Electric Systems Appl Supv - ES4104 - DME TECHNOLOGY SERVICES City of Denton Job Description Title: Electric Applications Supervisor Position ID: ES4101 Department/Division: Electric/Engineering Reports to: Engineering Division Manager FLSA Designation: Exempt Safety Sensitive: No DOT: No Definition: Responsible for the leadership, direction, and management of Denton Municipal Electric’s electric and fiber spatial and technical data and the related systems for the DME organization. This includes advanced analytics of electric spatial data throughout the entire Electric Division, production of maps or other presentations expressing the results of analytical processes using systems such as ESRI ArcGIS and ArcFM. Essential Functions: Provides technology software and applications. Provides 24/7 high level support for GIS & Outage Management Systems on a rotating shift. Independently performs tier 2 troubleshooting, root-cause analysis, and incident resolution. Manages and maintains the electric and fiber geometric networks. Provides GIS, OMS, IVR training and instruction to all DME personnel. Supports and troubleshoots mapping software for Distribution and Transmission Engineering, Metering, System Operations, Construction, Maintenance, Communications, Financial, and Administration departments. Analyzes, develops, documents and co-ordinates GIS activities on all levels and across DME; designs and develops GIS system specifications to accommodate information needs of all DME departments Ensures the timely implementation of GIS-related projects Manages GIS related teams of City staff and vendors to ensure that GIS project objectives and timelines are met Supervises the GIS Technician staff, which includes hiring, training, counseling, performance improvement, evaluations, and separations Establishes a continuous performance and quality improvement effort and monitoring of GIS systems and associated services. Coaches and manages subordinates to enhance performance and to develop leadership abilities Creates and optimizes maps for internal and external applications using ArcGIS Server, ArcFM Server and ArcGIS Online Maintains and administers the Outage Management System (OMS), Integrated Voice Recognition system (IVR) and Mobile Work Force Management (MWFM) systems. Maintains other application servers as needed Stays abreast of current computer technologies, data input and manipulation, query technologies, database standards, and system networking Installs updates for resource software, which includes restructuring or altering the database records to meet dynamically changing technology and applications Recognizes and troubleshoots software and data problems to select, develop, and implement solutions and procedures Exports technical data from the electric asset/inventory product to other software packages for power system modeling and analysis, AutoCAD, and accounting support Retrieves, analyzes, and presents data and reports to support DME needs. Analyzes and improves current electric and business processes, and financial metrics for fixed asset reporting Confirms and verifies that as-built information is updated from AutoCAD project drawings Supports electric field personnel with GIS operational and construction activities Assists in development of the GIS capital budget, identifying and acquiring necessary hardware, data, or software as appropriate for the City to achieve goals in the most efficient and effective way possible Provides and co-ordinates the implementation of the mission and vision for the GIS products and services to facilitate the City's mission and vision Additional Duties: Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: A Bachelor of Science degree in Geography, Planning, Computer Science, Business Computer Systems, Management Information Systems or a related field from an accredited university. Minimum of six (6) years of experience in data management and presentation or GIS, which also included use of advanced personal computer software and applications related to geography, planning or a related field. Conditions of Employment: Must have a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 30 days of hire per state law) Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check Must be able to work outside of regular business hours as required Preferences: Bilingual in Spanish and English Experience using ESRI ArcGIS and Miner & Miner ArcFM applications Experience using Itron, Trilliant and other utility software specific applications Electric utility knowledge and experience Prior experience in a technical or intellectual work environment Experience with Linux, and Windows operating systems, servers and workstations Training or experience with the use of Oracle, SQL and Access databases Theoretical and practical application of highly specialized knowledge to analyze data Training or experience using AutoCAD Functional knowledge of applying programming languages such as C# or Python Training or direct work experience with organizational skills, and multitasking under tight timelines Demonstrated ability in written and verbal communications GISP certification or equivalent professional certification Physical Requirements: Overall Strength Demands: The italicized word describes the overall strength demand of the functions performed by the incumbent during a typical workday.
