Holiday Utilijy Disconnections—As a reminder to Council,City ordinances direct staff to refrain from performing disconnections for nonpayment on holidays or the days preceding them. Additionally, the ordinance directs that staff similarly refrain from disconnections during the weeks of Thanksgiving, Christmas, or New Year's Day. As a result, there will be no disconnections for nonpayment during the weeks o£ • November 23; • December 21; and • December 28. December 8, 2020 Runoff Election—Construction and Voting Locations—As with the November 3 elections, Traffic Engineering staff is identifying any roadway construction that might hinder the ability of residents traveling to listed voting locations in Denton during the early voting/election day period for the December 8 runoff election. Site maps will be modified, and directional signage placed at intermittent locations as deemed necessary. The site maps will be placed on the www.votedenton.com web page. Directional signage will be placed where necessary if the need is identified. Staff contact: Rosa Rios, City Secretary's Office C. MLK Jr. Recreation Center Warming Station— MLK Jr. Recreation Center will be a warming station, open for public use when the temperature is expected to fall below 32 degrees, or the City has declared an emergency due to weather conditions such as snow, ice, hail, severe flooding, etc. MLK Jr. Recreation Center will be heated with public access to restrooms and sitting areas Monday through Friday, 8 a.m.-7 p.m., and Saturday through Sunday, 8 a.m.-5 p.m. During the weekends,the MLK Jr. Recreation Center will not be open for public use, but rather only as a warming station when needed. All staff and persons utilizing City facilities during inclement weather must follow the following safety measures: • Staff and facility users will maintain 6 feet when possible. • Staff and facility users are required to properly wear personal protective equipment in compliance with the City's PPE policy. • Staff will encourage frequent handwashing with soap or hand sanitizer upon arrival to the facility and between interactions. Visible signage will be provided at the entrance with the most updated information regarding health-related recommendations. Staff contact: Caroline Seward, Parks and Recreation D. Fire Department Implements Advanced Dispatch System Feature — November has become a month to remember for the Denton Fire Department(DFD),as a new dispatch feature was implemented. This feature creates a more efficient dispatching system to all 8 Fire Stations. Automatic vehicle location (AVL), also known as the "Closest to" dispatching system, has state of the art technology designed to better assist those in need. AVL uses GPS signals to locate the closest fire department apparatus to the emergency incident then dispatches units appropriately.After an initial test,AVL found that Fire Station 4 was 5 seconds closer than Fire Station 5 to a specific street previously deemed as a Station 5 district address. As first responders, Fire Department staff know that seconds count in a high-risk situation. AVL will diminish district lines and allow the Denton Fire Department to serve the community even more responsively. Staff Contact: Kenneth Hedges 2 E. December 8, 2020 Runoff Election—Voter Lookup for Polling Location(s) —Denton County elections verified they do not assign precincts by zip code and discourage voters from looking up their polling location by that method as it will not always display the correct location. Zip codes do not follow precinct lines and USPS does not provide the geographic zip code data to counties. If a voter attempts to search for their location by zip code, it could give them the wrong location. For that reason, Denton County strongly discourages using that as the search method.Rather,voters are directed to their voter lookup tool to find their correct Election Day location at the following web site: https://www.votedenton.com/voter-lookup/#VoterEli ig bili . Atmos Customer Payment Assistance—Atmos Energy notified the City that during the upcoming winter months, they will continue to provide customers with payment plans and utility assistance (through partner agencies) through their Sharing the Warmth Program. This program is designed to help customers avoid interruptions of natural gas service in the event they are not able to make full payments on their natural gas bills. For customers needing assistance, Atmos recommends they do not wait until they receive a disconnect notice to contact them. Atmos Customers can locate energy assistance providers by calling 211 or visiting www.atmosenergyy.com/assistance. Atmos customers may also set up installment plans by calling (888) 286-6700 or visiting www.atmosenergy.com/AccountCenter. The City will communicate this information through its social media outlets during the winter months and shared this information with staff Customer Service staff members in the event they receive inquiries. Positive COVID-19 in Adult Tennis Clinic—On Wednesday,November 18,Parks and Recreation staff learned that an individual who participated in an Adult Tennis Class on Saturday, November 14 and an