DME Logistics Supervisor - ES3504-600300 - ELECTRIC DISTRIBUTION City of Denton Job Description Title: DME Logistics Supervisor Position ID: ES3504 Department/Division: DME / Distribution Report to: Line Division Manager FLSA Designation: Exempt Safety Sensitive: No DOT: No Definition: Responsible for overseeing a wide variety of Denton Municipal Electric (DME) activities pertaining to Construction Projects and Operations. Tracks project through completion ensuring financial reconciliation, maintains project files including permits, estimates, material tickets, purchase orders, invoices and project prints. People management responsibilities include hiring and training, planning and assigning daily work, conducting performance appraisals, addressing performance issues, and resolving problems. Oversees all logistical operations for DME materials inventory and maintenance. Essential Functions: Oversees the financial completion and tracking of DME Operations & Maintenance (O&M) and/or all Construction Projects. Works with the City’s GIS, Engineering, and Finance departments to ensure project tracking and documentation accuracy. Supervises staff, oversees logistics operations, and implements Inventory Administration controls, policies, and procedures. Understands and ensures compliance with local, State, and Federal laws that pertains to the previously listed areas. Coordinates with the City’s Purchasing, Electric Engineering, Budget and other departments to accurately track DME assets in the Lifecycle database. Researches, monitors, and prepares reports on various departmental Operations and Construction Project needs. Schedules Bi-Weekly meetings with the following DME divisions - Distribution, Engineering, GIS, Metering, and the Logistics team to coordinate workflow processes for all needs. Develops, maintains, and administers high level electronic tracking tools for identification of materials for major projects, special projects, maintenance and contract expenditures. Ensures availability of materials necessary for projects. Expedites materials for urgent project needs in compliance with applicable procurement statutes. Maintains computerized inventory system to track procurement, distribution center storage, distribution and frequency of utilization of materials. Performs a wide range of comprehensive activities associated with the inventory software system including but not limited to; entering and issuing orders, inventory management including stock replenishment, entering receipts, set up of new items and locations, determine obsolescence of items, review minimum and maximum quantities, cycle counts and any other inventory related control and monitoring requirements. Oversees weekly visual inventory audits of materials to reconcile actual stock with the electronic stock tracking systems. Conducts inventory reconciliation quarterly with City’s Warehouse system to confirm inventory tracking. Performs standard shipping/receiving functions, verifies materials upon delivery; ensures shipping manifest balances with invoicing. Researches pricing for transactional procurement needs, accurately documenting that informal quotes are obtained, and that records are maintained in the City’s financial system to support procurement requests. Oversees negotiations with suppliers/contractors to locate materials, supplies, parts, tools, and equipment. Obtains informal quotes for materials, researches availability, quality, and accurate delivery dates. Determines best value for materials, enters requisition into City’s financial system. Assists in preparation of the department budget by preparing reports, forecasts and writing of supplemental packages for O&M, Distribution, Substation/Transmissions, and System Operations (Ops) divisions of DME. Oversees the administration of DME’s Journeyman Lineman Apprenticeship program. Schedules training, tracks On-the-Job-Training (OJT) hours, provides training materials and scheduling advancement assessments per the program’s guidelines. Coordinates all travel, registration, equipment for events, designs and orders team uniforms for DME’s Lineman Rodeo team. Coordinates and strategizes uniform purchasing, issuance, and alterations for all DME divisions. Tracks and maintains records for items in accordance with City policies and procedures. Monitors and maintains cost savings program for all divisions for the acquisition of tools for DME. Oversees the daily operations for material demands including entering, tracking, receiving, creating Purchase Orders for O&M, Distribution, Substations, and System Ops divisions. Additional Duties: Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: Bachelor’s degree in Business related field AND Five (5) years progressively responsible experience in project management Two (2) years of experience in an electric utility environment OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job Core Competencies: Extensive knowledge of project administration, inventory management practices, reporting, and key performance indicators Knowledge of local, State, and Federal guidelines and regulations for procurement of supplies and materials in a governmental environment Must have knowledge of computers and related hardware and software equipment, in the area of assignment Ability to communicate effectively and clearly, both verbally and in writing Ability to identify problems and propose solutions in a timely manner Ability to gather and analyze data, draw conclusions, and present data and other information in a clear and logical manner. Ability to handle all tasks with minimal supervision and direction. Skill in resolving customer complaints and concerns Skill in effectively reviewing work and providing technical assistance to assigned staff.
