II. General Information & Status Update
A. Water Park Fees—On June 13, the Denton Record-Chronicle contacted City staff for
comment regarding an article on price increases at the Water Works Park. Staff
provided the requested information, and an article was published on June 14.
Since the park opened in 2003, the fees have increased three times, as seen below:

For the 2022 season, a new tiered season pass system was implemented along with a
cooler fee of$5/day or$60/season.
Various discounted pass prices were offered prior to the season-opening, along with
the Water Works Park "Friends and Family" pass sales, which ran from 11/26/21
through 1/2/2022 for$50 (resident). A total of 617 passes were sold during this time.
Monthly passes to the Water Works Park remain at $30/month (resident) for the
season. New to the summer of 2022: "Military Discount Days" were added for
personnel with active identification cards to receive $2 off full-priced admissions on
Memorial Day, June 6, July 4, and Labor Day.
The new cooler fee and pass prices were implemented in response to an increase in
overall operational expenses including water treatment chemicals, mechanical parts,
service for parts, contracted services, and utilities. Additionally, in an effort to attract
and retain enough staff to be able to operate the facilities this season, the City
implemented a salary increase for seasonal staff from an average of$11.10 per hour
to $15.00 per hour. The wage increase, along with recruiting efforts, was successful
and resulted in the City being able to open all three aquatic facilities at the same
operating hours as last season. Many other municipalities around the DFW area and
nationwide are not opening their aquatic facilities this year or are only able to open
them on a very limited basis because they cannot attract or retain staff.
The new fees were presented to the Parks,Recreation, and Beautification Board who
unanimously approved the changes at the February 7 meeting (5-0). The proposed
changes were also shared with Council via an Informal Staff Report on February 18
(report available here).
Attendance at the Water Park remains strong with weekday attendance numbers
averaging 873 visitors and weekend averages at 954 (up from 591 average weekday
and 808 average weekend visitors in FY 2021). Last weekend saw the highest
attendance numbers for the current FY with 1442 and 1410 visitors to the park on

B. Heritage Trail and University Signalized Intersection Update — On April 14, 2022,
Bean Electrical, a contractor for Traffic Operations, began the construction of a new
traffic signal located on University and Heritage Trail to accommodate increased
traffic resulting from development in the South Rayzor Ranch area. The signal was
placed in flash on Tuesday, June 14th,while the contractor finalized their work. The
signal will be put in full operation on Wednesday, June 22nd. The Denton Police
Department has been notified of the operational schedule and is aware of the potential

C. Innovative Transportation Solutions (ITS) Monthly Mobility Report — During each
Mobility Committee meeting, John Polster, the City's transportation consultant with
Innovative Transportation Solutions, Inc., provides an overview of the Mobility
Status Report on several major regional Texas Department of Transportation

D. Library Hosts Local Author Martha Samaniego Calderon with "Vitamina T for
Tacos" Book Party - Denton Public Library will host local author and illustrator
Martha Samaniego Calderon with a reading of her books "Vitamina T for Tacos" and
"Detras de Mi Cubrebocas (Behind My Mask)" on Thursday, June 23, at 2 p.m. at the
North Branch Library. Ms. Calderone's book "Vitamina T for Tacos" (Jade
Publishing)is an alphabet book,taco dictionary,and cultural guide all in one fantastic
picture book. Her story celebrates food, community, and culture and will have
children begging for more. Children will be able to meet the author,hear her read her
stories, and taste delicious taco-inspired snacks, while supplies last. Staff Contact:

E. Shelter Bed Counts During Inclement Weather — Below are the inclement weather
nighttime bed counts for June 10-12, reported by the Monsignor King Outreach
Center and Salvation Army, Denton, and pulled from the Homeless Management
Information System(HMIS).
The Monsignor King Outreach Center(MKOC)has a total of 85 beds available daily
and can accommodate up to 95 beds during inclement weather.

