December 8 Council Meeting — The City Council meeting scheduled for Tuesday, December 8 has been cancelled. Instead, the Council Luncheon scheduled for the prior day, Monday, December 7, has been reformatted to follow a regular Council meeting agenda. This will include Work Session Reports, Consent Agenda items, Items for Individual Consideration, or Public Hearings that are agenda ready for the meeting. The start time of the meeting will be determined once the full agenda is developed. Staff contact: Rosa Rios, City Secretary's Office B. American Legion Hall (ALH) Update — Staff received an update on the ALH project from the contractor on Tuesday, November 10, 2020. There have been several challenges to date, include significant clarification on the original design documents, supply delivery disruptions, and contractor staffing COVID concerns and positive test results. Over the past 4 weeks, minimal construction activity has taken place, however, the project's current architect and the contractor have been working diligently through numerous design questions and clarifications resulting from inadequate design efforts of the original architect. The contractor has indicated that they will begin interior construction activities next week due to the collaboration efforts. Previously, staff reported that the original project schedule had a substantial completion date of February 18, 2021 and was updated to reflect early May 2021. Based on the several weeks of collaboration between the contractor, architect, and staff, along with updated supply deliveries, the substantial completion date has been adjusted to April 8, 2021. Upcoming State Legislative Session — The 871h Session of the Texas Legislature is scheduled to open on January 11, 2021, with the first bills being filed on November 9, 2020. Staff has been preparing for this session and will bring forward to Council several items for discussion and consideration in the coming months. On December 1, 2020, staff will bring forward a contract for the use of legislative consultants to help advocate for the City's policy agenda, both during the session and in the ensuing interim period. At the January 5, 2021 City Council meeting, staff will present the proposed 2021 Legislative Program to the Council for discussion. The Program will then be considered for adoption later that same meeting. Prior to this discussion and consideration, drafts will be provided to the Council in upcoming Friday Reports to allow sufficient time for individual council members to discuss and provide feedback staff s draft version. 2 There continues to be uncertainty on how this session will unfold amidst the COVID- 19 pandemic and questions remain as to what extent legislative proceedings will be held virtually and, how accessible legislators and the Capitol will be to members of the public. More is expected to unfold over the coming month, though a less active session is generally expected. This does not mean that the City will take a passive approach in responding to legislative actions. In addition to developing a legislative program, staff is also developing plans for how it will report significant legislation to the Council for feedback and, if needed, discussion, direction, and/or action. Representatives from across several City departments will participate in the City's 2021 legislative activities to ensure Denton is fully engaged in the 871h Session. Denton County COVID-19 Relief Fund (CRF) Eviction Prevention & State Eviction Diversion Programs—As of November 6, the United Way of Denton County(UWDC) COVID-19 Relief Fund(CRF)Eviction Prevention program has provided 1,848 unique households in Denton County with 5,325 months of financial assistance. To date, 1,056 Denton residents have been provided 1,924 months of assistance. Between November 2 and November 6, the CRF Eviction Prevention approved 208 requests (second only to the previous week),totaling to a record$369,208.69 in housing and utility assistance provided to Denton County families. 747 households have exhausted the recent 3- month maximum amount of assistance. UWDC has informed CRF receiving agencies the last day to submit requests for assistance through the CRF is December 1, 2020, as funding for the CRF is set to expire December 31. On Friday, November 6, UWDC applied for ESG-CV Round 2. The total application request totals$9,491,000,which includes $6,525,000 for Homelessness Prevention and $1,012,500 for Rapid Rehousing. Additional information can be found in the attached weekly update. Staff contact: Courtney Cross, Community Services E. Contractor Issues on Windsor Drive — The 2019 Street Reconstruction Project, which includes Windsor Drive, is part of the Street Bundle from the 2012/2014 Bond Program. Quality Excavation was awarded the construction contract for this project in February 2020. Since Quality Excavation was awarded the contract, Public Works Inspections and Capital Project Delivery staff have had repeated issues with them not following the safety protocol or the general notes stipulated in the contract documents. Since March 2020, staff maintained a log of issues identified with the contractor. Staff met with Quality Excavation's leadership team on October 22 to discuss concerns with 3 project performance. During the October 22 meeting, a clear issue escalation plan was established, and Quality Excavation committed to address the issues identified. Following the meeting, Quality Excavation failed to address the issues identified. Staff held a meeting with Quality Excavation on November 6 after Council Member Briggs sent in resident's images depicting jobsite cleanliness and safety concerns along Windsor. At this meeting a stop work order was issued. The stop work order issued on