Adult Tennis Drill Group on Tuesday, November 17 tested positive for COVID-19. The Tennis Class and Tennis Drill took place at the Goldfield Tennis Center. The individual was not experiencing any symptoms during the time of either class. The individual began to experience symptoms on Wednesday, November 17, and tested positive for COVID-19 later that day. Per the doctor's note, the participant's quarantine will end on November 27. The participant must provide a negative test result/doctor's note before they are allowed to resume tennis programming. The Goldfield Tennis Center has established several safety measures for players, spectators, and staff members. See below for some of the key measures. • The players sanitize their hands prior, in between, and after each lesson. • Tennis Contractors sanitize tennis balls during and after lessons. • PARD requires teams to avoid the common practice of high-fives, shaking hands, etc. Players are encouraged to find alternative ways to show sportsmanship, such as air high-fives and waves from the opposite side. • Contractors and staff members wear a face covering and maintain social distance from other individuals. 3 • Staff strongly recommends that players wear masks at all times,but this is not required because they are considered active on the tennis court. • Spectators are limited to 1-2 people per player. All spectators must wear face coverings and social distance around the facility. Out of an abundance of caution, staff have postponed tennis classes, lessons, and drop ins until Monday,November 30. Trail Lighting and Maintenance Responsibility for the A-Train Rail Trail—During the October 28 Mobility Committee meeting, Council Member Briggs requested information on the maintenance responsibility and trail lighting on Denton County Transit Authority's (DCTA) A-Train Rail Trail. Staff received the following information from Nicole Recker, the Vice President of Mobility Services and Administration at DCTA: "The portion of the Rail Trail that is located within Denton city limits, from the Downtown Denton Transits Center to Swisher Road,is maintained by the Parks and Recreation Department, which is responsible for the landscaping, trash pick-up, and other beautification activities. Currently, the only areas of the trail that are lighted are around street intersections. At this point in time, DCTA does not have any plans to install additional lighting on the Rail Trail. Previously DCTA has researched the possibility of installing solar lighting at the darkest areas on the trail as well as installing milepost markers that has solar downlighting at every quarter mile, however the costs were prohibitive. DCTA is looking into the possibility of utilizing conventionally powered lighting, with local power providers that would be willing to provide the electricity for free as part of their community involvement,but no decisions have been made at this time." Parkside Drive Speed Study Results — On November 9, Council Member Briggs requested information about the results of the speed study staff conducted on Parkside Drive. The results indicated an 85th percentile speed limit of approximately 30-31 miles per hour. While this indicates that most of the motorists are obeying the posted speed limit of 30 miles per hour(mph),the study also shows that over 450 drivers, or 17.5%, did exceed the speed limit. Of the drivers exceeding the speed limit, 100 drivers, or 3.8%, were travelling at more than 10 mph over the limit. With this in mind, staff will develop options to reduce speeding along this roadway. This could include the installation of speed cushions, enhanced markings at the all-way stop at Auburn Dr., installation of driver feedback signs, targeted enforcement and enhanced LED stop signs. Staff will report back after speed control options have been selected. Staff contact: Brian Jahn, Capital Projects J. Positive COVID-19 in Youth Volleyball League —On Wednesday, November 18, Parks and Recreation staff learned that an individual who serves as a volunteer coach, attended a Youth Volleyball game on November 14 at 12:30 p.m., tested positive for COVID-19. The Youth Volleyball League took place at the Denia Recreation Center. 4 The individual was social distanced from his team members and wore a mask at all times.All players on this team also wore a mask at all times,including during the game. At the time of the game, the individual did not feel sick and was not experiencing any symptoms. The individual did not begin to experience symptoms until Monday, October 16, and tested positive for COVID-19 on November 17. Following the CDC's exposure guidelines and based on the individual's information, the individual was not considered medically contagious at the time of the game. Per the doctor's note, the volunteer coach's quarantine will end on December 1. The volunteer coach must provide a negative test result/doctor's note before they are allowed back into the Youth Volleyball League. The individual has not had any contact with his volleyball team since November 14, outside of his immediate family. The individual's immediate family has not shown any symptoms and are currently