Responsible for providing leadership and management guidance while supporting the activities the Electric Utility Department.
Essential Job Functions:
Develops and recommends short and long-range strategic and operating plans and programs for electric utilities; initiates and/or directs studies as required to support planning efforts
Organizes the demands and workflow of the electric utility department; makes major changes in structure, methods, procedures, and workflow to reflect changes in mission, operational
demands and relationships among subordinate units, external competitors and legislative requirements
Acts on recommendations from subordinates; prepares and submits, with required documentation, the capital improvement plan and the annual budget request for the electric utility
Coordinates all operations of the electric utilities; establishes broad priorities and work sequences; allocates equipment, material, and manpower
Develops and/or approves subordinates’ recommendations regarding organizational expenditures, procedures, and guidelines; assures full distribution, understanding and integration of
adopted procedures and guidelines within the electric utility
Approves work standards governing the quality and quantity of work produced in the electric utility operating units
Reviews accomplishments of subordinate units, primarily in terms of program goals
Monitors and recommends change in the power cost and supply
Negotiates major contracts
Determines training needs for subordinate divisions; approves training assignments
Performs a full range of supervisory duties over division managers, which include recruitment, selection, training, counseling, evaluating, discipline, and termination
Approves performance standards; ensures that subordinate division managers motivate subordinates to highest level of performance; conducts subordinate managers’ annual performance appraisals
and reviews subordinate managers’ appraisals of employees
Reviews recommendations from subordinate managers; takes action to promote, demote, transfer, or reclassify subordinate personnel; assures that established personnel policies are carried
out by subordinate managers; makes salary recommendations

Minimum Qualifications/Acceptable Equivalency:
Bachelor’s Degree in Engineering or Business
Seven years of professional experience in the electric industry, which should include three years of supervisory experience
OR
Master’s Degree with three years professional experience in the electric industry

Conditions of Employment:
Must have a valid Class “C” Driver’s License prior to employment (must obtain Texas Class “C” driver’s license within 30 days of hire per state law)
Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check

Master’s Degree
Bilingual in Spanish and English
Experience in a municipal electric utility department
Ability to communicate effectively both verbally and in writing
