Definition: Responsible for providing leadership and management guidance while supporting the activities of the Planning and Development department.
Essential Functions:
Leadership Responsibilities
Develops and recommends to the Assistant City Manager of Development strategic planning objectives for the organization and City of Denton
Develops short and long-range planning programs for the department and establishes broad priorities and work sequences
Provides overall guidance and direction for the development review process involving zoning, annexation, subdivision, and other land use requests
Coordinates with other city departments to incorporate joint work efforts; builds relationships that facilitate implementation of shared plans and desired outcomes
Trains and mentors employees in technical, management, and leadership responsibilities
Understands, demonstrates, and clearly articulates the mission of the City of Denton and Planning and Development department
Understands customer base and seeks to meet the needs of community
Identifies, analyzes, and solves problems in support of group, department, and organization objectives; considers cause and effect among different factors or stakeholders of a problem
Applies principles outlined in Seven Habits of Highly Effective People training
Enables and empowers employees to work more effectively
Seeks opportunities for training and increasing knowledge in planning and development management
Management Responsibilities
Acts as department representative to various community citizen advisory boards and to the City Council; presents results of studies and recommendations regarding development, land use,
comprehensive planning, and other issues
Develops departmental priorities and objectives; acts on recommendations from subordinate divisions
Prepares, submits, and administers departmental budget and authorizes departmental expenditures
Analyzes financial reports and reports trends and issues
Directs and manages numerous special studies including neighborhood preservation projects and various housing studies
Generates administrative reports
Initiates and makes policy recommendations; facilitates problem-solving
Supervisory Responsibilities
Hires, trains, supervises, and evaluates staff; provides counseling and coaching to subordinate managers; ensures appropriate action of subordinate supervisors on disciplinary actions;
ensures compliance with all City policies and procedures
Establishes and/or approves performance standards governing the quality and quantity of work within the subordinate divisions; evaluates subordinates’ progress toward accomplishment
of long-term goals as well as daily activities
Reviews accomplishments of subordinate units primarily in terms of program goals; may spot check work in progress to assure conformity with goals and missions; determines training needs
for subordinate managers and approves training programs and assignments
Reviews employee relations, training, and orientation programs of subordinate managers to promote organizational effectiveness and productivity; conducts annual performance appraisals;
reviews and approves subordinate supervisors’ appraisals of employees
Communication Responsibilities
Presents recommendations and supporting conclusions with facts in order to influence the listener

Minimum Qualifications/Acceptable Equivalency:
Bachelor’s degree in Urban Planning or related field (i.e., Public Administration, Landscape Architecture, Geography) and certification from the American Institute of Certified Planners
(AICP) with twelve years progressively responsible experience in municipal planning with at least five years in a supervisory capacity
OR
M
aster’s degree in Urban Planning or related field (i.e., Public Administration, Landscape Architecture, Geography) and certification from the American Institute of Certified Planners
(AICP) will substitute for two years of non-supervisory experience with ten years progressively responsible experience in municipal planning with at least five years in a supervisory
capacity
OR
Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job

train, and develop employees effectively, prepare, administer and monitor departmental budget
Ability to develop the political acumen necessary to navigate the annual election season

Preferences:
Master’s degree in Urban Planning or related field
Bilingual in Spanish and English
Preference may be given to applicants possessing qualifications above the minimum
Conditions of Employment:
Must have and maintain a valid Class “C” Driver’s License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class “C” driver’s license
and state required minimum automobile liability insurance within 90 days of hire per state law)
Must pass a drug test, driver’s license check, criminal history background check, and social security number verification check
Must have personal transportation to attend civic meetings and to run city-business errands
