IL General Information & Status Update
A. Denton County Eviction Prevention & Rapid Rehousing Funding — The City of
Denton continues to collaborate with the United Way of Denton County(UWDC) and
its network of nonprofit partners to deploy crucial Eviction Prevention resources.
UWDC established a centralized rental assistance screening process for tenants and
landlords (linked), and they distribute referrals to their network of nonprofit agencies
based on availability and eligibility requirements. Below is a summary of current
resources, and the Weekly Government Eviction Prevention Program update and the
Multiprogram Eviction Prevention Process is attached.
Texas Emergency Rental Assistance Program (TERAP)
The City of Denton received $187,444.13 in TERAP funding from the Texas
Department of Housing and Community Affair (TDHCA) for eviction diversion and
prevention. The City identified the United Way of Denton County as the subawardee
for these funds given the existing infrastructure to collaborate with agencies across the
county and strategically deploy rental assistance through the COVID-19 Relief Fund.
As of 3/31/2021, UWDC had deployed just over $109,000 of this funding and is
expected to request reimbursement for all remaining TERAP funds by the end of April.
UWDC and City staff have collaborated with Justice of the Peace Precinct 1 Judge Joe
Holland to deploy diversion funds and continue to collaborate to divert landlords and
tenants to available financial assistance.
Emergency Solutions Grant CARESAct(ESG-CT)
The City of Denton's ESG-CV vendors continue to provide rental assistance to low-
income families. The City's award for the first round of ESG-CV funding totaled
$1.45M and provides funding for Street Outreach, Emergency Shelter, Rapid
Rehousing and Homelessness Prevention. The City is in the process of amending
ESG-CV contracts with its nonprofit vendors based on capacity to deploy funds by the
end of the contract term, 7/31/21. The United Way of Denton County (UWDC) was
awarded$3.3M in the second round of ESG-CV funding.UWDC is planning to deploy
the majority of their ESG-CV funding as Rapid Rehousing and is in the process of
hiring case managers and housing navigators to support the transition over 100
individuals to stable housing in the next year.
Consolidated Appropriations Act Emergency Rental Assistance (CAA/ERA)
The CAA/ERA is made possible by Consolidated Appropriations Act funding
allocated to Denton County. March 2, 2021, UWDC opened the CAA/ERA Eviction
Prevention program to Denton County citizens financially impacted by COVID-19,
making up to $20M of rental assistance available to the community. As a part of this
process, UWDC hired 10.5 additional FTEs to support the implementation and
operations of the program. With increased capacity, UWDC managed to halve a 905-
household backlog of families seeking assistance within three weeks, and as of April
15, the number of Denton County households in the queue for assistance had been
reduced to 235. Including TERAP funds deployed, UWDC and its network of
nonprofits have distributed $1.8M of rent and utility payments so far in 2021.
American Rescue Plan
Denton County Commissioners Court (DCCC) is still awaiting an FAQ from the
federal government regarding the amount and types of financial assistance the
American Rescue Plan will provide to renters and homeowners. Currently there is no

source of financial assistance for mortgage assistance in the county, and DCCC is
tentatively planning to earmark a portion of this funding for this purpose. The County
is also considering how ARP funding might support nonprofit infrastructure needs

B. Library receives Achievement of Library Excellence Award—Denton Public Library
has received the 2020 Achievement of Library Excellence Award from the Texas
Municipal Library Director's Association (TMLDA.) TMLDA is an affiliate of the
Texas Municipal League. Each year, TMLDA confers awards for outstanding
contributions to public libraries. To successfully receive the Achievement of Library
Excellence Award, the application must exhibit excellence in providing services to
underserved and special populations, in enhancing services, in marketing their
programs and services in innovative ways, in promoting cultural, topical, and
educational programming, in providing literacy support, in providing summer reading
clubs, in pursuing collaborative efforts, in supporting workforce development, in
providing for digital inclusion, and in comprehensively training staff. According to
the Texas State Library and Archives Commission, 568 public libraries exist in Texas.
Of those libraries, only 56 received this award for 2020. This means Denton Public
Library is among the 10% of Texas Libraries to have achieved this distinction. Staff

