July 22 DCTA Service Delivery Model Vote — On Thursday, July 22 the Denton County Transportation Authority (DCTA) Board of Directors approved several revisions to its service delivery model. Materials from the July 22 meeting can be found on DCTA's website here. The bullets below summarize the action taken by DCTA (the attached presentation further describes the items approved by the DCTA Board of Directors on July 22): • GoZone Phase I Base Service and Add-Ons—Scheduled to begin on September 7, 2021. Phase I Base Service for GoZone includes: o Monday-Thursday: 5:00 a.m. — 10:00 p.m. o Friday: 5:00 a.m. — 11:00 p.m. o Saturday: 8:00 a.m. — 11:00 p.m. o Sunday and Holiday Service - DCTA does not currently operate on Sundays or Holidays ■ 8:00 a.m. —6:00 p.m. ■ Assumes 10 holidays per year o Sunday A-Train Replacement: ■ 8:00 a.m. - 6:00 p.m. ■ Currently the A-train does not run on Sundays. This service will allow customers to take a GoZone vehicle between the Denton and Highland Village/Lewisville zones, and the Trinity Mills station to connect to Dallas Area Rapid Transit's (DART) Green line, which does run on Sundays. o Extension of Denton service area to include the Denia Neighborhood • Denton Connect Routes 1, 2, 4, and 6 (at existing frequency)—Approved to operate concurrently with GoZone from September 7, 2021 —December 6, 2021 • Denton Connect Routes 3 and 7 (at existing frequency)—approved to operate concurrently with GoZone from September 7, 2021 —March 6, 2022 • Brand Ambassador Support—approved six weeks of on-board staff coverage for all fixed route vehicles and for the entire duration of the day to assist with passenger transition and necessary travel training o Dates for Brand Ambassador Support are September 7—October 18, 2021 On July 20, the Denton City Council adopted the attached resolution regarding the proposed service delivery model revisions that the DCTA Board of Directors approved on July 22. Below is a summary of the key elements of the resolution and their alignment to the items approved by the DCTA Board of Directors on July 22: • Provide on-demand service and service for all existing fixed routes concurrently for six months from the implementation of on-demand service to allow DCTA time to gather data and optimize the delivery model based on ridership patterns o The DCTA Board of Directors approved concurrent service for six months on routes 3 and 7 in Denton(through March 6, 2022) o Routes 1, 2, 4, and 6 will operate concurrently for three months (through December 6, 2021) 2 • Evaluate the feasibility of eliminating fares, taking into account the cost savings associated with eliminating fare collection and the impact on ridership o The attached promotional fare schedule was adopted. The promotional fares are currently planned to be in effect for the first three months of service, DCTA will evaluate fare options during the initial GoZone roll- out. • Identify an option to maintain union representation,pay, and benefits for current drivers o DCTA staff informed the Board of Directors on July 22 that they are having trouble filling open bus operator positions, so there is likely to be minimal reduction in force as a result of the GoZone transition. o DCTA is planning a job fair prior to any necessary staff reductions and will invite both Trinity Metro and DART, who are both hiring operators, to help transition impacted operators. • In order to improve efficiency of fixed routes, consider use of smaller vehicles o This has been piloted on routes in Lewisville and is reported to have not increased efficiency. DCTA staff are currently preparing additional promotional materials associated with the revisions to its service delivery model. Residential Cart Tagging ProgramUpdate — The Solid Waste and Recycling Department (SWR) entered the third week of Solid Waste Interns participating in the cart tagging program. Over the past week, staff visited 818 homes and left a contamination tag on 188 (23%) homes. Some of the top contaminated items are plastic bags/film, bagged recyclables, air filters, clothing, and styrofoam. Staff continues to educate on-site with the residents and over the phone as they call in with questions. The most commonly unknown contaminant is plastic film, and although film is recyclable, it is not a programmatic material in our SWR program. Increased outreach will take place to ensure all residents are aware. Staff contact: Brandi Neal, Solid Waste and Recycling C. Kings Way Community Meeting —As a follow up to public hearing item 6c (PD21- 0001 Kings Way) being withdrawn from consideration at the July 20 City Council meeting, the Developer will set up a follow-up community meeting in the coming weeks. City Staff will not coordinate or host this meeting. City staff will attend the meeting only to answer questions regarding the City's adopted codes, zoning, the public hearing process, etc. and will not present any information related to the proposed development plans. The date and time of the meeting have not yet been determined, but staff intends to post and notice the meeting in such a way that any interested Council Members can attend and observe in compliance with the Texas Open Meetings Act. In lieu of passing along anyone's direct contact information, staff will notify any citizen who provides their contact information of the meeting details as soon as they become available. Staff contact: Julie Wyatt, Development Services D. McKenna Park Improvements — The construction at McKenna Park Phase 1 renovations is complete. This renovation consists of a new 10-foot-wide, .6-mile loop trail that traverses the park's elevation and is accessible to all patrons. The multi-use 3 concrete trail will withstand erosion due to elevation changes within the area, unlike decomposed granite trails that shift during heavy storms. The new parking