Stafflnformation:On July 21,City Council approved a contract with CJ Hensch to collect traffic volume and speed data citywide. This will serve as the City's first step towards establishing safe and appropriate speed limits in the City of Denton. With this data in hand and applying current policies and guidelines relative to `speed zoning', staff proposes to update and validate all speed limits on City roadways. These recommendations will be presented to City Council in the form of a new and comprehensive speed limit ordinance that addresses all roadways in the City — park road, TxDOT roads, and city streets and school zones — in one document. This will facilitate the understanding, maintenance and enforcement of all posted speed limits in the city. Currently, staff estimates a draft ordinance of existing sped limits will be complete by the end of August. This draft document will establish a baseline from which staff will work. The data collection will take approximately 6-8 months depending on several factors including the restart of on-site school activities and the general COVIDI9 environment. After evaluating this data, staff will prepare and present for City Council review a new speed limit ordinance with proposed modifications. d. Date Requested: July 23, 2020 e. Council Member Request: Council Member Armintor requests a policy discussion regarding passing a resolution "expressing Council's commitment to work with Denton ISD within our respective limited and overlapping jurisdictions, resources, and abilities, and with local nonprofits as needed, to meet our shared goal of keeping every Denton public school child, staff member, family, and community healthy, protected, physically distanced, housed, and safe from harm under COVID-19, especially the most vulnerable among them, including but not limited to low-income families, immigrant 2 families, `essential worker' families, families with immune-compromised members, families with children with disabilities, and families from communities disproportionately affected by COVID-19. Towards that shared goal, we resolve to share information between our two jurisdictions in a timely fashion as new needs arise, with respect to privacy and to avoid redundancy, while making the most efficient use of our limited time and resources to provide essential services to vulnerable Denton families, students, and teachers. We understand that DISD will not know the extent of any possible unmet needs, if any, until well after the registration deadline of August 12 when teachers will start reaching out one by one to each student assigned to their classrooms. We share DISD's hope that the district will have no problem accommodating both staff and students' needs safely and fully without any further assistance. However, if unmet essential needs arise for Denton families, children, and teachers that DISD cannot resolve or accommodate on their own, we ask them to turn to us for support, at this unprecedented time. In these uncertain times that lie ahead of us, we want all Denton public school teachers, children, and families to know that we are all in this together and prepared to think outside the box and problem-solve as necessary to ensure that no Denton child or teacher gets left behind." c. Update on Green Tree Estates Fee Payments—At the July 21 and July 28 City Council meetings, staff reported to the Council that six (6) Green Tree Estates properties have paid the tap,meter, and impact fees to connect to the City water system. On Thursday, July 30, an additional property paid the fees, bringing the total number to seven (7). Please see the chart below for information on all properties and fee payments. Utility Customer Assistance Update —As previously reported at the Tuesday, July 28, City Council meeting, Interfaith Ministries has dispersed all emergency COVID-19 funding which was provided by the City last spring. At that meeting, Council directed staff to provide an additional $100,000 of funding to Interfaith Ministries for 3 distribution to at risk families whose needs are not COVID-19 related. Processes have been put in place for direct referrals. The City of Denton is connecting customers with COVID-19 related utility assistance needs directly to the United Way of Denton County to determine eligibility for federal funding assistance through the CARES Act Coronavirus Relief Fund. Any customer seeking financial assistance should contact Customer Service at (940) 349-8700 As part of the new process, Customer Service representatives will gather basic intake information and provide it to the appropriate agency (United Way or Interfaith Ministries). This proactive approach will ensure customers do not have the added step of contacting these organizations themselves and ensure the account will not be interrupted while the case is being processed. Development Fiscal Impact Request for Proposals (RFP)—The Development Services Department is drafting a scope of work for a fiscal impact analysis tool to be developed to assist in calculating the net impact for proposed developments. This tool will allow staff to provide an analysis based an approved methodology for the Planning and Zoning Commission and City Council consideration when an applicant requests changes for a proposed development. Additionally, staff would be able to use this tool to model possible changes or the creation of overlay districts in the future. These would provide a net impact to the City for the development including the City's cost and expected revenue once the development has stabilized. A request for proposal will be going through the City's Solicitation Review Committee within the next two weeks and will be issued for solicitation