II. General Information & Status Update
A. Addition of Friday Afternoon to Council Retreat — Staff recently polled members of
the City Council and Council candidates regarding their availability for the afternoon
of Friday,June 24 to accommodate additional time for the City Council retreat. While
the agenda is not yet finalized, staff anticipates this Friday afternoon session to focus
on Council member roles and effectiveness. A sufficient number of Council members
and candidates indicated their availability for a Friday session(from 2 p.m. to 5 p.m.),
therefore staff have placed it on the schedule and added it to our meeting calendar.

B. Municipal Court Staff Development Day— The Municipal Court will be closed from
11:00 a.m. to 5:00 p.m. on Friday, May 6 for staff development. The closure is
necessary to allow for all employees to actively participate and should have minimal
impact on the public. All online options will remain available for case information,
payment remittance, and submission of resolution requests. Messages advising of the
closure and online options will be placed on the phone system, court website, and at

C. DCTA Public Input Period — On April 18, 2020, the Denton County Transportation
Authority (DCTA) announced it is seeking feedback from riders, businesses, and the
community on the future of fixed-route, GoZone, and fares with the goal of improving
access to services and increase efficiency. Some of the changes being considered are:
• Updating fixed routes to maximize efficiency and ridership.
• Updating GoZone service to improve access.
• Updating fares and pricing to best meet the needs of our passengers.
The public is invited to join DCTA for one or more of its public meetings. Virtual
Town Hall Meetings are scheduled for the following days:
• Monday, April 25 at 9 a.m.
• Friday, April 29 at noon
• Thursday, May 5 at 6 p.m.
• Tuesday, May 10 at 3:30 p.m.
Online meetings can be accessed by visiting www.dctafeedback.net. An in-person
meeting will be held at 6 p.m. on Wednesday, May 11 at the Downtown Denton
Transit Center. Comments may be provided at community outreach events, online at
the DCTA feedback webpage, and by a survey. More information on this comment
period is available at www.dctafeedback.net. The public comment period wraps up on

D. Denton Collaborates in County-wide National Community Development Week
Activities — National Community Development Week was recognized April 11-15,
2022 and is designed to focus local as well as national attention on the Community
Development Block Grant (CDBG) program. Denton County CDBG entitlement
communities of Denton, Carrollton, Frisco, Lewisville, and Flower Mound
collaborated to develop a video to highlight CDBG-funded activities in their
respective cities. The video was shared with local Congressional offices, including

E. Teen Twilight Egg Hunt Recap — After a three-year hiatus, the Teen Twilight Egg
Hunt was held on Thursday, April 14. Approximately 100 people attended including
teen participants and parents. Over 2,000 eggs were loaded with candy and prizes
donated by local businesses such as Beth Marie's Old-Fashioned Ice Cream, Denton
Community Theatre,Mellow Mushroom,Horse's Axe Throwing,and more.Everyone
enjoyed the indoor and outdoor games with the portable disc golf basket from 940
Disc Golf being a favorite activity. Snack meals from Red's Yard were a big hit after
the hunt. Our basket decorating contest winner was Charlotte Perkins (11) with a

G. Quarterly Remote Council Meeting Engagement — Beginning in 2022, the City will
provide the Council with quarterly remote engagement statistics for City Council
meetings.Please see the information below regarding public viewings(live stream and
on-demand as noted) and the number of virtual participants (call-in comments and
eComment submissions)for City Council meetings during the first quarter of the 2022

calendar year. During this period, a large spike in virtual participants was observed
for Feb. 15, 2022, due to the public hearing on the Comprehensive Non-

H. Innovative Transportation Solutions (ITS) Monthly Mobility Report — During the
April 20, 2022, Mobility Committee meeting, Innovative Transportation Solutions
(ITS) gave their monthly report. An overview of the attached report was given on
several major regional Texas Department of Transportation (TxDOT) projects. The
report is attached for review. Staff contact: Rebecca Diviney, Capital

I. Warschun Turn Lane Project Completion — The Warschun Turn Lane project was
designed to correct safety concerns from residents at the intersection of FM 428 and
Warschun Road. It was determined that additional striping was needed on FM 428 and
the construction of a turn lane on Warschun Road. The project was completed in two
phases to address these concerns. Phase one was comprised of the striping of FM 428
to allow traffic to safely turn onto Warschun Road. Phase two was the addition of a
right turn lane on the east side of the intersection to address turning radius issues,
drainage concerns, and visibility issues. This project completed construction in Q1
2022 and was constructed by the City in collaboration with the Texas Department of