C. Impact of Winter Weather for DTV on Charter Spectrum—As a reminder, DTV is the
City's government channel available through Frontier channel 38, Charter Spectrum
channel 194, and Grande channel 12. DTV is also streamed live 24/7 on the City's
website: www.cityofdenton.com. Due to the rotating outages of the winter storm in
February, the power at City Hall went off several times. While we have addressed
other issues related to our equipment,DTV remains off the air for all Charter Spectrum
cable customers on channel 194. Charter Spectrum's equipment is no longer working,
and they have yet to dispatch anyone to City Hall to assess the damage. Staff contact:

D. Agency Referral Process Improvements — Effective July 2020, Customer Service
began a practice of proactively submitting referrals for utility assistance to United
Way of Denton County (UWDC) and Interfaith Ministries. Staff feels this service is
highly beneficial to our customers and intend to make the practice permanent.
Since the UWDC program inception, staff have monitored the successes and
challenges encountered. To accomplish a long-term sustainable process, Customer
Service has partnered with UWDC and Interfaith Ministries to strengthen our
processes to better serve customers.
• The referral process has been transitioned to a more automated platform.
Customer Service Representatives are provided scripting which details
information to be provided to the customer for clarity in what to expect, what
information is required, and important deadlines for applying for utility
assistance. This information is provided to the customer via email when the
referral is submitted. Customers who do not have email are able to choose
whether they would like to pick up the information in person or have it mailed.
• Communication of case status between Customer Services and the agencies
has been improved. Customer Service will provide customers the list of
required documentation to apply for assistance and set a one-week protection

from interruption to allow time for the customer to submit required information
to the agency. Upon confirmation that the submission is complete, account
protection is extended for the remainder of the application review process by
the agency.
If a customer shows a habit of not following through and meeting the obligations, such
as failure to apply for assistance in a timely manner or not submitting the required
documentation,then account protection may not be offered. This is consistent with the
policy for pay agreements and ensures equity amongst all customers.
Any resident who is experiencing financial hardship and difficulty paying utility bills
should contact Customer Service at 940-349-8700. Staff appreciates the opportunity
to serve our customers and are here to help as much as possible. We appreciate the
Council's help in communicating our availability to customers who express concerns

E. Discuss Denton Launches April 20—The City's new community engagement website,
Discuss Denton, is scheduled to launch to the community Tuesday, April 20. Discuss
Denton, an extension of the City's website and existing communication and
engagement tools, will provide community members with detailed information on
select City projects, improved methods for sharing input on projects, programs,
initiatives, and an opportunity to participate in community conversations they care
about—at their convenience.
City staff will introduce Discuss Denton to the community with an initial 2-week,
phased promotion plan. Beginning Tuesday, April 20, the Denton Parks, Recreation,
and Trails Mater Plan project page and survey tool will be promoted through various
Parks and Recreation Department platforms and distribution groups. Promotions will
include targeted email distribution, local media advertisements, and social media and
website content. Beginning the week of May 3, City staff will begin broad promotion
across all City platforms and communication channels for the entire Discuss Denton
website. This phased approach will allow City staff to assess the website traffic data,
registration reports, and community input.
Updates on the launch of Discuss Denton, including community engagement data,will
be shared in a future Friday Report.
The launch of Discuss Denton was made possible due to a collaborative effort across
several City departments, including the website launch project departments: Parks and

F. National Lineman Appreciation Day — On April 18, we will celebrate our DME
Lineman, who constantly risk their lives providing service to our community, during
National Lineman Appreciation Day. We recognize the invaluable contribution to the
City that these men and women make daily, especially to restore power during weather
and catastrophic events. Please help us to celebrate our team on Sunday by using the

G. Summer Camps— Registration for Parks and Recreation summer camps opened on
April 5. All-day summer camps are Monday-Friday from 7 a.m. to 6 p.m. There is a
Preschool Camp (ages 3-5), Teen Camp (ages 11-15), and then many options for ages
5-11. The weekly fee includes a T-shirt, field trips, crafts, swimming, and the
occasional lunch. The Teen Camp will go on daily field trips, while the other camps
go on weekly field trips.
PARD is also offering many specialty and sports camps for all ages, like the Clear
Creek Camp. This camp is held at Clear Creek Natural Heritage Center and lets kids
learn outside, get a little dirty but still go on fun field trips and go swimming. This is
also the first year PARD is offering a Before and After Camp Care to help supplement
the specialty camps' drop-off and pick-up times.
This year PARD is taking many steps to make summer camp a safer place. Camp sizes
will be smaller, counselors will wear masks at all times, campers must wear masks
when they can't socially distance, and handwashing and sanitizing touchpoints will be

H. Summer Job Hiring— Parks and Recreation regularly hires around 300 seasonal
summer jobs for Water Works Park, Civic Center Park, and summer camps. There are
jobs for anyone 16 and older available. Some jobs, like lifeguards, require
certifications;however, some require no previous experience and will have on-the-job
training. These jobs are vital to summer programming running smoothly for Denton.

