II. General Information & Status Update
A. Non-Annexation Agreement Deadline — The deadline to submit Non-Annexation
Agreements (NAA) has been extended to July 31. Last week on July 1, NAA were

mailed to residents who were eligible to receive extensions for their NAA with the City.
The deadline to submit the signed and notarized NAA back to the City was on July 10.
The short turnaround time ensured the agreements could be placed on the Council
agenda for consideration prior to the August 1 expiration of the agreements. Based on
a recent City Attorney opinion,the agreements only needed to be signed and submitted
to the City prior to the expiration of the agreement so the deadline was extended to
July 31. Posters have been placed at City Hall and information posted on the website

B. Safe Routes to School Update — The Traffic Engineering Department selected two
schools in Denton Independent School District (DISD) for the Safe Routes to School
(SRTS) program call from the North Central Texas Council of Governments
(NCTCOG).Based on the student walkibike count data from the school crossing guards
and the student walkers' data from the DISD, Sam Houston Elementary School and
Newton Rayzor Elementary School ranked higher than other schools. Traffic
Engineering staff sent in the SRTS application on May 14 to the NCTCOG, and they
are scheduled to review and score the projects by the end of July or early August.
NCTCOG Staff recommendations will be presented for selection by the Regional
Transportation Committee (RTC) on September 10. Staff will update Council on the
RTC action by the end of September. Staff contact: Brian Jahn, Capital Projects
C. Overall Condition Index of City Streets — During a capital improvement plan (CIP)
update to the City Council on June 30,members of the City Council requested an update
on the overall condition index(OCI) of the City's streets network. As a reminder, OCI
measures a pavement's surface distress as well as the ride quality drivers experience.
OCI scores range from 0 to 100 with lower scores being poor and higher scores being
excellent.The estimated OCI for the City of Denton roadway network is approximately
63.02 (Fair). The OCI is anticipated to improve to 65.51 (Good) following completion
of the segments remaining in the 2012 and 2014 bond packages. Below is a distribution
of the City's roadway segments based on current OCI scores.

Following construction, reconstruction, or repair of a roadway, the OCI for that
segment begins to decrease over time as the roadway degrades due to traffic load,
weather, and other factors. As roads are repaired and others degrade, the OCI is
adjusted in the City's asset management system. Staff utilizes historical data and
industry best practices to increase or decrease OCI scores. The scores are then trued up
with actual roadway conditions during a comprehensive pavement analysis.
The City of Denton last commissioned a pavement analysis in 2015, and staff
anticipates starting the next analysis in August 2020. Staff intends to brief the City
Council on the pavement analysis results as soon as they are available. Staff contact:

D. Unemployment&Business Update—Staff is working to assemble,review,and analyze
unemployment and labor data as releases are made. Staff will provide ongoing updates
throughout the COVID-19 pandemic as data is made available.
• U.S. Department of Labor(DOL)
o DOL released its weekly unemployment report on Thursday, July 9. The
full report is available here.
• Bureau of Labor Statistics (BLS)
o The BLS released the June Employment Situation Summary on
Thursday, July 2. The full report is available here.
• Texas Workforce Commission(TWC)
o TWC has created a UI Claimant Dashboard to provide updated graphical
representations of data and datasets for download. The dashboard is
available here.
o April local unemployment data was released on the Texas Labor Market
Information(www.texasLMI.com) system on June 19. The next release is
scheduled for July 17.
o TWC also provides data on weekly unemployment claims filed and how
the claim was received. The chart with data as of July 2 is below.
• U.S. Census Bureau
o The U.S. Census Bureau is conducting experimental Small Business
Pulse Surveys to measure the changes in business conditions on small
businesses throughout the country.
o Data is now available for the week of June 21-27.
o The results of the survey are available here.

