INFORMAL STAFF REPORT
TO MAYOR AND CITY COUNCIL
SUBJECT: Small Area Plan Project Kickoff
EXECUTIVE SUMMARY:
On September 13 and 14 the consultant team will officially kick off the Small Area Plan and
Implementation Strategy for the area surrounding the University of North Texas (UNT) campus.
During the project kickoff the consultant team will meet with the City Council members,
Planning and Zoning Commissioners, Historic Landmark Commissioners, City Staff, key
stakeholders, and the members of the Technical Advisory Committee. The purpose of the project
kickoff is to discuss goals of the project, process, schedule, and public involvement. The
consultant team and staff will also discuss data sources to ensure that the team has access to
relevant background information. In October, the consultant team will meet with the Steering
Committee as part of the visioning process phase. A list of potential Steering Committee
members is currently being compiled.
BACKGROUND:
On August 1 the City Council adopted an ordinance authorizing the City Manager to execute a
Professional Agreement for professional planning services related to the development of a small
area plan and implementation strategy with Fregonese Associates. The small area plan is
generally bounded on the north by Panhandle, on the east by Carroll Boulevard/Fort Worth
Drive, on the west and south by Bonnie Brae and Interstate 35 (I-35).
DISCUSSION:
The small area plan and implementation strategy will include the following tasks:
Public Outreach Plan
Parcel by Parcel Assessment
Urban Design Site Analysis
Transportation, Public Realm and Parking Analysis
Housing Analysis
A Preferred Land Use Plan
Land Use and Infrastructure Recommendations
Implementation Strategies
CONCLUSION:
The schedule is to conduct the inventory and database development phase immediately, which
includes the project kickoff and then shortly after begin the community assessment/analysis
phase while school is in session. The project is anticipated to be completed in the fourth quarter
of next year.
