Stormwater Specialist - GT0924 - WATERSHED PROTECTION City of Denton Job Description  Title: Storm Water Specialist Position ID: GT0924-640750 Department/Division: Utilities/Watershed Protection Reports to: Watershed Protection Manager FLSA Designation: Non-Exempt Safety Sensitive: Yes DOT: No Definition: Responsible for implementing activities required for maintaining compliance with local/federal/state environmental and storm water regulations Essential Functions: Conducts storm water sampling activities, site assessments, inspections, and similar activities to ensure compliance with federal and state Municipal Separate Storm Sewer System (MS4) permit Interprets results, prepares compliance reports, and maintains databases required for compliance with MS4 permit Assists in compliance with municipal Multi-Sector General Permits and construction site storm water permit requirements, which may involve surveillance monitoring, inspections, enforcement, and reporting to the Environmental Protection Agency (EPA) and Texas Commission on Environmental Quality (TCEQ) Conduct illicit discharge detection and elimination (IDDE) investigations, data collection and issuance of Notices of Violation (NOVs) Assists with watershed monitoring requirements of watershed protection program, which requires knowledge of water quality monitoring activities, including preparation of sample bottles, collection, storage, and preservation of water samples according to approved protocol for handling and custody and assists deployment, calibration, maintenance, and recovery of remote monitoring equipment Performs reviews and provides staff comments for Storm Water Pollution Prevention Plans (SWP3s) submitted to the City of Denton by developers Reviews permits for erosion and sediment control compliance, including clearing and grading, batch plant, demolition, commercial and stockpile permits Develops information concerning erosion and sediment control for distribution to the development community, publication on City web page, and similar venues Responsible for inspecting initial erosion and sediment control installations at construction sites Participates in public outreach activities to diverse audiences. Function includes maintaining compliance with Phase II stormwater “public education / involvement” criteria through coordination of Texas Stream Team network Interprets results and prepares reports / supporting materials leading to enforcement action for correction of violations with the consent of the Watershed Protection and Industrial Pretreatment Manager and City Attorney Maintains regular and punctual on-site attendance Additional Duties: Performs other duties as assigned Minimum Qualifications/Acceptable Equivalency: Bachelor of Science degree in Environmental Science, Biology, Environmental Engineering or Bachelor of Public Administration (with environmental focus) or other closely related field One year of experience in storm water, or regulatory compliance water quality monitoring OR 4-6 years of direct storm water compliance experience OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job. Knowledge of storm water data management software such as CloudCompli and/or database management software Experience investigating and abating illicit discharges Proficiency with electronic field monitoring equipment for sampling storm water and/or water quality  Advanced degree in Environmental Science, Biology, Environmental Engineering or closely related field Knowledge of water quality monitoring, limnology, water pollution control, storm water program and related issues Conditions of Employment: Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law) Must pass a drug test, driver’s license check, criminal history check, and social security verification check Must pass a physical examination May be required to work hours other than 8:00 am to 5:00 p.m. Must be able to lift 60 lbs Physical Requirements: Overall Strength Demands: The italicized word describes the overall strength demand of the functions performed by the incumbent during a typical workday.
