Unauthorized Entry Into City Hall — On Monday, April 4, Staff became aware of signs that there was an unauthorized entry into City Hall over the previous weekend. A review of security footage confirmed a non-employee entered City Hall on Saturday, April 2, and in so doing, made entry into the Work Session Room and a handful of other spaces. Staff filed a police report and, though the issue is being investigated, at this point staff are not aware of any stolen items or any indication of forced entry. In light of this unauthorized entry, Facilities staff initiated an immediate review of City Hall security and will be enhancing security features in several areas to further ensure future unauthorized access is prevented. Should more information on the unauthorized entry become available, staff will update the Council. Staff contact: Ryan Adams, City Manager's Office B. Home Depot Development at Rayzor Ranch — On April 19, the City Council is scheduled to consider approval of an amendment to the Landscape Plan to revise planting locations in the Marketplace District. Staff have received inquiries regarding resident concerns over the availability of pedestrian and bike access to the development. The City is reviewing and communicating these concerns to the developer to better understand their interest in making changes and, if so, what those changes may look like. The existing overlay zoning district limits the city's ability to require the connections, as well as existing surrounding conditions, but staff will work with the developer to evaluate available options. If any new information is received by staff from the developer, staff will work to deliver it to the Council promptly, and ideally ahead of the consideration of the item. Council Items for Board of Ethics Discussion — During the April 5 Work Session, the City Council directed staff to discuss with the Board of Ethics two items: 1. Disclosure and recusal requirements for Boards and Commission members who receive payment from a City Official. 2. Disclosure and recusal requirements for campaign contributors — specifically with regards to political action committees. Based on this direction, staff plans to present the disclosure and recusal requirements for these instances to the Board of Ethics in May or June as part of the Board's current efforts to review the Ethics Ordinance's Conflict of Interest provisions. Recommendations for the first item are expected to come before the City Council next fiscal year. For item 2, the Board has approved a proposed amendment to the Ethics Ordinance conflict of interest definition that would impact disclosure and recusal requirements regarding campaign contributors. This proposed amendment along with several other proposals are scheduled to be brought before Council during the June 7, 2022, Work Session. During the May Board of Ethics meeting, Staff will discuss with the Board the specifics of the Work Session Request Item 2 from the April 5 meeting and make any adjustments to the June 7 packet of recommendations as directed. Area Plans — On Tuesday, April 4, City Council provided their direction and priority to begin working on the top three area plans: specifically, Southeast (SEDNA), Northeast, and Downtown. Staff will evaluate the opportunities to work on all three projects simultaneously and come back with a budget request which is approximately $600K for all three projects, and a request to add a staff person to facilitate the three projects identified. Staff will also prepare an analysis to evaluate the option of an in- house "area plan" team to perform all the projects, what that team of professionals would be comprised of, and the anticipated costs to the City versus the use of a consultant team with dedicated experts. The analysis will also include the timing considerations and the ability of the city staff versus a consultant team to achieve the projects in the most efficient manner. Greenbelt Flooding — Due to heavy rains this past week, the lower section of the Denton County Greenbelt is flooded, and all trails are closed from two (2) miles south of the FM 428 access point to the US Highway 380 access point, which is also closed. For the most up-to-date information about greenbelt closures visit Ray Roberts Lake State Park Texas Parks & Wildlife Department. A letter to request the U.S. Army Corps of Engineers perform a study of flooding in the area was approved by the City Council, on December 7, 2021; however, as of April 2022, the City has not yet received a response from the Corps regarding the request. Capital Projects Division Accomplishment Announcement - The Capital Projects/Engineering Department is happy to report that the entire Capital Project Division has now earned the Project Management Professional (PMP) certificate. The PMP certification is a globally recognized project management certification that provides a holistic, universal approach to project management. Being trained and certified as a PMP means you adhere to the best practice approach to project management and is accepted worldwide. The exam is designed to test a candidate's ability to manage a professional project, people, processes, and business priorities. This certification requires anywhere from 3 to 6 years of project management experience, a 36-hour training course, and a 180 questions test. The team members include Deputy Director Trevor Crain, Program Manager Seth Garcia, Program Manager Kyle Pedigo, Project Manager Robin Davis, Project Manager Dustin Draper, Project Manager Scott Fettig, Project Manager Tracy Beck, PE, and Project Manager Eric Cooper. This is a monumental achievement, and the Department is very proud of this team. The Capital Projects Division is eager to continue to deliver the City of Denton's Capital