from consultants shortly after. Following the solicitation, a committee of staff would review the proposals and make a recommendation to City Council for the selection of the consultant providing the best value for the City. Streets OCI Ratings—During the Streets Budget Work Session, it was requested to see a map showing the city streets with an Overall Condition Index (OCI) of 0 to 45. The attached map shows the distribution of our city street network that has an OCI of 45 or lower. The 0-45 OCI includes a total of 1,029 segments and 327 lane miles making up 25%of the total network.As we continue to work on our bond programs we estimate after the completion of 12/14 bond program the streets below 45 OCI will be at 21.5%. This farther reduces to between 15%-20% after the completion of the 2019 Bond. Staff contact: Daniel Kremer, Public Works F. Posting Signs to Accommodate Takeout Restaurant Service—Last week,staff provided an update to City Council regarding inquiries from businesses on the Square regarding the need for temporary curbside service/takeout designated parking. Staff proposed to place signs designating spaces on each side of the Square as 15-minute curbside service parking spots that will be available for all businesses or food service establishments on the Square. Staff reached out to impacted businesses through the Denton Main Street Association and received positive feedback. As such, Traffic Operations proceeded with installing 17 signs on Friday,July 31 around the Square. Because of the temporary nature of the signs, staff can adjust the locations as needed based on use. A big thank 4 you to the Traffic Operations team for moving quickly on printing and installing the signs. Correction of Information on PEC 4 July 28 Agenda Item — During the July 28 City Council meeting, Council Member Briggs asked a question pertaining to the funding source of the PEC 4 Phase 1&2 project (File ID 20-1312), specifically if bond funds were used. Staff s response was that the project is funded with Utility and Drainage funds and that bonds were not a funding source. Staff was incorrect in that statement as the $2,485,000 is funded with Drainage General Obligation funds included in Proposition 3 of the 2014 Bond. This amount represents approximately 22% of the construction contract total of$11,200,000. Staff contact: Rebecca Diviney, Capital Project H. Fire Department Response — On Thursday, July 30, the Technical Rescue Team from the Central Fire Station responded to a call on Hill St. when an automobile ran into a home, striking an elderly man inside. In addition to transporting the man to Medical City Denton with serious injuries and applying temporary struts to stabilize the building, the crew also used wood to shore up the wall and roof to provide a longer- term fix so that the temporary struts could be removed. Thank you to our Fire Department employees for providing critical services and taking the extra time to take care of our community. The individual street construction schedule is as follows: • Thomas Street -complete • Scripture Street -scheduled completion by the end of August 2020 • Hercules Lane -scheduled completion by November 2021 • Windsor Drive -scheduled completion by March 2022. Mayhill and McKinney Intersection Layout—During the July 28 City Council meeting, Council Member Briggs requested additional information regarding the layout of the Mayhill and McKinney Intersection (File ID 20-1310). The image below depicts the proposed layout. McKinney Street will be improved from one lane each direction to two lanes each direction and a dedicated turn lane. Utility upgrades include upsizing waterlines on both the north and south sides of the roadway, upsizing drainage lines on south side of the roadway with collection inlets on both sides of the roadway, and wastewater line installation on the east end of McKinney Street. The intersection of McKinney and Mayhill will have new traffic signals installed and along with a new six-foot sidewalk along the south of the street and a twelve-foot mixed use bike path along the north. Emergency Housing Assistance — On July 27, Council Member Meltzer requested information about resources that residents can use for emergency housing assistance. Anyone in need should reach out the United Way's Information and Referral Line at (940) 566-2688. This can be helpful to individuals so that they can navigate all available resources. For emergency housing needs in Denton,the Salvation Army shelter is open and Grace Like Rain is providing emergency shelter at the Wheeler House for families. Individuals should call to inquire about bed availability. • Salvation Army: 1508 E. Mockingbird Development Information — On July 28, Mayor Pro Tem Hudspeth requested information regarding the proposed Eden Village road network and interaction with staff. A resident expressed concern to Mayor Pro Tern that staff requested additional changes to the proposal late in the planning stages. A summary of activity regarding the development is below, and additional information is attached to give additional context. Staff contact: Richard Cannone, Development Services • A pre-application conference was held in December where the applicant presented a concept for a mixed-residential rental community. As staff typically does for pre-application conferences, staff identified land use and site design considerations that they should address as they refine their design concept. At the time, staff noted that the current mobility plan requires a collector to traverse this site from east to west. Staff also suggested that while accommodating this collector,it would be best for it to traverse the north side of the