November 6 was the third stop work order that has been issued to the contractor for this project. Staff directed leadership from Quality Excavation to review plans and specifications included in the contract. Staff performed a site walk through on Tuesday, November 10 and determined that the contractor had not fulfilled their obligations to return to work. On Wednesday, November 11, staff met with Quality Excavation leadership to discuss the issues that still needed to be addressed. Staff performed an additional walk through on Friday, November 13 to confirm the issues were corrected. During the site walk through on November 13, staff determined that the issues had been addressed and notified the contractor that the stop work order will be lifted once the contractor remedied the following two items of concern: • Filling in the excavated area with asphalt to grade at Wilson Elementary until the tie-in can be complete • Repairing a resident's sprinkler head that incurred damage during construction City staff will continue to perform regular inspections to ensure Quality Excavation's performance is adequate and they are meeting the contractual obligations. Service Order Issue Follow-Up—Monday,November 9, City Council received a report of issues occurring within an order system which caused issuance of erroneous disconnect orders. The error had ceased and appeared to be corrected at the time of report. At this time, DME, Tech Services, and Customer Service are confident that the root cause of the issue was identified and addressed. Additional preventive measures have been implemented to ensure no recurrence of the problem. Staff Contact: Christa Foster, Customer Service and Public Affairs G. Loop 288 Building Update—During the Public Hearing for the Zoning Change Request for the Loop 288 building on November 10, City Council members had questions for staff related to the proposed uses for the Loop 288 building. Below is a summary of the responses to those questions: • 909 N. LOOP 288 PROPOSED USES — As a next step in support of our Housing Crisis Response System related our overall community vision to Make Homelessness Rare, Brief, and Nonrecurring,the facility is proposed to provide public services for people in need of emergency assistance because of the effects of asset poverty including those experiencing and at-risk of homelessness. There will be a comprehensive set of supportive services to address economic security, food security, housing stability for people at-risk of homelessness, and Emergency Assistance for people experiencing literal 4 homelessness. These services may include housing focused case management, food, hygiene such as showers and laundry, health care, mental health care, behavioral health care, education and job training assistance, transportation assistance, and emergency assistance specific to vulnerable populations. This proposed 24-hour, 7 day a week facility will be a safe place to be during the day, a place to access vital housing and support services, and provide access to overnight emergency and enhanced shelter services. • DESIGN AND CONSTRUTION PROGRESS, ARCHITECT — As the owner of the property,the City has already begun planning of the renovation of the facility. City Council approved the contract with Kirkpatrick Architecture Studios on October 6, 2020. They have initiated phase one of the planning and the design process. Staff expects schematic timeline and estimated construction costs around mid-December and a design review in mid-January. After this step is complete, staff will provide an update and presentation to City Council on the proposed design and reconstruction. • AGREEMENTS PROGRESS — With the zoning change approval, staff is moving forward with the development of various agreements necessary to facilitate the operations and management of the facility, including a quality management agreement, a lease termination agreement for the facility located at 300 S. Woodrow that is serving as the current shelter, and other agreement opportunities for intergovernmental collaboration. These are all expected to be interconnected and therefore are planned to be considered together. Staff anticipates that draft agreements may be ready for City Council discussion and consideration around February. • GOOD NEIGHBOR PRACTICES AND EXPECTATIONS — Staff understands that there will be ongoing concerns for the neighbors of this facility related to its proposed uses. With all previous meetings to date, staff engaged residents not only regarding the requested zoning change,but also going further into the proposed uses being considered for the facility. These will be fully considered in the development of the facility, the agreements, and the ongoing operation of facility. The quality management agreement and ongoing neighborhood engagement strategies will be vital to the goal to establish and maintain positive relationships with neighbors and preserve safety and well- being for all. These concerns will influence all aspects of the facility and services such as the: • Facility Design—Interior and Exterior • Program Model • Provision of Services including Co-Located Agencies/Services, Partnerships, and Collaboration The City is currently developing a quality management agreement with The Junction that will cover the contractual requirements for operation of the facility, including what is being referred to as Good Neighbor Practices and Expectations. Staff researched and learned from other cities regarding their Good Neighbor Practices and Expectations and how to establish and maintain a positive relationship to be respectful of the neighbors and surrounding community. 