F. Denton Librarian Wins Texas Library Association Award — Chuck Voellinger,
Special Collections Librarian at the Denton Public Library, won the 2022 Texas
Library Association Branding Iron Award for Digital Only Communications in Public
Libraries with his History Moment video series. The TLA Branding Iron Awards
honor creative and memorable library marketing to promote library services,
programs, and events. Chuck developed the program in November 2020 to connect
with Denton residents through social media with short, easily digestible video
segments focusing on local history. Each video is one to three minutes long and is
filmed at Denton historical sites. To date, twenty-three video segments have been
researched, filmed, edited, and shared on the Denton Public Library's Facebook and
Instagram pages. Topics include the local Coca-Cola bottling plant, Steve's BBQ,
and the Santa Fe Railroad train station. Public response has been positive,with videos
receiving hundreds to thousands of views, multiple shares, and positive
comments. Follow the library's Facebook and Instagram pages to watch previous

G. Make Music Day Denton—The City of Denton joins the Make Music Day celebration
with numerous events on Monday, June 21. Make Music Day is a free celebration of
music around the world,held annually on June 21. Launched in 1982 in France as the
Fete de la Musique, it is now held in more than 1,000 cities in 120 countries. Make
Music is completely different from a typical music festival and is open to anyone who
wants to take part. Every kind of musician young and old, amateur, and
professional, of every musical persuasion — pours onto streets, parks, plazas, and
porches to share their music with friends,neighbors, and strangers. All events are free
and open to the public.

Coordinating with Denton Main Street Association, Denton County, Coyote Music
Studio, TB Winds, and Denton Youth Symphony, along with the City's Parks and
Recreation, Library, and Economic Development departments, a wide variety of
events have been programmed. A schedule is attached for reference. For complete

H. Athletics Tournaments Economic Impact Update — During the third quarter of FY
2021-2022 (April—June)Parks and Recreation staff held eight(8)tournament rentals
in various City parks. These events used the new mountain bike trail, youth baseball
fields, and youth fast pitch softball fields. Altogether, these events brought
approximately 3,495 athletes/participants, along with upwards of 20,250 spectators,
into the City of Denton. Parks staff estimates that these events generated$679,275.00
of economic impact to the City of Denton. Teams traveled from all over Texas,
Oklahoma, Arkansas, and New Mexico to compete in Denton! The total economic
impact generated from tournament rentals for FY2021-2022 is currently estimated at

III. Responses to Council Member Requests for Information
A. Signs for US 380 and Ranch Estates — On June 7, Council Member Davis contacted
staff requesting signs be placed at the intersections of US 380 at Marshall Road and
Cindy Lane. Staff coordinated with the Texas Department of Transportation(TxDOT)
and received approval to place "NO TRUCK" signs in U.S. 380 right of way at the
entrances of Marshall Road and Cindy Lane. "NO TRUCK" signs will also be placed
on Hampton Road along with additional speed limit signs will be placed within the
community. Sign installation is anticipated to be completed during the week of June
20-24, 2022, weather dependent. Staff contact: Michael Linder, Capital

B. Charter Amendment Process—On June 8,Mayor Pro Tem Beck asked staff to develop
a guide that would walk petitioners through the process of submitting proposed
charter amendments. Staff will update the City's website to include more descriptive
information while working to create a more efficient process in the future. Staff

C. Animal Shelter Inquiries/Concerns During Fourth of July Fireworks - On June 10,
Council Member McGee inquired as to whether a contracted veterinarian would
consider administering a calming medication to animals in the shelter before the
Fourth of July fireworks show. The event is planned for July 3 at North Lakes Park.
At this time, staff does not recommend administering any medications as dosages will
vary based on the animals' size, age, and overall health. In a separate request on June
11, Council Member McGee asked how many animals are currently in the shelter as
well as the weekly adoption rate. As of June 12,there were 108 cats, 85 dogs, and 10
small and furry (rabbits, guinea pigs, etc.) In the last ten weeks, the Animal Shelter
averaged 55 adoptions per week.
Additionally, on June 11, Mayor Pro Tern Beck forwarded a constituent's email
expressing concerns over the proximity of the planned fireworks show to the animal

shelter. Staff is developing a plan to keep any shelter animals safe during the show.

