Definition: Responsible for managing all aspects of the protection systems in the Denton area under direction of the DME Engineering
Essential Functions:
Performs installation, setup, commissioning, testing and maintenance of protective relaying equipment, relaying schemes, DFR equipment, and associated communication equipment for DME
and Texas Municipal Power Agency (TMPA) projects
Performs function testing of substation control circuits for relay panels, transformers & circuit breakers
Performs annual NERC PRC005 and PRC006 testing and maintains document of compliance for Texas Reliability Entity (TRE) audits.
Assists in developing written standards for commissioning, testing and maintenance procedures for protective relaying, digital fault recorders, and remote terminal units
Commissions Remote Terminal Units (RTUs) including creates settings files for the RTU, sets up communication, and tests the digital and analog points.
Implements recommended changes in system protection studies such as the annual Relay Coordination and Loadability Study
Retrieves relay settings, event reports, and sequential event recorder (SER) data as need from substations.
Implements changes to relay settings due to changes in protection schemes, temporary changes in system configuration or other causes.
Maintains records of current relay settings for all protective system devices owned or operated by DME and TMPA on DME's network drive and hardcopies at all substations
Assists in creating and maintaining Standard Operating Procedures describing protection schemes for feeders, transformers, transmission lines, capacitor banks, etc.
Performs audits of the distribution and transmission relay settings to spot errors and create consistency
Ensures field mark prints capture all changes made during relay installation and commissioning
Assists with creation and review of system protection designs for Capital Improvement Projects (CIP)
Assists with procuring protection system components for CIP projects or maintenance needs.
Analyzes event reports to determine root cause and perform corrective actions as needed.
Maintains regular and punctual on-site attendance
Additional Duties:
Perform a variety of delegated research tasks and projects; document findings; prepare reports, graphs, and other illustrative materials as required.
Manages SF6 inventory documentation and EPA reporting when required
Performs other duties as assigned
Minimum Qualifications / Acceptable Equivalency:
Bachelor’s degree in Electrical Engineering or a closely related field
Six (6) years of field experience in commissioning relay protection systems, calibrating relays, testing and repairing substation relaying and control schemes
Six (6) years of experience with Schweitzer Engineering Laboratories relays 351S, 311L, 387, 411L, 487B, 487E, 487V, 587Z, 501, 551, 751A
Two (2) years of experience with Schweitzer Engineering Laboratories automation devices 2032, 3530, 3355, and with Subnet Substation Server software
Six (6) years of experience with Megger SMRT and Omicron CM test sets and Enoserv RTS software.
Six (6) years of experience with carrier and fiber-line and relay communication systems.
OR
Associate degree in electrical power and controls or a closely related field
Eight (8) years of field experience in commissioning relay protection systems, calibrating relays, testing and repairing substation relaying and control schemes
Eight (8) years of experience with Schweitzer Engineering Laboratories relays 351S, 311L, 387, 411L, 487B, 487E, 487V, 587Z, 501, 551, 751A
Two (2) years of experience with Schweitzer Engineering Laboratories automation devices 2032, 3530, 3355, and with Subnet Substation Server software

Extensive knowledge of NESC, NEC, and other regulatory requirements for electric service in new buildings.
Ability to apply the testing standards defined in National Electrical Testing Association (NETA)
Experience preparing clear and concise written reports and documents
Demonstrate thorough proficiency regarding protective relay, substation communication, and/or SCADA/Automation theory and application, general electrical/electronic theory and computer
hardware and software skills
Preferences:
Bilingual in Spanish and English
Five (5) years of experience is desirable in any of the following related areas: substation design (including protection & control engineering); substation construction; substation commissioning;
SCADA/Fault Data/SER/Integration-Automation equipment installation and testing
Conditions of Employment:
Must have and maintain a valid Class C Driver License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class C driver license and
state required minimum automobile liability insurance within 90 days of hire per state law)
Must pass a drug test, driver license check, criminal history background check and social security number verification
Must pass a physical examination
