B. FYI 9-20 Budget Activities —Anticipating that the economic impacts of the COVID-
19 pandemic are going to begin hitting the City budget very rapidly,I have put together
an internal executive team to begin working with all of the Department Directors on
cost reduction and cost containment recommendations. The basic framework will
assume three-month,six-month,and one-year continuation of the COVID-19 pandemic
and assess the projected shortfalls in the General Fund and Utility Fund budgets that
will need to be offset in order to both sustain basic essential services,as well as mitigate
the need to raise property taxes and utility fees for the next budget year or two while
the economy digs out and normalizes for our residents, whatever that might ultimately
look like.
Utilizing our experiences from the 2007-2009 economic recession, our team would
expect a two- to three-year time frame may be necessary to normalize the budget
depending on how long the pandemic continues, what happens to property values, and
how long it takes for hiring trends and the retail sector to return to normalcy. With that
said, we are anticipating needing to reduce General Fund expenditures $5-$10M this
fiscal year, and Utility Fund expenditures similarly. One of the first action items taken
to this end was the implementation of a City-wide hiring freeze on March 16, with the
exception of sworn civil service positions. There will be more information to come;
however, I did want to reassure Council Members that this exercise is in motion and
steps are already being taken to cut, or defer, costs and preserve reserve cash balances

C. Denton State Supported Living Center (DSSLC) pdate — It has been a very
challenging past week pertaining to the assessment,resourcing,and management of the
COVID-19 outbreak at the DSSLC. As with most critical situations, it took a few days
of aggressively communicating concerns and observations from our public safety
departments,County Health Official, and local hospital CEOs to the Governor's Office
to get his staff s attention. Finally, a joint letter from Denton County Judge Andy Eads
and Denton Mayor Chris Watts was sent earlier in the week memorializing those
concerns and from that point on, we did start to see progress. In the past two days, a
Unified Command Structure has been established at the DSSLC, which includes both
Chief Hedges and Chief Dixon, as well as a number of State of Texas emergency
services experts. We have worked diligently during the past 72 hours to build
relationships and begin establishing emergency protocols that are scalable depending
on the scope and severity of the COVID-19 outbreak at the school.
I want to personally offer thanks to Mayor Watts and Judge Eads for their attentiveness
to staff and their willingness to aggressively take action jointly, which made a huge
difference. In addition, many thanks go out to Senator Jane Nelson, Representative
Lynn Stucky, Representative Tan Parker, US Representative Burgess, and Dr. Matt
Richardson for their assistance in helping to direct Emergency Services to Denton
during this trying time. We are by no means out of the woods, but our local hospital
CEOs and public safety chiefs are much more at ease today. There will be much more
to come regarding this matter, but I wanted to draw attention to the large, coordinated

effort that has taken place on behalf of our residents as we move forward. Staff contact:

D. Targeted Visits to Grocery Stores and Other Retailers —On March 24, Development
Services staff visited several major essential retailers and grocery stores across the
community to discuss how they have modified operations to keep customers and
employees safe and to determine what major needs these businesses have. During their
visits, staff distributed copies of the attached social distancing flyers and provided a
copy of the attached letter that provides a few best practices for social distancing. The
list of stores visited included Kroger, Winco, Albertson's, Home Depot, Lowe's,
Walmart, Target, Aldi, Sprouts, La Azteca, Walgreens, Family Dollar, Dollar Tree,
CVS, and Natural Grocers.
Below are common themes heard from the majority of retailers visited:
• Store hours have been modified to allow for additional cleaning and restocking
time.
• Some stores have established special hours for senior citizens and other at-risk
populations to shop to reduce risk of exposure(including Aldi,Albertson's and
Sprouts).
• Most retailers have hired additional cleaning staff to augment existing
resources.
• Most retailers are requiring hourly cleaning of all solid surfaces and carts.
• Some stores have installed additional barriers between staff and customers and
have taped the floor indicating line queuing areas to promote social distancing
(including Walgreens,CVS,Academy,Lowe's,Home Depot,and Albertson's).
• Many retailers expressed concern over limited supply of hand soap, hand
sanitizer, cleaning and disinfecting supplies, toilet paper, and paper towels.
Data collected from each retailer is attached along with a few photographs of the safety
measures that stores have implemented. More detailed data from each of the retail

