Senior Contract and Fuel Analyst - EP65046504 City of Denton Job Description  Title: Senior Contract and Fuel Analyst Position ID: EP6504 Department/Division: Electric/Power Supply Administration Reports to: Energy Market Manager FLSA Designation: Exempt Safety Sensitive: No DOT: No Definition: Under minimal supervision, leads a variety of tasks related to; the purchase, sale and transportation of fuels used for electric power generation; the purchase, sale, and transportation of electrical energy and capacity; and associated fuel risk management activities. Essential Job Functions: Provides thought leadership to; track, forecast, and report fuel related market conditions; fuel market trends; and fuel market prices. Monitors ERCOT transmission congestion and determines impacts to DME’s energy related fuel schedules Provides thought leadership to determine and analyze electric energy usage and how this translates into, fuel consumption, fuel projections, and maintaining optimal fuel inventory levels. Plans and evaluates wholesale power and/or fuel supply and transportation alternatives Provides oversight and responsibility for all phases of a fuel and a wholesale power contract; including origination, bidding, requests for proposals, specifications, selection process, documentation, monitoring and contract compliance, resolution of contract performance, and contractual conflicts or discrepancies, transportation, and fuel price escalation contracts. Provides accounting support for invoice reconciliation Coordinates with the City's partners on fuel management and unit dispatching activities for jointly owned facilities. Provides technical expertise and participates in the ERCOT market design and development process, for fuel related issues Designs and implements fuel price escalation insurance strategies utilizing approved financial instruments. Manages a portfolio of approved financial instruments for fuel price escalation insurance. Minimizes wholesale power and fuel costs through financial risk management activities Develops and implements marketing plans for excess generation capacity and energy. Develops marketable wholesale energy products and related pricing terms Designs and executes power purchases and sales through the energy management organization. Maximizes profits through off-system sales of excess electrical capacity and energy Applies new technologies to improve processes and communications Provides thought leadership in defining the requirements for wholesale power, fuel supply and fuel management performance reporting Performs and markets energy management functions and services Additional Duties: Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: A Bachelor’s degree in Accounting, Economics, Engineering, Finance, Mathematics, or in a field related to the position with 8 years of related work experience OR A Master’s Degree in a related field or a CPA may be substituted for two (2) years of related work experience Competencies: Must possess required knowledge, skills, abilities and experience and be able to explain and demonstrate, with or without reasonable accommodations, that the essential functions of the job can be performed Knowledge of City of Denton’s and DME’s contracts processes and procedures Knowledge of wholesale fuel and electric markets and evolving industry and regulatory developments, both nationally and in Texas Knowledge of DME’s wholesale fuel and energy requirements Knowledge of the impacts of recent deregulation trends in the fuel and energy markets Knowledge of systems used to forecast, evaluate and transact business in the wholesale fuel and energy markets Knowledge of applicable processes, techniques, and methods Knowledge of Federal, State, Local laws, and ordinances governing fuel and energy markets Knowledge of supervisory and managerial techniques and principles Skill in oral and written communication Skill in handling conflict resolution Skill in using computers and related software applications Skill in data analysis and problem solving Ability to work with frequent interruptions and changes in priorities Ability to train others Ability to quickly recognize and analyze irregular events Ability to perform job functions and assignments as part of a project team Operation of the following equipment: Personal computer with Windows operating system, Microsoft Office (applications for word processing, spreadsheets, databases, and presentations), and Microsoft Outlook email system Conditions of Employment: Must have a valid Class “C” Driver’s License prior to employment (must obtain Texas Class “C” driver’s license within 30 days of hire per state law) Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check Preferences: Ability to communicate effectively both verbally and in writing Physical Requirements: Overall Strength Demands: The bold and italicized word describes the overall strength demand of the functions performed by the incumbent during a typical workday.
