to educate DME customers about PV Solar Systems,answer questions,and provide useful resources. The solar workshop was advertised on several social media platforms, resulting in 22 residents that participated in the workshop. At the event, DME staff addressed the following common questions through a presentation and a Q&A session: • What are the basic/major components of a PV system? • How is solar energy measured? • Is my property a right candidate for solar? • How much do I want to budget for solar? • What type of contractor do I want to call? • How many quotes do I want to receive? • What is the process for installing solar? • How will this impact my electric bill? • Are there any rebates? The workshop was well received and attended (see below photo) and even led to an unplanned informal discussion between the attendees that helped provide additional useful information to those present. Likewise, DME customers also took the time to demonstrate their appreciation to the City of Denton and DME for the excellent work that its employees do in administering the Solar program. ADA Accessibility of New Sidewalks at Eagle & Carroll — On December 14, Councilmember Armintor requested staff review the new sidewalks along Eagle Drive for ADA compliance. As part of the Eagle Drive Drainage Phase II project, sidewalks were replaced on the north side of Eagle Drive between Carroll Boulevard and Myrtle Street. After the recent project completion, staff received a Council request to check the new sidewalks for their ADA compliance. Traffic Engineering staff visited the site and evaluated the new sidewalk segments and ramps with digital instrumentation for their compliance. All sidewalk and ramp widths and slopes were found to be within the acceptable standards. Staff contact: Brian Jahn, Capital Projects H. Traffic Signage on SB IH-35E Frontage Road at Teasley — On December 16, Mayor Pro Tem Hudspeth requested staff look at the signage on the frontage road of I-35E (southbound) and Teasley Drive. Staff has reviewed the existing lane assignment signage on this approach and has determined that, while the lane assignments are correct, additional advance signs are warranted. Staff will fabricate and install these signs during the month of February. Staff contact: Brian Jahn, Capital Projects I. Duck Crossing Signs Near UNT—On January 23, Council Member Briggs asked staff to look into placing Duck Crossing signs at the pond by UNT. Staff removed the previous signs that did not meet City requirements relative to height and materials and fabricated new signs. These signs were installed January 31. Wildflower Seed Planting — On January 27, Council Member Briggs requested information regarding planting wildflowers on city property, and in medians and parks. Sustainability and Parks are coordinating to identify appropriate areas to plant wildflowers. Sustainability will coordinate with Water and Wastewater, Solid Waste, Denton Municipal Electric,and Drainage to identify locations to plant wildflower seeds and expand planted areas at the Clear Creek Natural Heritage Center. Parks will identify medians and park property where there are opportunities to add wildflowers. Staff will report on locations identified and associated cost in a future Friday Report. "Did You Know"Videos—There are so many services provided by,or interesting facts related to the City of Denton that our citizens need to know about. With that in mind, DTV created a new video series, "Did You Know", that features City employees and shines a light on this fascinating information. Waste Wizard App Recognition — As linked below, the City of Denton Solid Waste and Recycling Department was recently recognized in the Denton Record Chronicle in the "Hugs and Shrugs" section for the Waste Wizard App. https:Hdentonrc.com/opinion/editorials/hu sg shrugs/article_064521c0-b5dc-5871- bfc8-c4el36679d50.html. As a new addition to the city's website, the Waste Wizard App (also available in Spanish) allows residents to search to find the best disposal solutions for hundreds of items. Staff Recognition for Local Municipality Assistance—City of Denton Staff have been working the City of Justin helping with their first installation of automated midblock crossings. Jason Pullen and Raymond Dorminy went out on Thursday, January 23 and helped City of Justin staff with the final setup and activation of this installation. Josh Little, the Justin Director of Public Works, has expressed sincere gratitude for this effort between agencies. I believe that these two City of Denton employees have set a high standard regarding teamwork and outstanding public service and commend them for their efforts. Staff contact—James Andrews, Traffic N. North Lakes Dog Park Update — In December 2019, the Parks and Recreation Department (PARD) completed the construction of the North Lakes Dog Park. Since its opening, the park has gotten significant use, and feedback has been very positive. Parks and Recreation continues to work with the Denton Parks Foundation (DPF) to identify potential donors for picnic tables, benches, and shade structures to further improve the park. To date, the Foundation has donated $5,400 to the department to purchase tables and benches. No funding has been identified for shade structures, although DPF is working with potential donors. Earlier in the planning process,the parking lot on the north side of the park adjacent to the McNatt Animal Care and Adoption Center was eliminated from the project for cost savings. The design was adjusted to utilize the existing model airfield parking lot. PARD is working with the Streets Department to install three asphalt parking spaces to accommodate ADA parking near the southern entrance to the dog. The improvements are anticipated to be completed within the next week. Staff contact: Gary Packan,Parks and