E. Evictions Updates — As provided in the Fort Worth Star-Telegram earlier this week,
the Texas Supreme Court issued Emergency Order 4 halting all evictions proceedings
in Texas through April 19. The order is effective immediately. While filings may still
be made, no trial, hearing, or proceedings may occur until after the termination date of
the order. The Chief Justice may extend the order's effective period. Exceptions may
include imminent threat of physical harm to a landlord, their employees, or other
tenants, or if the tenant is engaging in criminal activity. Staff contact: Rachel Balthrop

F. Retailers with Senior Only Hours—In an effort to protect individuals who are most at-
risk during the COVID-19 pandemic, several retailers have established senior only
hours where seniors and other at-risk populations are granted special access to the store
before it is open to other customers. Attached is a list of senior only hours for known
retail outlets in Denton. This list can found on the City of Denton's COVID-19
Response webpage and the COVID-19 Business Resources webpage. If you are aware
of other retail outlets with senior only hours in the community, please call (940) 349-

G. UWDC COVID-19 Relief Fund — The below provides a status update on the United
Way of Denton County's (UWDC) COVID-19 Relief Fund to help provide housing
assistance to individuals and families in need as a result of COVID-19. The following
chart summarizes funding received and expended from the fund as of Thursday,
March 26. Please note that more requests and calls have been coming into the referral
agencies due to the end of the month nearing.

In addition to the COVID-19 Relief Fund,the City of Denton allocated$40,000 during
FY2019/20 budget to the UWDC Barriers Fund as a matching grant. From
October 2019 to March 2020, it is projected that the City will have expended $20,000
of the $40,000 (note: UWDC is finishing the second quarter report of January—March
so these are projections). At Council's direction, the unspent portion of the $40,000
could be released to UWDC immediately without the match requirement. During the

COVID-19 Update Work Session on March 31, City staff will seek direction from
Council if the match should be dropped to provide additional funds immediately to the

H. CAPRA delayed due to COVID-19 — Over the last two years, Parks and Recreation
Department (PARD) staff have been working on completing the required steps to
achieve accreditation through NRPA's Commission for Accreditation of Park and
Recreation Agencies (CAPRA). PARD's application was due March 23; due to the
COVID-19 pandemic, however, the deadline was extended. Staff has dedicated
themselves to completing the required steps to fulfill the steps toward achieving this
strategic plan goal. This delay will allow staff a few extra weeks to fine-tune the
application in anticipation of being awarded accreditation at the annual Congress in the

I. Dangerous Tree Removed—On Thursday,March 19,Parks and Recreation and Denton
Municipal Electric staff responded to a dangerous tree report. Urban Forester,
Haywood Morgan, and DME coordinated efforts and had the tree limbs removed to
eliminate any potential danger. The contractor returned to remove the trunk on

I Vandalism in Parks—Typically after school is out every summer, vandalism increases
in the parks. Unfortunately, on Thursday, March 19, during the extended closure of
Denton ISD, park staff found vandalism at Mack Park and Denia Park. Because the
parks are located on opposite sides of town, staff does not believe they were connected.

K. Keep Denton Beautiful Litter Cleanup and Yard of the Month Update—Keep Denton
Beautiful has postponed all volunteer projects,meetup cleanups,garden workdays, and
in-person meetings until April 5, or further notice. After learning that COVID-19 can
live longer on plastic and cardboard surfaces, Keep America Beautiful and KDB are
recommending all individual litter cleanups stop until further notice.
KDB is accepting nominations for the Yard of the Month program. During a social-
distanced walk through the neighborhood, residents can take note of addresses with
blooming trees, well-kept shrubs, and flowers. Nominations can be made at

L. Civic Center Pool Showers and Restrooms Open — On Monday, March 23, the Civic
Center Pool (CCP) showers and restrooms were open for public use. Parks and
Recreation maintenance staff worked to create a barricaded space for patrons before

the CCP opened. Facilities also coordinated custodial services to perform sanitation of
these areas at noon and after closing on each operational day.
The facility is accessible from 9 a.m. to 5 p.m. from Monday to Saturday.No other part
of the CCP is open to the public. All individuals who visit the CCP are asked to
maintain a six-foot social distance. The CCP is currently staffed with two temporary
seasonal employees. These employees stay in the CCP office, maintain a proper social
distance from each other and can interact with others through a cashier window. The
first day of operation saw 10 visitors. The following two days have experienced an
average of 20 people use the showers and restrooms. Staff contact: Laura Behrens,