property in order to minimize impacts on the upland habitat Environmentally Sensitive Area (ESA)that comprises a significant portion of the subject property. • Following that meeting, the applicant and the project planner engaged in additional dialogue, which included the submittal of a revised concept for feedback. Ultimately that dialogue resulted in the applicant modifying the direction of their plans to no longer pursue rezoning and/or a Specific Use Permit (SUP). • On June 30, the applicant submitted a Zoning Compliance Plan that deviated from both submittals. In staff s first review comments to the applicant, staff questioned whether the street network that was proposed met the intent of the current mobility plan, and also pointed out the ongoing review of the 2020 Mobility Plan, which replaces an east west collector through the site with a north south collector that would ultimately provide connectivity to Audra Lane to the north and McKinney to the south,providing relief for both Loop 288 and Mockingbird. • Over the last two weeks, staff had two follow up meetings with the applicant to discuss this issue and the applicant confirmed that their proposed east west collector design met local street standards, not the residential collector standards that would typically apply. Despite this, staff(Traffic Engineering and Development Services) shared that because this is such a minor collector, simply providing some form of connectivity(does not need to be a straight shot, have a 65' ROW dedication,thicker pavement section, etc)ultimately meets the intent of the current Mobility Plan. Staff also shared that it would be best for 8 the site and the surrounding area if the north south collector was addressed with their plan, and staff would be willing to work with them on section width to minimize impacts on their plan and the adjacent ESA. The interpretation staff provided on the east west collector is very applicant-friendly, which staff believes has certainly incentivized the applicant's willingness to help implement the north-south collector on the draft mobility plan. • Following these recent meetings, the applicant submitted a schematic for consideration that largely maintains their east-west street network and added the north south collector on the east side of the site. Staff is currently reviewing that and will provide feedback early next week. Additionally, staff needs to work through several administrative considerations such as whether this would require a Mobility Plan amendment. If that was a need, Traffic Engineering and Development Services believe it most appropriate as a City-initiated request. • In conclusion, staff cannot force the applicant to account for the 2020 Mobility Plan in their design; however, the dialogue staff are engaged in with the applicant is moving in the direction that this will be a win/win for both parties M. Emergency Block Grants — On July 28, Council Member Meltzer requested information about the distribution of emergency block grants.based on the $20 million in funding allocated from the County's CARES Act CRF fund, agencies have access to funding for COVID related response and families have access to housing and utility assistance. With the funds available, the Community Development Advisory Committee(CDAC) will have time in the fall to carefully consider how best to allocate the CDBG-CV funding. The process for the allocation of CDBG-CV funds will be under consideration by the CDAC as informed by community consultation. In September, Community Development staff will begin with a needs assessment Public Workshop to assist the committees with identifying funding process and priorities including CDBG-CV for upcoming fiscal year. Staff contact: Dani Shaw, Community Services N. North Lakes Park Site Clean Up — Please see the attached memo regarding the recommended cleanup of an active homeless encampment in North Lakes Park. Striping on FM 428 — On July 30, Council Member Briggs forwarded a resident concern about the road striping on FM 428 which falls within both the City and TxDOT right-of-way. In response this to concern, staff will submit a striping plan that effectively moves the southbound lanes of FM 428 over to make visibility and maneuverability for residents on Warschun Dr. better for both ingress and egress. Staff will submit the plans to TxDOT by the end of next week for approval to stripe and add signage to this location. The attached proposal does not widen any existing roads, which would require property acquisition, and will allow the intersection to be scaled if more controls are needed in the future. There is also precedence for this solution that can be found on other TxDOT roadways throughout the state, including nearby in Justin. The full report is available here. • Texas Workforce Commission(TWC) o TWC has created a UI Claimant Dashboard to provide updated graphical representations of data and datasets for download. The dashboard is available here. o June local unemployment data was released on the Texas Labor Market Information(www.texasLMI.com) system on July 17. Dyno Dirt in Park Space Update - In the July 2 Friday Report, Parks and Recreation responded an apparent inaccuracy in a social media post placed by a resident. After reviewing the information, staff determined there was a communication error by staff regarding Dyno Dirt's future use. Unfortunately, the communication error led the resident to believe a change in policy had occurred. Prior to July 2, the department had used various Dyno products such as Dyno Dirt (with biosolids), Dyno Lite, and mulch throughout the park system in general open space. After much discussion, Parks and Recreation has elected to