Electric Regulatory Compl Coor - EP3106 - ELECTRIC REGULATORY & RISK City of Denton Job Description Title: Electric Regulatory Compliance Coordinator Position ID: EP3106-600005 Department/Division: Electric/Regulatory & Risk Reports to: Regulatory & Risk Division Manager FLSA Designation: Exempt Safety Sensitive: No DOT: No Definition: Responsible for coordinating the review of applicable NERC/FERC Standard Requirements, ERCOT Protocols and Operating Guidelines for Denton Municipal Electric (DME). Assists in the monitoring of DME compliance requirements and coordinates compliance program operation. Administers DME’s Physical Access Control System (PACS) including Physical Security Perimeters (PSP’s). Essential Functions: Compiles, consolidates and distributes management reports on the overall state of compliance, spot checks interdepartmental divisions for evidence of compliance, assists in the review of compliance documents and training materials, and prepares regulatory operations reports for management and submits to various regulatory bodies. Coordinates the review of compliance policies, processes, and plans, investigates practices and recordkeeping within DME divisions, and reports findings to management. Meets with department divisions to develop compliance policies and procedures. Researches state and federal standards and regulatory rules related to electric utilities. Assists in the investigation and mitigation of outstanding compliance issues. Works with the Compliance Officer, department divisions, and city staff on NERC, ERCOT or PUCT compliance issues. Monitors and updates event calendars for timely completion of compliance related events. Assists with internal and external audits of regulatory compliance matters conducted throughout DME Supports the preparation, coordination and submission of materials responsive to regulatory reporting requirements and requests for information Submits routine and non-routine regulatory reports and submits to NERC, Texas Reliability Entity, ERCOT and other applicable registered entities. Provides information and ad hoc reports for the NERC Critical Infrastructure Protection program and Security Compliance Team regarding NERC CIP standard requirements Actively participates in NERC audit preparation and implementation and provides support through post-audit activities Assists Subject Matter Experts (SME) with the collection and compiling of data and evidentiary documents to support compliance demonstration with NERC, ERCOT and PUCT regulations. Administers and maintains data records and tracking systems associated with compliance activities and tracks correspondence to regulatory agencies. Participates in investigation of the operational incidents which may lead to reportable events Acts as application administrator of the PACS (Physical Access Control System), including day to day support, troubleshooting door/gate failure. Responds to door panel, perimeter gate and WinPak system issues within DME as required. Coordinates with vendor to troubleshoot issues and schedules maintenance and upgrades as needed. Provides input to and tracking of budget for compliance related expenses in the Operations budget and Regulatory and Risk division budget. Maintains regular and punctual attendance Additional Duties: Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: Bachelor’s degree in Electrical Engineering, Information Systems Management, or related field with analytical emphasis One (1) year of previous work experience in an electric utility operation OR Associates degree in Electrical Engineering, Information Systems Management, or related field Three (3) years’ of previous work experience in an electric utility operation OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job Core Competencies: Knowledge of technical requirements for electric systems operations and planning. Ability to communicate effectively both verbally and in writing Ability to form and maintain effective relationships with co-workers and customers Ability to prioritize tasks and work efficiently to cope with many deadlines. Skilled in the use of computer applications for word processing, spreadsheets, databases, and presentations. Excellent organizational skills with the ability to apply them to activities tracking, documentation and project management Preferences: Prior experience with audit and assessments of information systems. Experience and knowledge of NERC reliability regulations and ERCOT Operating Guides and Protocols requirements. Experience with the technical drafting of internal operating control documents Experience in a municipal electric utility department or other government-related work Proficient in the operation of the following equipment: Personal computer with Windows operating system, Microsoft Office application suite, Microsoft Outlook email system and SigmaFlow compliance software.