M. Employees Volunteering in Community—To meet the needs of the community, Keep
Denton Beautiful/Parks and Recreation staff are coordinating efforts to place
permanent part-time and temporary seasonal staff as volunteers with local non-profits.
Beginning on March 18, staff began working with Grace Like Rain. At this point there
are 12 employees who have volunteered, which covers 196 scheduled shifts.
Employees began volunteering at Our Daily Bread on March 23. Five employees have
volunteered so far at ODB, covering nine shifts. Beginning Tuesday, March 24,
employees began volunteering with the Monsignor King Outreach Center(MKOC). So
far, 13 employees have volunteered, which covered 16 shifts.
Staff is helping in various ways, such as assisting with childcare, feeding people
experiencing homelessness, cooking food, and more. Staff contact: Carly Weld, Keep

COVID-19 Social Distancing Enforcement in Stores
Dear Business Owner or Manager:
At the request of the Denton City Council, City staff are contacting you to inform you that per federal
guidelines from the Centers for Disease Control and recent state and local mandates, grocery and retail stores
must prioritize public safety and enforce social distancing.
See the list below for ways retailers can implement social distancing:
• Install signage at the front of the store as well as throughout the store urging customers to keep at least 6
feet from one another.
• Both inside and outside of the store,place markings on the floor/ground in all areas where lines are
potentially formed indicating a 6-foot spacing between individuals.
• At the register, customers should be asked to wait either through signage or behind a line indicated on
the floor/ground until the customer ahead of them has completed their order and walked away from the
clerk/store employee.
• Those paying with cash are asked to place their payment on the credit terminal counter instead of in the
cashier's hand.
• Cashiers should place receipts in a bag rather than directly handing it to the customer, sanitize their area,
then allow the next person in line to load their items/groceries onto the conveyor belt.
• Only open every other checkout register lane, including self-checkout to provide for additional
distancing between guests and employees.
• Ensure self-checkout stations are cleaned on a frequent basis and keep a logbook to track how often the
facility, and areas with high customer contact, is cleaned and disinfected.
To help prevent COVID-19 exposure in stores, employee temperatures should be checked before each shift. If
an employee has a temperature above 99.6, please send them home.
Our goal is to keep Denton businesses in business to the greatest extent possible. This can only happen if each
business is taking active and visible steps to keep COVID-19 contained. The Council and I appreciate your

The United Way of Denton County is establishing a COVID-19 Relief Fund (CRF) according to the UWDC
Disaster Relief Fund Guidelines. Funding will support households experiencing income or job loss as a
result of COVID-19 activity (event/project cancellations or delays, layoffs, etc.).
II. Distribution of Funds
Funds will be administered according to the Denton County Homelessness Barriers Fund guidelines for
housing stability, made reimbursable to nonprofit organizations providing housing-related financial
assistance and utilizing the Denton County Homelessness Management Information System (HMIS)
database, Clientrack. HMIS requirements may be waived for agencies federally restricted from utilizing
said database, or agencies not using the database which are the only resource in their geographic area.
According to the UWDC Disaster Relief Fund Guidelines, accumulated private donations to the CRF may
be directed to disaster needs within Denton County or in other communities as needed to be consistent
with the donor expectations. This guideline also applies to any public funds contributed to the CRF.
Public funds contributed by the local government will be restricted to residents of the designated
municipality, and will be made accessible to agencies providing services to residents in the specified
geographic area.
The United Way of Denton County will require pre-approval of requests via online application for
assistance through the CRF. Agencies which have executed an MOU will have access to application
and reimbursement request portals necessary to access the fund.
III. Proposed Agencies
Agencies that wish to access the fund must enter into a Memorandum of Understanding (MOU) with
UWDC. Eligible agencies may include the following:

