Energy Project Dvmt Manager - ES6501 - ENERGY SERVICES ORGANIZATION City of Denton Job Description  Title: Energy Project Development Manager Position ID: ES6501 Department/Division: Electric/Power Supply Administration Reports to: Energy Services and Business Development Manager FLSA Designation: Exempt Safety Sensitive: Yes DOT: No Definition: Prepare detailed analysis in support of various power projects. Perform responsible, professional work coordinating multiple energy, engineering and architectural projects. Manages, coordinates, researches, trains and serves as team leader/supervisor of various projects. Serves as liaison with contractors, consultants, and other utility and City of Denton departments. Essential Job Functions: Manage and initiate review and/or design of energy, engineering and architectural projects. Develop, monitor, analyze, report and revise project schedules, including financial progress reporting, by obtaining input from knowledge and/or technical sources. Analyze potential purchase power opportunities and reconcile monthly purchase power agreement invoicing with information gathered from Supervisory Control and Data Acquisition (SCADA) and Energy Reliability Council of Texas (ERCOT). Develop and administer effective project controls including planning and reporting, value analysis, cost engineering, change management, risk, and delay. Remain current with overall ERCOT wholesale market, including potential future impacts resulting to Nodal Protocol Revision Requests (NPRRs) and adopt changes in industry, laws, and regulations. Establish and maintain familiarity with design, financing, and operation of natural gas pipelines, gas compressors, Combustion Turbine Generators (CTGs), Heat Recovery Steam Generators (HRSGs), Steam Turbine Generators (STGs), Selective Catalytic Reduction (SCR), wind turbines, solar farms, and chiller and boiler plants. Utilize market tools to analyze ERCOT wholesale energy market consisting of complex programs and algorithms to prepare detailed analyses, studies, and other documentation in support of planning and design for various Power Supply Administration projects, including net present value and life cycle cost analysis. Develop bid specifications, evaluation of bid proposals, contract development and management, insurance verification, and construction inspection Manage the consultant selection process and administer consultant services, including negotiating contract terms and fees, approving the consultants’ products and payment to consultants, initiating poor performance remedies, etc. Manage, monitor and review contracts and contractors to ensure compliance with contractual obligations. Develop short/long range plans for future to ongoing projects. Including estimate timelines for start-up and completion of projects. Develop, maintain, and improve design and construction project management policies and procedures. Provide technical advice and assistance to city management, field personnel, contractors, etc. Develop and evaluate plans, criteria, etc. for a variety of projects, programs, and plans. Meet with project engineers, architects and contractors to discuss designs and design changes and provide resolutions. Resolve conflicts and difficult situations. Provide leadership and/or supervision to assigned employees or project management. Manage projects as directed by the Energy Services & Business Development Manager. Additional Duties: Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: A Bachelor’s degree in Finance, Business Administration, Economics, Architecture or Engineering with 8 years of previous work experience for an electric utility, 2 years of which should be in wholesale energy supply OR A Master’s Degree in Finance, Business Administration, Economics, Architecture or Engineering with 6 years of previous work experience for an electric utility, 2 years of which should be in wholesale energy supply OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job Competencies: Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed Knowledge of wholesale fuel, electric markets and evolving industry and regulatory developments in ERCOT Knowledge of engineering and architectural design principles, practices, and procedures, estimating techniques Knowledge of project accounting, architectural and construction methods and the principles, methods and practices of project management Knowledge of laws, rules, regulations and codes associated with project assignment. Knowledge of budget policies and principles. Knowledge of contract policies and procedures. Skill in adapting, interpreting and applying guidelines and standards. Skill in establishing and maintaining positive relationships with internal and external customers. Skill in evaluating contract agreements. Skill in writing and interpreting legal descriptions of leases, real estate, easements and similar properties. Skill in negotiating with various audiences to accomplish objectives. Skill in completing projects within the required scheduling, and the ability to make prompt decisions and develop new and relative ideas for providing a quality product and quality customer service with little or no supervision. Ability to perform all facets of projects such as the coordination of demolition, inspection, security, title clearance, soil testing, site location, property management, preparation of files for Federal auditing with little or no supervision. Ability to exercise a good judgment, tact and diplomacy in all public dealings. Ability to exercise sound judgment, tact, and diplomacy in all public contacts. Ability to communicate in oral or written format to a variety of audiences. Skill in planning, organizing, and managing multiple complex projects concurrently. Skill in using available software packages and equipment, which may include the following: Personal computer with Windows operating system, Microsoft Office (applications for word processing, spreadsheets, databases, and presentation), Microsoft Project, and Microsoft Outlook email system Excellent organizational skills with the ability to apply them for activities tracking, documentation and project management. Ability to prioritize tasks and work efficiently to cope with many deadlines.
