Neighborhood Services Manager - GP3533-220099 City of Denton Job Description Title: Neighborhood Services Manager Position ID: GS3533-220099 Department/Division: Community Services Reports to: Deputy Director of Community Services FLSA Designation: Exempt Safety Sensitive: No DOT: No Definition: Responsible for directing, managing, and coordinating of creative and interactive Community Services programs that preserve the health, beauty, safety of neighborhoods. The manager will oversee City neighborhood programs; coordinate delivery of programs and services with other City departments, outside agencies, neighborhood groups and the general public; and collaborate with other partner organizations. Essential Functions: Directly oversees the operational activities of Community Improvement Services including coordinating inspection and code enforcement activities and programs that preserve the health, beauty, safety of neighborhoods and is responsible for establishing and achieving neighborhood services goals. Directs the activities of professional, field and administrative personnel assigned and assesses internal reporting relationships to the CIS division. In collaboration with the department management team directs the activities of professional, field and administrative personnel assigned. Supervises and evaluates the performance of direct reports; manages personnel actions including interviewing, hiring, training, counseling, evaluating and terminating employees; facilitates employee training, development, and recognition programs Responsible for planning and forecasting of personnel, equipment, material and supply requirements in connection with development of the annual operating budget; oversees the annual evaluation of service charges and manages the revenue generation. Serves as project lead planning, organizing, implementing, and evaluating assigned community neighborhood services programs that are funded by federal, state and local sources. Exhibits leadership, initiative, and creativity in execution of individual projects and building partnerships with team members, external contacts, and internal departments to support department activities. Represents department at community meetings with the general public, in various professional organizations, service groups, businesses, and at City board and commission meetings as assigned; prepares material for such meetings, makes formal presentations, and promotes Community Services programs and opportunities. Communicates effectively to diverse audiences and seeks creative and up-to-date methods for reaching all potential populations affected by City programs. Researches and assists staff with writing grants to secure funding for new and existing programming and manages community grant programs. Investigates resident, customer, staff and council concerns, researches issues involved, consults pertinent internal departments, analyzes and shares findings, coordinates and facilitates action taken by departments when necessary, presents concepts, status, and reports (e.g. funding requests, grant applications, identifying prioritized services, etc.) with the general public for identification of service needs and addresses concern with appropriate written, verbal or in-person follow-up on behalf of the City. Adheres to all assigned program timelines and budgets, and for the cost-effective and efficient use of resources. Conducts extensive research and evaluates other successful community services programs throughout the country. Keeps informed on latest technology and information related to neighborhood services. Interprets and applies applicable local, state, federal laws, and rules. Provides excellent customer service to both internal and external stakeholders. Collaborates with other City departments, community partners, and the general public to deliver assigned programs and services. Builds and maintains high quality working relationships with both internal and external stakeholders. Conducts and participates in public outreach and educational programs to diverse audiences and seeks creative and up-to-date methods for reaching all potential populations affected by City programs. Writes and presents oral or written formal and technical reports, working papers, and correspondence related to departmental activities. Retains a variety of records for the department related to department activities. Maintains professional appearance, as indicated by the various situations or events that include interaction with the public and other city departments. Maintains regular and punctual on-site attendance and consistent ability to adhere to established work product deadlines. Additional Duties: May investigate codes and ordinances, conduct field inspections, or attend public meetings outside of normal business hours. Answers questions at public meetings from the board or commission members regarding past, current and future projects, and/or other departmental work. Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: Bachelor's Degree from an accredited college or university with major coursework in Public Administration, Urban Planning, Business Administration, or Human Services AND Three (3) years of professional experience in local government, community development, economic development, federal grants management, or program management.
