Forensic & Public Safety Mngr - GS3830 - POLICE CRIMINAL INVESTIGATIONS City of Denton Job Description Title: Forensics & Public Safety Manager Position ID: GS3830-310102 Department/Division: Police/Forensics Division Reports to: Police Deputy Chief FLSA Designation: Exempt Safety Sensitive: Yes DOT: No Definition: Responsible for the direction and management of Crime Scene and Property and Evidence personnel and resources for the Forensics Unit. Essential Functions: Coordinates various requests from other department personnel for the processing of evidence, photographic work, print comparisons, mug shots, lineups, evidence availability, and property release/disposal Oversees the Crime Scene Investigator and Property and Evidence personnel; tracks attendance and approves leave requests to assist in the accurate completion of payroll, directs the recruitment, selection and hiring, and when necessary, disciplinary action and performance evaluations. Directs the training and career development of self and unit personnel Monitors work of Crime Scene Investigators and Property Technicians and when necessary provides training and feedback. Performs background investigations on applications via telephone, written correspondence and in person. Manages the use of allotted budget funds and prepares budget. Manages the purchase, disbursement and use of expendable supplies, and the sources for those supplies. Compiles statistics and prepares monthly reports. Prepares, updates, and/or maintains operating procedures. Monitors the maintenance and arranges for repairs of various pieces of equipment used by Unit personnel Manages the use of the Automated Fingerprint Identification System terminal and coordinates the operation with appropriate personnel. Reads, approves and distributes statistical reports, supplemental reports and requests. Maintains the Crime Scene and Evidence and Property operations to ensure compliance with all accreditation standards, policies and procedures Administers or assists in the administration of various grants awarded or applied for by the Department Assists the public and departmental personnel with requests by person, telephone, fax, email, and in written communication Maintains regular and punctual on-site attendance Additional Duties: Operates a City vehicle. Adjusts duty hours and responds to callouts as required. Attend training schools/seminars and other city related events which may require travel (occasionally overnight). Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: High School diploma or GED equivalent Three years additional training or education in crime scene assessment, forensic evidence collection, property/evidence storage, or criminal science. Seven years of experience in a law enforcement position that required collection, testing or storage and tracking of forensic evidence. OR Bachelor’s degree from an accredited university in forensic science, chemistry, criminal justice, or related field. Five years of experience in a law enforcement position that required collection, testing, or storage and tracking of forensic evidence. OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job Core Competencies: Ability to communicate effectively both verbally and in writing Ability to effectively testify as a subject matter expert in court Ability to prepare analytical reports for publication in court Ability to work as a team member with co-workers Ability to engage in complex problem solving Ability to engage in analytical thinking Ability to complete required training postemployment Be detail oriented and thorough Willing to attend autopsies and respond to crime scenes including murders and other violent crime Preferences: Bilingual in Spanish and English Conditions of Employment: Must have a valid Class “C” Driver’s License prior to employment (must obtain Texas Class “C” driver’s license within 90 days of hire per state law) Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check Must meet the Civilian Hiring Standards of the Denton Police Department A personal history statement must be submitted with each application Must be able to utilize maps to respond to addresses as needed. May be required to work in extreme weather conditions for extended periods of time Must be available to work any shift, holidays and/or weekends, days/nights as required.
