II. General Information & Status Update
A. Payment Kiosk Unavailable During Installation of New Unit — To allow customers
the ability to make utility payments after hours or without entering the customer
service lobby, the City provides a payment kiosk at City Hall East (601 E. Hickory
St., Suite F). On December 14, 2021, City Council approved a contract to replace the
City's utility payment kiosk services. Customer Service is pleased to introduce a new
kiosk that provides customers with clear, easy-to-follow instructions including
instructional videos for each step of the kiosk payment process. As an additional new
feature, Customers will also have the ability to sign up for text alerting through the
kiosk.
The new unit is ready for installation into the front wall outside of the Customer
Service lobby in the location of the current kiosk. Due to necessary site preparation

and construction, the existing kiosk will be decommissioned at 5 p.m., Friday, June
10. The new kiosk is anticipated to be brought online at 8 a.m., Monday, June 13.
During this time, kiosk payments will be unavailable. Customers will still have the
option to make payments through the City's online payment portal and a payment
drop box is available in our parking lot. No service interruptions are scheduled for
any date involved with the transition to minimize customer impact.

B. Kiwanis Fireworks Event and Neighborhood Outreach — Following the July 7
approval of co-sponsorship funding for in-kind services related to the Kiwanis
Fireworks show, and to address concerns raised by Council with respect to traffic and
noise, Parks, Public Affairs, Police, Fire, Streets, Traffic, Capital Projects, and
Animal Services have continued coordinated efforts to assist Kiwanis with the
execution of a safe and controlled event. Staff will continue to work on neighborhood
and public awareness efforts and a finalized traffic control and event plan and will
keep Council apprised of progress.
This week, staff began an extensive outreach campaign to the North Lakes area
neighborhoods and the larger Denton community regarding the new location. Staff
deployed the webpage, www.cityofdenton.com/fireworks, to have a simple, all-
inclusive landing page for fireworks show-related information. This page will
continually be updated to include information about parking, animal care, traffic
patterns, viewing areas, and other information related to the show as plans continue
to be developed.
Neighborhood education will include direct-mailed postcards, yard signs at North
Lakes Park, door hangers, and electronic traffic signs with information about the
website.
Information and education will continually be updated and communicated until the
event as staff from multiple departments coordinate plans and information. Staff

C. Waterline Break on N. Elm Street—On June 2, 2022, Council received a presentation
from Debi Sims, a local business owner who has experienced a number of water line
breaks in front of her place of business. During the presentation, Council Member
Watts asked if staff could explore a temporary solution that would keep the business
operational should a future outage occur. The water line running along N. Elm Street
has a long history of breaks and is in need of replacement. This waterline replacement
project is necessary,but contingent on several factors.Most prominently,a significant
drainage project is required in advance of the water and sewer line replacements.
Funding is not currently identified for the drainage project but will be discussed
during CIP budget sessions this summer. Additionally, the City continues
conversations with TXDOT on the roadway improvements and potentially turning the
road over to the City. These discussions over the coming months and through the
budget process should allow for a better timeline of each step toward the necessary

waterline improvements. In the interim, Water Utilities will continue to explore the
feasibility of alternatives that will keep the business operating during outages and will
provide an update to the Council. Staff contact: Stephen D. Gay, Water Utilities.
D. Hickory to Locust Electric Transmission Line Project— Construction on this project
started the week of 6/6/2022. During the next few months, the impact to the
neighborhood will be increased construction traffic, lane closures, bus detours, and
possibly small customer outages. This work has been communicated to and
coordinated with UNT, DCTA who run the UNT busses over the past 2 years. DME
is holding weekly construction meetings with all impacted parties to coordinate with
other City construction projects in the area, UNT projects and students, and bus
routes/stops. Construction is being performed by DME's contractor Maslonka Line
Construction Services. Maslonka has a fulltime employee on staff that will be on site
during the project to ensure public safety. Since Maslonka will be working within the
street right-of-way, concrete barriers will be placed between equipment and the
public. Also, Maslonka's safety specialist and others will continuously monitor the
work area to ensure the public are kept clear of the construction.
Electric easements were required along the entire length of the project to ensure
National Electric Safety Code clearances are meet. Through the easement
acquisitions, property owners were introduced to the project and it's impacts. DME
notified the public of this project using social media in May 2022 and prior to
construction, residents in the area will be notified in person of the impacts. If
residents are not available, DME or Maslonka will place door hangers on their doors
that provide information about the project and contact information.
Over the past 2 years,DME has coordinated with UNT to define exact pole locations,
acquire easements, and reduce the impact to the students. UNT staff will be present
at each weekly meeting to plan the next weeks work. Construction is expected to last
6-to-9-months. Below is a map of the project location, showing the route in blue and
the property owners in green and yellow.