I. Honey Run 5K/IOK Virtual Race — This year, the Honey Run race at Clear Creek
Natural Heritage Center will be a virtual race where participants can complete their
run anytime in May. While the race is free, registration is encouraged. With
registration, runners will get a t-shirt (first come, first served). Runners are also
encouraged to take pictures and share them on Denton Parks and Rec Facebook event

as entries into multiple random drawings for local prizes, including honey. Register at

J. Recreation Center Reopening_Update — Parks and Recreation continues the phased
reopening of recreation centers. The Civic Center, Denton Senior Center, and Denia
Recreation Center will reopen Monday, May 3. Programs offered will include the
fitness room, game room, walking track, basketball gym, woodshop, group exercise
classes,a free walking program in partnership with Texas AgriLife Extension services,
ceramics, painting, and dance classes. MLK Jr. and North Lakes Recreation Center
will expand their hours.

K. Tree Health Survey— On April 9, Parks and Recreation sent a Tree Health survey to
600+ participants of the 2020 Keep Denton Beautiful Community Tree Giveaway.
The survey's goal is to assess the health of these newly planted trees after the winter
storm. Survey data will provide valuable information for Parks and Recreation and
Keep Denton Beautiful to evaluate future residential tree needs. In addition to the
survey, staff provided tree care education and resources. The Tree Health Survey is

L. State Legislative Action Update — As bills begin to move through committees, City
staff and legislative consultants have been actively involved in upholding Council's
adopted 2021 legislative program. Letters addressed from the Mayor(attached) were
submitted in opposition to:
• SB 987—a bill relating to camping in public spaces; and
• SB 10—regarding the banning taxpayer-funded legislative consultants.

An opposition card was also filed for HB 1089 relating to increasing municipalities'
maximum insurance liability.
Despite having a total of 15 testimonies in favor and 76 against, Chairman Bettencourt
laid out SB 10 on the Senate Floor Thursday,April 15. Four amendments were brought
to the floor, two of which passed. The Senate ultimately adopted the Committee
Substitute and passed the bill out of the Senate by a vote of 17 to 13.
Staff coordinated with the City's legislative consultants to express opposition to the
authors of HB 3519 (relating to the release of an area from a municipality's
extraterritorial jurisdiction by petition or election)which was left pending in the House
Land and Resource Management Committee. The City's legislative consultants also
coordinated with staff of Rep. Patterson, the author of HB 2242 (relating to illness or
injury leave of absence for county and municipal firefighters and police officers),
particularly on the section detailing the duration of light duty following an illness or
injury leave of absence. After other municipalities expressed similar concerns to the
House County Affairs Committee, the bill was left pending. Staff will continue to act
on bills that impact Denton in alignment with Council's adopted legislative program.

M. Parks and Recreation Community Surveys — Staff from the Parks and Recreation
Department and consultants request feedback relating to various neighborhood parks
and the Denton Parks, Recreation, and Trails Master Plan. Please see the attached

III. Responses to Council Member Requests for Information
A. A-Train Crossing at Shady Oaks Drive — On April 5, Council Member Johnson
requested the City consider implementing a quiet zone at the A-Train crossing at
Shady Oaks Drive. The A-Train is a Denton County Transportation Authority(DCTA)
asset, and DCTA staff have confirmed that all DCTA crossings in Denton are Quiet
Zone compliant, including Shady Oaks. Train engineers should not sound train horns
unless alerting pedestrians or bicyclists of their presence, and train horns should not
sound past 10:00 p.m. unless maintenance is being performed on the rail line. Staff

