35Express Project Schedule.
EXECUTIVE SUMMARY:
Recent questions have been raised regarding the status of the Phase I 35Express Project and
adjacent private development schedules. This report is to provide an update to the City Council
on the current Texas Department of Transportation (TxDOT) projects: Phase I 35Express
Project from IH-635 in Dallas to US 380 in Denton and the Loop 288, Brinker and Mayhill
intersection enhancement project schedule in relation to the Buc-
BACKGROUND:
The Phase I 35Express Project is the current construction project from IH-635 in Dallas to US
380 in Denton. The Phase II Project, recently referenced by the Denton Record Chronicle, is
the future Phase II project for the Interstate 35E corridor, IH-635 to US 380, which is unfunded
and is in the 7-10 year planning schedule. This project will further widen the Interstate Corridor
in Denton from Post Oak to US 380.
There is a secondary project, Phase I B to the current 35Express project that will address design
deficiencies at 35E and Loop 288, create an underpass on 35E at Brinker and
Turn Around southbound to northbound on the frontage road at Mayhill. This project is an
addition to the current Phase I 35Express Project by providing enhanced capacity to the identified
intersections.
This Phase I B Project is scheduled to be substantially completed with the opening of the Buc-
development. This project will be phased: improvements to facilitate the Brinker underpass
and then improvements to the Loop 288 intersection. The Phase I B project was bid last Fall and
construction officially started in March 2017 with utility relocations. Attached is a project report
presented at the May Mobility Committee meeting.

located on a TxDOT facility, 35E Frontage Road, and TxDOT does not require a traffic impact
study. A focused traffic study addressing Buc- Boulevard and Nugget Way (a private street)
was completed in May of 2016. This study indicated traffic flow would have a minimal impact
to public roads. A warrant study will be required to facilitate the proposed traffic signals at the
future grade-separated intersection at Brinker. The warrant process is planned for the beginning
of Calendar Year 2018.

As indicated in the attached report, this project is scheduled to be completed in summer 2018. It
is expected that the Brinker intersection improvements will be completed in advance of the
overall completion date and coincide with Buc- schedule for final project completion.
Buc- has received a clearing and grading permit and has submitted applications for a fencing
permit and the tank permit. Development Services is currently working with the developer on
finalizing the site plan.

Atmos is working to purchase easement. Atmos awarded relocation contract.
PS&E: The 100% plans were sent to Austin on August 5, 2016.
Construction: This project was awarded to OHL on September 22, 2016, for a total construction
cost of $27,503,078. The contract allows for 442 working days and 17 months of barricades. The
pre-construction meeting occurred on February 16, 2017. Construction began on March 6, 2017.
Time was suspended until April 10, 2017, due to coordination efforts with AGL and race weekend.
See attached TxDOT construction report. Awaiting easement of right-of-entry from City of
Denton on Flooring of America. Has potential to delay construction. City closed on Flooring
America on April 26, 2017.