Improvement Projects. Great American Cleanup Wrap-Up — On March 26, Keep Denton Beautiful and Denton Parks and Recreation hosted its 34th Annual Great American Cleanup, Denton's largest and longest-running citywide litter cleanup. The Great American Cleanup is a nationwide litter cleanup effort created by Keep America Beautiful, and Denton is one of over 20,000 communities that participated this year. More than 1,000 volunteers ventured out around our community to clean up approximately 4.5 tons of litter from roadways, parks, campuses, creeks, and trails. The volunteer event concluded with an appreciation party at Quakertown Park featuring a free lunch, music, education booths, and bounce houses. Mayor Gerard Hudspeth was on site to 3 award the following groups for their efforts: Largest Group: Pecan Creek Elementary; Oddest Littered Item: Sarai Cabrera and family for a Fishbowl; and Most Bags Collected: Denia Community Church with 30 bags. Although the Great American Cleanup has passed, there are still opportunities to help keep our community clean and litter-free. Follow-up to April 5, 2022, City Council Meeting Item 3. Presentations from Members of the Public — During the Presentations from Members of the Public section of the April 5 City Council meeting, there was a pre-registered presentation from Ms. Wanda Bowman regarding homeless housing and an open-mic public comment item presented by Ms. Erica Hayes regarding Monsignor King Outreach Center (MKOC) Shelter. During the meeting, the speakers were provided with staff contact information for additional follow-up. Ms. Bowman has not yet contacted staff. Staff is prepared to perform interior inspections of the rental unit as we do in our Rental Inspection Program. Staff is also prepared to facilitate a discussion with Ms. Bowman and community housing providers regarding her concerns about the housing system for people experiencing homelessness. Regarding the complaint on the conditions at MKOC, an inspection was completed on Wednesday, April 6, 2022, by the City's Food and Health Safety Division. The health inspection of the kitchen facility found no violations of the State of Texas Food Establishment Rules, nor of the 2017 USDA Food Code. The kitchen scored 100%. A courtesy inspection of the sleeping areas and restrooms was also conducted. Sleeping areas were found to be neat, clean, and orderly. No mold or dust was noted on floors, walls, or ceiling. No corrective measures were recommended. In the restrooms, there was one men's shower drain that was backed up at the time of inspection, and MKOC staff stated it would be cleared. On the women's side, some dust around the AC vents, and mold on the ceiling of the northernmost women's shower were noted. Actions recommended included vents being vacuumed, and a cleaning solution containing bleach being used to clean the mold in the shower. Ms. Hayes did contact staff on April 6 and restated the complaints shared during City Council Meeting. City staff discussed the shelter complaints with Our Daily Bread (ODB) related to MKOC staff/volunteers and accommodation. The ability to immediately satisfy all client requests and accommodations may be limited based on the non-profit's resources and donations (e.g. providing certain clothing requests on- demand, bed); however, non-profit staff and volunteers work tirelessly to serve and meet each of the client's unique needs. Incidents, such as unsanitary conditions in restrooms, can happen in a congregate facility that serves higher populations of people with physical and mental health needs but there is no indication that these incidents are not addressed immediately as they are identified and/or reported. Staff has a scheduled meeting with ODB on April 13 and will continue the discussion. If any corrective measures are recommended staff will provide additional reporting back to City Council. Eagle Drive between Elm and Locust Repairs— On March 25, Mayor Hudspeth and on April 3, Reverend Chad Howard reached out to staff regarding the road conditions for a section of Eagle Drive located between Elm Street and Locust Street and additional paving along Elm Street. Elm Street, Locust Street, and Eagle Drive are Texas Department of Transportation (TxDOT) roadways and therefore fall under their jurisdiction for maintenance. The City constructed, as a part of the PEC-4 Phase 1 and 2 project, water, wastewater, and drainage improvements. Staff is currently working with TxDOT regarding these specific roadways and is working to reach an agreement for the repairs. Staff will continue to work towards an agreement with TxDOT to get both roadways repaired. Staff contact: Trevor Crain, Deputy Director of Capital Projects B. DCTA GoZone App Updates—On March 29, Mayor Pro-Tem Meltzer asked staff to pass along to DCTA specific questions related to whether the GoZone app includes or will include the ability to select the need for a vehicle that allows for a wheelchair or bike rack, and if not included to date, can this be included in a future app update. If this is the circumstance, can the driver go door to door? Staff sent the questions on to the Denton County Transportation Authority (DCTA). DCTA responded that the current application does allow you to select wheelchair accessible vehicle (WAV). The toggle for the option can be switched to "on" under Account Setting; see photo below. Once the setting is turned on, the service will default to "curb to curb". "Curb to Curb" is slightly different than "door to door" because the driver-partner will not walk the user directly to the doorstop but will drop the user off at the curb. Possible Nonprofit Funding Sources — On March 31, Mayor Hudspeth Forwarded an email from a local nonprofit seeking assistance in locating possible funding