IV. Eligible Expenditures
The CRF will provide financial assistance to households at-risk of homelessness due to income or job
loss related to COVID-19. Eligible uses are restricted to costs directly related to housing stability
including rent/mortgage assistance (this may include 30 days of assistance for households currently
living in extended-stay hotels or motels such as Budget Suites) and utility assistance (including water,
gas and electricity). Utility assistance may be provided only if it has been verified that the utility
company has not provided any accommodations allowing the household to continue use.
Funds may be utilized to cover the cost of temporary hotel stays (maximum of fourteen days) for
individuals staying in emergency shelter who are exhibiting COVID-19 symptoms and require quarantine
isolation.
V. Application Process & Household Eligibility
Funding will support households experiencing income or job loss as a result of COVID-19 activity
(event/project cancellations or delays, layoffs, etc.). Due to the nature of this emergency, some rules
typical to housing assistance programs like income verification may be suspended.
Upon execution of a Memorandum of Understanding, requesting agencies will have access to the CRF
application portal. United Way of Denton County will review CRF requests in the order they are
received. Applying agencies must complete the online application and send eligibility verification
documents via email to covidrelief@unitedwaydenton.org. Requests missing any of the required
documentation will not be considered.
The CRF Application will require the following eligibility verification and documentation for financial
assistance:
• Verification of loss of income or job - This may be a letter or email provided by an employer or
business partner explicitly stating loss of income or job as a result of COVID-19 measures
• Documentation of lease or mortgage requirements - Copy of lease or mortgage or
communication on letterhead from landlord/mortgage company/extend-stay hotel stating the
amount of their lease/mortgage payment
• Utility bill - Copy of bill or communication from utility company on letterhead stating the amount
owed AND communication from utility company on letterhead stating the company's inability to

provide accomodation to the household; households may still be eligible for assistance if they
have received a discount or set up a payment plan
• Financial Information -
o Copy of current bank statement and current account balance for every adult in the
household
o Copy of any 401 K or retirement account statements for all adults in the household if
applicable
The CRF will require the following eligibility verification and documentation for temporary hotel stays:
• Documentation of required quarantine - This may include a doctor's note or verbal verification
from a healthcare provider that has been documented on agency letterhead
The CRF Application will include a checklist of resources which all applicants are encouraged to
explore as potential income supplements prior to submitting an application, including but not limited to:
• Texas Workforce Commission Unemployment Benefits Services (,linked
• Bedtime Rescue for short term hotel stays
• Existing Homeless Prevention rental and utility assistance resources in the community
The following prioritization standards will be applied to all CRF requests:
• Priority 1: Households with children
• Priority 2: Seniors aged 65+
• Priority 3: Households with members living with a disability or chronic illness
• Priority 4: All other households
Agencies will be required to enter all households receiving CRF assistance into the Denton County
COVID-19 Relief Fund enrollment in the HMIS'.
VI. Reimbursement
CRF applicants may submit for reimbursement as soon payment is made. United Way of Denton County
staff will thoroughly review all CRF reimbursement requests according to eligibility verification and
proof of payment guidelines. Requests missing any of the required documentation will not be
reimbursed. Agencies are required to make payments directly to the vendors; payments made directly
to households will not be reimbursed.
The following documentation will be required for all reimbursement requests:
• Proof of Payment- receipt of payment, check stub/copy

agencies are required to follow processes outlined on page 10 of the Texas Homeless Network's HMIS
Policies & Procedures Manual.

• Invoice - a detailed invoice listing the amount of assistance provided to each individual
household (identified via HMIS ID number or alternative ID); Invoices may include expenses for
multiple households
Reimbursement requests may be submitted via an online portal sent to applying agencies upon

SUBJECT:
Overview of planned City Council meeting procedures in response to COVID-19
BACKGROUND:
On March 16,2020, Governor Greg Abbott took action at the request of the Office of the Attorney
General to maintain governmental transparency and continued governmental operations while
reducing face-to-face contact for open government meetings. In accordance with 418.06 of the
Texas Government Code and in an effort to reduce the spread of COVID-19, Governor Abbott
temporarily suspended various provisions of the Texas Open Meetings Act (TOMA) to allow for
telephonic or videoconference meetings of governmental bodies so long as those meetings are
accessible to the public.
During the March 31, 2020 City Council meeting, the City Council will consider adoption of an
ordinance that will temporarily amend certain provisions of the City Council Rules of Procedure
to accommodate temporary videoconferencing and public comment procedures during the
COVID-19 pandemic. Section 2-29(b)(14) of the Rules of Procedure currently requires that
proposed Rules of Procedure amendments be introduced during a separate meeting prior to City
Council adoption. The City Council may suspend the requirement of a second reading for Rules
of Procedure amendments and the current provisions for videoconferencing to allow City business
to be conducted via videoconference during the March 31 meeting. The ordinance for
consideration will confirm that suspension, if it is made by Council and provide for the temporary
amendment of the Rules of Procedure to provide for flexibility in conducting City business during
the period of the emergency declaration, specifying alternative options for Council members and
the public to attend and participate in open meetings.
DISCUSSION:
If the Council chooses to suspend the second reading requirement and amend the Rules of
Procedure, the March 31 City Council meeting and all future meetings taking place during the
COVID-19 response will be conducted via ZOOM videoconference. Council members will
remotely connect to the meeting by using the link provided by Technology Services staff prior to
the meeting.
Mayor Watts will host the meeting remotely from his office at City Hall. All votes of the City
Council will be made by raising hands and those votes will be recorded by the City Secretary.
Meetings conducted via videoconference will be streamed online, broadcast on the Denton
Television cable channel, and available on-demand for public viewing.
Council member microphones will be muted through the ZOOM platform if they are not actively
speaking. Council members are asked to raise their hand to request to speak. When recognized
by the Mayor, their microphones will be un-muted so they can ask questions or make comments.