isolated from the individual who tested positive. The immediate family will not be allowed to return to volleyball games until the 14-day quarantine window has passed. The Youth Volleyball League established several safety measures for players, spectators, and staff members. See below for some of the key measures. • The players sanitize their hands prior, in between, and after each game. • The game ball is sanitized by PARD staff throughout the game. • PARD requires teams to avoid the common practice of high-fives, shaking hands, etc. Teams are encouraged to find alternative ways to show sportsmanship, such as air high-fives and waves from the opposite side. • The referee uses an electronic whistle instead of a regular whistle to avoid saliva spillage in the air. • Referees and staff members wear a face covering and maintain social distance from other individuals. • PARD strongly recommends that players wear masks, but this is not required because they are considered active on the playing field. • Spectators are limited to 1-2 people per player. All spectators must wear face coverings and social distance inside the facility. The Youth Volleyball league activities will resume as normal. Explanatory Signage about Downtown Square Crosswalks—On November 16,Council Member Briggs requested information on staff s plans for adding explanatory signage about the crosswalks in the downtown square. In September 2020, City Council approved the permanent continuation of the all-way crossing on the downtown square at the four major intersections. As part of this approval, City Council directed staff to include the diagonal crossings and associated accessible ramps needed to serve them. On November 19, 2020, staff presented several ramp options to the Committee on Persons with Disabilities for their discussion and recommendation. With that recommendation now in hand, staff is moving forward with a consultant to design the 5 16 accessible ramps, which will include all necessary flatwork, markings and signage. Community Garden or Children's Garden in Southeast Denton - On November 12, Council Member Briggs requested information on whether Staff has any plans to create a community garden or a children's garden in Southeast Denton. The Parks and Recreation Department (PARR) currently has community garden plots located at Bowling Green Park available for rent by the public. PARD is planning to add educational gardens at MLK Recreation Center to expand the Center's educational programs in the future. Additionally, a community garden has been discussed as a possible amenity during the master planning for Southwest Park,but nothing has been determined to date. Staff contact: Gary Packan, Parks & Recreation M. Eagle Drive Condition — On November 11, Mayor Pro Tern Hudspeth requested information on the status of street repairs on Eagle Drive between S. Elm St. and S. Locust St. This section of Eagle Dr. is currently owned by the Texas Department of Transportation (TxDOT) and may be considered as a part of the future TxDOT Turnback Program, where TxDOT voluntarily relinquishes maintenance of certain state-owned roadways to local governments. In order for the City to accept this roadway, TxDOT has agreed to rehabilitate the roadway after the completion of the City's current utility projects. Sanitary sewer lines were upgraded in summer 2020 as a part of the Pecan Creek Tributary Drainage Improvement Project (PEC-4) and a temporary patch was installed by the contractor, Jagoe Public. The City's concrete contractor,Floyd Smith, is scheduled to replace a sidewalk bridge near the intersection of Eagle Dr. and S. Elm St. that was broken during the construction. The remaining utility work will be accomplished with the completion of PEC-4 Phases 1 and 2,which is scheduled for completion in June 2021. TxDOT is currently scheduled to perform the roadway rehabilitation in October 2021,thereafter the roadway will be turned over to the City following approval of an agreement between the City and TxDOT. Staff contact: Rebecca Diviney, Capital Projects N. Windsor Drive Water Leak—On November 17,Council Member Briggs requested that staff investigate a water leak in the 1300 Block of Windsor Drive. Windsor Dr. is included in the 2019 Street Bundle,which is funded from the 2012/2014 Bond Program and is actively under construction. The project scope includes the replacement of existing water lines. After assessing the situation, staff confirmed that the water leak was caused by the age and deterioration of the existing water line and was not caused by the work of Quality Excavation, the contractor for the 2019 Street Bundle. After assessing site conditions, staff mitigated mud in the area caused by the leak by placing metal plates to affected driveways. The Water Distribution Department repaired the leak on Thursday,November 19. Quality Excavation is aware of the age and condition of the existing water line and is working to expedite line replacement in the area. The planned line replacement will allow water service to be permanently switched to the new line. Staff contact: Robert Plato, Capital Projects & Casey Bowles, Water Distribution O. Heritage