B. Rayzor Ranch Property — On April 6, Parks and Recreation presented a proposed
developed Rayzor Ranch Property for dedication to the City of Denton. During this
presentation, Council Member's Meltzer and Armintor requested additional
information about the trees and budget.
Regarding Council Member Meltzer's request about the trees,the community supports
efforts to maintain and improve tree canopy whenever possible, as is Parks and
Recreation. In addition,with the high heat in Texas during the summer months, shade
is always in demand and requested of the community. Per our need's assessment study
in July 2019, shade was ranked third overall as a park amenity. During the input
gathering stage for the Rayzor Ranch Property, the community, Park Board, City
Council all requested shade.
With that in mind, the developer added 15 trees to the plan and increased the trees'
size. The land originally was a ranch and did not have any trees in this general location.
A 20 percent tree canopy is required for general development. With the installation of
183 trees, the projected shade at full growth will be 36 percent for the entire park. It
may be hard to visualize the long-term outlook at total growth looking at the park
today.
Tree sizes are counted as follows to calculate the future canopy cover:
• shade trees, 40-foot diameter with a canopy cover of 1,256 ft2
• large ornamental trees, 20-foot diameter with a canopy cover of 314 ft2
• small ornamental trees, 10-foot diameter with a canopy of 79 ft2.
The park has a variety of trees within the 9.8 acres that consist of various species to
include: Lace Bark Elm, Live Oak, Red Oak, Autumn Blaze Maple, Cedar Elm,
Chinquapin Oak, Crepe Myrtle, and a few other varieties.
Over-planting trees can negatively affect an area. Trees may not reach their full growth
potential, and it can lead to stunted tree growth. While a heavy tree canopy does
increase shade, a balance does need to be maintained. A lack of sun will cause turf to
thin, allow for weeds to flourish, and create bare spots that are susceptible to wind and
water erosion and mud. A balance of trees and strategic placement will enhance the
park user's experience and overall usability and function of the space.
Council Member Armintor's asked a question regarding operating costs. Currently,the
park is projected to cost $150,000 to maintain. As the turf and trees have rooted and
established, staff will not need to water as often, which will offer potential savings
pending weather.
The turf in this park will be one of the few parcels in the city park system where the
general play area is irrigated and kept at a higher level of maintenance (Level A on
the spectrum of Level AA, A, B, C, and D). Most Denton parks do not have irrigation.
Without irrigation,weeds and possible soil erosion may happen when the grass falters
in the summer heat. An example is McKenna Park where residents have expressed
concern about the turf s poor quality due to weeds and dirt. The park has a significant
tree canopy, severe grades, and lacks irrigation for turf. Weeds are an issue in this
parcel, as well as moving soil due to erosion.
Other items that impact a park's maintenance budget are weather and the amount of
rain that occurs,drought,high/low temperatures,vandalism,theft, cost of utilities, and
irrigation failures. Any of these items could alter a park budget. Currently, Parks and
Recreation does not track all expenses associated with each park property but is
working toward that effort. In the future, with property data collection, reporting and
analysis, staff will be able to identify costs per park and detailed areas of maintenance

C. Bell Avenue and McKinney Street Crosswalk Control—On Monday, April 12, Mayor
Hudspeth notified Staff of an issue with the crosswalk at the intersection of Bell Ave.
and McKinney St. Traffic Operations staff investigated the issue on Tuesday and
found an internal issue on the crosswalk control. The button was replaced that
morning, returning the intersection's crosswalk to normal operation. Staff contact:

D. Safety Concerns at Teasley Ln. and Longridge Dr.—During the week of April 12,both
Mayor Pro Tem Davis and Council Member Armintor forwarded a resident inquiry to
staff regarding safety concerns for pedestrians crossing Teasley Lane to access South
Lakes Park and McMath Middle School from Longridge Drive. The intersection of
Teasley and Longridge currently has a flashing yellow pedestrian crossing indicator
that pedestrians can press to notify motorists of their presence. While the crossing
indicator has improved safety, the intersection of Teasley and Longridge is often dark
in the evening and early morning hours and vehicles regularly exceed the 45-mph
speed limit along Teasley. Capital Projects staff are meeting with Denton Municipal
Electric (DME) on Friday, April 16 to discuss streetlight options on Longridge and
several other locations across the City. Teasley is a Texas Department of
Transportation (TxDOT) roadway, Capital Projects staff have their next monthly
meeting with TxDOT on Wednesday April 21 and will discuss additional
improvements including the potential installation of a HAWK signal to create a safer
crossing and increase driver compliance for yielding to pedestrians. Below is an image
of a HAWK beacon. Capital Projects staff will follow-up in a future Friday Report
after potential improvements have been discussed with DME and TxDOT.
Additionally, staff recently completed a new sidewalk on Londonderry from Teasley
to Westminster to improve access and pedestrian safety for residents of Southridge
and surrounding neighborhoods wishing to access South Lakes Park and McMath

there will also be free popcorn for the first 150 people. Parks and Rec staff will
have large circles drawn on the grass to encourage families to sit together and