use Dyno Lite as needed for park repairs until a third-party can be selected to review the Dyno Dirt product. Additionally, the department does not plan to conduct any topdressing within the parks due to COVID-19 related budget reductions. Parks and Recreation will continue to make enhancements and evolve as new products enter the market,and staff learn new,trending information. The department is dedicated to looking for ways to improve the park system by preserving open space, improving play experiences, and providing recreational opportunities for people of all ages and abilities. A Parks, Recreation and Trails System Master Plan is ongoing and should be completed in early 2021. Staff contact: Gary Packan, Parks and Recreation 11 R. 2019 Bond Program Sidewalks — On June 30, Council Member Briggs forwarded a resident request regarding the timing and design of sidewalks that are included in the 2019 Bond Program. Staff is currently in the programming phase of the sidewalks as part of the program, and have a goal of completing sidewalks within a quarter-mile radius of each elementary and middle school within city limits. City staff will with individual property owners on any issues, including trees, to find whether there is an alternative that can be constructed to have minimal impact to trees along the route. Normally, there is an 8.5' right-of-way from the back of the curb to the location that a typical sidewalk is placed. Every situation is unique, and these issues would be addressed during the planning and design phase. Any tree that is removed on private property would be compensated, however staff s first choice is to find a route around the tree, especially those that are well established. Once construction begins, sidewalk segments typically take approximately 90 days to complete. Staff contact: Todd Estes, Capital Projects S. DME Initiates Upgrades to City-Owned Electric Vehicle Charging Stations — On Tuesday, June 9, City Council approved the upgrade of outdated city-owned electric vehicle charging stations with modern platforms at the North Branch Library, North Lakes Recreation Center, South Branch Library, and South Lakes Park. The charging stations'upgrade is the first phase of DME's Electric Vehicle (EV) strategy to address short- and long-term service and infrastructure needs that will arise as EV adoption increases. The strategy consists of upgrading existing chargers, establishing a public charger rebate program, expanding the public-owned charging network, and encouraging beneficial home charging behaviors. Additionally, the EV strategy is in line with the Sustainability Plan Transportation Strategy: Develop Electric Vehicle Strategy to address short-and long- term infrastructure and charging needs as electric vehicle ownership expands. DME applied for a grant from TCEQ in April to offset the costs. If the grant is awarded this Fall, the funds will reimburse 50% of the charging station upgrade costs. The upgrade replaces ten outdated single-port Blink chargers with four state-of-the-art Level 2 dual-port ChargePoint Chargers. The new chargers have more customer- friendly features and will provide DME with additional services currently not available with existing chargers. The most important benefit from the new charging platform is the availability of customer usage data. The platform will provide DME customer data from the vehicles that elect to utilize the chargers. This data is a critical component of DME's EV infrastructure plan. The charging stations upgrade is scheduled for August 4 to August 11. During this period the city-owned stations will be unavailable. Citizens may utilize the charging stations below during the upgrade. The following memo outlines history of the site and actions taken, explains the recommendation from an interdepartmental team, and next steps. HISTORY The site is an active encampment. The Homeless Outreach Team (H.O.T.) from Police, Fire, and local nonprofit staff have been reaching out to this site for more than six (6). The site has approximately five (5) different tents housing from five (5) to (ten) 10 people experiencing homelessness at any given time. Please see below a map showing the location of the site. Since then, people experiencing homelessness have return to the site and are known to be camping in the park overnight. Parks and Recreation, Police, and Community Improvement Staff have visited the site to monitor the levels of trash and debris, health and safety concerns, and in response to ongoing complaints from residents and neighbors regarding this location.. EVALUATION The site has been monitored by an interdepartmental team of Parks and Recreation, Community Development, Police, Fire, Legal and Public Affairs since February 2020. The site is in close proximity to a high use area near the disc golf course where regular concerns from public users of the park have been shared with Parks staff. In addition, H.O.T. continues to work collaboratively to address the impacts of homelessness on City property by referring people living unsheltered to community services and improving connections to available housing resources. Prior to the City interdepartmental team evaluating the evolving site conditions,H.O.T.visited this location at least a five (5) times over the last 6 months to attempt to perform Coordinated Entry assessments and work to get individuals connected to resources. The site is recommended to be cleaned up based upon the following considerations: • The focus area is an active encampment: Based upon all visits, over a period of six (6) months, the site current has approximately five (5) different tents housing several people experiencing homelessness ranging between