D. Damaged Yard Restoration — On June 11, Council Member McGee contacted staff
on behalf of a resident regarding the grass that was replaced on their property after
the West Hercules Reconstruction project. The project was part of a Public-Private
Partnership agreement where the developer constructed the roadway. Staff inspected
the location where the grass was replaced in conjunction with the project.The pictures
below were taken by staff on June 13. Staff will continue to monitor the area to ensure

E. Inquiry Regarding. 24-Hour Services at Local Hospitals — On June 11, Council
Member McGee inquired as to how the City can work with local hospitals in the form
of a public-private partnership to provide 24-hour care to unhoused individuals during
inclement weather. The City will continue to support its nonprofit agencies to provide
resources to unhoused community members; however, local hospitals are unable to
accommodate individuals not seeking medical care. Staff contact: Sara Hensley, City

F. Repairs on Old North Road — On June 12, Mayor Pro-Tem Beck contacted staff
regarding encroachment into the marked shoulder to avoid a large pothole on Old
North Road, and a near miss while mowing grass along the street fronting his
property.On June 15,the Streets Department installed a level-up repair to temporarily
restore a smooth and level pavement surface in the drive lane to improve driver
comfort and reduce lane departures in this area.Photos of the repair work are provided
below, and Streets will continue to monitor conditions, and plan permanent repairs in
the future. Additionally, Capital Projects/Engineering staff is collecting speed data
from Thursday, June 16 to Sunday,June 19, and will be working with Streets, Traffic
Operations, and the Police Department in the coming weeks to assess potential
engineering and enforcement interventions to improve safety on Old North Road.

G. Bonnie Brae Street Budget—On June 13,Council Member McGee inquired about the
total budget for Bonnie Brae Street Reconstruction. The total budget for Bonnie Brae
Street from Vintage Boulevard to US 77 is estimated to cost around $117.7 million
dollars. The estimated budgets for projects can be found on the Discuss Denton
website in the Project Information section on the right-hand side of the page. Staff

H. Request for Assistance From Homeless Outreach Team — On June 14, Mayor
Hudspeth forwarded a request for assistance from the City's Homeless Outreach
Team regarding individuals sheltering under a DCTA bridge and along Woodrow
Lane, near the Monsignor King Outreach Center. Staff received reports of
inaccessible sidewalks due to obstructing items as well as items discarded near the
rail trail. The HOT team will contact both sets of individuals to connect them with

1. Status of Bike Lane Bollard Installation — On June 14, Council Member Davis
inquired about the status of bike lane bollards for Hinkle Drive and West Hickory
Street. Traffic Operations plans to install bollards on both streets this summer.
Installation is currently scheduled beginning June 21, crew availability and weather

J. Waterline Breaks on N. Elm Street — On June 17, Mayor Pro Tern Beck contacted
staff for an update regarding an interim solution for Debi Sims,a local business owner
who has experienced a number of water line breaks in front of her place of
business. Capital Projects staff is currently working with Denton County and TxDOT
on the next steps for Elm and Locust which includes an agreement between the three
parties. Funding for Elm and Locust north of Hickory is anticipated to be included in
the Denton County Bond election which will be held in November 2022. The
northern portions will include waterline, sewer line, drainage, and roadway
replacements. Since the last update to Council on June 10 (update available here)
Water Utilities staff worked with the business owner to identify a solution and
ultimately determined to provide four, five (5) gallon portable electric pressure
shower/rinse kits, which will keep the business operating during future outages. The
kits have been ordered and are anticipated to arrive the week of June 20th. Staff

related resources that I find insightful, interesting, or timely. These may be studies,
periodicals,reports,or web resources.My intent is to make the Council aware of broad
perspectives and discussions and not to suggest any particular policy or service

