Definition: Responsible for providing executive management and leadership for the Energy Services and Administrative Division of Denton Municipal Electric (DME).
Essential Functions:
Promotes economic development in Denton through customer programs focused on business development
Manages the development and analysis of customer programs, initiatives, and processes related to DME’s energy efficiency programs and related services
Oversees development of DME’s retail electric rate schedules to ensure recovery cost of service and competitiveness
Promotes community development by identifying opportunities and developing targeted marketing of large companies or developers considering investment in a facility or development in
Denton
Responsible for oversight of DME’s customer and public communication’s efforts, also serving Public Information Officer, when assigned
Implements special projects as assigned by the General Manager to ensure the success of DME’s short and long-term vision
Represents DME at various community forums including City of Denton/Chamber of Commerce Economic Development Board, City of Denton Development Review Committee, City Council Committee
on the Environment, and other Committees influencing the energy vision and goals of DME
Remains abreast of electric industry changes related to areas of responsibility and manages legislative affairs for DME, as directed
Oversees the performance of various administrative tasks during severe weather and other emergency conditions
Conducts subordinate managers’ annual performance appraisals, and reviews subordinate managers’ appraisals of employees
In conjunction with the General Manager, oversees the development and periodic update of DME’s strategic plan
Creates and delivers presentations to the City Council, Public Utilities Board, and other City committees
Manages and maintains strong relationships with DME’s large customers; provides those customers with a single point of contact for the information and support they require from DME
Provides analysis regarding existing customer base with emphasis on revenue and load
Assesses key electric customer’s energy needs and requirements; develops a marketing strategy and energy solution for each customer; tailors customer presentation and communications
to support the marketing strategy
Enters into negotiations with major customers for DME services and ensures that all negotiations are conducted in an environment of mutual trust with a high level of integrity
Ensures compliance with City, corporate and business unit policies and procedures regarding contracting, purchasing and risk management; coordinates and integrates support received from
legal, engineering, finance, and other City departments
Develops electric rates that seek to meet customer’s expectations while satisfying Denton Municipal Electric’s financial and business objectives
Develops and administers the Operating Budget for the Energy Services & Administrative Division
Coaches and mentors subordinates to enhance performance and to develop leadership abilities
Maintains regular and punctual attendance

Minimum Qualifications / Acceptable Equivalency:
Bachelor’s degree in Business, Administration, or Engineering with a minimum of 10 years of progressive electric utility work experience
Ten (10) years of progressive supervisory and/or management experience

Knowledge of technical requirements for electric system operations and strategic planning

Skilled in the operation of a personal computer with a Windows operating system, Microsoft Office application suite, Microsoft Outlook email system
Excellent organizational skills with the ability to apply them for activities tracking, documentation and project management
Conditions of Employment:
Must have a valid Class “C” Driver’s License prior to employment (must obtain Texas Class “C” driver’s license within 30 days of hire per state law)
Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check
Must be able to work outside of regular business hours as required
Preferences:
Prior experience in a municipal government electric utility department
Significant background in utility customer program development, analysis, and administration