Recreation O. North Lakes Rec Center Floor Update—North Lakes gym floor reopened on January 7 after the installation of a new PulasticO multipurpose floor. After completion, North Lakes staff noticed a few cosmetic issues around the center logo that needed repair. Staff notified the flooring company of the areas on January 11. The flooring company worked to schedule a time to fix the logo since the color is poured in place, and the 5 affected areas will need to be removed,re-poured, and allowed time to set. The repairs were done on January 30. Additional markings, found on the floor after installation, were also repaired during this time. The gym will reopen Monday, February 3, after the floors have had time to cure. These cosmetic issues did not affect the safety or use of the floor. Council Members invited to Judge Battle of the Bands — Teen Council would like to formally invite each member of the Denton City Council to be a judge in the Battle of the Bands on March 28. This will be Teen Council's third annual event and is their capstone project. During the hike the staff will discuss the important role water plays throughout the property and the various organisms that depend on the wetlands. EXECUTIVE SUMMARY: On October 1, 2019, the City of Denton's GreenSense Incentive Program started with a total budget of $750,000; allocating $250,000 for energy efficiency rebates and $500,000 for solar installations. To date,the City has received 107 energy efficiency applications qualifying for$33,000 in rebates. The City has also received 106 solar applications qualifying for $482,000 in rebates. The remaining funds balance for energy efficiency is $217,000 and $18,000 for solar. Solar funds are expected to be depleted by February 7, 2020. BACKGROUND: The City of Denton provides incentives for Denton Municipal Electric customers that perform energy efficiency and conservation improvements in their homes and businesses through the GreenSense Incentive Program. Implemented in 2009, the Program started with a total budget of$180,000 which was exhausted after one rooftop solar and 568 energy efficiency projects; it quickly grew in both scale and funding. BACKGROUND: The analysis methodologies and data collection technologies are based on the latest version of ASTM D6433 Standard Practice for Roads and Parking Lots Pavement Condition Index Surveys (hereinafter ASTM D6433) for assessment of pavement surface condition and the International Roughness Index (IRI) for quantification of pavement roughness on all city streets. These measurements of pavement quality are combined to form an overall 0 to 100 Pavement Condition Index (OCI), with 100 being the best. The actual pavement management process involves three unique, but important steps. Each activity builds on the previous, until the end result is a prioritized paving and rehabilitation program. (Illustrated in Figure 1.) Highlights of the pavement management process include: 1. System Configuration — This step involves identifying all roadways in the city's network, assigning them a unique identifier, listing their physical characteristics (length, width, etc.) and demographic attributes (pavement type, traffic, functional classification), and linking the network to the city's GIS map. 2. Field Surveys — Following a set of predefined assessment protocols matching the pavement management software (ASTM D6433), a specialized piece of survey equipment—referred to as a Laser Road Surface Tester — is used to collect observations on the condition of the pavement surface, as well as collect digital imagery and spatial coordinate information. The Laser RST surveys each local street from end to end in a single pass, while all other roadway classifications are completed in two passes. Key pavement condition data elements collected by the Laser RST include: • Roughness Index — Roughness is measured following the industry standard "International Roughness Index" (IRI), an open-ended score that measures the number of bumps per mile and 29 Date: January 31,2020 Report No. 2020-010 reports the value as millimeters/meter. The IRI value is converted to a 0 to 100 score and reported as the Roughness Index (RI) as follows: RI= (12.5 —3.5 x ln(IRI)) x 10 where ln(IRI) is the natural logarithm of IRI. In common terms, a newer street would have a Roughness Index above 85, while one due for an overlay would be in the range 45 to 75. Failed streets typically have roughness values below 45. • Surface Distress Index — The Laser RST collects surface distress observations based on the extent and severity of distresses encountered along the length of the roadway following ASTM D6433 protocols for asphalt and concrete pavements. The surface distress condition (cracking, potholes, raveling, and the like) is considered by the traveling public to be the most important aspect in assessing the overall pavement condition. Presented on a 0 to 100 scale, the Surface Distress Index (SDI) is an aggregation of the observed pavement defects. Within the SDI, not all distresses are weighted equally. Certain load associated distresses (caused by traffic loading), such as rutting or alligator cracking on asphalt streets, or divided slab on concrete streets, have a much higher impact on the surface distress index than non-load associated distresses such as raveling or patching. Even at low extents and moderate severity— less than 10% of the total area— load associated distresses can drop the SDI considerably. ASTM D6433 also has algorithms within it to correct for multiple or overlapping distresses within a segment. For this project, extent and severity observations were collected, processed, and loaded into the pavement management software. Within the software, the following distresses, listed in order from greatest to lowest impact, are presented as a 0 to 10 rating for