Water Production Suprtdnt - GS4207 - WATER - PRODUCTIONEffective Date: 18-Apr-16  Revision Date:   Position ID:  GS4207  Career Ladder:  G42  FLSA:  Exempt   City of Denton Job Title: Water Production Superintendent   Department/Division: Water Production   Reports to: Division Manager    Job Description DEFINITION: The purpose of this job is to manage the operations and maintenance of the Water Production division, which includes multiple facilities or programs. ESSENTIAL FUNCTIONS: Time Spent:  Develops, executes and evaluates strategic short-range and long-range plans and criteria for a variety of projects, programs and division activities. 15%  Coordinates facility process and project activities within the division, between other Utility divisions and City departments and with outside consultants, engineers, associations, regulatory agencies, neighborhood associations and general public. 15%  Generates and analyzes data to discern patterns, discrepancies and opportunities for process improvements. 20%  Evaluates programs for effectiveness and accomplishment goals. 15%  Provides technical advice and assistance to internal and external customers. 10%  Prepares, consolidates and monitors division budget for plants, regulatory fees and treatment infrastructure. 5%  Performs the full range of supervisory activities including selection, training, evaluation, counseling and recommendation of corrective actions. 5%  Contributes to writing specifications for requests for proposal (RFPs) or requests for quotes (RFQs), evaluates bid proposals and recommends or approves contractor selection. 5%  Develops, reviews, revises and approves procedures and specifications for plant, field or laboratory operations, equipment and technical instrumentation, analytical testing procedures, quality control programs, safety programs and training programs. 5%  Interprets, explains and ensures compliance with applicable policies, procedures, ordinances and federal/state regulations. 5%   NATURE OF WORK: This job predominantly manages other managers and formulates tactical approaches to managing people, processes, or technology. POTENTIAL CONSEQUENCES OF ERRORS: Errors can result in property damage, serious injuries, loss of life. ADDITIONAL DUTIES: Initiates, communicates, reviews, approves resources onother major capital improvement projects, process improvement. This job is involved in department or division budget. The level of budget involvement goes as far as planning, approving for submissions, administering resources, and communicating internally & externally. Incumbents in this job carry out other duties as assigned by direct supervisors or managers. Supervisory Duties: This job supervises either employees, contractors or volunteers.This job manages other managers, makes final decisions; and is fully accountable for all actions taken. Supervises more than five (5) but less than eight (8). The highest level being supervised by this position is Senior Engineer. Customer and General Interaction Duties: Interactions specifically with customers: Sometimes (More than 10% but less than 25% in a year). This job interacts EXTENSIVELY with employees, general public, vendors, regulatory bodies, and other agencies. Written and Oral Communication Duties: On a frequent basis, this job communicates project direction to other employees. When needed, this job approves drafts of safety procedures, guidelines, and compliance manuals. CORE COMPETENCIES: Knowledge Required of the Job: Water and wastewater emerging technologies, water and wastewater engineering, treatment and management solutions, water and wastewater regulations, water: meter reading, wastewater and sludge sample collection, plant equipment maintenance, water: understanding of hydro-power, clean energy, and energy management. MINIMUM QUALIFICATIONS / ACCEPTABLE EQUIVALENCY: Education Required of the Job: Bachelor's Degree in Civil or Environmental Engineering, Chemistry, Biology, Business. Experience Required of the Job: 6 years progressively responsible experience related to the activities of the division, four (4) years of which must be in a supervisory or management capacity. Credentials Required of the Job: Class "A" Water License issued by the Texas Commission of Environmental Quality (TCEQ) or the ability to obtain one withing two (2) years from employement.Certificates need to be renewed every 2 to 4 years. The State of Texas mandates the licenses, certifications or registration mentioned above, for this job. OR Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job. PHYSICAL REQUIREMENTS: Must be able to lift up to 50 lbs. of work related materials. Gives presentations on behalf of department, division, or the city, operates basic office equipment such as calculators, copy machines, fax machines, printers, operates computers both notebooks and desktop, operates mobile phones, walks to and from work sites. Incumbents in this job utilizes taste buds to taste and approve food or water products to provide to citizens, utilizes vision to perform work. SAFETY GEAR REQUIREMENTS: Operational Safety Procedure Manuals relevant to own department. WORK DELEGATION: This position REGULARLY assigns or delegates work to other employees and/or contractors. WORKING CONDITION, UNDER WHICH THE ESSENTIAL FUNCTIONS ARE PERFORMED: On a regular basis, incumbents in this job generally work in an office environment. EMPLOYMENT CONDITIONS: Must pass a drug test, driver’s license check, and criminal history background check and social security number verification; must be able to respond to location within 30 minutes of being called; must be able to manage stressful situations, identify emotional distress on people, and maintain calm and collected demeanor; must posses good arithmetic or math skills, necessary to read, perform calculations, and form conclusions; must abide by the safety rules and work procedures of the water utility safety procedure manual.
