Business Analyst - EP3302 - ELECTRIC ADMINISTRATION City of Denton Job Description  Title: Business Analyst Position ID: EP3302 Department/Division: Electric/Administration Reports to: Finance and Accounting Manager FLSA Designation: Exempt Safety Sensitive: No DOT: No Definition: Responsible for providing research, analysis, and reports on various DME operations; recommend solutions or suggestions as needed or requested; responsible for preparing and filing various regulatory related reports as mandated by the Public Utility Commission of Texas and other State regulatory agencies for both informational and rate making matters. Responsible for oversite and preparation of the DME comprehensive annual financial reports (CAFR) per the City of Denton financial guidelines. Essential Job Functions: Prepares information for booking the distribution line transformer standard installation costs upon delivery of the transformers Reviews all completed capital projects prior to unitization to assure that all necessary charges and materials are complete as stated on as-built drawings Prepares work papers and information necessary to record the monthly/quarterly capital interest assignment to capital projects under construction Works with DME Engineering in the unitization of completed capital construction projects Prepares monthly information necessary to transfer (close) the completed capital projects from construction work in progress to plant in service Maintains and updates the DME capital maintenance account manual used for the unitization of property for inclusion in the JDE fixed asset system Prepares reports necessary to request DME reimbursement resolutions Prepares fiscal year end reports necessary for completing the Electric CAFR Reviews reports necessary to record and report on DME’s monthly Energy Cost Adjustment (ECA) position Aids in the preparation of reporting DME information for Preliminary Official Statements for bond sales Aids in the preparation of the yearly Transmission Cost of Service Earnings Monitor Report to be filed with the Public Utility Commission of Texas Aids in the preparation of Transmission Cost of Service rate cases filed with the Public Utility Commission of Texas Aids in the development of monthly/quarterly managerial reports to help DME departmental managers better manage their areas Additional Duties: Performs other duties as assigned Minimum Qualifications/Acceptable Equivalency & Core Competencies: Bachelor’s degree in Business or Accounting Four years of progressively responsible professional experience in accounting or finance Core Competencies: Ability to communicate effectively both verbally and in writing Ability to maintain regular and punctual attendance Demonstrate a proficient level of professional skill and/or knowledge in accounting and keep current with developments and trends. Knowledge and ability to use applicable information technology and systems to meet work needs. Monitor and collect data to assess accuracy and integrity; analyze data; ensure compliance with applicable standards, rules, regulations and systems of internal control; interpret and evaluate results, prepare documentation; create financial reports and/or presentations. Use effective approaches for choosing a course of action or developing appropriate solutions and/or reaching conclusions; take action consistent with available facts, constraints, and anticipated consequences. Communicate information to individuals or groups; deliver presentations suited to the characteristics and needs of the audience.