five (5)to (ten) 10 individuals during the regular visits. • Outreach Assistance: As stated above,H.O.T.has made repeated visits to connect individuals to available resources. Due to the estimated number of individuals that stay at or near this site, the team has requested for H.O.T. to visit specifically to provide notice that the site will be cleaned so individuals have time to connect to other resources or plan accordingly to remove personal belongings. Due to the reported declining site conditions,trash and debris, and health and safety concerns, cleaning the area has been recommended. • Health Concerns: The trash and debris collecting in various areas that poses a serious public health and safety concern. There is an accumulation of junk, litter and trash associated with the camp, including putrescible food waste, and some evidence of bodily waste in the immediately surrounding area risking the safety of any individuals passing through the site, individuals and families visiting the park, the preservation of the wooded area, and protection of nearby properties. This collection of trash, debris and waste meets the criteria of unsanitary, unhealthful, and unsafe nuisance conditions as defined under Chapter 14 of the City of Denton Code of Ordinances. • Resident Complaints: Because the site is within public view by both active users of the park especially at the disc golf course as well as its proximity to the adjacent neighborhood, there have been substantial complaints related to this site. Due to the excessive trash and debris causing significant health and safety concerns, risks posed to the public and resident concerns, the site is recommended to be cleaned. CLEAN-UP PROCESS Staff plans to proceed with the following steps to clean-up the site, but beforehand, give advance notification to individuals who may be impacted by the clean-up of the site, and hopefully,provide a connection to resources to individuals who may benefit from such resources. 2 22 • Post Signs: On Monday, August 3, 2020 Parks and Recreation staff plans to post signs in various visible locations around the impacted area to notify anyone who may have an ownership interest in items located, on or around the impacted area which is City property that said City property will be cleaned up on a specified date and time, which will be 72 hours later from the date the sign is posted; that such items will be removed from the impacted area on the specified date/time and may be subject to disposal provided the owner of the item cannot be reasonably identified and/or fails to remove the items by the specified date and time on the posted sign;and lastly,that any item that is debris,unusable,hazardous or pose a health or safety risk, or is unsanitary or in soiled condition will be discarded. The signs shall include a City contact person and phone number where an individual can contact the City with any questions they may have pertaining to the notice on the sign. The signs will also include identification of a contact person(s) to connect any individuals experiencing homelessness to social services and available resources. • H.O.T. Visit: H.OT. will visit the site prior to clean-up to provide referrals and a final reminder that any personal property must be removed before the scheduled clean-up. Community Development will work with local agencies to have an announcement of the clean-up location made at shelters and during meal services. • Contractor Clean-up: PARKS will have a contractor begin clean-up of the area on or about August 7, 2020. It is unknown how many days this process may take to complete. Denton's fiscal 2020 total ad valorem tax rate of$0.5905 cents per$100 of AV is well below the constitutional and city charter cap of$2.50, providing ample revenue raising flexibility. However,the Texas legislature recently approved and the governor signed into law Senate Bill 2,which makes a number of changes to local governments' property tax rate setting process. EXPENDITURE FRAMEWORK Similar to most cities, public safety is the city's largest general fund category, comprising nearly 61%of fiscal 2019 outlays. Moreover,the city's pension accounts for almost half of carrying costs; other post-employment benefits costs are minimal. Police and fire salaries and benefits are determined via three-year meet and confer agreements, providing management with strong control over its largest expenditure. LONG-TERM LIABILITY BURDEN Fitch expects Denton's long-term liabilities,currently approximately 22%of personal income,to remain in the moderate range based on anticipated growth in both debt and personal income.Overlapping debt makes up the bulk of the city's long-term liability burden. Voters approved a nearly$222 million GO bond authorization in November 2019, and the city expects to finance more than $126 million in capital needs via GO bonds and certificates of obligation through 2022.The remainder of the 2019 GO bonds will be issued by 2025. The city's pensions are provided through the Texas Municipal Retirement System,an agent multiple-employer defined-benefit plan,and the Denton Firemen's Relief and Retirement Fund,a single-employer plan.The city typically meets its actuarially determined contribution for both pensions. Upside scenario We could raise the rating if continued economic expansion were to result in improvement of wealth and income to levels we consider comparable with those of higher-rated peers, coupled with reduced debt,while management maintains strong finances. Credit Opinion Very strong economy We consider Denton's economy very strong. The city,with an estimated population of 135,989,is located in Denton County in the Dallas-Fort Worth-Arlington,TX