ROW Inspector II - GT0735 - PUBLIC WORKS INSPECTIONS City of Denton Job Description Title: ROW Inspector II Position ID: GT0735 Department/Division: Engineering/Public Inspections Report to: Public Inspections Division Manager FLSA Designation: Non-Exempt Safety Sensitive: Yes DOT: No Definition: Responsible for inspections of safety measures and restoration activities related to excavation or construction work within city easements and public rights of way (ROW) as performed by various utilities and other ROW users during the course of facility maintenance and development projects; as well as general policing of health, safety and welfare issues during construction/ excavation work in public ROW. Essential Functions: Inspects and observes construction activities on a daily basis. Inspects safety measures and ROW restoration of internal City Utilities and external ROW Users or Franchise Utilities. Inspects and enforces erosion control measures at construction sites, and coordinates with Watershed Protection staff as required. Coordinates with City Utilities and external ROW Users to schedule requested inspections. Prevents and/or discontinues hazardous or unpermitted construction or excavation activity within public ROWs. Monitors administrative activities prior to active construction; meeting with ROW Users as necessary for preliminary discussion and review of proposed permitted ROW activities and/or conflict resolution. Issues ROW Permits upon receipt of complete application. Performs and/or monitors the testing of backfill or construction materials as required. Collects and conveys information for city approval of changes to plans during active construction; and/or assists in resolutions regarding conflicts with the spatial allocation of utilities in public rights of way. Collects proper documentation associated with all changes. Responds to citizens’ concerns as they relate to construction sites and right of ways. Assists in development and enforcement of ROW Management Ordinances. Assists with enforcement of city Franchise Agreements or other ROW Use Agreements. Attends and provides input during pre-design and pre-construction meetings for CIPs, subdivisions, or other developments with public improvements as required. Fosters improvement of internal and external utility coordination through technological advancement, research and organizational cooperation activities. Assists management in research or data collection for inspections activities and quality control issues. Assists management in updating standard operating procedures. Additional Duties: Assists in providing technical assistance for other departments such as Drainage, Streets, Water/Wastewater, DME, developers and contractors. Assists management in updating City standard details, criteria manuals, and other regulatory documentation. Performs other duties as assigned. Minimum Qualifications / Acceptable Equivalency: High school diploma or GED equivalent. Two (2) years’ experience in Public Works Inspections and/or work related to the Civil Engineering Field (i.e. drafting, surveying, utility construction, or construction technology). OR High school diploma or GED equivalent. One (1) year of college/trade school related to drafting, surveying, utility construction, or related technical curriculum. One (1) year of experience in Public Works Inspections and/or work related to the Civil Engineering Field (i.e. drafting, surveying, utility construction, or construction technology). OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job Core Competencies: Ability to communicate effectively both verbally and in writing. Conditions of Employment: Must have a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 30 days of hire per state law) Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check Must pass a physical examination (evaluate per position) Must be able to work overtime when requested (non-exempt) Must be able to work outside of regular business hours as required (exempt) Must attend and successfully complete the City’s Defensive Driving Course (DDC) as soon as possible after employment (if required to drive City vehicle or personal vehicle for City business) Preferences: Preference will be given to candidates with the following experience: Prior public works construction and/or utility inspections experience. Academic curriculum in Civil or Environmental Engineering or Engineering Technology. Bilingual in Spanish and English.
