Lead Civilian Jailer - GT0713-310003 City of Denton Job Description Title: Lead Civilian Jailer Position ID: GT0713-310003 Department/Division: Police/Support Services Reports to: Detention Manager FLSA Designation: Non-Exempt Safety Sensitive: Yes DOT: No Definition: Responsible for providing shift supervision of Detention Officers performing daily duties. Performs duties of Detention Officers and completes daily requested reports and videos for Sergeant; and monitors suicidal and combative detainees. Work is performed with limited supervision. Essential Functions: Ensure the city jail is operated in accordance with applicable local, state and federal laws and regulations related to corrections and jail operations Supervise, train, coach, schedule, review, and evaluate the work flow and activities of assigned Civilian Jailers, emphasizing the need for the staff to carry out daily duties in an appropriate and productive manner in accordance with applicable state laws, local ordinances and department policy and procedures Ensure policies, procedures, and performance expectations are effectively communicated to Civilian Jailers and promote accountability among all employees in the city jail Help evaluate and manage costs and/or make recommendations to improve service delivery. Review and analyze data and operational procedures, making appropriate recommendations for staffing, assignments, training and equipment Maintain liaison with County Jails, Municipal Courts, Records, and State agencies Manage shift work schedules, overtime, and fill vacancies. Evaluate, counsel and discipline assigned personnel Ensure the professional development of assigned Civilian Jailers Ensures the Detention Center meets or exceeds all county, state and federal standards. Supervises customer service interactions Provides testimony during court hearings as required Oversees equipment functions and arranges for repairs, maintenance, updates, and supplies as needed for the jail facility Maintains regular and punctual on-site attendance SUPERVISORY/BUDGET RESPONSIBILITIES: Supervisory responsibility over Civilian Jailers Conducts weekly inspections and supplementary duties as assigned by the Administrative Services Police Sergeant Additional Duties: Responsible for the processing of all incoming inmates into the city jail including completion of appropriate computerized arrest forms, biographical data, medical history, appropriate criminal charges and PREA compliance, and inputting the information into the applicable database Taking photographs and finger prints of inmates including documenting tattoos Running TCIC/NCIC criminal histories; providing officers with warrant information Searching incoming inmates for contraband and prior to placing them in a cell Preparing arraignment and municipal court documents and assisting the municipal judges Completing bond forms, P/R bonds, cash bonds, witnessing surety bonds, accepting and processing bond payments on virtual merchant; sending teletypes to external agencies and confirming 24 hour inmate pickups with issuing agencies Supervises the behavior of prisoners during booking process, holding, jail cells, and restraint chair ensuring the safety and security of the inmates and staff Performs a variety of activities in support of jail operations, which include: washing laundry, issuing blankets, jump suits, shoes, mats and personal hygiene items; performing cleanup of any bodily fluids or waste found in the jail environment to ensure the safety and welfare of inmates and staff in the jail Preparation and distribution of meals for inmates in the city jail Conducting and documenting cell checks to ensure inmate welfare and accountability Escorting inmates to and from arraignment proceedings conducted by the municipal Judge Monitoring the jail camera system; answering telephones handling inquiries from the public and other law enforcement agencies Performing a variety of administrative activities including: reconciliation of incoming cash bonds, and ensuring the integrity of incoming cash funds Controlling entry/exit control of the jail facility Provides testimony during court proceedings as required Administer and document usage of all inmate prescribed medication Communication with mental health agencies to facilitate and request inmate evaluations as needed Entering excess inmate property into the property/evidence room Provide CPR/first aid as needed and summoning medical attention for inmates as needed Preparation of DCSO jail booking documents and facilitating jail transfers of Class B and higher inmate offenders Processing inmate releases from the city jail Monitors all visitors and secures them and inmates during visits Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: High School Diploma or G.E.D Two years of experience as a Jailer or equivalent C PR and First Aid Certification NCIC/TCIC Certifications OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job Core Competencies: Ability to communicate effectively both verbally and in writing Ability to form and maintain effective relationships with coworkers and customers Knowledge of customer service principles Knowledge of jail booking procedures Knowledge of recordkeeping principles and practices Knowledge of filing techniques Skilled in preparing simple meals Skilled in fingerprinting Skilled in handling multiple tasks simultaneously Skilled in monitoring and restraining inmates Skilled in operating modern office equipment Skilled in mitigating hostile situations Skilled in keyboarding Skilled in handling cash Skilled in reading, interpreting, applying, and explaining rules, regulations, policies, and procedures Skilled in maintaining sensitive and confidential information Skilled in operating a computer and related software applications Preferences: Bilingual in Spanish and English Conditions of Employment: Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law) Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check Must pass a physical examination Must be able to work overtime when requested Must meet the Denton Police Department’s Civilian Hiring Standards Must successfully complete the employment process including a polygraph, psychological and physical examination, drug test, thorough background investigation, and social security verification check Must attend and successfully complete a Jailer Certification Course within one year of employment A Personal History Statement must be submitted with each application The city jail operates 24 hours a day, seven days a week.