A. Email From Uvalde City Manager—During the June 7 Council Meeting, a resolution
was passed expressing support for the Uvalde Community following the tragic events
at Robb Elementary School. In response, the City Manager of Uvalde, Vince
DiPiazza, conveyed his gratitude in the attached email.
B. PM Magazine Article — The attached article "Clocking Out for Good: The Great
Resignation's Impact on Local Government" shows that employees are quitting in
record numbers and asks what local governments can do to keep them. A digital
version can also be found here.
C. Meeting Regarding. Inclement Weather — After receiving several weather-related
questions and concerns over the weekend a meeting with staff was scheduled for
Monday, June 13 to discuss possible solutions. As a result, the attached email was
sent to Mayor and Council.
D. Organizational Changes—On June 17,staff received the attached memo highlighting
organizational changes within the City.
V. Upcoming Community Events and Meetings
A. IPM CommunityApplication Event at Avondale Park — Parks and Recreation staff
will be hosting an informative community event at Avondale Park on Saturday, June
18th beginning at 9:00 A.M. At this event, staff will explain the Integrated Pest
Management Plan and the use of humate, an organic compound that is used to feed
nitrogen-producing soil microbes. Community members will have the opportunity to
help Parks staff apply humate to Avondale Park. Staff contact: Marshall McGee,

B. Juneteenth Celebration and Parade — The 2022 Denton Juneteenth celebration and
parade,hosted by the Denton Juneteenth Organizing Committee(DJOC),will be held
from Friday, June 17 to Saturday, June 18. Juneteenth celebrates the emancipation of
African Americans who had been enslaved in the United States. Commemoration of

Juneteenth has a long history in Denton,with the first celebration taking place in 1892.
A parade is scheduled for Saturday, June 18 at 10:30 a.m., beginning at the Denton
Civic Center and concluding at Fred Moore Park. For more information,or to contact

• TxDOT is repairing and resurfacing I-35E from US 380 to Business 121.
• TxDOT will close two of the three main lanes on northbound and southbound I-35E, from
south of Corinth Parkway to US 380, from 9 p.m. June 5 to 6 a.m. June 6. This closure will
continue every Sunday night to Friday morning at those same times, through the fall of 2022.

I just wanted to convey our thanks for the kind words and for thinking about us. This is an
excruciating time for our city council, staff, and the community. It helps to know that we have
support from the leadership in other communities like yours.
I have a soft spot for Denton. I've lived there twice in my life: once from 1969-71 when my dad
was a doctoral student in the School of Music at UNIT and then in 1984-86 when I was working
on my MPA. (Of course, in both cases the university was still called NTSU.) It's hard to believe
how many years have gone by since, but I do still have many fond memories from my times
there.

Mayor and Council: As I promised in the email sent yesterday morning, I wanted to share the following
update:
1. We are working with MKOC to increase their hours on the weekend: opening at 3:00 p.m. on
Saturdays and staying open until 9:00 a.m., on Monday mornings, (effective this coming weekend),
2. MKOC will be opening their site, M-F at 3:00 p.m., (effective now),
3. We have secured 15 more hotel rooms at the Deluxe Inn which serves 2 people per room, which
will assist 30 more individuals, (effective this week)
4. Staff is meeting with the Salvation Army this afternoon to discuss their role and how many people
they can house at their site,
5. At this time due to Summer camps and rentals in our recreation centers, we are not
recommending the use of a City site.
6. We have updated the website to better advertise the cooling stations and other resources due to
extreme temperatures.
7. Please see the latest housing numbers below provided by Megan Ball for this past weekend.
We plan to use American Rescue Funds to increase the hours and hotel rooms. We will certainly bring
any items that need ratification back to you for approval, if necessary.

Good Afternoon,
I wanted to take a moment to let you all know of an upcoming organizational change. Beginning
on Tuesday, June 21, the Customer Service and Animal Services divisions will be brought
together and begin reporting to Tiffany Thomson, who has accepted the role of Director of
Customer Service and Animal Services.
This change will provide for enhanced support for both teams, especially as Customer Services
continues to see increased customer growth, continues a number of technology improvements
including the launch of a city-wide 311 system, and as Animal Services continues to strategically
plan for the future of the shelter and adapt its services and programs. Tiffany will report to
Assistant City Manager Frank Dixon; attached is an updated organizational chart.
I would like to sincerely thank both Ryan Adams, Chief of Staff, and Dani Shaw, Director of
Community Services, for their steady leadership of these divisions, and Tiffany for her
leadership of the Human Resources Department, especially in helping to foster an outstanding
customer service culture and serving the organization throughout COVID.
With Tiffany starting in the role of Director of Customer Service and Animal Services on
Tuesday, June 21, the Director of Human Resources position will be vacant. The position will be
posted the week of June 21 (both internally and externally)with the goal of hiring an HR
Director in the coming weeks.
There will also be a couple of a reporting relationship changes with the City Manager's Office to
assist in the balance of departments between the City Manager, Deputy City Manager, and
Assistant City Managers. Facilities & Airport and Strategic Services will now report to ACM
Christine Taylor and Water Utilities will report to DCM David Gaines. Please see attached