lot is adjacent to the new playground that Parks and Recreation completed in December 2020. This pervious pavement lot is the first of its kind in the park system and is a pilot project for future parking designs (see below pictures). Pervious concrete pavement is a unique and effective means of addressing critical environmental issues, supporting green, promoting sustainable growth, and allowing water to drain quickly. Soil leftover from the Bonnie Brae street improvement project was graded and integrated into a play area.The western side of the loop trail will also serve as a portion of the Bonnie Brae Trail. When the entire Bonnie Brae Street reconstruction is complete, it will include a trail that will begin at Vintage and carry north to US 77. The next phase of development for McKenna Park includes new trees, benches, and pavilions. Staff contact: Gary Packan, Parks and Recreation E. North Lakes Disc Golf Grand Opening—On Saturday, August 7, from 9 to 11 a.m. at the North Lakes Disc Golf Course, 2201 N Bonnie Brae St.,the community is invited to the Grand Opening of the second Disc Golf course. This course was created and sponsored through the hard work of the 940 Disc Golf members and community volunteers in partnership with the Denton Parks Foundation. DCPH Update to Commissioner's Court — On Tuesday, July 20, Denton County Public Health presented their standing COVID update to the Denton County Commissioner's Court (begins shortly after 45 minute mark and is a 15-minute presentation). The following are some notes from the video for convenience only; the video should be watched for the full context, charts, and interpretation. Stats can be viewed at DentonCountygov/COVIDstats. • Hospital Capacity—Number of occupied beds by COVID-19 inpatients are ticking up just a little bit, but nowhere near the peak of COVID. CDC currently says that hospitalizations are really the hospitalizations of the unvaccinated; and do believe that is the case in Denton County. • Cases— Saw a drastic reduction of the number of cases through spring as vaccines deployed,but the number of active cases is increasing (see chart with cases date of symptom onset). Variants are starting to take hold in the 4 unvaccinated, which is becoming more and more apparent as COVID 19 progresses and the evolution of the virus progresses. • Variants - CDC has a variant tracker available; believe every circulating virus right now is a variant of some sort (not the original virus). Two majority variants are delta and alpha. However, even a more contagious variant doesn't have the opportunity to take hold like it use to, but should be concentrating on the unvaccinated. • Vaccines - Pfizer and Moderna working on getting certified for a younger age group from FDA and CDC (from ages 5-11); hoping it gets certified quickly with upcoming school year. • Questions? o Is a booster necessary? 3 options under research nationally: 1) continue current CDC or FDA guidance (booster is not necessary), 2)provide a 3rd dose as a"booster", or 3) change the formula of vaccine itself. A lot of debate and research going nationally. Both Pfizer and Moderna are formulating a new vaccine based upon circulating variants—whether or not that will be necessary, or whether or not that will be approved, is still to be determined. o Where are vaccinations available?Now also available at DCPH offices (in Denton and Lewisville), register online or by call center for an appointment slot. Vaccine is available in so many places (e.g. national chain pharmacies, doctor's offices including pediatric offices). (City staff note: CDC tools are helpful to find locations & resources available -Search vaccines.gov, text your ZIP code to 438829, or call 1-800-232- 0233 to find locations near you in the U.S. —available in many languages). o Percentage of Denton County that is vaccinated?At least one dose is 61.8%; fully vaccinated is 55.09%; the county is a little above the state- wide percentage. McKinney Street and Janine Street Pedestrian Traffic—On July 20, Council Member Davis requested evaluation of a potential traffic signal or a controlled pedestrian crossing at McKinney Street and Janine Street. Traffic Engineering staff reviewed the location and are currently determining potential solutions. Since previous analysis was conducted, a new retail development was built in this location and may have increased pedestrian traffic at this intersection. This intersection will be evaluated, and the survey results will be available in 5-6 weeks. Staff will develop a plan once the results are available and will provide details in a future Friday Report. Staff contact: Chandrakanth Muruganandham, Engineering B. Hercules Dr. Construction— On July 14, a resident contacted Council Member Beck regarding damage to his property on Huntington Drive resulting from construction work associated with the West Hercules Reconstruction Project. The West Hercules Reconstruction Project involves the reconstruction and widening of West Hercules Lane from Stuart Road to Sherman Drive. The phase of the project that intersects Huntington Drive began in April 2021. The West Hercules Reconstruction Project is currently scheduled for completion in August 2021,weather dependent. The assigned 5 Project Manager had multiple conversations with the resident,including recent contact on July 21, 2021, addressing their sprinkler damage and sod replacement concerns. The contractor for the West Hercules Reconstruction Project committed to addressing both the sprinkler and sod concerns within two weeks. The assigned Project Manager will remain in contact with the resident until their concerns are resolved. Staff contact: Dusty Draper, Capital Projects C. Southeast Denton Street Reconstruction Updates — During the July 21 Mobility Committee Meeting, Council Member Byrd requested information on