E. Hickory GIS Substation Project— Construction on the project is expected to start on
July 7th pending permit approvals. Impacts to the area consist of increased traffic
along Bonnie Brae, Oak, and Hickory streets for construction equipment; periodic
lane closures; and permanent closure of parking along Oak and Hickory streets
adjacent to the construction site. The project site is located at 2600 W Hickory St.
Construction is expected to last approximately 2 years.

F. Junior Master Gardener Mini-Camp — Our Junior Master Gardener (JMG) Camp
returned May 3 1- June 2 in partnership with Denton County Master Gardeners

Association. This year we moved location to Shiloh Field Gardens where 13 children
ages 6-11 learned how food grows from a seed, and how to plan gardens and harvest
produce. They also toured the Denton Community Food Center at Serve Denton to
learn how gardens like Shiloh Field help feed those with food insecurity. Staff

G. Family Camp Out—On June 4, 14 families, approximately 45 people, camped out in
South Lakes Park. They participated in activities such as archery, fishing,hiking, and
sunrise yoga. The Texas Master Naturalists — Elm Fork Chapter taught participants
about North Texas Wildlife and Tejas Storytellers hosted campfire stories. Meals
were provided by McAlister's Deli and Tartan Treats Bakery & Coffee Shop. Staff

H. Farm to Table Camp — The award-winning Farm to Table Camp returns June 13-17,
located at Clear Creek Natural Heritage Center. In partnership with Texas AgriLife
Extension, Family and Consumer Science, approximately 20 children ages 6-11 will
learn how food grows and how to prepare it in a healthy way according to the My
Plate recommendations from the United States Department of Agriculture (USDA).

I. Tree Trimmingon n City Rights-of-Way— Parks Maintenance Staff will be trimming
brush and trees on several rights-of-way during the month of June. In some of these
locations,particularly on undeveloped land, overgrowth of vegetation interferes with
walkways and roadways, compromising site lines and accessibility. During this time,
no roads will need to be closed, and Parks Maintenance teams will use only
temporary, mobile traffic controls to maintain crew and public safety. Staff Contact:

J. Drone Utility Pole Inspections — Beginning June 20, 2022, Constellation, a utilities
contractor for Denton Municipal Electric (DME), will be flying drones to assess the
utility poles and wires throughout Denton. The drones will be flown at high altitudes
in the utility easements and will hover over each pole for approximately three minutes
to determine where improvements are needed.

The drones allow crews to assess the condition of utilities efficiently, and without the
need to disrupt residents by physically accessing the easements. As part of the
inspection, the drones will photograph the infrastructure to give crews on the ground
exact information about the equipment. Staff contact: Randy Key, DME
K. Preliminary Assessed Values Update — Finance staff receive weekly updates of the
preliminary assessed values from Denton Central Appraisal District. Preliminary
values are 19.8% higher than this same time last year but due to appeals continuing
to be reviewed and finalized,the certified value is expected to be lower than the initial
preliminary value shown below. Staff continues to monitor the preliminary values and
update forecasts accordingly. Staff will provide City Council updates as preliminary
values change. Certified Values are expected to be received by July 25. The certified
values will be used as the basis for the City Manager's Proposed Budget scheduled
for Council review during the August 6th budget workshop. Staff contact: Cassey

III. Responses to Council Member Requests for Information
A. Concerns with Individuals Experiencing Homelessness — On May 31, Mayor
Hudspeth requested information as to how staff is responding to harassment concerns
by individuals experiencing homelessness. Similar requests were received by other
council members regarding various experiences in multiple areas in the city. Mayor
Hudspeth provided a two-minute pitch at the June 7 Council Meeting and Council
approved holding a work session discussion on panhandling policy.This work session

B. Care of Detention Pond at Sherman and Hercules —On June 5, Mayor Pro Tem.Beck
shared a community member's concerns regarding the unkempt detention pond at
Sherman and Hercules.Neighborhood Services researched the area and determined it
is no longer an environmentally sensitive area(ESA) and the property owner is now
responsible for its upkeep. Staff will issue a notice of violation to the owner for

C. Wires Hanging From Poles in Southeast Denton — On June 7, Council Member
McGee expressed concerns over wires hanging from various poles in Southeast
Denton, asking for additional information on them. Denton Municipal Electric will

research and report their findings to Council Member McGee on June 28 during a

D. Building Permittingoryan Street - On June 4, Mayor Hudspeth contacted staff
requesting information on the status of a project on Bryan St. Staff have contacted

