Homeless Programs Coordinator - GP3414-220099City of Denton Job Description Title: Homeless Programs Coordinator Position ID: GP3414-220099 Department/Division: Community Services Reports to: Director of Community Services FLSA Designation: FLSA Designation Safety Sensitive: No DOT: No Definition: Responsible for the coordination, strategic planning, administrative oversight, development and implementation of homeless programs and services. This position will collaborate with partner organizations and other City departments to ensure programs and resources across the City are aligned with the City's goals to address homelessness; and perform related duties as assigned. Essential Functions: Provides guidance on homeless issues and oversight of the City's efforts to make homelessness, rare, brief and nonrecurring. Coordinates City policies and activities with local, regional, state, and federal homeless programs. Develops, coordinates, and evaluates City operated or contracted programs to address homelessness including initial planning, feasibility studies, community involvement, project design and implementation strategies, project goals and objectives, project approval and evaluation using program and population data to make sound recommendations, including alternative courses of action, such as project restructuring. Prepares and monitors project and program budgets and expenditures. Oversee monitoring and performance management reports for all operated or contracted grant funded programs. Adheres to all assigned program timelines and budgets, and for the cost-effective and efficient use of resources. Conducts extensive research and evaluates other successful homeless service programs throughout the country. Researches and develops grant proposals; seeks out other funding sources for City homeless programs; and determines funding priorities. Establishes, maintains, and enhances cooperative relationships with City departments, nonprofit service providers, local businesses, community groups, and the homeless community. Supports efforts to coordination of relevant City departments and community partners to address requests related to people living unsheltered in a timely manner. Serves as a City liaison on homeless issues at community meetings with the general public, civic groups, in various professional organizations, philanthropic organizations, businesses, and individuals at City board and commission meetings as assigned. As requested prepares material for such meetings, provides oral and written reports to the various groups, on City's homeless issues and Housing Crisis Response System. Represents the City on homelessness issues at regional meetings related to homeless policy. Builds and maintains high quality working relationships with both internal and external stakeholders Conducts and participates in public outreach and educational programs. Investigates resident, customer, staff and council concerns, researches issues involved, consults pertinent internal departments, analyzes and shares findings, coordinates and facilitates action taken by departments when necessary, presents concepts, status, and reports. Keeps informed on latest technology and information related to services. Interprets and applies applicable local, state, federal laws, and rules. Provides excellent customer service to both internal and external stakeholders. Writes and presents oral or written formal and technical reports, working papers, and written correspondence related to departmental activities. Retains a variety of records for the department related to department activities. Maintains professional appearance, as indicated by the various situations or events that include interaction with the public and other city departments. Maintains regular and punctual on-site attendance and consistent ability to adhere to established work product deadlines. Additional Duties: May investigate complaints, conduct field inspections, or attend public meetings outside of normal business hours. Answers questions at public meetings from the board or commission members regarding past, current and future projects, and/or other departmental work. Performs other duties as assigned. Minimum Qualifications / Acceptable Equivalency: Bachelor's Degree from an accredited college or university with major coursework in Human Services, Public Administration, Urban Planning, Community Development or related degree. AND Five (5) years of professional experience through nonprofit, local government, community development, federal grants management, or homeless program management acquiring knowledge and experience of service provision to the homeless; working knowledge of social, economic, and political issues relevant to low income communities; and trends in the field of homeless and social services. OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job. Proficiency with Microsoft Word, Excel and PowerPoint, and GIS Conditions of Employment: Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law) Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check Must be able to work outside of regular business hours as required Must be able to travel to various locations within and outside the City to meet the program needs and to fulfill the job responsibilities.