BACKGROUND:
The Finance Department has received the 2023 Denton Central Appraisal District (DCAD)
Proposed Budget. A copy is attached for your review.
There will be a public hearing on the proposed budget on June 23, 2022, at 3 pm at 3901 Morse
Street Denton, TX. Under State Law"If approved by the appraisal district board of directors at the
public hearing, this proposed budget will take effect automatically unless disapproved by a
majority of the governing bodies of the county, school districts, cities, and towns served by the
appraisal district."
The total 2023 DCAD proposed budget is $17,997,944.33, an increase of$2,673,650.52 from last
year's budget of$15,324,293.81. The City of Denton's proposed 2023 allocation is $538,368.11.
If the City Council wishes to disapprove the budget, the DCAD must receive a resolution by July
23, 2022.

Process for identifying and mapping wildlife corridors within the City of Denton.
EXECUTIVE SUMMARY:
Wildlife corridors are proposed to be defined as greenspace and manmade structures/
improvements that allow wildlife to move between larger areas of existing habitat. Staff
proposes to first generate a greenspace map to begin the identification process for wildlife
corridors and establish a working group of stakeholders to refine the wildlife corridor definition
and then generate the wildlife corridor map. Council will need to confirm that staff can proceed
with the proposed process to generate the wildlife corridor map.
BACKGROUND:
The Denton 2040 Comprehensive Plan as approved on March 22, 2022, established Key Action
#127 - Identify and map wildlife corridors throughout the City. The term wildlife corridor is not
defined within the Denton 2040 Comprehensive Plan. Staff have met with Texas Parks and
Wildlife Department to initiate discussions on wildlife corridors. Additionally, staff have
communicated with the University of North Texas as well. Staff have researched various
resources on wildlife corridors to outline a plan for this key action.
DISCUSSION:
The Denton 2040 Comprehensive Plan as approved on March 22, 2022, established Key Action
#127 - Identify and map wildlife corridors throughout the City. To begin work on this key
action, we must first establish the definition of wildlife corridor in this effort. The Merriam-
Webster dictionary defines "wildlife" as living things and especially mammals,birds, and fishes
that are neither human nor domesticated. "Corridor"has a broad definition that includes a
usually narrow passageway or route: such as a land path used by migrating animals or an area or
stretch of land identified by a specific common characteristic or purpose.
When you look at"wildlife corridor" as a collective term you find definitions like a strip of
natural habitat connecting populations of wildlife otherwise separated by cultivated land, roads,
etc. or a narrow area of land that is a habitat(a suitable living environment) for wild animals and
plants and that connects other habitats across an area where they cannot easily live.
The U.S. Fish and Wildlife Service explains wildlife corridors may span anywhere from a stretch
of river to a whole continent. The WorldAtlas defines a wildlife corridor as an area of habitat
that provides passage for wildlife across artificial obstacles such as dams, roads, and railways. It
is also known as a habitat corridor or a green corridor. They go on to discuss categories of
wildlife corridors which are classified according to corridor width, continuity, and whether they
are overpasses or underpasses. Local corridors are less than 50 meters (164 feet) in width and
join patches of gullies, wetlands, and ridgelines. In terms of continuity, wildlife corridors may
either be continuous or stepping stone corridors. Continuous corridors are not broken up into