E. North Texas State Fair and Rodeo Noise Complaints — On June 5, Council Member
McGee inquired as to how many noise complaints had been received from those close
by the North Texas State Fair and Rodeo over the past five years. The table below
shows the number of noise-related calls to the Police Department between 2016 and

F. Development Bonds -On June 5, Council Member McGee contacted staff requesting
information and estimated number of development bonds issued by City of Denton in
past few years. Staff advised the City has not issued development bonds for housing,
economic development, etc. Staff contact: David Gaines, City Manager's Office
G. Dumpster&Vector Concerns on Welch Street—On June 5, Council Member McGee
forwarded a resident's concern about a vector issue she and her neighbors are
experiencing on Welch Street, due to the proximity of the dumpsters to the nearby
residences. Due to the layout of the complex, the receptacles cannot be relocated;
however, Community Improvement Services will take the initiative to work with the
property owner/management company to identify solutions. A Community
Improvement Services Officer has been assigned to look for signs of rodent
infestation, trash, or any other contributing factors. If the inspection results in
evidence of harborage, verbal notice will be given. Staff contact: Norman Barbosa,

H. Hot Weather Resources — On June 7, Mayor Pro Tern Beck asked staff if the City
would make hot weather resources available much as it did for cold weather resources
on the City's winter weather webpage. As of this week, website is updated to reflect
the summer cooling station resources available to the community. It can be accessed
at www.cityofdenton.com/heat. Staff contact: Stuart Birdseye, Customer Service and

1. Resident Request to Add Student Resource Officers — On June 7, Council Member
McGee forwarded a constituent's email requesting the addition of Student Resource
Officers at every campus in Denton I.S.D. Staff confirmed the presence of SROs at
each middle school campus, as well as two at each high school campus based on
student enrollment numbers. Elementary schools are visited by on-duty patrol

officers;however, staff limitations prevent the addition of an SRO at each elementary
school on a full-time basis. Chief Dixon has contacted the resident who submitted the

J. North Lakes Recreational Center Signage — On June 7, Mayor Pro-Tem Beck asked
staff if the construction signage on Windsor Drive for the Windsor Capacity Project
could be adjusted for better access to North Lake Recreation Center. The current road
closure allows for local traffic to access the area but does limit thru traffic. The goal
was to try to limit the number of cars that will pass the signage,get to the construction
location,and then use the North Lakes Recreational Center parking lot to turn around.
The intent is to reduce the amount of traffic in the actual construction area for the
safety of the workers and to keep excess traffic out of the parking lot for the safety of
the residents using that facility. The project manager went to the site and moved the
type three barricade to the west bound turn lane on Windsor Drive at Bonnie Brae
Street allowing traffic to turn from Bonnie Brae Street on to the east bound lane of
Windsor Drive. The anticipated open date for the roadway is the end of next week
weather dependent and barring any unforeseen issues during construction. Staff

K. Church Parking Lot Damage Claim—On May 20, Mayor Hudspeth requested a staff
update on a claim of damage to a church parking lot by Solid Waste trucks. Staff
researched and found that the customer utilizes commercial cart service, meaning the
City does not go onto the church's property to collect dumpsters,but instead, collects
the garbage and recycle carts on the curb for a residential-type service. Risk
Management determined a similar claim was received in May 2016 that resulted in
an offer being made by the City; however,the release was never signed, and payment
was not issued. Because the offer was not accepted, the claim was closed. Staff

L. Windsor Capacity Project Traffic Control Plan Concerns — On June 4, Mayor
Hudspeth reached out to staff regarding a sign on a resident's yard for the Windsor
Capacity Project. Staff performed a site visit to verify the concerns. Once onsite, the
project manager identified the sign in question and addressed the placement to ensure
it was no longer on private property but still served its intended purpose. Staff spoke
with the contractor to ensure that the issue would not reoccur and reiterated the
requirement to always preserve adequate ADA standards. The assigned project
manager contacted the resident to ensure that their concerns were addressed. During
the Preconstruction meeting, progress meetings and field meetings, contractors are
informed of appropriate locations to place signage.While projects are in construction,
the Public Works Inspections Team is consistently inspecting the sites to ensure they
are compliant with all regulations.
Mayor Hudspeth also asked if there was a way for people with disabilities to sign up
for construction notifications in their area. Residents receive a notice in the mail for
a community meeting, where the project manager gives the status of the project and
notifies the residents of when construction is anticipated to begin. On Discuss Denton,