E. PPP Data Released for States and Cities — The SBA released data of distributed loans
and amounts as of July 6,2020. The data was divided into two sets. The first set of data
was for loans approved for $150,000 and above by state. This data set includes the
names of the companies receiving the loan, but only a range for the loan amounts. The
second set of data was for all loans approved under $150,000 by State. This set of data
included the exact amount of loans approved, but did not include the business name.
Both data sets can be sorted at the city or state level. A summary of the data for the
City of Denton is in the table below. The data sets are available here. Staff contact:

F. COVID-19 Cooling Stations Information — On July 2, Council Member Meltzer
requested information about precautions for COVID-19 that are being taken at cooling
stations. This weekend, as inclement weather stations are open to the public due to the
heat, the Civic Center will have tables and chairs in the rotunda that are set up at least
6 feet apart to reinforce social distancing standards. Additionally, there will be
facemasks and ample hand sanitizer available for people that are using the station.
Based on the forecast, the Civic Center will be open on Saturday and Sunday from
12 p.m. to 5 p.m. The opening of the Civic Center as a cooling station has been shared
on social media and through e-mail with community and non-profit partners.
If temperatures continue to exceed 100 degrees next week, the Civic Center cooling
station will move to the MLK Recreation Center from Monday, July 13 through
Wednesday,July 15 due to the Civic Center being used for voting. Staff contacts: Sarah

G. Mental Health Response Strategies — On June 23, Council Member Davis requested
information on potential mental health response strategies for Denton Police
Department. The department is working on an early launch of a Mental Health Unit
that will pair four police officers with four licensed mental health social workers and
led by a civilian manager who is licensed mental health social worker or clinician. They
will respond to calls involving mental illness and conduct some limited follow-up.
Police Department staff are creating job descriptions now and will be posting for those

H. Construction Hours — On June 30, Council Member Briggs requested information on
the hours home and street construction may happen within the city. Construction hours
are governed by the City's Noise Ordinance,which is Section 17-20(c)(3)(f)of the City
of Denton Code of Ordinances. Standard construction hours are as follows:
• June 1 — September 30:
o Monday through Friday 6:00 a.m. — 8:30 p.m.
o Saturday 8:00 a.m. —8:30 p.m.
o Sunday 1:00 p.m. — 8:30 p.m.
• October 1 —May 31:

I. Small Business Grants Update — On July 7, Council Member Meltzer requested
information about what sources of funding may be available for small businesses who
may close to perform disinfection cleanings due to COVID-19. Staff is not aware of
any grants or sources of funding for businesses that are specifically for any closures or
cleaning related to a positive COVID-19 case. City staff encourages businesses that
experience a positive case to reach out to the Denton County Public Health team to
discuss what needs to be done at their business in regards to cleaning if there is a
positive case, however, there is not a requirement that they shut down and it may be
possible that cleaning can be achieved with little impact to operations (although that
may not be the case in every circumstance).
The PPP extension bill was signed by President Trump, and businesses now have until
August 8 to apply for funding. As of the end of last week, there was more than
$100 billion in funding still available through this program, and businesses will need
to apply directly with a participating bank. Additionally, the EIDL and advance
program has also been reopened and is accepting applications.Businesses should apply
directly with the SBA for this. Staff contact: Jessica Rogers, Economic Development
J. North Texas State Fair Grounds Property — On July 10, Council Member Briggs
inquired about whether there are any requests of the City regarding the North Texas
State Fair property on Ganzer Rd. Last year, there was a meeting with the Fair and
representatives of Holligan Mobile Home Park regarding water and sewer for the site.
The group asked if the City would contribute to the construction of the water and sewer
infrastructure, easement acquisition, etc. Staff informed them that the City does not
provide financial support for such requests, and extension of the infrastructure and
easement acquisition is the responsibility of the developer. This site is outside of City
limits in the ETJ, and the size of the lines needed are consistent with our Master Plans,
so there is no need to facilitate an oversize participation agreement for the site. This is