The purpose of this letter is to inform you of the City of Denton's concern regarding aspects of
S.B. 987, relating to camping in public places, which will be heard before your committee.
This bill creates a Class C misdemeanor offense for those camping in a public place without the
consent of the legal authority for said public place. Additionally, the bill mandates that:
• Cities may not give consent for camping on public property it owns;
• Cities must request a state officer or agency allow them to provide such consent;
• Cities may not prohibit or discourage enforcement of this offense; and
• If found in violation, the state will withhold all state grant funds to the city for one year.
Over the past four years,the City of Denton, Denton County, and numerous local service
providers have partnered to provide a holistic and collaborative approach to making
homelessness in Denton County rare,brief, and non-recurring. A key component of our
partnership is the approach to the abatement of camps of persons experiencing homelessness.
Rather than immediately issuing citations or trespassing the campers, the City deploys a
Homeless Outreach Team consisting of police officers, social workers, and health
professionals. The Team evaluates conditions of the camps and works to provide services that
would ultimately lead to emergency, temporary, then permanent housing prior to the clearing of
any camp. This approach has been increasingly successful and is part of a countywide strategy
The City does not disagree that enforcement plays a role with regard to unauthorized
camps; however, this bill does not appear to leave time for the deployment proven outreach
techniques that lead to housing the homeless. Our Homeless Outreach Team is successful
because, generally before citations or camp clearing takes place, the Team takes the time to build
trust in housing and service providers. Our Team quickly identifies and prioritizes households
experiencing homelessness for limited housing assistance resources. This includes people
experiencing homelessness living in a place not meant for human habitation, such as
encampments. In the past year (March 2020 to March 2021), these efforts have resulted in
155 housing placements. When enforcement is the first step in remediating an unauthorized
camp, the trust in the system that is necessary for transitioning those experiencing homelessness
to housing cannot occur.

Of additional concern is that many housing programs consider criminal records in the granting
housing to homeless individuals. Immediately issuing citations not only erodes trust in the
housing system, but it creates additional barriers to housing opportunities in the future. The City
of Denton's approach is designed to avoid a catch-22 situation such as this.
Finally, of concern for our residents is that camps of persons experiencing homelessness
will slowly shift from public to private property, creating a significant burden for those
property owners and leaving them to shoulder the costs of cleaning up an encampment.
For these reasons, the City of Denton requests the Legislature allow a grace period prior to
enforcement of a camp or other similarly flexible measure so that local governments, like
Denton, may continue to use effective practices to guide those experiencing homelessness to
permanent housing. We would welcome the opportunity to work with the bill authors toward
this goal. Thank you for your leadership and for taking into consideration the City of Denton's
input.

Dear Chairman Bettencourt,
The purpose of this letter is to inform you of the City of Denton's opposition to Senate Bill 10
by Senator Bettencourt. The bill significantly alters the relationship between Texas cities and
state government. Under this bill, cities would lose the ability to hire individuals or firms to
represent their legislative interests, proactively communicate directly with legislators and
legislative staff, or advise the City on legislation and the legislative process. Essentially, this bill
prohibits the hiring of persons required to register as lobbyists and severely reduces a city's
ability to engage in the legislative process.
With the current volume of city-related bills being considered, it takes an extraordinary amount
of time for a legislator to be informed and vote on all those bills. It is even more difficult for
mayors and city council members, who may not have the legislative expertise or time to
adequately research proposed changes of state statutes,to evaluate the potential impacts on
municipal operations. Council and senior staff members cannot quickly and frequently
travel to Austin to directly advocate for our constituents on the high volume of city-related
bills. Cities rely on the knowledge and expertise of legislative consultants to not only help
understand the impacts of bills, but also to help inform legislators which bills have potential
adverse impacts on city operations and collaborate with the members to productively resolve
issues with proposed legislation.
One further concern is the extra expense cities would incur with this bill's passage. Cities
would be forced to hire additional full-time staff to spend the necessary time to provide full
analyses of and coordinate action on proposed legislation. Hiring an experienced advocate who is
physically present in Austin brings an added level of efficiency to the process of dropping
support and opposition cards, providing testimony, and directly engaging with legislative staff
and members. Costs for travel, lodging, and full compensation with benefits must be considered
if cities can no longer contract with legislative advocates. The money saved by contracting with
legislative advocates is far more beneficial to taxpayers.
Another issue is the frequency and regularity which private industry uses lobbyists to
influence legislation that affects cities. As an elected official I know the importance of being
fully informed on the issues I am considering. Legislators work hard to represent the interests of

