II. General Information & Status Update
A. Electric Outage Update — The Electric Reliability Council of Texas (ERCOT) has
ended emergency conditions and returned to normal. All rotating outage mandates
have been cancelled. Staff contact: Tony Puente, DME
B. Temporary Suspension of Service Interruptions —Due to serious winter weather
disruptions Customer Service including both phones and the lobby were closed the
week of February 15.
In order to process all mailed payments and provide customers adequate opportunity
to make utility payments by telephone or in person, no interruptions of service will be
made the week of February 22. Normal interruptions will resume on Monday, March

C. Residential Solid Waste Collections Update — Due to the City's inability to collect
residential solid waste and recycling the week on February 15 resulting from winter
weather related safety and operational issues, a "double collection" will occur the
week beginning February 22. Residents are asked to completely fill their garbage
carts with as much bagged trash as it will hold. An equivalent amount of bagged
household trash(approximately seven(7)tall, kitchen style, 13-gallon bags or similar
volume) can be placed outside the carts for collection.
Recycling will be limited to material contained within your cart. Please ensure that
material placed within your recycle card is compliant with our program, is empty,
clean, loose(no bagged material), and dry. Excess residential recycling, and recycling
for apartments, may be delivered to recycling centers located at the City of Denton
Landfill and North Lakes Park.
Deferred Home Chemical Collections from this week, as well as new appointments,
will be collected the week of February 22. Please call Customer Service at(940) 349-
8700 to schedule an appointment.
There will be no Bulk Waste or Yard Waste will be collected next week. Any requests
for collection will be serviced the following week.
The Solid Waste and Recycling Department will work to respect a resident's
collections day. However, due to increased volumes it may take longer than normal to
run a route. If trash and recycling is not collected on your service day, they are
encouraged to leave it on the curb and to be collected as soon as possible.
We appreciate your understanding and cooperation as we work to resume normal

D. Grocery/Food Availability— Staff has received a number of questions regarding food
availability. Economic development staff contacted most of the grocery/food
providers this morning. A summary of general comments is below:

• Deliveries have been challenging but getting more frequent as road conditions
improve.
• Most expect to return to their normal delivery schedules by the weekend.
• Boil water notices caused a lot of food to be pulled (e.g. deli, produce, etc.).
• Food wasn't the only issue. Some couldn't get change/cash deliveries due to
bank closures.
• Because stores stayed open as much as possible, they produced a significant
amount of waste, but didn't have solid waste service (commercial service
started Thursday)
• Many had challenges getting staff to stores early this week, but are doing better
now.
Staff continues to contact and engage the businesses and major employers during this
time and will share any critical information that may come from those discussions.

E. FEMA and Red Cross Requests for Aid — Council Members have requested
information about any potential requests for aid from FEMA or the Red Cross. A
STAR request (the avenue to request both state and federal assistance) was submitted
by Fire Department Staff for 20 pallets of water on Wednesday, February 17, but the
request currently shows as pending at the State Operations Center. Staff continues to
monitor the Red Cross for opportunities, but has been told by the Red Cross that they
cannot support additional requests at this time. Staff contact: Kenneth Hedges, Fire
F. Emergency Warming Stations— The MLK Jr. and North Lakes Recreation Center
warming centers will close Saturday, February 20, at 5 p.m. The 24-hour warming
station began Sunday, February 14, 2021, at the Civic Center moved to the MLK Jr.
Recreation Center on Monday, February 15, due to facility mechanical issues. Both
sites will close as warming stations on Saturday, February 20 at 5 p.m. There is
capacity at the MKOC shelter and they will be open Saturday night after the warming
station closes. City staff arranged for case managers from The Junction to be available
at MLK, Jr. Rec Center Saturday, February 20 for anyone wishing to be connected to
resources or to shelter.

Monday-Friday from 8 a.m.-7 p.m. and Saturday from 8 a.m.-5 p.m.
Both warming stations are heated with public access to restrooms, bottled water, and
seating areas. For residents seeking overnight accommodations at MLK Jr. Recreation
Center, cots and linens are available for use.
Anyone, including staff, using City facilities during inclement weather must follow
the following safety measures:
• Staff and facility users will maintain six feet when possible.