L. Traffic Routing Concerns on Bonnie Brae — On June 24, Council Member Davis
requested an update from staff regarding the existing turning patterns on Bonnie Brae
from the Torchy's parking lot. Originally,a resident sent the Council Member concerns
because the parking lot is designed to be right-turn only (due to a small median),
however there is nothing physically blocking traffic from turning left out of the parking
lot. When this concern was raised in February, staff planned to present this to the
Traffic Safety Commission during their April meeting, however that meeting was
cancelled due to COVID-19.
Staff is currently considering two options: 1) Large raised pavement markers to deter
drivers from turning left, or 2) pylons (similar to those installed on Hickory St. to
delineate the bike lane)that would physically block a left turn. The pylons are the most
visible and preferred device, but staff needs to ensure that they will not block driver
sightlines as vehicles exit the drive. Staff plans to install temporary bollards at this
location and monitor traffic flow to determine their long-term viability. Staff contact:

M. Traffic on Wilson Street—On June 30, Council Member Briggs requested information
about any previous traffic studies or traffic calming measures on Wilson St. due to
recent speeding along the road. Traffic Engineering staff have not found any
information about a previous study on the road, and will be performing a speed study
to determine the magnitude and extent of the issue. This initial study will take
approximately two weeks to complete, and staff will then be able to determine the
appropriate measures and develop an implementation plan. Staff contact: Brian Jahn,

N. Information on Traffic Incident on Bonnie Brae & Windsor — On July 7, Council
Member Davis requested information on a traffic incident at the intersection of Bonnie
Brae and Windsor and what actions could be taken to prevent future incidents. Traffic
Engineering staff will research the crash report for this incident to determine the details
of the crash. In addition, staff will review the history of crashes at this location and
determine if a predominant causal factor exists. Staff will also visit the location to
determine if any vegetation has grown to block the visibility of the STOP signs and, if
so, will have the vegetation trimmed and the sight distance restored. A review of the
area will begin to determine if the existing pavement markings in this location are in

O. Approaches to Loop 288 & IH-35E—On July 6, Council Members Meltzer requested
information on the directional signage in the Loop 288 & IH-35E area. Traffic
Engineering staff will review the existing overhead lane designation signing before the
end of July. In addition, while there is still minor construction activity planned at this
interchange, staff will work with TxDOT to ensure safe and accurate signs are in place.
If TxDOT foresees a delay in any needed sign installation, Traffic Operations staff can

Denco Area 9-1-1 Appointment to District Board of Managers
BACKGROUND:
The Denco Area 9-1-1 District seeks appointment of individual to serve on the Denco Board of Managers.
DISCUSSION:
The City previously received a request from Greg Ballentine, Executive Director for Denco Area 9-1-1
District, for nominations of individuals to serve on the Denco Board of Managers. Staff sent an informal
staff report to the City Council on April 24,2020 requesting nominations. Since no nominations were sent
to staff to place on a City Council agenda, no nominations were submitted to Denco. The Denco Area
9-1-1 District was created in 1987 and is governed by a board of managers appointed by the County,
participating cities, and the Denton County Fire Chief s Association. Board members serve staggered two-
year terms and are eligible for reappointment.
Each year,the term of one of the two members appointed by participating municipalities expires.This year,
the term of Mr. Jim Carter, expires September 30, 2020. Members are eligible for consecutive terms.
Mr. Carter has expressed his desire to serve another term.
Participating cities submitted their nominations by May 31, 2020. Denco received three nominations. Mr.
Ballentine is now requesting participating cities to submit their vote for one of the three candidates and
advise Denco of its selection by 5 pm on July 31,2020.