Agenda Item Questions
To help alleviate the need for staff to call in to the meeting to answer consent agenda questions,
staff asks that Council submits their agenda item questions by 5 p.m. on Monday, March 30th to
give staff the opportunity to provide an answer prior to the meeting.
Staff Participation
Staff will be available to answer questions associated with agenda items using the dial-in feature
of the City's videoconferencing technology.As questions are posed, staff will await direction from
the Mayor, identify themselves and respond to the question(s) raised. All staff presentations for
Work Session and Individual Consideration items will be made from the City Hall Work Session
Room.
Presentations will be shown full screen and Council members will be able to hear, but not see, the
presenter. Because of this, the City Council will be asked to hold their questions until the end of
each presentation. Staff will deliver concise presentations and be prepared to answer questions
after the material has been presented. City Council members will be asked to cite the slide number,
if applicable, when posing a question.
Citizen Participation
To accommodate and receive input on agenda items, citizens will be able to participate in the
following ways (NOTE: citizens are only able to comment one time per agenda item using one of
the methods below):
• Online comment form—On the afternoon of Friday, March 27, the agenda will be
posted online at www.cityofdenton.com/publicmeetings. Once the agenda is posted, a
link to a comment submission form will be made available under the main heading on the
webpage. Within this comment form, citizens may indicate support or opposition, and
submit comment about a specific agenda item. Similar to when a citizen submits a white
card to indicate their position on the item, these comment forms will be sent directly to
City Council members and recorded by the City Secretary, and the support/opposition
will be entered into the record during the meeting. Comments may be submitted up until
the start the meeting, which begins at 1 p.m. Online comments received after 1 p.m. will
not be delivered to the City Council nor entered into the public record.
OR
• By phone—Citizens wishing to speak over the phone during this Council meeting, may
call (940)349-7800 when the meeting begins at 1 p.m. When the call is initially received,
a staff member will receive the caller's information and either, 1) offer to call the citizen
back when it is time for them to speak, 2) record the caller's information, support or
opposition, and comment. If the caller wishes to receive a call back, the voice of each
caller will be broadcast into the meeting during the public commenting time of their
desired agenda item. Individuals will be able to comment once per agenda item.

OR
• In person—Citizens may request to speak on an agenda item in person at City Hall (215
E. McKinney St.). When each attendee arrives to the building, they will receive a number
to determine the order of speakers. During their turn to speak, attendees will be asked to
stand in front of a camera to be broadcast online and to the Council members.
To reinforce social distancing, those wishing to attend the meeting in-person will be seated in the
City Council Chambers. Once this room is at capacity, no additional individuals will be
allowed to enter the building. All persons entering City Hall will be screened for COVID-19
symptoms and exposure prior to entering the building. Based on Centers for Disease Control and
Prevention (CDC) guidelines, the screening is identical to the screening used by the Denton Fire
Department when responding to emergency calls,will be performed by City of Denton paramedics,
and will involve screening for COVID-19 symptoms:
• Fever(using an infrared or temporal scan thermometer)
• Cough
• Shortness of breath or difficulty breathing
If a person exhibits symptoms of COVID-19, they will not be permitted to physically enter City
Hall. These precautionary measures are to protect the health and safety of other in-person meeting
attendees and limit the spread of COVID-19 at public gatherings, while providing residents the
ability to participate in public meetings.
In-person citizen participation will be allowed for the March 31 meeting; however, it may not be
an available option in future meetings that utilize a videoconference platform for the purpose of
social distancing.
CONCLUSION:
The temporary amendment of certain Rules of Procedure requirements is intended to allow for
maximum flexibility and transparency of public meetings during the City of Denton's response to
the COVID-19 pandemic. Once in-person City Council meetings resume, the temporary
suspensions will be lifted to restore the procedural requirements that were in place prior to
March 31.

2) Open Microphone. This section of the agenda permits any person who has not registered in