• Staff and facility users are required to properly wear personal protective
equipment in compliance with the City's PPE policy.
• Staff will be encouraged to frequently hand-wash with soap or hand sanitizer
upon arrival to the facility and between interactions.
Visible signage is at the entrances with the most updated information on health-related
recommendations.
City of Denton staff have worked round the clock to fulfill this community need. More
than 80 employees from the following City departments have filled shifts: Parks and
Recreation, Human Resources, Libraries, Capital Projects, City Manager's Office,
Engineering, Public Works, Technology Services, Community Services, Economic
Development, Purchasing, Police, and Fire.

G. Park Maintenance efforts for 2021 Winter Weather —Park Maintenance has been
working around the clock since early Sunday, February 14. Crews have been busy
sanding roads, fire stations, police stations, and warming centers. They have also
assisted at the warming stations, worked on facility issues, and helped keep
emergency operations accessible. Staff contact: Drew Huffinan, Parks and

H. Home Repair Programs—Homeowners in Denton who meet yearly gross household
income limits may be eligible for assistance with home repairs needed to make their
home accessible, safe, sanitary, or habitable. This may include essential emergency
repairs, structural accessibility modifications, repairs to some or all the home's
major systems, or major repairs completed through rehabilitation or reconstruction.

1. Revised Date for Southeast Denton Community Meeting on Infrastructure
Improvements — In the February 12 Friday Report, staff included information on a
planned community meeting with the Southeast Denton Neighborhood Association to
discuss upcoming roadway reconstruction in the area as part of the 2019 Bond. Due
to inclement weather,the letter advertising the meeting was not distributed.In an effort
to ensure adequate time to advertise the event, the meeting date has been moved to
Thursday, March 4 at 6:00 p.m. The attached letter will be mailed on Monday,
February 22 to 1,215 residents and property owners in southeast Denton. Information
about the meeting is also posted online at
www.cityofdenton.com/virtualcommunitymeeting and to the neighborhood's
NextDoor account. In preparation for the March 4 meeting, staff developed an online
Community Improvement Assessment Survey for residents to provide feedback on
infrastructure priorities. A link to the survey is included in the attached letter and can
be found online at: www.bit.ly/southeastdenton. Additionally, staff is meeting with
leadership from the Southeast Denton Neighborhood Association on February 24 to
discuss plans and obtain feedback on how best to structure the March 4 community
meeting. Residents that are interested in attending the virtual meeting need to submit

1. Black History Month Virtual Celebration— Saturday, February 27 hosted
virtually by MLK Jr. Rec Center. The virtual program will focus on the theme
of "The Black Family: Representation, Identity, and Diversity," and the
speaker is Mr. T.Mohair. The Denton Parks and Rec Facebook page will show
the program. Please note the date did change from February 13 to February 27.

RE: Share Your Feedback on Street Improvements in Your Neighborhood and Notice of
Virtual Community Meeting Thursday, March 4 from 6:00-7:30 p.m.
Dear Resident or Property Owner:
We are contacting you to inform you of community input opportunities regarding infrastructure
improvements and a virtual community meeting for a planned street reconstruction project in your
area.
The City of Denton 2019 Bond Program, approved by voters in November 2019,provides funding
for the design and reconstruction of aging street infrastructure throughout the City. A significant
portion of the streets included in this program are located in or around your neighborhood(a map
will be provided as part of the community meeting on Thursday, March 4). Before the street
segments are designed and scheduled for construction, City staff would like to receive community
input on key priorities and potential additional improvements to be considered in addition to roadway
reconstruction.
How to share your input on community improvements?
To provide effective and sustainable community improvements,the City needs your input. Residents
and property owners are encouraged to complete the Community Improvement Assessment Survey
online at www.bit.ly/southeastdenton. If you are unable to complete the survey online, you may call
Deputy Director of Capital Projects, Rachel Wood at 940.349.7718 to verbally respond to the survey.
Online and call-in survey responses must be submitted no later than Tuesday,March 2 by 5 p.m.
This survey will outline the infrastructure priorities of the residents in the area. All survey responses
will be carefully considered. A completed survey does not guarantee that all potential improvements
will be implemented. Infrastructure improvements, in addition to the street reconstruction as outlined
in the 2019 Bond Program, will be dependent on funding, constructability, among other
considerations.
How to attend the Southeast Denton Virtual Community Meeting?
The City will host the virtual community meeting on Thursday, March 4 from 6:00-7:30 p.m. to
provide residents and property owners the opportunity to:
• Overview the responses received from the Community Improvement Assessment survey;
• Share input with City staff on key priorities for infrastructure and street reconstruction in
Southeast Denton;
• Receive information on available City resources for neighborhood and community
improvements;
• Receive an update on the construction timeline for the 2019 Bond Street Rehabilitation
Program Capital Improvement Project; and
• Address additional concerns from community members.
Staff from the City of Denton will be available to discuss the project and answer questions from
those participating in the virtual meeting. The meeting will be hosted online using a remote format