DEFINING PROCEDURE FOR APPOINTMENT OF PARTICIPATING
MUNICIPALITIES' REPRESENTATIVE TO THE DISTRICT BOARD OF MANAGERS
WHEREAS,this resolution shall take the place of Resolution 1999.02.04.R01 by the same title;and
WHEREAS, Chapter 772,Texas Health and Safety Code provides for the Denco Area 9-1-1 District Board of Managers to have
"two members appointed jointly by all the participating municipalities located in whole or part of the district."; and
WHEREAS,each member serves a term of two years beginning on October 11t of the year member is appointed; and
WHEREAS, one member representing participating municipalities is appointed each year.
NOW, THEREFORE BE IT RESOLVED BY THE DENCO AREA 9-1-1 DISTRICT BOARD OF MANAGERS:
The procedure for participating municipalities to appoint a representative to the Denco Area 9-1-1 District Board of
Managers shall be the following:
1. Nominate Candidate: Prior to April 151 of each year, the executive director shall send a written notice to the
mayor of each participating municipality advising that nominations are being accepted until May 31"of that
same year,for one of the municipal representatives to the Denco Area 9-1-1 District Board of Managers.The
notice shall advise the mayors that for a nomination to be considered, written notification of council action
must be received at the Denco office prior to 5:00 p.m. on May 31$t of that year. No nominations shall be
considered after that time.
2. Vote for Candidate: On June 15t of each year, the executive director shall send written notice to the mayor of
each participating municipality, providing the slate of nominees to be considered for appointment to the Denco
Area 9-1-1 District Board of Managers for the term beginning October 11.The notice shall advise the mayor that
the city/town council shall vote, by resolution from such city/town,for one of the nominees. Written notice of
the council's selection must be received at the district office by 5:00 p.m. on July 315S. No votes will be accepted
after that time. However, if a nominating municipality does not thereafter formally vote, its nomination will
automatically count as a vote for its nominee.
3. Tally Votes:The one nominee with the most votes received by the deadline will be the municipal representative
appointed for the two-year term beginning October 151
4. Tie Breaker: If there is a tie between two candidates with the most votes, a runoff election will be held
immediately with the candidate receiving the most votes serving the remainder of the term. The incumbent
representative shall serve in that position until replaced.

REGISTRATION GUIDELINES FOR ADDRESSING THE CITY COUNCIL
Due to COVID-19 precautions, members of the public will not be able to attend the July 21, 2020 City
Council meeting in-person. To accommodate and receive input on agenda items, citizens will be able to
participate in one of the following ways (NOTE: Other than public hearings, citizens are only able to
comment one time per agenda item; citizens cannot use both methods to comment on a single agenda item.
Public comments are not held for work session reports.):
• Virtual White Card — On July 17, the agenda was posted online at
www.cityofdenton.com/publicmeetings. Once the agenda is posted, a link to the Virtual White Card, an
online form, will be made available under the main heading on the webpage. Within this form, citizens may
indicate support or opposition and submit a brief comment about a specific agenda item. Comments may
be submitted up until the start of the meeting, at which time, the Virtual White Card form will be closed.
Similar to when a citizen submits a white card to indicate their position on the item, these comment forms
will be sent directly to City Council members and recorded by the City Secretary.
City Council Members review comments received in advance of the meeting and take that public input into
consideration prior to voting on an agenda item. The Mayor will announce the number of Comment Cards
submitted in support or opposition to an item during the public comment period. Comments will not be
read during the meeting. The City Secretary will reflect the number of comments submitted in
favor/opposition to an item, the registrant's name, address, and (summary of) comments within the Minutes
of the Meeting, as applicable.

• By phone — Citizens wishing to speak over the phone during this Council meeting, may call (940)
349-7800 beginning 30 minutes prior to the meeting start time. Comments by phone will be accepted until
the item is opened for discussion by the Council. When the call is initially received, a staff member will
receive the caller's information and either: 1) offer to call the citizen back when it is time for them to speak,

B. Reports from members of the public shall be received through the following two (2) methods. A total
of up to seven (7) speakers are permitted to provide public comment and may include any combination of

1) Pre-registration. This section of the agenda permits any person who has registered in advance to
make a citizen report regarding a public business item he or she wishes to be considered by the City
Council. Each speaker is allowed a maximum of four (4) minutes to present their report. At the conclusion
of each report, the City Council may pose questions to the speaker or may engage in discussion. If the
City Council believes that a speaker's report requires a more detailed review, the City Council will give the
City Manager or City Staff direction to place the item on a future work session or regular meeting agenda
and advise staff as to the background materials to be desired at such meeting.

2) Open Microphone. This section of the agenda permits any person who has not registered in
advance for a citizen report to make comments about public business items not listed on the agenda. Such

During open microphone reports under this section of the agenda, the Council may listen to citizens speak.
However, because notice of the subject of the open microphone report has not been provided to the public
in advance, the Texas Open Meetings Act limits any deliberation or decision by the Council to: a proposal
