Definition: Responsible for the coordination of software and application support in Water Utilities
Essential Functions:
Translates business data into reports within a variety of software applications such as Microsoft Access and SQL Server Reporting Services
Integrates data from disparate databases for reporting, inter-departmental communication, and operational improvement purposes
Assists users of existing databases with problem resolution, functionality enhancement, and maintenance
Provides explanation of application matters to users with little or no technical background
Analyzes, designs, tests, implements, and maintains relational databases such as Microsoft Access and SQL Server
Provides analysis of data entry audits to ensure data integrity and to assure processes and procedures are met; works with incomplete, irregular, or otherwise imperfect data to produce
usable, normalized data
Assists department director, assistant directors, and managers with administrative assignments such as preparing and coordinating various operating reports
Makes recommendations concerning departmental data policy and software needs
Assists with special projects and troubleshooting issues
Works with Technology Services department to maintain hosted databases
Drives to other City facilities as needed
Maintains regular and punctual on-site attendance

Minimum Qualifications/Acceptable Equivalency:
Associate's degree in Computer Science, Management Information Systems, or related field with analytical emphasis and minimum four years of experience
OR
Bachelor’s degree in Computer Science, Management Information Systems, or related field with analytical emphasis and two years of experience
Core Competencies:
Ability to decide the appropriate architecture for relational databases, managing their application in the Water and Wastewater utilities, and ensuring data integrity
Ability to work with vendors and Technology Services Department to troubleshoot software issues
Ability to explain technical issues associated with the software to users with little or no experience/knowledge
Preferences:
Basic user interface or information visualization experience
Prior water utilities experience
Familiarity with Geographic Information Systems (GIS) like ESRI ArcMap
Familiarity with Computerized Maintenance Management Systems (CMMS) like Azteca Cityworks
Conditions of Employment:
