Dir of Water Utilities - GX8021-630001 - WATER - ADMINISTRATION City of Denton Job Description Title: Director of Water Utilities Position ID: GX8021-630001 Department/Division: Water and Wastewater Utilities Reports to: Assistant City Manager FLSA Designation: Exempt Safety Sensitive: No DOT: No Definition: Responsible for administration and management of the City’s water and wastewater utilities including all planning and operations for the Lake Lewisville and Lake Ray Roberts Water Treatment Plants, the Pecan Creek Wastewater Reclamation Plant, Robson Ranch Wastewater Reclamation Plant, water storage and pumping systems, wastewater lift and pump stations and all water and wastewater collection and distribution. The Director completes general management responsibilities and specific projects as directed by the Executive Manager. Essential Functions: Provides leadership and management for all aspects of Plant Operations for both Water and Wastewater. Develops short- and long-range capital plans and programs. Initiates and/or directs engineering, operational and maintenance studies for the continuous improvement of Water and Wastewater Plant operations, water storage systems, and wastewater lift and pump stations. Coordinates with Capital Programs Department and City Engineer as needed regarding the design and construction of water and wastewater capital projects Works with the Deputy Director of Water / Wastewater Strategic Operations to prepare the capital improvements plans and the annual budgets for Water and Wastewater, including capital programs, operations, rate design, and forecasting. Performs management oversight of Water Production and Distribution, and Wastewater Reclamation Develops and/or approves employees’ recommendations regarding organizational expenditures, procedures, and guidelines, assures full distribution, understanding and integration of adopted procedures and guidelines within the organizational units, including all citywide policies and procedures Performs a full range of supervisory duties over direct reports which include recruitment, selection, training, counseling, evaluating, discipline, and termination Approves performance standard, ensures that subordinate division managers motivate employees to highest level of performance: conducts subordinate manager’s annual performance appraisals and reviews subordinate manager’s appraisals of employees Review recommendations from subordinate managers; takes action to promote, demote, transfer, or reclassify employee personnel; assures that establishes personnel policies are carried out by subordinate managers; makes salary recommendations to the Executive Manager of Utilities Develops agenda items for the Public Utilities Board, Planning and Zoning Commission and City Council; attends all Public Utility Board meetings and presents issues relating to organizational issues Works closely with the Executive Manager of Utilities in the development and coordination of meetings of the Public Utilities Board and may serve as the staff liaison in their absence. Serves as a customer contact and spokesperson for Water and Wastewater utilities. Serves as the Project Manager for complex capital improvement projects for the Water and Wastewater Utilities Departments as assigned. Works closely with the Deputy Director of Water / Wastewater Strategic Operations and Capital Delivery to provide analyses demonstrating departmental performance, status of capital projects, and system improvements Responds to citizen complaints, inquiries from City Council members, requests for information from other city departments, and similar information requests. Assists with the development review process as needed, provide decisions, guidance and direction, resolve disputes, and work with the city’s development review engineers in the development review process. Maintains regular and punctual on-site attendance Additional Duties: Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: Bachelor’s degree in Engineering or similar technical degree, Public Administration, Business Administration or Science. Five (5) years of progressive experience in water and wastewater utilities administration and management OR Masters degree in Engineering or similar technical degree, Public Administration, Business Administration or Science. Ability to mentor, coach, and provide staff development to improve our workforce. Must be an effective negotiator and mediator who can build consensus among internal and external stakeholders. Must have highly developed problem solving, technical, performance management, presentation, and media skills. Must have an ability to identify best practices, research and promote emerging technologies, and promote innovation. Preferences: Bilingual in Spanish and English Ten or more year experience in water distribution and wastewater collection system management. Licensed Professional Engineer in the State of Texas Master’s Degree in Engineering or similar technical degree, Public Administration, Business Administration or Science. Class C or greater water and wastewater operator’s license Conditions of Employment: Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license and state required minimum automobile liability insurance within 90 days of hire per state law) Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check Must be able to work outside of regular business hours as required Must attend and successfully complete the City’s Defensive Driving Course (DDC) as soon as possible after employment (if required to drive City vehicle or personal vehicle for City business) Physical Requirements: Overall Strength Demands: The bold and italicized word describes the overall strength demand of the functions performed by the incumbent during a typical workday.