MSA,which we consider to be broad and diverse. The city also benefits,in our view,from a stabilizing institutional influence.The city has a projected per capita effective buying income of 88.5%of the national level and per capita market value of$92,806. Overall,the city's market value grew by 11.5%over the past year,to$12.6 billion in 2020. The county unemployment rate was 3.0%in 2019. The local economy,largely based in retail,manufacturing, distribution, education, and health care,has recently grown in tandem with robust geographic and economic expansion in the Dallas-Fort Worth Metroplex.As home to both the University of North Texas and Texas Woman's University,the city also benefits from a stabilizing institutional presence,in our view. Primary leading city employers include: The local property tax base is very diverse,with the 10 leading taxpayers accounting for just 7%of taxable AV in fiscal 2020. Taxable AV has demonstrated steady year-over-year growth since fiscal 2014,and management expects another 7%increase for fiscal 2021. Very strong management We view the city's management as very strong,with strong financial policies and practices under our FMA methodology,indicating financial practices are strong,well-embedded, and likely sustainable. Key policies and practices include management's: favorable budget variance by fiscal year-end; the budget is developing through budget-to-actual reports; council; additional 5%resiliency reserve,for 25%combined,to safeguard against unusual financial circumstances or economic downturns. Adequate budgetary performance Denton's budgetary performance is adequate,in our opinion. The city had balanced operating results in the general fund of 0.4%of expenditures, and slight surplus results across all governmental funds of 1.0%in fiscal 2019. We have adjusted our ratios for what we view as recurring expenditures out of the general fund and capital outlay across all governmental funds financed with debt. Our forward-looking opinion of adequate budgetary performance reflects uncertainty concerning the effect and duration of COVID-19 and the related recession on the city. Management attributes fiscal 2018 performance largely to actual expenditures coming in under budget by$2.7 million, supported by reduced costs in personnel services,materials and supplies,maintenance and repairs, and service operations. These expenditure savings offset revenues missing the city's budgeted target by$800,000. In fiscal 2019, property taxes generated 47%of total governmental activities, followed by sales taxes at 25%and franchise fees at 17%. Supporting both fiscal 2020 and fiscal 2021 budgets is approximately$7.6 million the city received from the county in Coronavirus Aid, Relief, and Economic Security(CARES)Act funding to use toward COVID-19-related expenses. Very strong budgetary flexibility Denton's budgetary flexibility is very strong,in our view,with an available fund balance in fiscal 2019 of 27%of operating expenditures, or$30.7 million. The city has historically maintained very strong reserves, consistently exceeding its formal policy of maintaining 20% of budgeted expenditures.With fiscal year-end 2020 expectations of near break-even operations, coupled with an expected balanced budget for fiscal 2021,we expect budgetary flexibility will likely remain very strong during the next few fiscal years. Very strong liquidity In our opinion, Denton's liquidity is very strong,with total government available cash at 144.3%of total governmental fund expenditures and 11.Ox governmental debt service in 2019. In our view,the city has strong access to external liquidity,if necessary. Denton's access to the market during the past two decades,including numerous GO and revenue-backed bond issuances, demonstrates its strong access to external liquidity. It has historically maintained what we consider very strong cash, and we do not believe cash will likely materially weaken during the next few fiscal years. All city investments comply with Texas statutes and its own formal policy. Investments were in treasuries, agencies, certificates of deposit, commercial paper,municipal bonds, and local government investment pools at June 1, 2020; we consider none of these aggressive. We have not identified any contingent liabilities that could pose a material liquidity risk. Therefore,we do not expect liquidity will likely deteriorate from its very strong position during the next few fiscal years. Weak debt and contingent liability profile In our view, Denton's debt and contingent liability profile is weak. Total governmental fund debt service is 13.1%of total governmental fund expenditures and net direct debt is 129.1%of total governmental fund revenue. Total direct debt is approximately$974 million, and overall net debt equals 8.3%of market value.We understand Denton expects to issue approximately$69.2 million in tax-supported debt in fiscal 2021 for various citywide improvements,including streets and public safety.While we do not currently view the amount as significant, due to Denton's rapid pace of growth,we expect the city and school districts serving the city will have ongoing growth-related capital needs that could inflate overall net debt-to-market value ratios above 10%,which could weaken our assessment of the debt profile. Denton's required pension contribution is its actuarially determined contribution, calculated at the state level based on an actuary study, and the city has historically funded annual required costs in full. Actuarial assumptions include a 6.75%discount rate,which we view as somewhat aggressive, representing market risk and resulting in contribution volatility if TMRS fails to meet assumed investment targets.
