Definition: Responsible for the design of civil engineering projects and the creation of civil engineering plans.
Essential Functions:
Designs various civil engineering projects for construction by City forces. Project types vary, but typically contain water, wastewater, drainage, street, sidewalk, traffic or striping
design elements.
Creates civil engineering drawings in AutoCAD Civil 3D for sealing by a Registered Professional Engineer.
Coordinates with internal City departments on the scope, budgets and scheduling of construction projects to be built by City forces.
Serves as a substitute for the Senior Engineer when he or she is unavailable to attend meetings, give presentations, or otherwise communicate with upper management.
Maintains regular and punctual attendance
Additional Duties:
Attends public meetings outside of normal work hours as required
Performs other duties as assigned
Minimum Qualifications / Acceptable Equivalency:
Bachelor of Science Degree in Civil Engineering
Two years of experience as an Engineer-In-Training (EIT)
Two years of experience in the design of civil engineering projects
Proficient in the use of AutoCAD and willing to learn AutoCAD Civil 3D
OR
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Knowledge of the principles and practices of civil engineering in assigned area, including streets, storm water systems, traffic controls, water, wastewater and utility systems.
Knowledge of the terminology, methods, practices, and techniques used in civil engineering.
Skilled in the use of personal computers and applicable software.
Ability to apply principles and practices of civil engineering in assigned projects.
Ability to develop, review and modify civil engineering plans, designs, and specifications
Ability to operate office equipment including computers and supporting word processing and spreadsheet applications.
Ability to operate specialized computer programs or systems utilized in civil engineering design including CAD.
Conditions of Employment:
Must have a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state
required minimum automobile liability insurance within 30 days of hire per state law)
Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check
Must be able to work outside of regular business hours as required
Preferences:
Bilingual in Spanish and English
Registration as a Professional Engineer in the State of Texas
Proficient in the use of AutoCAD Civil 3D
Proficient in the use of ArcGIS software
