Cleanup of Park Land Adjacent to MKOC — Parks and Recreation maintenance staff are conducting routine cleanup of litter in the park area adjacent to the Monsignor King Outreach Center(MKOC). Separate from ongoing litter cleanup, Parks is coordinating the clearing of large amounts of debris accumulated on the parkland following previous cleanup efforts. Per the HB 1925 statute, camping is prohibited in public parks, and the park area adjacent to MKOC is closed to visitors from 10 p.m. to 6 a.m. Parks will post notices in the area no later than Monday, March 21, and conduct cleanup Tuesday, March 29. GHI and HOT have increased outreach in the area to multiple days per week, and additional outreach with MHMR's Crisis Prevention staff will start next week. MKOC staff have coordinated with the Denton Basic Services Center (DBSC) to remove a cooler of water from the area. Individuals in need of water will be notified of alternative cooler locations and will be able to get water from inside MKOC during opening hours. Staff contact: Courtney Douangdara, Community Services 2 C. Habitat Connectivity Map—On March 16, staff met with Mayor Pro Tem Meltzer and Council Member Beck to discuss certain elements of the draft Comprehensive Plan Update, specifically the Preserved Land Preservation Plan and mapping of potential wildlife corridors. The draft Comprehensive Plan Update includes Action Item 127 - "Identify and map wildlife corridors throughout the City."Wildlife corridors may be defined as a strip of natural habitat connecting populations of wildlife otherwise separated by cultivated land, roads, etc. However, in urban environments, the corridor may include some manmade structures such as drainage culverts. As part of the Comprehensive Plan Action Item, staff scheduled a work session for May 17 for Council to discuss wildlife corridors in greater detail. The work session will include defining the term "wildlife corridors" and sharing what target species may be best included in the analysis. As target species are identified, evaluation will be performed on how a potential corridor will allow connectivity between habitats. There are many issues that may reduce the effectiveness of a corridor such as topography, roads and types of road crossings, outdoor lighting, vehicle traffic (i.e., noise, lights), buildings, fences, and other human impacts. Staff has included a draft map highlighting potential areas of habitat connectivity which will be included in the upcoming work session. Staff contacts: Michael Gange,Environmental Services and Sustainability and Scott McDonald, Development Services D. Historic Landmark Commission Update — During the November 16, 2021 Work Session, City Council discussed potential changes to board and commission member qualification criteria in the areas of inclusivity, voter registration, and special qualifications applicable to a set of boards/commissions. The results for the Historic Landmark Commission (HLC) were as follows: • Remove the requirement for a Certified Public Accountant professional. Removing the above qualification would leave the following qualifications in place: • Denton County Historical Commission; • The Denton County Bar Association; • An Architect; and • An owner of real property in the City. This information was provided in the November 19, 2021 Friday Report, further requesting City Council members direct questions to the City Secretary; no questions were subsequently asked. Staff determined when the 2019 Denton Development Code ordinance was passed, the ordinance repealed and replaced the 1980 ordinance which established the HLC with the above qualifications. The 2019 Denton Development Code includes the composition, operational procedures, and powers and duties of the HLC, but does not include the qualifications for members. Therefore, staff proposes to amend Chapter 2 of the Code of Ordinances by adding Article XII, Historic Landmark Commission, Sections 2-287 through 2-291 that re-establishes the qualifications for the HLC. As part of the reestablishment of the HLC, staff included the requirements of the Certified Local Government (CLG) program, of which the City of Denton is a 3 participant. The CLG program is administered by the Texas Historical Commission (THC)and serves to empower local communities to better protect historic resources by identifying local priorities, meeting recognized historic preservation standards, and providing access to financial and technical services to further the identification, evaluation, designation and protection of buildings, sites, districts, structures, and objects. As part of the CLG program, cities are required to maintain a qualified review commission, board,or committee for historic preservation of which"at least 60 percent of the commission membership shall be drawn