sources. Staff researched and provided information regarding the City's various rg ants, as well as UNT's Funding Information Network, a free resource for nonprofit organizations. Tree Removal in Bowling Green Park — On April 3, Mayor Pro Tem Meltzer and Council Member Armintor inquired about the removal of trees in Bowling Green Park. Staff confirmed that the Parks Department began the process of removing Chinese Privet to help prevent any damage to the native trees in the area. The native trees were beginning to show signs of stress from the encroachment of privet, an invasive shrub that reduces the ability of native trees and undergrowth to grow and flourish. The department works closely with Environmental Services along with following the Urban Forest Master Plan and will replace privet using a native understory seed mix. Traffic Accidents at Lakey and Morse — On April 4, Mayor Pro Tern Meltzer asked how many traffic accidents there have been at the intersection of Lakey and Morse over the last five years and whether it's a normal amount. Additionally, he inquired as to whether there are any changes planned to address the number of accidents at 5 that location. Staff provided the attached information regarding the number of traffic accidents at the intersection of Lakey and Morse. Staff contact: Frank Dixon, City Manager's Office F. Discounted Fees for Civic Center Use - On April 5, Mayor Pro Tem. Meltzer asked whether discounted fees are available for Civic Center use if it's for a non-profit doing a fundraiser? Staff researched and found The City's Facility Use Policy 500.06 outlines that Denton Civic Center hourly rental fees are waived for 501(c)(3) non-profit and civic organizations. After-hours and weekend rentals and fees associated with building attendant staff, security, and cleaning fees are not eligible to be waived without co-sponsorship approval by Council. These fees may be requested to be waived through an in-kind co-sponsorship request in addition to in-kind services such as waiving or reducing rental fees of parks and other City facilities, use of public safety staff, and recycling/solid waste resources during events. Requests are due 90 days prior to the event. Water Park Passes Donation—On April 6, Mayor Hudspeth requested staff contact a representative of "I'm Better Than That (IBTT) Track and Field" who inquired if Denton Water Works Park passes could be donated to their organization. Staff followed up with the resident and will be working with the Denton Parks Foundation to facilitate a donation. Staff contact: Nikki Sassenus, Parks and Recreation H. Resident's Issues with City pps — On April 5, Mayor Pro Tern Meltzer forwarded a request from a resident who reported he was having issues with Everbridge (Alert Denton) notifications and the use of the Engage Denton smartphone applications. After reviewing the resident's information, staff determined that the root cause of the issue was due to an incorrect ticket category being selected by the resident which caused the ticket to be routed to the wrong department. Emergency Management staff will follow up with the resident to reconfigure his Everbridge account so that he can receive his desired notifications. Report of Adoption of Lost Pet by Animal Services — On April 5, Mayor Hudspeth shared an email he received from a resident who claimed that in 2018, her dog was stolen and later found at the McNatt Animal Shelter. She also reports that, at that time, the animal was adopted out despite her attempts to report the issue to Animal Services staff. After a review of records from that time, staff found that the dog was surrendered on July 27, 2018, and subsequently adopted on August 17, 2018. There were no notes indicating that the resident ever contacted the shelter to claim ownership and there was no registered ownership with the City for this animal by the resident. The staff who worked on the collection and adoption are no longer with the City staff and are unable to verify any further details reported by the resident. Community Services Director Dani Shaw spoke with the resident and informed them that there does not appear to be any additional actions the City can take given the 6 length of time that has passed since the adoption. Rodents at South Lakes Park—On April 6, Mayor Hudspeth shared the concerns of a constituent who regularly goes to South Lakes Park and has seen rats run from the playground equipment at night. The Parks Maintenance Division does have an Integrated Pest Management Program to address the reported concern at Eureka Park. A work order has been placed and staff will follow up with the constituent. Staff contact: Drew Huffman, Parks and Recreation K. Home Flooding on Park Lane - On March 31, a resident on Park Lane contacted Mayor Hudspeth to say that the city conducted work at her home twice and on both occasions failed to turn the water off, which resulted in flooding. Staff indicate that they went out and turned the resident's meter off due to a leak in the house. Risk Management was notified and will work with the resident to assess any damages. Resident Concerns about Cemetery Space — On March 31, Mayor Hudspeth forwarded to staff a concern from a resident regarding the amount of available space in Oakwood Cemetery and that the cemetery operator was beginning to bury decedents on top of others within a single plot. Parks staff called the resident and assured him that this was not the case and that the operator only digs in locations provided by the City. As far as space availability, staff told the resident that the cemetery still has plenty of room with at least 500 gravesites available. There is currently only an average of 40 burials per year. The resident seemed pleased after his conversation and will contact