Note: Mayor Gerard Hudspeth, Mayor Pro Tem Jesse Davis and Council Members Birdia Johnson, Connie
Baker, John Ryan, Deb Armintor and Paul Meltzer will be participating in the work session and regular meeting
via video/teleconference.
REGISTRATION GUIDELINES FOR ADDRESSING THE CITY COUNCIL
Due to COVID-19 precautions, members of the public will not be able to attend the March 2, 2021
meeting, City Council meeting in-person. To accommodate and receive input on agenda items, citizens will
be able to participate in one of the following ways (NOTE: Other than public hearings, citizens are only
able to comment one time per agenda item; citizens cannot use both methods to comment on a single
agenda item. Public comments are not held for work session reports.):
• Virtual White Card — On February 26, the agenda was posted online at
www.cityofdenton.com/publicmeetings. Once the agenda is posted, a link to the Virtual White Card, an
online form, will be made available under the main heading on the webpage. Within this form, citizens may
indicate support or opposition and submit a brief comment about a specific agenda item. Comments may
be submitted up until the start of the meeting, at which time, the Virtual White Card form will be closed.
Similar to when a citizen submits a white card to indicate their position on the item, these comment forms
will be sent directly to City Council members and recorded by the City Secretary.
City Council Members review comments received in advance of the meeting and take that public input into
consideration prior to voting on an agenda item. The Mayor will announce the number of Comment Cards
submitted in support or opposition to an item during the public comment period. Comments will not be
read during the meeting. The City Secretary will reflect the number of comments submitted in
favor/opposition to an item, the registrant's name, address, and (summary of) comments within the Minutes
of the Meeting, as applicable.

• By phone — Citizens wishing to speak over the phone during this Council meeting, may call (940)
349-7800 beginning 30 minutes prior to the meeting start time. Comments by phone will be accepted until
the item is opened for discussion by the Council. When the call is initially received, a staff member will
receive the caller's information and either: 1) offer to call the citizen back when it is time for them to speak,
or 2) record the caller's information, support or opposition, and comment. If the caller chooses to record
their support or opposition, rather than speaking during the meeting, the Mayor will announce the number
of comments submitted in support or opposition to the item. If the caller wishes to receive a call back, the
voice of each caller will be broadcast into the meeting during the public commenting time of their desired
agenda item. Individuals will be able to comment once per agenda item,no matter the method.