when roadway reconstruction would begin in the Southeast Denton Neighborhood. The Southeast Denton Neighborhood currently contains 73 street segments planned for reconstruction as part of the 2019 Street Reconstruction Bond. Along with the full reconstruction of the identified street segments, the project also includes the replacement of aging utility infrastructure, enhanced sidewalk connectivity, and various street lighting upgrades. In Quarter 3 of 2020, the City initiated preliminary design services for improvements to the Southeast Denton Neighborhood in partnership with Freese and Nichols, Inc. as part of the overall program management efforts to plan and construct the street segments included in the 2019 Street Reconstruction Bond. To ensure construction was well coordinated and to initiate work as quickly as possible, City staff and a team from Freese and Nichols, Inc. developed a phased approach to complete all planned segments in Southeast Denton. The first phase consists of 22 segments, a complete list of all currently planned segments in Southeast Denton is attached. The Capital Projects/Engineering Department anticipates the construction contract for phase one will be advertised for the selection of a contractor by December 2021, with construction estimated to begin by Q2 of the calendar year 2022. Staff is also coordinating with Freese and Nichols, Inc. to develop plans and project sequencing to design and construct the second phase of the Southeast Denton Neighborhood Reconstruction Project, which comprises 51 street segments. In order to improve project scheduling, enhance communication and coordination with residents, and ensure predictability from a project budget perspective, staff plans to deliver the second phase of the Southeast Denton street segments using the Construction Manager at Risk methodology. Using the Construction Manager at Risk delivery method, the construction manager and design team will be selected at the same time, so the construction manager will have an opportunity to provide input on the constructability and sequencing of the design. The Construction Manager at Risk solicitation was advertised June 4 through July 8, 2021, and staff is currently reviewing responses received. The project schedule for the second phase of street reconstruction in the Southeast Denton Neighborhood is currently being refined, with the goal to initiate project construction by the end of calendar year 2022. Staff will provide updates on both phases of street reconstruction in Southeast Denton through the Improving Denton website, upcoming community meetings, and with resident mailers and door hangers. Maid Marian Place Sidewalk Inquiry—On Monday,July 12, Mayor Pro Tern Meltzer forwarded a staff inquiry regarding plans to install sidewalks on Maid Marian Place. The resident was concerned about reported plans to install a sidewalk on their street. Staff from Capital Projects/Engineering and Streets reviewed the sidewalk work plan and maintenance work plans and confirmed there are no currently programmed or 6 planned projects to install sidewalks on Maid Marian Place. A RESOLUTION BY THE CITY OF DENTON OUTLINING CONCERNS AND PROPOSED REVISIONS TO THE DENTON COUNTY TRANSPORTATION AUTHORITY'S (DCTA) PROPOSED SERVICE DELIVERY MODEL TO INCLUDE ON-DEMAND ZONE SERVICE AND THE POTENTIAL REMOVAL OF EXISTING FIXED ROUTE BUS SERVICE THAT WILL SIGNIFICANTLY IMPACT TRANSIT SERVICES IN THE DENTON COMMUNITY; AND PROVIDING AN EFFECTIVE DATE. WHEREAS,the Denton County Transportation Authority(DCTA)is a coordinated county transportation authority created by House Bill 3323, under Chapter 460 of the Texas Transportation Code; and WHEREAS,the DCTA Board of Directors is governed by a five-member board appointed by respective entities from Denton County and member cities of Denton, Highland Village, and Lewisville; and WHEREAS, DCTA is currently considering a proposed service delivery model to include on-demand rideshare service that would potentially replace existing fixed route and on-demand zone services; and WHEREAS,as a member City that provides a dedicated sales tax revenue stream to DCTA, the Denton City Council is requesting certain revisions to the proposed service delivery model; and WHEREAS, a robust public transit service is essential to meeting Denton's economic development, mobility, sustainability, and accessibility goals; and WHEREAS, the DCTA Board of Directors is currently scheduled to consider revisions to its service delivery model at their July 22, 2021, meeting; and WHEREAS, the City Council finds it in the public interest to recommend that the DCTA Board of Directors consider certain revisions to their proposed service delivery model to ensure the needs of transit riders in the Denton community are addressed;NOW, THEREFORE, THE COUNCIL OF THE CITY OF DENTON HEREBY RESOLVES: SECTION 1. The findings and recitation contained in the preamble of this Resolution are incorporated herein by reference. SECTION 2. The City of Denton confirms by resolution concerns and suggested enhancements to DCTA's proposed service delivery model, including, but not limited to, the following specific items: (i) provide on-demand service and service for all existing fixed routes concurrently for six months from the implementation of on-demand service to allow DCTA time to gather data and optimize the delivery model based on ridership patterns; 28 (ii) evaluate the feasibility of eliminating fares, taking into account the cost savings associated with eliminating fare collection and the impact on ridership; (iii) identify an option to maintain union representation, pay, and benefits for current drivers; and (iv) in order to improve efficiency of fixed routes, consider use of smaller vehicles. SECTION 3. This Resolution shall become effective immediately upon its passage and approval.
