Definition: Responsible for supervising the daily activities of assigned inspectors under the direction of the Assistant Building Official and the Deputy Building Official. Responsible
for performing complex inspections in support of the City’s one-stop shop program. Work is performed with general direction and the use of independent judgment and discretion and requires
collaboration with other Chief Building Inspectors and/or staff as assigned.
Essential Functions:
Supervises Building Inspectors to include: prioritizing and assigning work; conducting performance evaluations; approving leave; ensuring staff is trained; ensuring that employees follow
policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and corrective action recommendations.
Establishes performance measures for subordinates and evaluates employee performance.
Prioritizes and assigns workload to building inspectors to facilitate the efficient use of time and resources.
Coordinates safety meetings and in-house training.
Manages after-hour inspections and emergency inspections.
Regularly accompanies inspectors to evaluate performance on construction sites, provide guidance to ensure consistency
Provides interpretation of City codes and adopted standards and reviews code revisions;
Provides departmental reports, including but not limited to, work performance reports, third party and engineering reports as appropriate.
Performs field inspections of public and private construction and improvements for violations and/or compliance of plans, standards, specifications, regulations, permits, zoning and/or
City code ordinances; inspects, approves, and/or rejects phases of construction.
Prepares and issues verbal warnings, violation notices, and stop work orders on construction projects that are non-compliant with City standards and/or other applicable regulations;
schedules and conducts formal hearings; maintains case files regarding inspections and violations; prepares monthly report files.
Reviews and interprets approved construction plans, specifications, and special provisions as a basis for monitoring construction activities.
Facilitates and attends pre-construction meetings and addresses concerns of interested parties, including contractors and citizens.
Collaborates with other City departments regarding projects and areas of overlap.
Receives and responds to concerns and/or complaints from contractors, engineers, departments, business owners, homeowners, citizens, and/or other interested parties.
Performs project audits, which includes: documenting, compiling, and analyzing project information on an annual basis.
Maintains regular and punctual on-site attendance.
Additional Duties:
Performs office work/plan review occasionally

Minimum Qualifications / Acceptable Equivalency:
High school diploma or equivalent
Four years of technical training in a building trade
Journey-level tradesman
Five (5) years’ municipal inspection experience
ICC Certifications as follows: Residential Energy, Electrical, Plumbing, Mechanical, and Building Inspector; Commercial Energy, Electrical, Plumbing, Mechanical, and Building Inspector
Current Texas State Board of Plumbing Examiners Plumbing Inspector license

Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

Preferences:
Bilingual in Spanish and English
Multiple model code certifications
Prior experience in plan review
Prior experience supervising personnel
Bachelor's degree in construction management or similar
Conditions of Employment:
Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license
and state required minimum automobile liability insurance within 90 days of hire per state law).
Must pass a drug test, driver’s license check, criminal history background check and social security number verification
Must pass a physical examination
