Permit Technician II - GC0637 - BUILDING INSPECTIONS City of Denton Job Description Title: Permit Technician II Position ID: GC0637-220100 Department/Division: Development Services/Building Inspection Reports to: Permit Technician Supervisor FLSA Designation: Non-Exempt Safety Sensitive: No DOT: No Definition: Responsible for performing complex technical work in the review and processing of construction project permits to include: guiding applicants through permititting process, performing same day minor plan reviews, and various other higher level duties. Essential Functions: Provides excellent customer service, which include: greeting customers; answering phones; responding to requests for information or service; and, performing other related activities. Conducts permit and plan review activities, which include: accepting and processing permit applications, contractor registrations, checking for completeness and compliance with applicable local and state requirements; reviewing and issuing permits for construction projects including pools, fences, foundations, roof repairs, moving structures, demolitions, special events; and issuing more over-the-counter electrical, mechanical, plumbing, and select sign permits; processing and issuing approved health, commercial, residential, and fire permits; and/or, performing other related activities. Provides technical support associated with permitting activities, which include: coordinating public inquiry on development processes, codes, ordinances, and permit requirements; processing utility releases; scheduling and entering inspections; documenting complaints; enforcing and updating required contractor registrations; and/or, performing other related activities. Performs financial activities in support of department operations, which include: collecting building permit, development, registration, and other miscellaneous fees; administering accounting systems for transaction receipts; making daily deposits to central cashiers; balancing till drawers; generating revenue reports; and/or, performing other related activities. Prepares a variety of reports related to departmental activities. Maintains regular and punctual on-site attendance. Additional Duties: Creates monthly spreadsheet for Consumer Health billing; monitor SSR report for the incoming payments; and, mail and/or email health permits Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: High School diploma or GED equivalent with courses in business English, computer skills, word processing, and general office practices 2 years of building inspections customer service, or related municipal experience Must possess an International Code Council Permit Technician certification OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job Core Competencies: Knowledge of customer service principles and practices; Knowledge of basic scanning principles; Knowledge of basic organizational skills; Skilled in problem-solving; Skilled in multitasking; Skilled in reading and interpreting construction documents; Skilled in interpreting and applying applicable code requirements and permitting processes; Skilled in handling financial payments; Skilled in gathering and analyzing information and making recommendations based on findings and in support of organizational goals; Skilled in reading and comprehending technical or specialized materials; Skilled in reading and interpreting blueprints, schematics, and/or other related construction documents; Skilled in applying independent judgment, personal discretion, and resourcefulness in interpreting and applying guidelines; Skilled in operating a computer and related software applications; Ability to communicate effectively both verbally and in writing; Ability to form and maintain effective relationships with co-workers and customers Preferences: Bilingual in Spanish and English Certified Permit Technician Previous building inspections customer service, construction or municipal experience Conditions of Employment: Must have a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law). Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check Must attend and successfully complete the City’s Defensive Driving Course (DDC) as soon as possible after employment (if required to drive City vehicle or personal vehicle for City business) Must be able to work overtime when requested International Code Council Certification as a Permit Technician within one (1) year of employment Preferences: Bilingual in Spanish and English Certified Permit Technician Previous building inspections customer service, construction or municipal experience Physical Requirements: Overall Strength Demands: The italicized word describes the overall strength demands of the functions performed by the incumbent during a typical workday.