III. Responses to Council Member Requests for Information
A. Publicly Available Street Data — On April 6, Council Member Beck asked staff if
certain street and mobility-related data for street segments, such as local rights of way,
land widths, etc., was publicly available. This request was on behalf of a resident
performing a mobility-related analysis. City systems do maintain information on street
segment widths, length, and area; however, that information is not publicly available
though it could be requested through a Public Information Act request. Regarding
right-of-way widths, that information is not compiled by the but could be accessed
through county records. Staff contact: Scott McDonald, Development Services
B. Signal Work at Windsor/Sherman — On April 15, Council Member Beck asked staff
to describe the signal work occurring at the intersection of Sherman and Windsor
Drive. Staff communicated that the signal was taken out of service and reduced to a
four-way stop pending the construction of a new signal. A minimum of 90 days for
completion is expected, weather permitting. Citing safety concerns, Council Member
Beck also asked whether Police or crossing-guard volunteers would monitor and/or
control the intersection during peak school pickup and drop-off hours while the
maintenance takes place. If it is a crossing,guards are already there during peak times;
however,Police will further evaluate to ensure safety. Staff contact: Ethan Cox,Public

C. Yard Waste in Trash Cart—On April 15,Council Member Beck requested clarification
on behalf of a resident on whether yard waste could be placed in a trash cart and treated
as trash. Staff confirmed that yard waste,bagged or not, would be collected if placed
in the trash (green) bin and reached out to the resident to answer any additional
questions they may have. Staff contact: Brian Boerner, Solid Waste and Recycling
D. Appendices for Rayzor Ranch Overlay District—On April 18, 2022, Council Member
Beck noted to staff that the municode library referenced Appendix A with respect to

the Rayzor Ranch Overlay District regulations, but that the Appendix was not
available in municode. Staff provided Council Member Beck with the requisite
overlay district ordinance, with attachments, and additional related ordinances. Staff

E. DCTA-Related Language on Council Contact Form—On April 19, Council Member
Armintor reached out to staff to note that the DCTA-related language on the"Contact
All City Council Members" form on the City Council webpage may be confusing for
residents. During DCTA's initial feedback period prior to and during the launch of
the GoZone service, staff added language on the form requesting that any comments
relating to DCTA service should be directed to DCTA. This direction was particularly
timely as it was important that community feedback on the service was received
directly by DCTA during their open comment period. Council Member Armintor
expressed that as the City of Denton has a representative on the DCTA board,residents
might reasonably want to engage their Council members on DCTA topics. Staff
acknowledged this and, to reduce resident confusion, eliminated the DCTA-related
language. Should Council experience an increase in form submissions that should be
directed to DCTA, staff will evaluate adding back appropriate clarifying language.

F. Senior Center Class Attendance Limitations—On April 19,Mayor Hudspeth requested
staff provide information regarding attendance limits that have been placed on class
sizes at the Senior Center. After the discontinuation of the mask mandate, the Senior
Center saw an increase in the number of attendees for all programming. Specifically,
the Silver Sneakers Classic exercise class saw a large increase in participants from its
average of 20. Upon a recent inspection visit to the class, staff noticed the attendance
numbers were over the ratio allowed by Silver Sneakers, the regulating body for this
program. Per Silver Sneakers guidelines and fitness industry standards, the approved
participant ratio is 1 instructor to 30 participants. To ensure class ratios are being kept,
a first-come-first-served check-in system was implemented to allow participants into
each class each day. Preregistration would require participants to go online to reserve
a spot and could potentially allow someone to book up a number of spots for future
classes or register for classes and not actually attend them,both resulting in excluding
participants. The Silver Sneakers Classic exercise class is currently offered Tuesdays
and Thursdays at 10:30 am at the Senior Center and 11:00 am at North Lakes. Parks
is actively working on credentialing additional staff so more sessions can be offered.
Staff is also looking at rearranging other programs at the senior center to allow space
to offer additional sessions. Staff contact: Nikki Sassenus, Parks and Recreation
G. Dog Bite Complaint — On April 14, Council Member Armintor contacted staff on
behalf of a resident whose dog was seized by Animal Services following a bite
complaint. After reviewing the bite report, along with pictures, staff determined that
the case was handled appropriately and according to the Code of Ordinances. The dog
was placed in a ten-day quarantine, and if no dangerous dog complaint is filed during
the same ten days the dog will be returned to the owner. Staff contact: Dani Shaw,

H. Rooster Complaint on Gaelic Court— On April 19, Mayor Pro Tem Meltzer inquired
if there was any action staff could take to address complaints of the early morning
crowing of a rooster on Gaelic Court. The property behind Gaelic Court address is six

acres and, per our ordinance, roosters are permitted on a property of that size.
Additionally, if the noise from the crowing creates a level of disturbance and is
reported to Animal Services they will investigate;however,there is not a defined"time
of day" an animal can or cannot howl, bark, etc. The resident was encouraged to

IV. Information from the City Manager
From time to time, I would like to share with the City Council local government-
related resources that I find insightful, interesting, or timely. These may be studies,
periodicals,reports,or web resources.My intent is to make the Council aware of broad
perspectives and discussions and not to suggest any particular policy or service
change. Today, I would like to share:
A. The attached article, entitled 7 Principles of Good Governance for the Post-Pandemic
CLty is a short read on moving forward from the pandemic originally published through
the World Economic Forum. I hope you find it an enjoyable and stimulating read.