5 While these will be revised and enhanced with input from the partners and neighbors, the Good Neighbor Practices and Expectations as drafted may include requiring The Junction to adopt and have clients abide by a Good Neighbor Policy, require daily monitoring of the property and within an established boundary of the property to ensure cleanliness and that no one is staying or loitering in the area, require coordination with the Denton Police Department and H.O.T officers, require engagement of the neighborhood and neighborhood associations to hear and address any feedback or concerns, and more. The agreement will include more detail on these aspects, but this is provided to only demonstrate some of the items that may be addressed and required. Staff will continue to engage with all stakeholders and communicate regularly on the progress of the project to ensure we receive feedback throughout the life of the project. Staff plans to come before City Council in February regarding discussion and consideration of an agreement with The Junction and the final design for the building before moving into next stages. Utility Assistance Funding Update - United Way COVID Relief funding is available to residents who have submitted all required documentation by December 1, 2020. After this time, all customers will be referred to Interfaith Ministries of Denton. In preparation for this, it is important to provide an overview of current Interfaith Ministries funding. In FY2019-20, City of Denton allocated approximately $250.000 to Interfaith Ministries for utility assistance and associated program overhead with any remaining funds moving into the current fiscal year. Through the end of October 2020,just under $226,000 has been issued to 531 households. To illustrate the increase in assistance required due to the pandemic, please see below for a comparison of utility assistance funds utilization from May to October over the last three years: 2018 2019 2020 $80,851 $77,920 $133,108 Interfaith was not providing COVID related assistance as all COVID cases were referred to United Way of Denton. The current total dollars available to customers for FY2020-21 is $131,000. As the pandemic continues, staff will continue to monitor funding levels for utility assistance and report fund health to Council on an on-going basis. As a reminder, Customer Service is currently waiving the following fees as additional customer relief effort: • Late Payment Fees • Interest • Interruption Fees • Increased Deposits 6 Staff is bringing an update on fees to an upcoming work session as an item seeking Council direction. Animal Enclosure Installation — On November 10, staff presented educational and community outreach plans that would accompany the amendments to the Animal Restraint and Tethering Animals ordinance. Animal Services partnered with Denton Animal Support Foundation (DASF) and Freedom House to initiate the Animal Enclosure Fund. This fund is designed to assist residents who do not have the financial means of installing a fence or animal enclosure to their property, by loaning and installing an enclosure as an alternative to tethering their dog. On November 13, Animal Services and Freedom House installed the first enclosure for a resident. Staff Contact: Randi Weinberg 4 .y .l J. Community Services Funding Breakdown — During the November 10, Work Session presentation on Community Services Funding, Council asked about a breakdown specifically for which were General Funds on slide 12 of the presentation, as well as more information on the City's current social services funding to agencies in the community. Please see attached complete source funding chart for all programs used in the presentation slide 12 which shows that of the total $ 10,396,385 for FY2020/21, $3,737,149 is from the City's General Fund and $6,659,236 is from federal funding sources received from HUD and TDHCA. Staff also maintains a funding chart with data more specific to the social service funding that is awarded to agencies in the community. Please see the attached Social Services chart for reference. In the 2020-21 grant year, the City is directly providing $1,516,855 in funding allocated to community social services projects. The City contributes $1,359,088 from the General Fund and then leverages $157,769 available under the 15%public services cap for the use of Community Development Block Grant (CDBG) funds. • Sixty-six percent (68.46%, $1,038,450) in support homelessness initiatives including prevention through rent and utility assistance, emergency shelter, street outreach, shelter for victims of domestic violence, and food security including seniors. • Twenty-five percent (25.28%, $383,405) in support of family stability including legal services, volunteers, and subsidized childcare programs; • Six percent(6.27%, $95,000)in support of health,mental health,and behavioral health services. Staff Contact: Dani Shaw, Community Services K. Playground Update— The Parks and Recreation Department is currently working on five new playground replacements. McKenna Park playground is currently under construction and will be completed in March 2021. Joe Skiles Park and Mack Park playgrounds' contract will be presented to City Council for approval in early December with an anticipated completion dates in May 2021. Quakertown Park playground phase 2 will be presented to City Council for consideration for approval in January 2021 with an anticipated completion date of June 2021. Bowling Green Park Playground was completed on November 6 and is open for play. Renderings of the playgrounds are attached. Staff contact: Drew Huffinan, Parks and Recreation L. ACEEE City Clean Energy Scorecard—The American Council for an Energy-Efficient Economy(ACEEE)City Clean Energy Scorecard measures the progress of city policies and programs that save energy, encourage renewable energy, and