from the preservation-related professions defined by the National Park Service. These professions include Architecture, History, Architectural History, Planning, Prehistoric and Historic Archaeology, Folklore, Cultural Anthropology, Curation, Conservation, and Landscape Architecture."The CLG program does state this requirement may be waived if the local government can provide written documentation to the THC stating that it has made a reasonable effort to fill those positions. As the HLC is a quasi-judicial board, it is imperative that qualified members of the public serve on the commission. Additionally, due to past delays in achieving quorum more recently, staff suggests that the HLC be reduced from nine (9) members to seven (7) members, lowering quorum from five (5) to four (4) commissioners. There are currently two vacant positions; therefore, it is appropriate to consider reducing the number of appointees given the vacant positions at this time. Additionally, to assist with ensuring balance with the number of appointees and term expirations, the proposed ordinance seeks to balance the commission with four(4)positions terming on even years with the remaining three (3)positions terming on odd years.Lastly, staff recommends that the current appointees in Districts 3 and 4 be held over to August 31, 2023, to balance the number of commissioners with expiring terms on an odd year, as well as retain experience on the commission. Staff contact: Cameron Robertson, Development Services E. Disc Golf Sponsorships — On May 17, 2021, the Parks, Recreation and Beautification Board supported the second sponsorship package for the new Disc Golf Course at North Lakes Park. The Denton Parks Foundation (DPF) raises funds through various mechanisms including sponsorships with private organizations,to enhance the Parks and Recreation Department's ability to update existing amenities or construct and install new park features. DPF has most recently partnered with 940 Disc Golf Association to solicit support for disc golf in Denton Parks. Last year, DPF and 940 Disc Golf Association secured 18 Hole Sponsors for Denton's second disc golf course at North Lakes Park, resulting in an investment of over $11,000. Each sponsorship was $650 and included exclusive designation as a Hole Sponsor for one of the 18-disc golf holes, logo recognition on the basket and tee sign, and recognition on the Denton Parks Foundation website and related social media platforms. Each sponsor agreed, as well, to the following conditions: • Hole Sponsorships will be for a period of 3 years and sponsors will receive the first right of refusal when sponsorships are renewed at the end of this period. • Sponsors must provide trademark logos for promotional materials and marketing use. 4 • Sponsors certify that no City employee has directly or indirectly solicited or accepted anything of value from the sponsor, in return for preferential treatment in the performance of any official act. • Sponsors will be forthcoming and advise the City of potential conflicts related to the sponsorship, especially if the sponsor has a current or forthcoming planning, permit, or procurement application with the City, or if the sponsor is involved in litigation against the City. After the successful dedication of the second disc golf course at North Lakes Park in 2021, the DPF and 940 Disc Golf Association focused their efforts on securing sponsors to help raise funds to offset the cost of updates to the original disc golf course at North Lakes Park that will include new tee markers and baskets. This sponsorship package is the same as the one that was presented to, and supported by, the Parks, Recreation and Beautification Board on May 17, 2021, with a vote of 6-0. For more details about planned updates to the original disc golf course, the status and availability of additional sponsorships, and other opportunities to provide support for the project please click here. Listed below are the Hole Sponsors for the updated original course that are currently secured and awaiting consideration by the Parks, Recreation and Beautification Board and approval by the City Council. With these sponsorships, enough funding has been attained to move forward with purchasing equipment. DPF and 940 Disc Golf Association will continue to secure additional sponsors for the remaining holes of the original course so that, ultimately, all 18 holes will have sponsors. • Lucky Lou's • The Mortgage Brewer • Jonuzi's Pizza • R. C. Irrigation LLC • Built By Silo • Texas Health Resources • Alphabot Society It should be noted that some of the proposed sponsors are businesses that sell alcohol. For this reason, and in the interest of providing general transparency and seeking guidance, the Parks and Recreation Department wanted to provide the list of