II. General Information & Status Update
A. No Utility Service Interruptions Through January 3, 2022 - Per City ordinance, no
customer shall receive a service interruption from December 20, 2021, through
January 2, 2022. Service interruptions will resume the week following the New
Year's holiday. Over the holidays, Customer Service will be available by telephone
and in-person during normal business hours to assist customers with exception of the
City-observed holidays on Dec.23,24,and 31. Staff contact: Christa Foster,Customer

B. 2021 W2 Information—Per IRS guidelines, 2021 W2 information will be available by
January 31, 2022. The City of Denton 2021 W2 electronic information will be
available via Ceridian website access and a paper copy will be mailed (unless you

C. APPA Nomination & Selection - On October 26, 2021, the City Council approved a
resolution in which Mayor Hudspeth and Council Member Brian Beck were
nominated to the Policy Makers Council (PMC) of the American Public Power
Association (APPA). On December 15, the City was notified that Mayor Hudspeth
was the only nominee selected to serve on the PMC. Mayor Hudspeth will serve a 3-
year term that expires December 2024 conditioned on his City Council
status. Attached is the notification letter from the APPA. Staff contact: Tony Puente,

D. Planned Billing System Maintenance—The City's utility billing system,NorthStar, is
scheduled for maintenance, beginning at 3:00 p.m. Friday, Dec. 17 and ending by
Sunday, Dec. 19. During this time, customers will be unable to make online or kiosk
payments as the billing system will not be available. Messaging is available to
customers in the online bill pay portal, at the kiosk and additional notification will be
provided via social media and at wwwcityofdenton.com/paymybill. This will not
affect any scheduled payments as those are not processed over the weekend. Staff

E. DCAD Board of Directors for 2022-2023 — On Thursday, Dec. 16, City staff were
notified by the Denton County Appraisal District of the election results for the 2022-
2023 DCAD Board of Directors. The board members are David Terre, Charles
Stafford, Ann Pomykal,Alex Buck, and Roy Atwood. The tally of votes cast by each
taxing entity is attached. Staff contact: Cassey Ogden, Finance
F. Remote Meeting Video Production Update- As a follow-up to the public meeting and
recording discussion with Council on Dec. 7, staff completed the installation of audio
and video equipment in the Development Service Center for the streaming and
recording of public meetings from that location. The meetings will be produced
remotely by the City's partner, Swagit Productions. This space will accommodate
larger board and commission meetings with as many as 25 seats available. Staff

G. North-South Water Phase 3 —Bonnie Brae Street shut down to Through Traffic—On
Monday, Dec. 20, Mountain Cascade, a Contractor for the City of Denton, will begin
the crossing of a 42-inch Water Transmission Main from the west side of Bonnie Brae
Street to the east side, requiring a full closure at the open-cut crossing location. This
work is anticipated to be complete by the close of business on Wednesday, Dec. 22;
therefore, during this time Bonnie Brae Street will be closed to through traffic from
the Scripture roundabout to Oak Street, as pictured below. Residents and local traffic
will still be able to access the medical facilities and businesses along this route.Detour
signs will be posted accordingly in compliance with the approved Traffic Control
Plan. The closure will be posted in the Street Closure Report as well as other
communication channels. Staff has also contacted businesses and residents directly

H. Innovative Transportation Solutions(ITS)Monthly Mobility Report—During the Dec.
15 Mobility Committee meeting, Innovative Transportation Solutions (ITS) provided
the attached monthly report, giving an overview on several major regional Texas
Department of Transportation (TxDOT) projects. The report is provided to Council

III. Responses to Council Member Requests for Information
A. Update to Parkland Acquisition Acreage and Trails Completed — On Dec. 7, Mayor
Pro Tem Meltzer requested updates to the acquisition of parkland acreage, trail
mileage, lane mile constructs, and the number of potholes patched previously
provided. Below are the numbers regarding completed parkland acquisition and trails.
No changes have been made to the numbers previously provided regarding lane mile