constituents who live in their districts. To assist them in that job, they need information from
multiple sources and they need to hear every side of the issue, including hearing from cities.
When an industry lobbyist assures a legislator a particular bill will not adversely affect his or her
constituents, the lawmaker needs a team that can quickly gather the facts, research the law, and
respond from the cities perspective. Cities need advocates who can provide this service and help
ensure lawmakers clearly understand the impacts of the bills they are considering.
For these reasons, the City of Denton opposes SB 10. Thank you for your leadership and for

BACKGROUND:
The Denco Area 9-1-1 District seeks nominations of individuals to serve on the Denco Board of Managers.
DISCUSSION:
The City has received a request(attached) from Greg Ballentine, Executive Director for Denco Area 9-1-
1 District, for nominations of individuals to serve on the Denco Board of Managers. The Denco Area 9-
1-1 District was created in 1987, and is governed by a board of managers appointed by the County,
participating cities, and the Denton County Fire Chief s Association. Board members serve staggered
two-year terms and are eligible for reappointment.
Each year,the term of one of the two members appointed by participating municipalities expires. This
year,the term of Ms. Sue Tejml, expires September 30,2021. Members are eligible for consecutive
terms. Ms. Tejml has expressed her desire to serve another term.
Nominations must reach Denco on or before May 31,2021. If you have a nominee for consideration by
City Council,please contact Public Safety Communications Division Manager, Suzanne Kaletta and it
will be considered at the May 18th Council Meeting.
On June 1,2021,Denco staff will send the slate of nominees to each city for consideration,requesting the
City to vote for one of the nominees. Written notice of the council's selection must reach the Denco Area
9-1-1 District by 5:00 pm on July 30,2021. Requests for votes from Council will occur at a July, 2021

On February 11, 2020, the City Council approved Ordinance 20-169 outlining requirements for

The COVID pandemic significantly impacted special events and programs that would typically

Note: Mayor Gerard Hudspeth, Mayor Pro Tem Jesse Davis and Council Members Birdia Johnson, Connie
Baker, John Ryan, Deb Armintor and Paul Meltzer will be participating in the work session, closed meeting
and meeting via video/teleconference.
REGISTRATION GUIDELINES FOR ADDRESSING THE CITY COUNCIL
Due to COVID-19 precautions, members of the public will not be able to attend the April 27, 2021 City
Council meeting in-person. To accommodate and receive input on agenda items, citizens will be able to
participate in one of the following ways (NOTE: Other than public hearings, citizens are only able to
comment one time per agenda item; citizens cannot use both methods to comment on a single agenda item.
Public comments are not held for work session reports.):
• Virtual White Card — On April 23, the agenda was posted online at
www.cityofdenton.com/publicmeetings. Once the agenda is posted, a link to the Virtual White Card, an
online form, will be made available under the main heading on the webpage. Within this form, citizens may
indicate support or opposition and submit a brief comment about a specific agenda item. Comments may
be submitted up until the start of the meeting, at which time, the Virtual White Card form will be closed.
Similar to when a citizen submits a white card to indicate their position on the item, these comment forms
will be sent directly to City Council members and recorded by the City Secretary.
City Council Members review comments received in advance of the meeting and take that public input into
consideration prior to voting on an agenda item. The Mayor will announce the number of Comment Cards
submitted in support or opposition to an item during the public comment period. Comments will not be
read during the meeting. The City Secretary will reflect the number of comments submitted in
favor/opposition to an item, the registrant's name, address, and (summary of) comments within the Minutes
of the Meeting, as applicable.
OR
• By phone — Citizens wishing to speak over the phone during this Council meeting, may call (940)
349-7800 beginning 30 minutes prior to the meeting start time. Comments by phone will be accepted until
the item is opened for discussion by the Council. When the call is initially received, a staff member will
receive the caller's information and either: 1) offer to call the citizen back when it is time for them to speak,
or 2) record the caller's information, support or opposition, and comment. If the caller chooses to record
their support or opposition, rather than speaking during the meeting, the Mayor will announce the number
of comments submitted in support or opposition to the item. If the caller wishes to receive a call back, the
voice of each caller will be broadcast into the meeting during the public commenting time of their desired
agenda item. Individuals will be able to comment once per agenda item,no matter the method.