sponsors generated by 940 Disc Golf Association and the DPF to the Park Board and City Council for consideration prior to moving forward with the plan. Parks and Recreation will continue to work with the DPF and the 940 Disc Golf Association unless the City Manager's Office, Parks, Recreation, and Beautification Board, or City Council direct otherwise. Staff contact: Gary Packan, Parks &Recreation F. Bowling Green Community Garden Update—Plots for the Bowling Green Community Garden were made available for purchase beginning February 7 and all 51 plots sold out by March 15. Gardeners have enjoyed using their regular and organic plots to plant annual plants (vegetables and flowers) from the opening of the Community Garden on February 7 and will be able to do so until December 9. For more information on 2023 plans for the Bowling Green Community Garden, visit www.dentonparks.com. 2023 plots will go on sale in early February 2023. Staff contact: Megan Doughty, Parks and Recreation 5 G. Great American Cleanup Update—The 34th Annual Great American Cleanup(GAC), Denton's largest and longest-running litter cleanup, will take place Saturday, March 26, 2022. Cleanups begin at 9 a.m. and are followed by a Volunteer Appreciation Party at Quakertown Park / Denton Civic Center (321 E. McKinney Street) from 11 a.m. to 1 p.m. with a free lunch, educational activity booths, a children's bounce house, and more. During the Appreciation Party, prizes will be awarded for the largest group of volunteers, most bags collected, and the oddest item found. Online registration for the 2022 GAC is now closed. However, walk-up registration will be available before the event at the Denton Civic Center. Staff contact: Autumn Natalie, Parks and Recreation H. Denton Redbud Festival Call for Vendors—The Denton Redbud Festival is Denton's official Earth Day Celebration and will take place Saturday, April 23 from 10 a.m. to 2 p.m. at the Civic Center. Keep Denton Beautiful (KDB) is hosting the event and is currently looking for vendors interested in renting booths at the Festival. It costs $125 to rent a 1Ox10 booth, and KDP is particularly interested in vendors of home and garden goods and services that relate to sustainability and conservation. In particular, KDB is seeking vendors in the following categories: education, energy, food and agriculture, gardening and landscaping, green building and remodeling, handmade local crafts, health and wellness, irrigation, water conservation, and household-related goods. Vendors can register using this link, any time before the April 1" deadline. Staff contact: Megan Doughty, Park and Recreation I. Honey Run Registration—Denton's 71h Annual Honey Run will take place on April 23 at 8 a.m. as part of Keep Denton Beautif il's Redbud Festival. Registration for the Honey Run is now open, and participants can choose between the one mile run or the 5k run. Prizes will be awarded to the fastest runner in each age group; however, race times are not officially certified. To register for this free event, please visit www.dentonparks.com. Registration closes on April 12. Staff contact: Arianna Bencid, Parks and Recreation III. Responses to Council Member Requests for Information A. Nette Schultz and Pecan Creek Safe Routes to School Project— On Wednesday, March 16, Council Member Beck forwarded a resident's concern and asked for an update to be provided for the Nette Schultz and Pecan Creek Safe Routes to School (SRTS)Project which included a request for additional coordination efforts to be taken regarding a tree located on the route. The Project Manager, Robin Davis, has been in contact with the resident via Engage Denton. A project status update, the tentative schedule, and contact information were provided to the resident. Robin will continue to stay in touch with the resident throughout the project's life cycle, and staff will evaluate the tree during the design phase of the project to determine whether or not it can remain in the current location. Staff anticipates this project to be at 60%design by the end of April 2022. Staff contacts: Robin Davis, Capital Projects/Engineering, and Trevor Crain, Capital Projects/Engineering B. Williamsburg Row, Jamestown Lane, and Maid Marion Place Construction — On March 14, the Capital Projects/Engineering Department and the Public Works - Street Department received a request from Council Member Armintor for information 6 regarding the resurfacing of Williamsburg Row, Jamestown Lane, and Maid Marion Place. Jamestown Lane and Maid Marion Place are a part of Neighborhood Rehabilitation Program, specifically the Neighborhood 4 Project, which is currently under design and is tentatively scheduled to begin construction in Q 1 of 2023. The Public Works - Streets Department is evaluating the condition of Williamsburg Row but