B. Through Traffic Concerns in Southeast Denton—On November 19, Council Member
Byrd forwarded a resident's concerns regarding large trucks driving through
neighborhood streets to access businesses on Duncan Street. Staff plans to address the
situation with the "three E" method: Education, Enforcement, and Engineering. Staff
will begin by contacting business owners in the area to explain the neighborhood's
concerns, detail the optimal ingress and egress routes for large truck traffic, and
request that they contact their suppliers to relay the information. Additionally, staff is
working on a signage and striping plan to ensure these routes can be easily followed.
Plans include striping the intersection of Teasley Lane and Duncan Street to deter
vehicles from blocking the intersection and hindering left-turns during peak traffic, as
well as adding additional signage to direct large truck traffic to exit by Smith Street or
Duncan Street. Staff will work with the Denton Police Department to monitor the truck
traffic along the residential streets in this neighborhood, specifically the traffic
originating from the businesses on Duncan Street. Staff anticipates having these
measures implemented by the end of February 2022, weather permitting.
Additionally, the resident requested the City provide "Children at Play" signs for the
neighborhood in question. Children at Play signs are not consistent with signage
recommended by the Manual on Uniform Traffic Control Devices, or MUTCD, and
cannot be enforced by the Police Department. Staff believes that the changes
mentioned above will decrease large truck traffic in the neighborhood and therefore
these types of signs will not be necessary; however, staff will continue to monitor the
situation and will implement additional measures if needed. Staff contact: Daniel

C. Mimosa Drive Traffic Concerns — On Dec. 13, Mayor Pro-Tem Meltzer received a
request from a resident concerned about the traffic along Mimosa Drive. Currently,
there are no sidewalks along Mimosa Drive. Staff evaluated the sidewalk workplan
pedestrian potential index (PPI) scores, which identifies a location's potential for
pedestrian trip-making, along the street, and determined that the score was relatively
low, based on the residential character of the neighborhood. Staff plans to conduct a
traffic study in January 2022 and will evaluate potential traffic calming measures
following the results of the study. Staff will provide an overview of the traffic study
results and the potential plan to address speeding in a future Friday Report. Staff

D. N I-35 Entrance/Exit Ramp onto US 380—On Dec. 15,during the Mobility Committee
meeting, Mayor Pro-Tem Meltzer requested additional information regarding the
construction schedule for the entrance ramp onto N I-35 directly south of US 380. The
Texas Department of Transportation (TxDOT) informed staff that the entrance ramp
would be opened on Dec.22.TxDOT is suspending construction for the holidays from
Dec. 23, 2021, to Jan. 3, 2022. The weekend of Jan. 7, 2022, the signal and median
work will be completed which will involve the signal being taken offline and the
intersection will be in a "stop" condition beginning Friday, Jan. 7, 2022, through
Sunday, Jan. 9, 2022. The estimated completion date is Jan. 15, 2022, weather

IV. Upcoming Community Events and Meetings
Library Virtual StoMB3ges Return for Holiday Season—The holiday season can be a
hectic time for families. The library is bringing back the weekly StoryByte program
to its Facebook page. From December 1 to January 6, staff will post a weekly video
of an on-camera reading of a library book. The virtual program gives busy families a
chance to relax, read stories, and have fun on demand. StoryBytes were created as a
virtual programming option in 2020,taking advantage of special COVID-19 publisher
permissions allowing recorded book readings online. Some publisher permissions are
still active which allows the library to re-run existing StoryBytes for the next six
weeks. A detailed schedule of StoryBytes is shown below:

your assistance in the nomination of Mayor Gerard Hudspeth for APPA's Policy Makers Council(PMC).
Mayor Hudspeth has been selected to serve as a regular member for a three-year term expiring in
December 2024.
The PMC is made up of 45 locally elected and appointed officials from public power communities across
the country. Four members are appointed to the PMC from each of the ten geographic regions recognized
by APPA; there are also five officers. Its mission is to assist APPA in advocating for federal policies that
are important to public power utilities nationwide.
Members of the PMC are expected to participate in two APPA-hosted annual events—the Legislative
Rally and the PMC Summer Meeting(held in July). The Legislative Rally will be held in person February
28 through March 2,2022,in Washington,D.C. (for additional information on the Rally,please visit
publicpower.org). The PMC will meet during the Legislative Rally on Monday, February 28, from 3:00-
5:00 p.m. The dates for the PMC Summer Meeting have not yet been determined,but additional
information will be announced in early 2022. Finally,members of the PMC are asked to participate in our
monthly 30-minute legislative briefing calls and respond to action alerts to contact their legislators as
needed.

Current Activity:
• TxDOT investigated the existing pavement structure by obtaining pavement cores and visual
inspection for pavement failures through the corridor. There is no concrete underneath
pavement. TxDOT is quantifying areas in need of full depth and will coordinate with the City
of Denton to discuss the proposed rehabilitation of the pavement on Elm/Locust/Eagle, early in
2022. After the proposed scope of work is agreed upon, the plans will be developed.