reduce greenhouse gas emissions, while also focusing on equity in development and delivery. ACEEE ranks 100 large U.S. cities for their energy efficiency and renewable energy efforts across the following 5 policy areas: local government operations, community-wide initiatives, buildings, energy and water utilities, and transportation. The selection of cities focuses on governments because of the important role cities play as centers of economic activity. Central cities—the most populous cities in metropolitan regions—influence travel behavior and hold a large share of their region's commercial buildings. The largest city in a metro region can also have influence beyond its boundaries due to its ability to affect regional decisions. Even outside of their regions, leaders of large cities can influence the policy of states and the federal government. ACEEE included 100 cities in this fifth edition of the Scorecard, an increase from the 75 included in the 2019 Scorecard. They continue to focus primarily on the central cities of the largest metropolitan statistical areas (MSAs). To reach 100 cities overall, the organization added the central cities of the next-largest MSAs until 100 were reached overall. Some MSAs, however,were excluded; for example, an MSA's central city was only added if that city's population exceeded 100,000. This threshold eliminated smaller cities that may function more as large suburbs than as major urbanized areas. Smaller cities could have been disadvantaged by metrics geared toward larger cities, especially those related to public transit and smart growth. Denton itself did not meet the criteria for this year's scorecard as measured by metrics designed by ACEEE. Staff contact: Katherine Barnett, Sustainability 8 M. Warschun Road Resident Survey — Staff hosted a Virtual Town Hall meeting on Wednesday, October 21 to discuss options to address the safety of the Warschun Road/FM 428 intersection. During that meeting, City staff provided a presentation on the project, discussed potential safety enhancement options, and answered questions from attendees. Project details and materials from the meeting can be found here: www.cityofdenton.com/warschunroad. Safety enhancements options currently under consideration include: • Option 1: The addition of a right-hand turn lane at the intersection and addressing areas where the rumble strip is currently in active lanes of traffic. • Option 2: The design, construction, and ultimate re-opening of Warschun Road from Sauls Road to FM-428, which is currently closed to traffic. • Option 3: The combination of Option 1 and Option 2. While the meeting was well attended,only three of the participants were City of Denton residents. Prior to proceeding with any of the proposed safety enhancements, staff is interested in receiving feedback from City of Denton residents who live close to the intersection. Denton residents who live within 2,000 feet of the Warschun Road/FM 428 intersection should receive a paper copy of the survey in the mail by November 17. The survey is also available online at www.cityofdenton.com/warschunroad for anyone interested in providing feedback. Survey responses will be collected through December 11. All feedback received from the project survey will be carefully considered and incorporated into the City's final determination to address the safety of Warschun Rd and FM 428. Lexington Medical Park Access Issues — On October 16, Council Member Meltzer requested that staff investigate a business owner's concerns about the loss of left turn access to their property, Lexington Medical Park (4515 Teasley Lane), resulting from the FM 2181 roadway project. Attached is a plan that depicts the location of the proposed turn lane. Representatives from Capital Projects, Development Services, and the Texas Department of Transportation(TxDOT)met with the business owner on Oct. 29 to discuss viable options to ensure continued access was available to the property for northbound and southbound traffic on Teasley Lane. The two options that are being considered are listed below: • Move the proposed left-turn lane further north to provide access to Lexington Medical Park. o While this approach provides direct access to Lexington Medical Park, it restricts access to the neighboring development, which contains a larger number of businesses, including the Sprouts supermarket. 9 • Connect the driveway from Lexington Medical Park to the neighboring development to allow Lexington Medical Park customers to access from the currently designed left turn lane configuration. o This approach provides access to all businesses in question. This solution will require coordination with the vacant property located between Lexington Medical Park and the shopping center. While City staff has tried multiple times to contact the property owner,the property owner has not been responsive to-date. The second option listed is the preference of Lexington Medical Park, City staff, and TxDOT. Development Services staff is working to contact the owner of the adjacent property to facilitate this conversation. u 6 r roposed lei-t0'lane Additionally, the owner of the Lexington Medical Park raised concerns about parking lot damage incurred as a result of the FM 2181 construction project. TxDOT's contractor for the FM 2181 project has agreed to make the necessary repairs to the parking lot. Staff contact: Kyle Pedigo, Capital Projects &Ken Schmidt, Development Services P. Highland Park Road — On October 24, Mayor Pro Tem Hudspeth requested that staff respond to a resident's email regarding potential improvements on Highland Park Road. Staff contacted the resident and discussed his concerns regarding the lack of sidewalks, speeding vehicles, drainage and the overall condition of Highland Park Road. Each of these concerns will be addressed below. • Sidewalks—The Mobility Plan categorizes sidewalks on Highland Park Rd. as a low priority. The factors that are taken into consideration when categorizing sidewalk priorities include, but are not limited to, the roadway cross section, public transit routes, proximity to schools, and proximity to commercial development. 