Accounting Supervisor - GS3718 - ELECTRIC ADMINISTRATION City of Denton Job Description  Title: Accounting Supervisor Position ID: GS3718-600001 Department/Division: Finance/Accounting/Electric Reports to: Assistant Controller FLSA Designation: Exempt Safety Sensitive: No DOT: No Definition: Responsible for ensuring that financial reporting and project cost accounting is recorded accurately and in accordance with generally accepted accounting principles for the decision-making use of management and outside entities. Essential Functions: Administers and coordinates activities of the Electric operations, which includes developing, monitoring, enhancing, and maintaining all integrated functions of the Accounting and Project Accounting Systems Reviews completed capital projects prior to unitization to assure that all the necessary charges and materials are complete as stated on as–built drawings Works with DME Engineering in the unitization of completed capital construction projects Completes documentation and journals to transfer the completed capital projects from construction work in progress to plant in service in the accounting system Performs professional accounting tasks such as maintaining and preparing monthly, quarterly and annual financial accounting records, including sales tax and other reports Prepares statements for the Comprehensive Annual Financial Report as it relates to the general fund at the end of the year and project cost accounting Assists in the annual budget process by reviewing requests to assure financial accuracy and compliance with internal policies and procedures Develops and coordinates the project cost accounting system Monitors and records bond project reporting Researches, analyzes, and makes recommendations to management regarding various issues such as conformance with city ordinances and policies, cost of production versus revenues recovered, productivity of work crews, etc. Reviews operations and budget funds to assure compliance with internal policies and procedures and generally accepted accounting principles Prepares yearly Transmission Cost of Service Earnings Monitoring Report and the Transmission Cost of Service rate cased filed with the Public Utility Commission of Texas Prepares the Earnings Monitor Report for submission to the Public Utilities Commission of Texas Implements new and/or revised procedures and methods used in recording financial information Performs special projects as assigned, which require a high level of understanding of accounting theory and concepts Prepares financial information for decision-making authorities outside the city Administers, coordinates, and reviews cost allocation studies prepared by outside agencies Reviews and approves staff journal entries Reviews and approves staff prepared account reconciliations Supervises staff by scheduling and assigning tasks; establishing goals and objectives; assigning priorities and responsibilities; and reviewing performance Hires, trains, counsels, evaluates and develops staff within the department Trains new employees in project set-ups, project budget transfers, and project close out processing Trains new employees in basic JDE functions and KS2 job cost reporting Reviews FERC (Federal Energy Regulatory Commission) coding of journal entries Maintains regular and punctual on-site attendance Additional Duties: Performs other duties as assigned Minimum Qualifications / Acceptable Equivalency: Bachelor’s Degree in Business Administration or related field with an emphasis in accounting Four (4) years’ experience in accounting or finance OR Master’s Degree in Business Administration or related field with an emphasis in accounting Two (2) years’ experience in accounting or finance Core Competencies: Ability to communicate effectively both verbally and in writing Ability to form and maintain effective relationships with coworkers and customers Preferences: Proficiency in Microsoft Excel and Word Certified Public Accountant Experience in municipal government accounting Bilingual in Spanish and English Conditions of Employment: Must pass a drug test, criminal history background check, and social security number verification check Physical Requirements: Overall Strength Demands: The italicized word describes the overall strength demand of the functions performed by the incumbent during a typical workday.