After determining that a quorum is present, the City Council of the City of Denton, Texas will convene in a

Closure for the Denton Police Department Facility and City Hall East renovations.
C. ID 21-501 Consider approval of a resolution of the City of Denton stating no objection to the JES
Dev Co, Inc. 4% housing tax credit application to Texas Department of Housing and
Community Affairs for proposed new construction of Pebblebrook Parkside Apartments
in Denton,Texas to provide affordable rental housing and providing an effective date.
D. ID 21-683 Consider approval of a resolution appointing Pritam Deshmukh as the City's
representative to serve as a member of the Board of Directors of the Upper Trinity
Regional Water District; and,providing an effective date.
E. ID 21-746 Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal
corporation, authorizing the approval of a second amendment to a Professional Services
Agreement between the City of Denton and James R. Kirkpatrick, Architect, Inc. dba
Kirkpatrick Architecture Studio, amending the contract approved by City Council on
October 6, 2020, in the not-to-exceed amount of $116,955.00; amended by Amendment
1 approved by Purchasing; said second amendment to provide additional engineering and

construction services for 909 North Loop 288 for Community Services; providing for the
expenditure of funds therefor; and providing an effective date (File 7453 - providing for
an additional second amendment expenditure amount not-to-exceed $404,150.00, with

F. ID 21-748 Consider adoption of an ordinance of the City Of Denton, a Texas Home-rule municipal
corporation, authorizing the City Manager, or their designee, to execute a contract with
Daikin Applied Americas, Inc dba Daikin Applied, through the Buy Board Cooperative
Purchasing Network Contract #631-20, for the repair, inspection, and maintenance of
Daikin heating, ventilation, and air conditioning systems for City buildings for the Facilities
Management Department; providing for the expenditure of funds therefor; and providing
an effective date (File 7550- awarded to Daikin Applied Americas, Inc dba Daikin
Applied, for one (1) year, with the option for two (2) additional one (1) year extensions,
in the total three(3)year not-to-exceed amount of $200,000.00).
G. ID 21-749 Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal
corporation, authorizing the City Manager, or their designee, to execute a contract with
SEMA Construction, Inc., for the construction of the Mistywood, Craig, Freedom, and
Chebi Street Reconstruction Project for the City of Denton; providing for the expenditure
of funds therefor; and providing an effective date (CSP 7600- awarded to SEMA
Construction,Inc.,in the not-to-exceed amount of$1,886,473.58).
H. ID 21-751 Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal
corporation, authorizing the City Manager, or their designee, to execute a contract with
SEMA Construction, Inc., for the construction of the Lido, Olympia, Fox Hollow, and
Timberidge Street Reconstruction Project for the City of Denton; providing for the
expenditure of funds therefor; and providing an effective date (CSP 7601 - awarded to
SEMA Construction,Inc.,in the not-to-exceed amount of$1,625,659.61).
I. ID 21-752 Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal
corporation, rejecting any and all competitive proposals under RFP 7603 for
Photography Services for the Denton Parks & Recreation Department; and providing an
effective date(RFP 7603).
J. ID 21-753 Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal
corporation, authorizing the City Manager, or their designee, to execute a contract with
Weatherproofing Services, LLC, for roofing, gutter, and downspout installation,
maintenance and repair services on all City buildings; providing for the expenditure of
funds therefor; and providing an effective date (RFP 7606 - awarded to Weatherproofing
Services, LLC, for three (3) years, with the option for two (2) additional one (1) year
extensions,in the total five(5)year not-to-exceed amount of$1,500,000.00).

A. ID 21-758 Consider adoption of an ordinance of the City of Denton, a Texas home-rule municipal
corporation, authorizing the City Manager, or their designee, to execute a contract with
Curtco, Inc., for Crack Sealing Services for the Street Department; providing for the
expenditure of funds therefor; and providing an effective date (RFP 7572- awarded to