staff if he has additional questions. Staff contact: Drew Huffinan, Parks and Recreation M. Error with the "Find My Council Member" Web Tool — This week, several Council members made staff aware of reports that resident addresses were not working when entered into the "Find My Council Member" web tool available at www.cityofdenton.com. Staff reviewed the addresses provided by the residents and found an error in the tool that causes it to accept the abbreviation of street names (i.e., "Ln", "Ave", and "Dr" are accepted but not "Lane", "Avenue", and "Drive") but not the fully typed out version. Staff are in the process of correcting this error in the web tool and until we can complete that correction, provide some additional instructions on the webpage so this problem can be avoided by others. Easter Egg'strava_-ag nza— This Saturday, April 9 from 9 a.m. to Noon, Denton Parks and Recreation will host its annual Easter Egg'stravaganza and Egg Hunt. The family-friendly event will feature bounce houses, food trucks, arts and crafts, face painting, balloon twisting, photos with the Easter Bunny, and over 40,000 eggs! This year's egg hunts are staggered and categorized by age groups (ages 0-10) and are scheduled at various times throughout the event. Hop on over and don't forget to bring your favorite bonnet and basket for the hunt! This FREE event is hosted at the Denton Civic Center and Quakertown Park, 321 E. Teen Twilight Egg Hunt — The Teen Twilight Egg Hunt returns to Denia Recreation Center Thursday, April 14 from 7:00 p.m. to 8:30 p.m. This is a free sunset/flashlight egg hunt geared towards tweens and teens, ages 11-16. Eggs are loaded with prizes donated from local businesses such as Beth Marie's Old- Fashioned Ice Cream, Denton Community Theatre, Mellow Mushroom, and more. This year will feature pre-hunt activities such as disc golf putting baskets from 940 Disc Golf and food offerings from Red's Yard. ANSWER: Lakey Street and Morse Streets are collector streets, which means they have a heavier traffic volume than a residential street. There have been 22,547 crashes citywide in Denton since 1/1/2017, with 7,063 (31%) of these crashes marked by officers as occurring at intersections. There is no way to confirm whether the "at intersection" flag on the crash report was selected in error. Also considering that the City of Denton encompasses approximately 100 square miles, it is difficult to draw a comparison between the number of crashes at other collector street intersections as compared to crashes occurring at the intersection of Lakey& Morse streets. As of 4/5/2022, there has not been a traffic crash at this intersection in one year.There was one crash in 2020, one crash in 2018 and two crashes in 2017. Due to the interval between crashes, it does not appear that crashes at this location are excessive. 10 April 8,2022 Report No. 2022-025 INFORMAL STAFF REPORT TO MAYOR AND CITY COUNCIL SUBJECT: Boards and Commissions Recruitment and Retention DISCUSSION: During the March 22, 2022 City Council meeting, Council Member Byrd presented a two-minute pitch regarding the recruitment and retention of board and commission members. This report outlines communication and outreach efforts to promote service on boards and commissions. The primary location to find information about serving on a board or commission is available on the City's Boards and Commissions webpage. On the page, individuals can learn about the requirements to serve on a board or commission and descriptions of the various boards and commissions including meeting frequency,membership rosters, and current vacancies.Additional resources available on the website include the Boards and Commissions Handbook and the Boards and Commissions Training Video. Public Affairs has promoted service on a board or commission during spring and summer editions of the Resident Update,which are mailed to every household in Denton.This effort is accompanied by social media posts to promote the opportunities and any applicable application deadlines. These promotions are historically scheduled for the spring and early summer, to coincide with the election and appointment cycle. Denton 360 (formerly the Denton Citizens' Academy) is another opportunity to promote Boards and Commissions applications. Denton 360 is a unique opportunity for the community to experience behind-the-scenes learning opportunities during eight interactive in-person sessions. Each session of this program gives participants an in-depth look at the City's functions, including public safety, infrastructure, community services, development, and more. During the section about Denton's government and organization, participants receive a presentation about the different serving opportunities and the process to apply. Throughout the program, board and commission opportunities are reinforced as the staff talks about which board provides input to different areas (utilities, airport, development, etc.) throughout the City that they may find interesting. The City Secretary's Office sends reminders to board/commission members whose terms are set to expire in the applicable year requesting they review their existing application and update/resubmit as applicable. This ensures existing members are afforded the opportunity to confirm they are seeking reappointment and gives an indication of the vacancies that might be expected. Communication and promotion are then tailored toward the expected vacancies. Throughout the Boards and Commissions application and appointment process, staff from Public Affairs and the City Secretary's Office coordinate efforts to quickly promote applications through social media if the quantity of applications is lagging or there is not a large enough pool of candidates to fill the vacancies.