it is not currently slated for resurfacing/reconstruction. After the evaluation is complete, staff will determine next steps based on the data collected including possible trench line or pavement resurfacing/reconstruction. Staff Contact: Trevor Crain, Capital Projects/Engineering and Daniel Kremer, Streets C. Bonnie Brae Traffic Control Plans — On March 11, Council Member Maguire asked about the Traffic Control Plan for Bonnie Brae Street around the newly constructed Denton High School in conjunction with the Bonnie Brae Phase 6 roadway project. Bonnie Brae Phase 6 is anticipated to begin construction in Q4 of 2022 dependent upon real estate acquisitions. Upon selection of a general contractor for the project, a detailed traffic control plan will be submitted for Staff review and approval in order to coordinate with the new Denton High School. The traffic control plan will follow the Texas Manual on Uniform Traffic Control Devices and the Texas Department of Transportation (TxDOT) Standards for Traffic Control. The plan will consider the added traffic of the new Denton High School. The plan will be implemented in phases and require the contractor maintain ingress and egress to properties adjacent to the project. Staff will also evaluate potential phasing of the project to limit construction as possible in the direct vicinity of the Denton High School. Staff contact: Eric Cooper, Capital Project/Engineering D. HAWK crosswalk at McKinney/Jannie Streets — On March 11, Council Member Davis requested clarification of details provided in the March 11 Friday report on a crosswalk and signal at the Jannie Street intersection, noting that a HAWK signal was the nature of this request. Staff conducted additional research in the Traffic Engineering Department's files and previous correspondence related to this request. The original request was discussed in the October 18, 2019 Friday Report, and the possibility of installing a HAWK signal was discussed in the December 13, 2019 Friday report. An Informal Staff Report (ISR) was subsequently provided on February 21, 2020 discussing safe crossing treatments of major roads, including providing HAWK signals, though no specific projects were identified in the ISR. Traffic data was recently collected in the Fall of 2021 along the McKinney Street corridor, including pedestrian counts at the intersection, in preparation for a road safety audit. Staff agrees there are additional crossing opportunities as appropriate and additional recommendations in the McKinney Street corridor, and specifically at the Jannie Street intersection due to intersection spacing, and recent development that will generate pedestrian traffic and crossing demand. This recent data will be reviewed to determine appropriate traffic controls at the intersection, and Staff will work to address through a capital project establishment to ensure that pedestrian safety at this location is addressed. Staff contacts: Brett Bourgeois and Nathan George, Capital Projects/Engineering E. Sidewalk GIS Data— On March 10, Council Member Beck inquired about obtaining crosswalk related data for residents/students who are conducting research and were 7 unable to locate the resources in the City's online maps and data sets. The City's GIS resources are managed by Technology Services Department (Tech Services). Some data is publicly visible through the City's online Interactive GIS Map, and Tech Services does share mapping data at request, typically through an Open Records Request. Tech Services is developing a self-service open data portal where published data can be accessed in the future. Based on the nature of this request to provide data for a student research project, staff from Tech Services, Streets and Capital Projects/Engineering Departments have met and assembled available data to share with the students for reference conducting their project. Staff contacts: Colson Blair, Tech Services and Nathan George, Capital Projects/Engineering F. FM 2181 and Wheeler Ridge/FM 2181 and Lighthouse Drive: Staff received correspondence from the Texas Department of Transportation (TxDOT) that the northbound side of the intersection of FM 2181 and Wheeler Ridge and the northbound side of the intersection of FM 2181 and Lighthouse Drive will be closed to through traffic from March 21 through approximately April 30 in order to demolish the existing roadway and re-construct the intersection connection to FM 2181. The contractor working for TxDOT placed message boards, advanced warning signs and barricades. Drivers of this area are advised to seek alternative routes as provided by TxDOT in the drawings shown. Routing considerations are attached. Rebecca Diviney, Capital Projects/Engineering and Travis Campbell, TxDOT IV. Upcoming Community Events and Meetings None V. Attachments A.