10 • Traffic Concerns—Staff will conduct a speed survey and collect traffic volume data along Highland Park Rd. to determine the magnitude and location of potential speeding issues. When that effort is complete, staff will formulate a list of options to calm traffic in the area. Based on the current backlog of the speed study equipment, we estimate at least 6-7 weeks before the information will be available. • Street Condition—Highland Park Rd. has an average Overall Condition Index, OCI, of 63.8 and is not scheduled for any major maintenance or reconstruction. Staff inspected the roadway and identified areas in need of base failure repairs. The repairs are scheduled to be completed by November 30,weather permitting. Staff will continue to monitor the roadway condition and schedule additional minor maintenance if necessary. • Drainage — Staff currently does not have any plans to upgrade the drainage infrastructure to Highland Park Rd. The roadway has bar ditches and valley gutters that receive and discharge storm water, with a small segment between Willowwood St. and Willow Crest Loop that was upgraded to curb and gutter when it was reconstructed in 2016. To upgrade the remaining infrastructure, a drainage study would need to be completed and a full design of the drainage system and roadway would need to be completed. McKinney Crosswalks at Ryan High School—On October 27, Council Member Briggs requested information on the status of the McKinney Street crosswalk at Ryan High School. The crosswalk is being replaced as part of the McKinney Phase 2 Widening Project,which extends from Loop 288 to Grissom Road and includes new storm sewer, water distribution mains, sidewalk and a mixed-use path. Project construction began in December 2019 and is projected to be complete in summer 2022. The new crosswalk will replace a previous crosswalk, (see image below of the previous crosswalk) which had no sidewalk connectivity for students crossing McKinney and accessing the school from Ryan Way. Attached is the approved pavement marking and signage plan for the new crosswalk at Ryan High School. Planned pavement markings, including the new crosswalk at Ryan High School (which will have sidewalk connectivity on both sides of McKinney), are one of the last improvements made when completing roadway projects. The crosswalk is currently projected to be completed in early summer 2022. The Denton Police Department has observed that approximately 75-100 students walk to the Ryan Way entrance daily when the school is at 100% capacity. The school is currently at 60% capacity and there has been a decline in the number of pedestrians as a result. Most students who walk to school do so from the Mayhill side of the school using the existing sidewalks linking to Grissom, according to the assigned School Resource Officer. Many students currently use the Denton County Transportation Authority (DCTA) bus stop located at the southwest corner of E. McKinney and the private entrance to Ryan High (the current bus stop is indicated in blue below). The Denton Police Department will coordinate with DCTA and may request them to move the bus stop to the north side of the roadway for the safety of students and other bus passengers. Staff from the Denton Police Department are currently exploring options to promote safety for students crossing McKinney during the roadway construction project. Additional details regarding safety enhancement measures will be shared in a 11 future Friday Report. Staff contact: Trevor Crain, Capital Projects and Frank Padgett, Police 426 R. Morse Street Expansion Project Update — On November 8, Mayor Pro Tem Hudspeth inquired about the status of the Morse Street Expansion Project. The original intent of this project was for design, right-of-way acquisition, and construction in the amount of $2,900,000 to fully convert this roadway to a four-lane divided secondary arterial street. To expedite construction for the portion of Hickory Street from Welch to Carroll Boulevard and add sidewalks and streetlight improvements, $2,600,000 was transferred from the Morse Street Project in May 2020. Progress on the Morse Street project has been on hold since the funding was transferred. Staff continues to work to identify alternative funding sources in coordination with Denton County. Staff is currently in the process of refining the scope for this project and identifying alternative funding sources for this project in coordination with Denton County. Bond Package Impact on OCI - During the October 27 Council Meeting, Council Member Briggs requested information on the number of lane miles that will remain in the Poor to Very Poor Overall Condition Index(OCI)range after the completion of the 2012, 2014 and 2019 Bond packages. Interstate 35 and US 380 Interchange Safety Enhancements — On October 30 Council Members Meltzer and Briggs forwarded a resident's email to staff containing potential changes to enhance the safety of the northbound I-35 and US 380 interchange. City staff has been in contact with the Texas Department of Transportation(TxDOT) about the safety concerns and is currently working with TxDOT to address the operational challenges with this area. Staff is working to schedule a meeting with TXDOT to discuss interim options that can be feasibly implemented while planning for the long- term construction project that is