V. Upcoming Community Events and Meetings
A. Honed—Keep Denton Beautiful and Denton Parks and Recreation will host the
annual Honey Run as part of the Denton Redbud Festival beginning at 8 a.m., on
Saturday, April 23 at Quaker Town Park / Denton Civic Center (321 E. McKinney
Street). Although the run is currently at capacity (with 250 participants registered!)
and new registrations are closed,members of the public are welcome to cheer runners
on. The Honey Run consists of a 1-mile fun run as well as a longer 5k course. Prizes
will be given to the fastest runner in each age group,but course times are not officially

B. Denton Redbud Festival— Since 1994 the Denton Redbud Festival has been Denton's
official Earth Day Celebration. This year, the Festival will be held on April 23, from
10 a.m. to 2 p.m. at the Denton Civic Center, located at 321 McKinney Street. The
festival will feature a number of vendors who emphasize sustainability, as well as
educational workshops, food trucks, music, tree planting, and other exciting,

C. Asian/Pacific American Heritage Month Celebration — The Parks and Recreation
Department will host an Asian/Pacific Heritage Month Celebration on April 30
starting at 10 a.m. at the MLK Jr. Recreation Center. This year's theme highlights
"Advancing Leaders Through Collaboration" and will feature a panel led by Dr. Ling
Hwey Jeng, Professor and Director of Texas Woman's University School of Library
and Information Studies. The event will also feature various vendors, resources, and

D. South Lakes Multi-Purpose Courts Grand Opening — On May 14, from 11 a.m. to 1
p.m., the Parks and Recreation Athletics Department will host a grand opening
community event at South Lakes Park to celebrate the opening of two new, lighted
multi-purpose courts. These new courts will accommodate both tennis and pickleball
players. The grand opening event is open to residents of all ages and all skill levels!

INFORMAL STAFF REPORT
TO MAYOR AND CITY COUNCIL
SUBJECT:
Delegation of authority to Denton Municipal Electric related to any future amendments or newly
promulgated Electric Service Standards ("ESS").
EXECUTIVE SUMMARY:
DME has prepared a consent agenda item [22-889] requesting the City Council consider adoption
of an ordinance that would delegate authority to amend or update the Electric Service Standards.
This would enable a faster response to changes in the National and State electrical codes and
regulations that govern electrical utility work.
DISCUSSION:
DME's Electric Service Standards govern installation practices of the electric utility in accordance
with numerous codes but notably the National Electrical Safety Code (NESC) and the National
Electric Code (NEC). Other potential codes revisions that could require modification to the ESS.
include:
• Denton Development Code (for clearance zones, easement requirements, accessory
dwelling unit rules)
• Texas Administrative Code (highway crossing restrictions)
• ANSI C.12 "Electric Metering"
• UL 1741 "Inverters, Converters, Controllers and Interconnection System Equipment for
Use with Distributed Energy Resources"
• IEEE 1547 "Standard for Interconnection and Interoperability of Distributed Energy
Resources with Associated Electric Power System Interfaces"
• Internal DME Manuals (Line Extension Policy, Distributed Generation Manual)
Code requirements are updated frequently, often causing a need for changes to the ESS. Since the
2014 version of the ESS was approved by the City Council [2014-086],the NEC was revised twice
and the NESC was revised once. Significant revisions were made to the Denton Development
Code as well.
The latest revision to the ESS was approved by City Council on December 14, 2021 [21-2632]
during which the ESS and the Line Extension Policy were separated.
Because the standards of the ESS are driven by national, state, and local requirements, DME
desires to ensure that the ESS is current at all times as changes to these codes are intended to
protect the public and reduce risk to the Denton community. An ESS that is current at all times
will promote developer adherence to changes and reduce risk to the public and the Denton
community. DME requests that Council delegate the authority to amend the ESS to DME in order
to provide a faster and more efficient response to these regulatory changes. DME will provide
notice to the public of changes via social media and the City of Denton web pages.

CONCLUSION:
DME recommends adoption of consent agenda item[22-889] in to simplify and streamline updates
to the Electric Service Standards. DME believes that the speedy adoption of regulatory changes
will benefit customers and developers by reducing confusion and ambiguity during transitions
which in turn will reduce rework and unnecessary expenditures on incompliant work.

Public comments can be given for any item considered by the council, EXCEPT work session reports or
closed meetings. Citizens are only able to comment one time per agenda item and cannot use more than
one method to comment on a single agenda item. Comments are limited to 3 minutes per citizen. Citizens
are limited to 4 minutes per public hearing item.
Citizens are able to participate in one of the following ways:
• eComment — On April 29, 2022, the agenda was posted online at
https://tx-denton.civicplus.com/242/Public-Meetings-Agendas. Once the agenda is posted, a link to make
virtual comments using the eComment module will be made available next to the meeting listing on the
Upcoming Events Calendar. Within eComment, citizens may indicate support or opposition and submit a
brief comment about a specific agenda item. Comments may be submitted up until the start of the meeting
at which time the ability to make an eComment will be closed. Similar to when a citizen submits a white
card to indicate their position on an item, the eComments will be sent directly to members of the City
Council immediately upon entry into the module and recorded by the City Secretary.