various parts, while stepping stone corridors are small patches of suitable wildlife habitat.
Overpasses or underpasses are manmade and designed to facilitate safe passage primarily across
roads and railways (https://www.worldatlas.com/articles/what-is-a-wildlife-corridor.html).
Combining the definitions and concepts researched above, staff recommends the following
working definition of"wildlife corridors" for use in the City of Denton: greenspace and
manmade structures/improvements that allow wildlife to move between larger areas of existing
habitat.
The definition may be further refined as the mapping process progresses and may be formally
incorporated into City code or documents in the future.
The City of Denton has several on-going efforts that include work on wildlife areas and wildlife
corridors such as:
• Environmentally Sensitive Areas (ESA) including Cross Timbers Upland Habitat, Water-
Related Habitat, Riparian Buffer Habitat, and Floodplain Habitat
• City of Denton—Parks, Recreation, and Trails System Master Plan(adopted 2022)
• Denton 2040 Comprehensive Plan(adopted 2022)which includes the Preferred Land
Preservation Plan.
• Urban Forest Master Plan (adopted 2020)
• Monarch City USA(established 2018)
• Bee City USA (established 2016)
• Wildflower Planting Program(established 2020)
• Bird City (pending approval in 2023)
• National Wildlife Federation Community Wildlife Habitat Certification(2020- ongoing)
• Drainage infrastructure (manmade and natural assets)
The above resources will be reviewed and included in the development of the wildlife corridors

While typically wildlife corridors are focused on a specific species to allow their movement
within and across an area, in urban areas it can be focused simply on greenspace. The
greenspace review should reveal general connectivity opportunities. Keeping in mind that a
corridor does not have to be continuous but also can be small areas of viable habitat.
The next step will be to establish a working group of City staff and external stakeholders. This
group will take the wildlife corridors concept further with more detailed discussions certain types
of habitats needed to support the Denton wildlife community(animals and plants). This habitat
discussion will also include various sizes or spacing of habitat for long term viability. Staff has
had initial conversations with Texas Parks and Wildlife Department staff as well as contact with
the University of North Texas.
CONCLUSION:
To identify and map the Wildlife Corridors, staff recommends a two-pronged approach.
1. Generate an overall greenspace map that pulls information from all existing City of
Denton resources.
The greenspace map will be developed by the end of 2022.
2. Establish a working group comprised of City of Denton staff and outside stakeholders
such as the Texas Parks and Wildlife Department, University of North Texas, Texas
Woman's University, and local master naturalists.
This working group will be established in 2022. The goal will be to refine the greenspace
map into a wildlife corridor map by mid-2023 based on input from this working group.

City Council believes that a speaker's report requires a more detailed review, the City Council will give the
City Manager or City Staff direction to place the item on a future work session or regular meeting agenda

2) Open Microphone. This section of the agenda permits any person who has not registered in
advance for a citizen report to make comments about public business items not listed on the agenda. Such
person(s) shall have registered using the "Virtual White Card" or `By Phone" process outlined by the City
on its website or meeting notice.
During open microphone reports under this section of the agenda, the Council may listen to citizens speak.
However, because notice of the subject of the open microphone report has not been provided to the public

B. ID 22-859 Consider adoption of an ordinance of the City of Denton related to the Development and
Consent Agreement with XYZ Development and Denton County Municipal Utility District

C. ID 22-1044 Consider approval of a resolution to appoint a member to the Board of Directors of
Texas Municipal Power Agency, a Joint Powers Agency, to represent the City of Denton,
Texas; and declaring an effective date.
D. ID 22-1275 Consider approval of a resolution of the City of Denton, Texas, a home-rule municipality,
affirming the rights of individuals to make private reproductive decisions and deprioritizing
use of City resources for investigation or enforcement of laws related to reproductive
healthcare; and providing an effective date.
E. ID 22-1227 Consider adoption of an ordinance ordering a recall election on November 8, 2022 for
the purpose of determining whether City Council Member Alison Maguire shall be
removed from District 4 of the City Council by recall; prescribing the time, manner, and
conduct of the election in accordance with an Election Agreement and Contract for
election services with the Election Administrator of Denton County; and providing an
effective date.