Trail Opening — On November 8, Mayor Pro Tem Hudspeth requested information on the timing of the opening of Heritage Trail. Heritage Trail is the main thoroughfare in Rayzor Ranch South that connects University Dr. to Scripture St. The 6 letter of acceptance was signed on November 17. With this letter of acceptance issued, the full extent of Heritage Trail is now open for public use. The City will assume maintenance responsibility on November 17, 2025. Potential Trails on Pecan Creek Drainage Easements — On October 14, Council Member Davis requested a status update on the consideration of the use of former Pecan Creek Drainage Easements as trails. Previously, Council Member Meltzer inquired about the possibility of installing a trail designed for use by pedestrians and cyclists in the space created by new box culverts installed as a part of the Pecan Creek Tributary 4 Drainage Improvement Project (PEC-4). The Parks and Recreation Department recommends a minimum width of ten feet for multiuse trails. Staff concluded that there are too few drainage easements on the former Pecan Creek that meet the minimum engineering requirements for a multiuse trail to be feasible. In order to meet these engineering requirements, the City would need to acquire additional public use easements to include a multiuse trail along the proposed box culverts. Staff is currently developing a Parks,Recreation,and Trails Master Plan along with updating the new Mobility Plan, which will include a bicycle and pedestrian plan. These planning efforts will serve as the first step in improving connectivity in the greater- downtown area for bicycles and pedestrians. Staff contact: Gary Packan, Parks and Recreation Q. Denton Marathon— In September, Parks and Recreation staff responded to Council Member Davis's inquiry regarding the feasibility of hosting a marathon in Denton. While a marathon would attract visitors and poses potential economic benefits, PARD's initial"reopening"efforts are focused on developing family-and pet-friendly, community-based race events. Staff are currently finalizing a race package that includes seasonal runs centered around fun runs and certified, timed races. The package would be for a half marathon option to serve as a pilot event before offering a full marathon. Staff initially hoped to launch this package in fall 2021, but due to COVID-19 restrictions, the race package will be offered in 2022, pending state and local restrictions. Although runners will not have the opportunity to purchase a full race package, staff still anticipates offering virtual and socially distanced run opportunities in 2021, including a half marathon. Discussions will continue for a potential marathon with the earliest possible date in 2022.PARD looks forward to hosting in-person races and events again in Denton. Inclement Weather Shelter: MLKJr. Rec Center currently serves as the inclement weather shelter when the temperature falls below freezing per Inclement Weather Policy 500.07.Times and dates will be released as needed throughout the season. 9 Date: November 20, 2020 Report No. 2020-096 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Commercial Composting Collections in the City of Denton BACKGROUND: Several weeks ago, as part of the Council Meeting "Presentations from Members of the Public" portion of the agenda, Lauren Clarke with Turn Composting (Turn) delivered a pitch for her company. While Ms. Clarke outlined partnership opportunities, no specific request for assistance was expressed for staff to consider. Staff subsequently reached out to Turn in attempt to clarify their needs but received no response. Turn is a private, for-profit company that works in and with communities to receive pre-consumer food waste, for a fee, and compost the material for ultimate sale. Turn currently staffs a"pop-up" community collection site at the Armadillo Aleworks. Several other private firms offer similar services in the North Texas area. DISCUSSION: By state law and City of Denton ordinance, the Solid Waste and Recycling Department (the Department) is the exclusive provider of residential solid waste services and commercial trash services in the City of Denton. By law, no private or third-party provider may collect materials curbside from residents for disposal, diversion, or recycling. At this time, neither Turn nor any other composting company could collect feedstock curbside in the City of Denton. Curbside composting is of interest in the community. The Department has enjoyed relative success with the inclusion of pre-consumer food wastes (uncooked vegetable trimmings and spoiled fruits and vegetables) into its weekly yard waste collection program. Similarly, food waste diversion is a topic that is being evaluated in the preparation of the City's Comprehensive Solid Waste Management Strategy(CSWMS). Should the results of the CSWMS show that a citywide, curbside program is warranted and economically viable and the City chose to partner with a private company to manage this material, an RFP would be issued to identify a contractor that most closely aligned with the City's needs delivering the service at the greatest value to resident.