After determining that a quorum is present, the City Council of the City of Denton, Texas will convene in a
Work Session on Tuesday, March 2, 2021, at 2:00 p.m. in the Council Work Session Room at City Hall, 215

This section of the agenda allows citizens to speak on any item listed on the Consent Agenda prior to its
consideration. Each speaker will be given a total of three (3) minutes to address any item(s). Any person
who wishes to address the City Council regarding these items may do so by utilizing the "By Phone"
registration process as referenced under the REGISTRATION GUIDELINES FOR ADDRESSING THE
CITY COUNCIL detailed at the beginning of this agenda. Registration is required prior to the time the City

A. Reports from members of the public shall be received through the following two (2) methods. A total
of up to seven (7) speakers are permitted to provide public comment and may include any combination of
prior registration and open microphone speakers.
1) Pre-registration. This section of the agenda permits any person who has registered in advance to
make a citizen report regarding a public business item he or she wishes to be considered by the City
Council. Each speaker is allowed a maximum of four (4) minutes to present their report. At the conclusion
of each report, the City Council may pose questions to the speaker or may engage in discussion. If the
City Council believes that a speaker's report requires a more detailed review, the City Council will give the
City Manager or City Staff direction to place the item on a future work session or regular meeting agenda
and advise staff as to the background materials to be desired at such meeting.
2) Open Microphone. This section of the agenda permits any person who has not registered in
advance for a citizen report to make comments about public business items not listed on the agenda. Such
person(s) shall have registered using the "Virtual White Card" or `By Phone" process outlined by the City
on its website or meeting notice.

During open microphone reports under this section of the agenda, the Council may listen to citizens speak.
However, because notice of the subject of the open microphone report has not been provided to the public
in advance, the Texas Open Meetings Act limits any deliberation or decision by the Council to: a proposal
to place the item on a future agenda; a statement of factual information; or a recitation of existing policy.
Council Members may not ask the open microphone speakers questions or discuss the items presented
during open microphone reports.
NOTE: If audio/visual aids during presentations to Council are needed, they must be submitted to the City
Secretary 24 hours prior to the meeting.
4. CONSENT AGENDA
Each of these items is recommended by Staff and approval thereof will be strictly on the basis of the Staff
recommendations. Approval of the Consent Agenda authorizes the City Manager or his designee to
implement each item in accordance with the Staff recommendations. The City Council has received
background information and has had an opportunity to raise questions regarding these items prior to
consideration.
Listed below are bids, purchase orders, contracts, and other items to be approved under the Consent
Agenda (Agenda Items A — F). This listing is provided on the Consent Agenda to allow Council Members
to discuss or withdraw an item prior to approval of the Consent Agenda. If no items are pulled, the Consent
Agenda Items will be approved with one motion. If items are pulled for separate discussion, they may be
considered as the first items following approval of the Consent Agenda.
A. ID 20-2172 Consider adoption of an ordinance approving an agreement between the City of Denton
and Hickory & Rail Ventures, LLC regarding an Economic Development Partnership;
and providing an effective date.
B. ID 21-322 Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal
corporation, authorizing the City Manager, or her designee, to execute a Professional
Services Agreement with Biggs and Mathews Environmental, Inc., to provide professional
services for the Soils and Liner Quality Control and Assurance Plan of Cells 4 B-C-D at
the City of Denton Landfill; providing for the expenditure of funds therefor; and providing
an effective date (RFP 7109-019 - Professional Services Agreement for professional
services awarded to Biggs and Mathews Environmental, Inc., in the not-to-exceed
amount of$23 8,73 1.00).
C. ID 21-324 Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal
corporation, authorizing the City Manager, or her designee, to execute a Professional
Services Agreement with MRE Consulting, Ltd., for Energy Trading and Risk
Management (ETRM) Consulting for the Denton Municipal Electric Department as set
forth in the contract; providing for the expenditure of funds therefor; and providing an
effective date (RFQ 7538 - Professional Services Agreement for consulting services
awarded to MRE Consulting, Ltd., in the three (3) year not-to-exceed amount of
$350,000.00). The Public Utilities Board recommends approval(-).
D. ID 21-325 Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal
corporation, authorizing the City Manager, or her designee, to execute a contract with
Hawaii Drillers Incorporated dba Coastal Netting Systems, for the purchase of portable
litter control for the City of Denton Landfill; providing for the expenditure of funds

