D.E.C. Plant Operator - ET0910 - DENTON ENERGY CENTER City of Denton Job Description Title: Denton Energy Center Plant Operator Position ID: ET0910-600105 Department/Division: Electric/Denton Energy Center Reports to: Denton Energy Center Operations Supervisor FLSA Designation: Non-Exempt Safety Sensitive: Yes DOT: No Definition: Responsible for performing the safe and reliable operation of the local plant equipment as assigned by the Operations Supervisor or Control Room Operator. The Plant Operator is responsible for Operational Logs of equipment and pass down of shift status and communication to other shifts and supporting the operations readiness of the Generation Facility. Essential Functions: Operates Local Plant equipment as assigned by the Operations Supervisor and/or the Control Room Operator. Performs on the job training as required for Operators to meet their qualifications. Undergoes training for Control Room Operations and assists when required. Maintains proper communications with the Control Room Operator at all times with regards to safety, plant operations, and system status. Assists in the development of Plant Operating Procedures. Cleans Plant Equipment as assigned. Completes Local System checks of each equipment and/or system including oil checks, sample gathering, system line-up, and isolation. Reports abnormalities and/or discrepancies to the Control Room Operator for work order implementation and possible impact on operations. Performs troubleshooting and assist in problem-solving activities. Performs system/component isolation per the LOTO (Lock-out Tag-out) program and ensures compliance with all parties. Adheres and complies with the plant safety policies and procedures at all times. Represents the plant’s best interest at all times. Records daily readings, such as oil levels, pressures, flows, temperatures and other process requirements as assigned per daily routine. Performs Preventative Maintenance activities and other duties as assigned per the CMMS program. Maintains regular and punctual on-site attendance Additional Duties: Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: High School Diploma/GED or equivalent 2 years prior Power / Process plant experience in a control room environment. OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job Core Competencies: Ability to read and comprehend simple instructions, short correspondence, and memos. Knowledge in Balance of Plant systems start-up, operation, and shutdown of the plant. Thorough knowledge of equipment isolation and Lock Out Tag Out procedures. Thorough knowledge of the location, purpose and proper use of the plant safety equipment. Knowledge of reading and interpreting P&IDs, and electrical one-line, schematic, and logic diagrams. Knowledge of and ability to apply the basic principles of physics, chemistry, thermodynamics, heat transfer, fluid flow, and combustion. Knowledge of instrumentation and control concepts. Knowledge of electrical theory and how it is applied in a power plant environment. Knowledge of plant hazards and approaches to protecting both personnel and equipment. Knowledge of corporate and plant policies and regulations. Knowledge of plant environmental regulations and compliance requirements. Knowledge of Fire and Accident Prevention Techniques and methods of responding to fire and accidents in the plant. Knowledge of first aid and CPR. Knowledge of the system flow paths, operating theory, requirements, and limitations of the engine, generator, auxiliaries, and all balance of plant systems and equipment, as it pertains to his/or job duties. Knowledge of plant water treatment systems operating theory, requirements, and limitations including chemical feed equipment, demineralization system, water pretreatment equipment, and water quality control system as it applies to his/her job duties. Knowledge of action required in case of an accidental release. Knowledge of the principles of equipment lubrication as it applies to his/her job duties. Knowledge of the operation and limitations of pumps, fans, conveyors, compressors, heat transfer equipment, piping components as it applies to his/her job duties. Knowledge of equipment, system, and plant protective schemes, the sequence of operation and response to abnormal conditions. Knowledge of safe techniques for handling gases and chemicals. Ability to interpret, diagnose, and respond to plant emergencies. Knowledge of air and water quality requirements, and the associated emissions/reporting, monitoring equipment as it applies to his / her job duties. Knowledge of factors affecting plant emissions (air, water, and noise). Skilled in using technical manuals, manufacturer’s instructions, and procedures. Preferences: Experience responding to plant abnormal situations, alarms, and emergencies. Experience aligning, switching, isolating, and paralleling electrical equipment and systems. Bilingual in Spanish and English. Prior two years of experience.