review and reporting: Alligator Cracking — Alligator cracking is quantified by the severity of the failure and number of square feet. Even at low extents, this can have a large impact on the condition score as this distress represents a failure of the underlying base materials. Wheel Path Rutting— Starting at a minimum depth of 1/4 inch, wheel path ruts are quantified by their depth and the number of square feet encountered. Like alligator cracking, low densities of rutting can have a large impact on the final condition score. Longitudinal, Transverse, Block (Map), and Edge Cracks — These are quantified by their length and width. Longitudinal cracks that intertwine are the start of alligator cracking. Patching — Patching is quantified by the extent and quality of patches. When the majority of a roadway surface is covered by a patch, such as a large utility replacement, the rating of the patch is minimized. All potholes are rated as patches. Distortions — All uneven pavement surfaces such as depressions, bumps, sags, swells, heaves, and corrugations are included as distortions and are quantified by the severity and extent of the affected area. 30 Date: January 31,2020 Report No. 2020-010 Raveling — Raveling is the loss of fine aggregate materials on the pavement surface and is measured by the severity and number of square feet affected. Bleeding —Bleeding is the presence of free asphalt on the roadway surface caused by too much asphalt in the pavement or insufficient voids in the matrix. The result is a pavement surface with low skid resistance and is measured by the amount and severity of the area. Similar distresses were collected for concrete streets including divided slab, corner breaks,joint spalling, faulting,polished aggregate, and scaling. • Structural Index — The street network was tested for structural adequacy using a Falling Weight Deflectometer (FWD) device. The field data is then compared to what loads the road is expected to carry as well as used to develop a layer analysis to evaluate if the base materials and pavement structure are working as a single unit. The final result is a single 0 to 100 index value. Scores above a 75 indicate the pavement is structurally adequate, between a 45 and 75 indicate additional structure is required, and those below a 45 generally require replacement. On streets where no deflection testing was completed, the relationship between the final pavement condition score and amount of load associated distresses is used. 3. Analysis and Reporting — Following the field surveys, the condition data is assembled to create a single score representing the overall condition of the pavement. The Overall Condition Index (OCI) is calculated as follows: OCI=20%Roughness + 80% Surface Distress DISCUSSION: The Overall Condition Index (OCI) is used as a tool to identify the roadways in need of repair. The City of Denton streets department takes the Pavement Study report and identifies the roads in need of repair. We then use the report to generate complete projects to include multiple roadway segments. After a first draft is made of the list supervisors then visit the projects, verify the report is accurate, and visual check for any changes or addition that are needed. The list is updated as needed and then coordinated with the other utilities. This includes Water, Waste Water, and franchise utilities to check their schedules and CIP plans. Based on this information the list is updated and a schedule is generated for the projects. As city projects are completed the information is logged in our pavement management software, Cartegraph. The Cartegraph system allows us to track our activities using work orders which are updated by our field crews as the work is completed. 31 Date: January 31,2020 Report No. 2020-010 CONCLUSION: In summary, the Overall Condition Index is based on Surface Distress Index, International Ride Index, and Structural Index to determine a rating for a street. These improvements include, but are not limited to, the elimination of curbside yard waste collection in plastic bags, replacing it with a subscription-based kraft bag and yard cart collection program, and the elimination of fee-based garbage collection for bags placed outside the cart. In the months following implementation, staff has monitored customer feedback and revised yard waste and excess waste operations to address customer concerns. In that vein, this staff report is being circulated to inform Council about additional process improvements related to yard waste and excess bags of solid waste. DISCUSSION: Yard Waste Collection: It has come to staff's attention that occupants of exceptionally wooded residential lots may encounter increased costs associated with the yard waste collection due to the need to utilize significant numbers of kraft bags or yard carts to manage their fall leaf collections and/or spring lawn maintenance. Resultantly, an exception to the program has been identified allowing Denton residents to place up to 25 to 30-gallon plastic bags curbside twice per year.These collections must be scheduled by calling customer service at(940) 349-8700. The plastic bags are treated as bulk waste and the material is deposited directly into the waste mass at the City of Denton landfill. No diversion of this organic material into beneficial reuse is realized. Excess Garbage Collection: Residents occasionally generate more garbage than their cart will contain. To address this occurrence, residents may have excess garbage bags collected as bulk waste. To request an excess waste collection, customers may call Customer Service at (940) 349- 8700. Similar to bulk collections, the first two (2) items/bags will be collected free of charge and additional bags will be assessed a $5 per bag fee. Collection will occur on the customer's regular collection day.