therefor; and providing an effective date (IFB 7605 - awarded to Hawaii Drillers
Incorporated dba Coastal Netting Systems, for one (1) year, with the option for four (4)
additional one (1) year extensions, in the total five (5) year not-to-exceed amount of
$390,000.00).
E. ID 21-327 Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal
corporation, authorizing the City Manager, or her designee, to execute a contract with
Holt Texas, Ltd., through the Buy Board Cooperative Purchasing Network Contract #
597-19, for Caterpillar heavy equipment repair and maintenance services for various City
Departments; providing for the expenditure of funds therefor; and providing an effective
date (File 7515 - awarded to Holt Texas, Ltd., in the five (5) year not-to-exceed amount
of$925,000.00).
F. ID 21-328 Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal
corporation, authorizing the City Manager, or her designee, to execute a contract with
Bragg Trailers, L.L.C., Holt Texas, LTD., and Interstate Trailers, Inc., for the purchase of
trailers for various City Departments; providing for the expenditure of funds therefor; and
providing an effective date (IFB 7523 - awarded to Bragg Trailers, L.L.C., Holt Texas,
LTD., and Interstate Trailers, Inc., for three (3) years, with the option for two (2)
additional one (1) year extensions, in the total five (5) year not-to-exceed amount of
$1,125,000.00).
5. ITEMS FOR INDIVIDUAL CONSIDERATION
A. ID 20-2176 Consider adoption of an ordinance of the City of Denton adopting a schedule of building
fees for Development Services; superseding all prior fees in conflict with such schedule;
providing for a severability clause; and providing for an effective date.
B. ID 21-274 Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal
corporation, amending the FY 2020-21 Annual Audit Plan; and providing an effective
date.
C. ID 21-308 Consider adoption of an ordinance of the City of Denton adding Section 25-15, "Street
Naming," to the City of Denton Code of Ordinances, regarding the naming of any new
public or private street within the City of Denton and Division 1 of the Extra Territorial
Jurisdiction; providing for a severability clause; providing a savings clause; providing for
codification; and providing for an effective date.
D. ID 21-310 Consider adoption of an ordinance of the City of Denton authorizing the city manager to
execute a ground lease termination and sales proceeds division agreement with the Denton
Chamber of Commerce; authorizing the city manager to execute a sales contract; and
providing an effective date.
E. AESA20-000 Consider adoption of an ordinance of the City of Denton, Texas approving an Alternative
6d Environmentally Sensitive Area Plan for a site generally located on the south side of the
I-35 East Service Road, approximately 672 feet west of Sam Bass Boulevard, in the City
of Denton, Denton County, Texas; adopting an amendment to the city's official
Environmentally Sensitive Areas map; authorizing the acceptance and execution of a
conservation easement from Acme Brick Company; providing for a penalty in the

A. Z20-0012a Hold a public hearing and consider adoption of an ordinance regarding an amendment to
the Rayzor Ranch Overlay District to amend the concept and zoning map exhibits and
amend development standards and design criteria for development within the eastern
portion of the Rayzor Ranch South Campus - South Mixed Use District, being
approximately 90.54 acres generally located on the south side of West University
Drive/US 380, east of Heritage Trail, and west of Bonnie Brae Street in the City of
Denton, Denton County, Texas; adopting an amendment to the City's official zoning map;
providing for a penalty in the maximum amount of $2,000.00 for violations thereof;
providing for severability and establishing an effective date. The Planning and Zoning
Commission voted [7-0] to approve the request. (Z20-0012, Rayzor Ranch East Overlay

B. ID 21-242 Hold a public hearing and consider adoption of an ordinance of the City of Denton, Texas
amending the provisions of Chapter 26- Utilities, Article V - Indirect discharge into
sanitary wastewater system of the City's Code of Ordinances; providing for a severability
clause; providing for a savings clause; providing a penalty; providing for codification; and
providing for publication and an effective date. Public Utilities Board recommends 5-0.
C. PD20-0002c Hold a public hearing and consider adoption of an ordinance of the City of Denton,
Texas, regarding a zoning change from General Office (GO) and Rural Residential (RR)
Districts to a Planned Development (PD) District on approximately 90 acres. The site is
generally located on the north side of Loop 288, between North Elm Street and Bonnie
Brae Street, in the City of Denton, Denton County, Texas.; adopting an amendment to the