underway. The intersection of I-35 and US 380 was constructed over 30 years ago when traffic volumes on both roads were substantially lower. As volumes have significantly increased on these roads, TxDOT has identified the need for a substantial long-term solution to safely accommodate the increased traffic volume. This large-scale project is anticipated to be ready for construction between mid-2022 and early 2023. City staff is working with TxDOT to identify and evaluate potential interim solutions to improve the overall safety of the intersection prior to the long-term solution being implemented by TxDOT. Multiple solutions will be evaluated, including but not limited to: • Reversing the entrance ramp from Oak St. &the exit ramp to US 380 • Eliminating the entrance ramp from Oak St. • Adding an additional left turn northbound at US 380 • Adding an extension of the existing right turn lane to US 380 from the NB I-35 frontage road • Creating/signing a second exit from NB I-35W to the NB frontage road prior to the I-35E/I-35W merge • Signalization of W. Oak St. and the NB I-35W frontage road • Potential revisions to the existing lane markings on US 380 east of I-35 • Evaluating the traffic signals to ensure timing is at optimal efficiency The process of evaluating these potential solutions begins with collecting data such as traffic counts, then performing in-depth analysis to guide decision making on which solutions are the most viable and if there is a benefit to implementing any of the solutions. This overall process will require a minimum timeline of 2 months. Staff will provide updates in a future Friday Report on the status of data collection and short-term solution identification efforts. Morse Street Traffic Calming Measures — On November 8, Mayor Pro Tem Hudspeth forwarded a resident request to place a speed monitoring trailer on Morse Street due to its effectiveness in the past. In 2018 a series of speed studies were conducted on Morse Street between the 700 block and 1400 block. Staff is currently reviewing the results of those studies to determine the optimal location to place the requested speed trailer. Once the location has been determined, the Police Department will deploy the trailer. Staff currently anticipates the speed trailer will be in place on Morse Street by early next week. Bowling Green Community Garden Status—On November 8, Mayor Pro Tem Gerald Hudspeth forwarded an inquiry to the Parks and Recreation Department (PARD) regarding the Bowling Green Community Garden status. Denton residents have the option to rent 15' x 15' or I V x 20' plots at the community garden for $20 per plot. The plots currently being rented are cleared by December 2020 to prepare for next year's gardening. Garden Committee members have the option to purchase their plots in December 7. Current renters who maintained their plots have the option to keep their same plot for next year if they pay by January 8, 2021. PARD will release all plots for gardening in February 2021. By mid-March, the water will be turned on and available for use. PARD staff are also working on a design contract to present to Council for approval for the addition of trails and accessibility updates to the community garden. Tracking Street Construction Work—On November 8,Mayor Pro Tem Hudspeth asked about staff tracking active construction days for City construction projects. Each City of Denton construction contract includes a project schedule that provides the number of days a contractor must complete a project. Contractors are expected to adhere to the project schedule unless the City has issued a stop work order or in instances of inclement weather. Stop work orders are issued when the contractor fails to provide adequate or properly skilled staff, provides inadequate materials, or fails to perform work to the City's standards. Project managers in the Capital Projects Department are assigned to monitor the schedule, budget and status of capital projects. Staff from Capital Projects, Procurement and the City Attorney's Office are currently finalizing revised contract and technical specifications for construction projects. The revised specifications will place more burden on the contractor to financially compensate the City for delays in work. Staff is currently scheduled to present on the new contract and technical specifications at the Dec. 1 work session, followed by Council consideration at the Dec. 17 City Council meeting. The Public Utilities Board and Planning&Zoning Commission will also receive work session presentations during their December 2020 meetings. The draft documents have had a public inspection period and were presented during the Developer Town Hall and Texas Society of Professional Engineers meetings that occurred this week. Over the past several months, Capital Projects and Public Affairs staff have made a concerted effort to more proactively communicate the status of projects, including updates on stop work orders and other project delays through the Friday Report, Quarterly Capital Project Work Sessions to City Council, an increased number of 14 community meetings, publication of the Construction Guide, project mailers sent to impacted residents, and regular project status updates provided online at www.improvinadenton.com. Work is currently underway to develop an interactive online project map that will provide up-to-date information on projects, including schedule modifications. The updated map is scheduled to launch in early calendar year 2021. Staff welcomes ideas to improve project communication and encourages residents with specific questions about projects to use the Engage Denton application (https://dentontx.citysourced.com/) to have their questions answered by the assigned project manager.
